DEFINITION:

Under general supervision of the Supervising Construction Inspector, the Lead Construction Inspector performs complex and specialized inspection work related to public works construction projects. Responsibilities include inspecting work quality and materials to ensure conformance with approved plans, specifications, codes, and regulations; coordinating field activities; providing technical guidance to inspection staff; and maintaining records and preparing reports related to assigned projects.

EXAMPLES OF DUTIES (illustrative only):

• Serves as a technical lead in the field, providing guidance and expertise to inspection staff on complex or non-standard construction issues.

• Provides day-to-day field direction, coordinates work assignments, and offers input to supervisory staff regarding inspector performance and project staffing needs.

• Provides on-the-job training and mentoring to inspection staff in proper inspection techniques, interpretation of plans and specifications, and application of codes, standards and regulations.

• Promotes consistent application of codes, rules, and regulations through field coordination and communication with inspection staff and supervisory personnel.

• Coordinates and performs contract administration activities for assigned projects, including reviewing submittals, tracking quantities, and assisting with change orders, extra work orders, contractor claims, and progress payments. 

• Reviews plans and specifications of assigned projects; identifies potential constructability issues and communicates concerns to engineering and supervisory staff.

• Participates in and may facilitate preconstruction meetings with contractors, developers, and project stakeholders.

• Inspects work quality and materials used in a variety of public works projects to ensure compliance with approved plans, specifications, codes and ordinances.

• Inspects materials and various structures including utilities, streets, sidewalks, gutters and other off-site construction and related infrastructure; checks line, grade, size, elevation and location for conformance to specifications and regulations.

• Observes work during progress and upon completion; ensures adherence to safety practices and applicable regulations.

• Monitors, inspects and documents work performed under capital improvement projects and encroachment or grading permits; verifies compliance with approved plans and permit conditions.

• Records quantities of materials used and work performed; prepares reports and documentation to support progress payments and project records.

• Performs basic engineering calculations related to quantities, grades, and elevations; compares field measurements to design plans.

• Coordinates and communicates field-related design clarifications between City staff, engineers, contractors, and developers.

• Responds to routine field-related inquiries and concerns from the public; refers complex or sensitive issues to supervisory staff.

• Performs related duties as assigned.

The City of Berkeley invites you to apply for the position of Weighmaster in the Zero Waste Division of the Public Works Department! Working in the scale house at the solid waste transfer station, the Weighmaster is responsible for assessing incoming loads and providing direction to customers.

In this role, you will weigh vehicles entering and leaving the transfer station; estimate volumes of small loads and assess contents; collect established fees for dumping; provide information and direct customers; and use personal computers for data collection, computation, reconciliation, record keeping and reporting.
 

A typical way of gaining the knowledge, skills, and abilities for this position is:
Equivalent to completion of high school and either three (3) years of solid waste collection and disposal experience, or three (3) years of general office or accounting support work experience. Prior experience in refuse collection and/or experience in handling of hazardous materials is desirable.

Other requirements include:
Must be bondable and able to work early morning, evening, holiday and weekend shifts in a dusty, windy environment without restrictions. Within a six (6) month probationary period must successfully complete four (4) weeks of full-time equivalent on-the-job training to prepare the employee to assume the full range of Weighmaster duties, as certified by senior supervisory staff. Successful completion of classes in Customer Service Dispute/Conflict Resolution is desirable.

The City of Foster City is looking for a Building/Fleet Maintenance Superintendent who will oversee the Building and Fleet Maintenance Division of the Public Works Department. This position is responsible for planning, organizing, supervising, reviewing, and evaluating diverse and specialized building and fleet maintenance and repair functions.

This position manages and develops outside contracts, vendors, and project budgets; assures regulatory compliance and economy in all programs; coordinates assigned activities with other City departments and outside agencies; provides responsible and technical staff assistance; and performs duties as assigned. Education and Experience

Education: Equivalent to completion of the twelfth (12th) grade supplemented by specialized training or coursework in construction trades, maintenance, automotive technology, or repair, and/or supervision.

