THE POSITION

Library Aides provide customer service to library visitors. Duties include checking items in and out at the Checkout Desk, opening new library accounts, collecting fines and fees, shelving materials, and assisting library visitors in finding materials and using the computers. Other tasks may include processing materials, providing storytimes for children, and assisting with other public programs for children, teens and adults. This is an ideal job for someone who is friendly, computer savvy, enjoys working with the public, putting things in order, and is detail-oriented. Bilingual skills are desirable.

 

DEFINITION

Under supervision, to do library clerical, technical and customer service work, and related assignments as required.

EXAMPLES OF DUTIES

Check materials in and out, sort materials, open new library accounts, explain library policies and resolve disputes, collect fines and fees, assist library patrons with self-checkout and public-use computers, printers, photocopiers, and scanners, answer routine information questions, complete opening and closing procedures, and perform related duties as assigned.

DISTINGUISHING CHARACTERISTICS

 

An incumbent in this position performs a variety of law enforcement activities during an assigned shift, which may include crime response, patrol, investigation, traffic enforcement, crime prevention and public safety, case presentation and variable shifts. They wear uniforms, carry weapons, drive patrol cars or ride motorcycles and must comply with departmental grooming standards. The County of San Mateo Behavioral Health and Recovery Services (BHRS) seeks a Board eligible or Board certified Adult Psychiatrist to join the North County Behavioral Health Center in Daly City, California, to work with adult BHRS clients with severe mental illness and substance use disorders. This is a full-time position.

THE POSITION

This is a full journey level position within the Crisis Response Clinician series and is distinguished from the Crisis Response Clinician I by the performance of the full range of duties with only occasional instruction or assistance.

MINIMUM QUALIFICATIONS
Knowledge of: Office machines and specialized software applications; current philosophy, principles, and practices for services to clients with serious mental illness; individual, group and family psychodynamics as they relate to adults or children in crisis; psychological diagnostic methods