Experience: Five (5) years of experience as a journey-level mechanic performing vehicle and equipment repairs or general repair and maintenance in one or more of the building trades, of which two (2) years should be in a supervisory or lead capacity.

Licenses and Certifications

• Possession of, or the ability to obtain, a valid Class C California driver’s license upon appointment.
• Possession of ,or the ability to obtain, National Institute for Automotive Service Excellence (ASE) Certification in air conditioning, brakes, and electrical systems is highly desired.

Selection Process

The Housing Authority of the City of Alameda (AHA) is seeking an exceptional, process-orientated professional to serve as the Director of Housing Programs to assist with planning, organizing, managing, and providing administrative direction and oversight for all functions and activities of the Housing Programs Department which administers the various assistance programs the AHA operates. The City of Newark is excited to announce an opportunity for an experienced professional to join our Public Works team as a Public Works Inspector! 

Under general supervision, the Public Works Inspector performs skilled and technical inspection work on a variety of public and private construction projects, including streets, utilities, and other public infrastructure. This role ensures conformance with approved plans, specifications, permits, industry standards, accepted construction practices, and all applicable local and state codes and contractual requirements.

The inspector reviews construction documents, oversees all phases of infrastructure installation and contract maintenance work—such as pavement overlays, stormwater systems, and utility installations—and ensures compliance with the Manual on Uniform Traffic Control Devices (MUTCD) for traffic control. Responsibilities include conducting field measurements, performing material testing, maintaining detailed daily field records, and using applicable software to compile construction reports. The inspector coordinates with contractors, developers, and agency representatives to resolve construction-related issues and may provide functional supervision of field staff on assigned projects. All work is performed in accordance with City safety policies and procedures.

This class performs a variety of technical inspections related to the construction of public streets, parks, site development improvements, paving, grading, drainage, erosion, and storm water quality controls. Assignments, objectives, and work methods are specified. Incumbents' work will be gradually performed on a more independent basis subject to occasional review through consultation with the supervisor.

EXPERIENCE AND TRAINING

Education: 

• Possession of a high school diploma or equivalent. College level course work in construction or engineering is desirable.

• Two (2) years of technical experience in public works inspections, field surveying, grade checking, or related field.  

License:

About the Role

This is not an entry-level role. This is not a position for someone learning the field. This is a role for someone who has already been in the crucible of crisis, learned hard lessons, adapted under pressure, and is eager for more.

The Emergency Coordinator sits at the operational center of SMC EM. You will plan. You will write. You will brief. You will execute. You will move between strategy and the tactical detail of getting things done, across a complex Operational Area of 20 cities, 18 unincorporated communities, and the partners who serve them.

This work requires range. One day you are facilitating a planning cycle that will shape the next twelve months of countywide preparedness. The next, you are translating policy into a one-page brief for a city council, then coordinating an exercise design with fire and law partners, then back at your desk drafting a memo that will move across the Operational Area in 48 hours.

The throughline is judgment. We need someone who can prioritize, pivot, and produce. Someone who has thrived in uncertainty before, and is energized to do more of it here.

What This Role Actually Involves

Planning (Primary Focus)
Planning is the center of gravity for this role. You will lead and contribute to the full planning cycle, from scoping through drafting, coordinating, executing, exercising, and updating operational plans, annexes, and frameworks across the Operational Area. The work means translating federal and state guidance (FEMA, CalOES, SEMS, NIMS) into plans that are usable on a Tuesday and survive a Saturday at 2 a.m. It means coordinating reviews and revisions with internal staff and external partners, building consensus around standards while protecting quality. Asking how could this be better, more practical and more useful in the moment. And it means maintaining a working understanding of the threat and hazard landscape facing San Mateo County, so the plans on the shelf actually reflect the risk on the ground.

Communication and Coordination
You will brief and present to varied audiences on a regular basis and on demand: senior county leadership, elected officials, fire and law chiefs, Operational Area partners, community organizations, and the public. The substance has to hold steady; the delivery has to flex for the room. Alongside the briefing work, you will produce clear, accurate written products on tight timelines: memos, briefings, plans, talking points, after-action reports, and correspondence that moves at the speed of decision-making. You will represent SMC EM credibly in working groups, advisory committees, tabling events, and external meetings at all levels of government, and you will maintain steady, professional communication with partners across all 20 cities and 18 unincorporated communities.

Project Management and Execution

• Carry assigned projects from initiation through completion. Own timelines, deliverables, and stakeholder coordination.
• Manage multiple concurrent priorities without dropping quality or letting partners go silent.
• Identify obstacles early, problem-solve collaboratively, and escalate when needed.
• Document the work. Hand off cleanly. Build for the next person.

Exercise, Training, and Operational Readiness

• Contribute to the design, development, facilitation, and evaluation of exercises (tabletops, functional, full-scale) aligned with HSEEP standards.
• Support training programs for staff, partners, and the broader Operational Area.
• Participate in a weekly on-call rotation, maintaining 24-hour readiness and responding to the field or Emergency Operations Center (EOC) during emergencies or disasters.
• Participate in after-action reviews and improvement planning. Treat lessons learned as a discipline, not a deliverable.

Who We Are Looking For

The right person for this role has been tested. They have been in crisis situations and knows what it’s like to be in a real EOC. They have written a plan that was used and know what it means to adapt in the moment. They have briefed leadership when the picture was unclear and the pressure was high. They have learned that emergency management is less about the binder on the shelf and more about the relationships, the judgment, and the ability to keep moving when the information is incomplete.

We are looking for someone who is technically capable, operationally seasoned, relationally skilled, and intellectually restless.

Mindset and Character

You are crucible-tested. You have been through real incidents, real activations, and/or real high-stakes operations, and you did not just survive them; you took something from them. You are agile, able to shift directions quickly when priorities change without losing your composure or your standards. Knowledge and Experience

• Working command of the planning cycle. You have led or contributed substantively to plan development, from scoping through publication and exercise.
• Familiarity with the five Emergency Management Sections (Management, Operations, Planning, Logistics, Finance/Admin) and the Incident Command System.
• Demonstrated problem-solving. A track record of identifying issues, generating options, and driving toward resolution under pressure.
• Strong communicator across audiences. You can hold the room with senior executives, political leaders, Operational Area partners, chiefs, and the public, with demonstrated experience adapting message and tone for each.
• Excellent written communication skills, including reports, briefings, plans, and professional correspondence.
• Ability to work across a wide variety of settings (field, office, EOC) and disciplines (law enforcement, fire services, emergency medical services, public health).

Preferred but Not Required

• 5 years of professional experience, with at least 2 years dedicated to emergency management, disaster operations, homeland security, public safety, or military operations.
• Master's Degree in emergency management, public administration, public policy, homeland security, public health, communications, or a related field.
• Completion of ICS Courses 100, 200, 700, and 800 (or ability to complete within the first 90 days)
• Exercise design and execution experience (tabletops, functional, full-scale) aligned with HSEEP.
• Formal project management experience, including managing scope, schedule, and stakeholders across complex initiatives.
• Hands-on experience with alert and warning systems (IPAWS, WEA, EAS, mass notification platforms).
• Experience working across multiple jurisdictions or within a complex multi-agency operational environment.
• Training instruction or curriculum development experience.
• A valid California Driver's License.

 

 

Qualifications

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:
 

Education: Bachelors degree from an accredited college or university in business, public administration, emergency management or related discipline.

Experience: One year of experience having responsibility for assisting in program planning, development and budgeting in the public, military, or private organization, preferably related to emergency/disaster planning and management.
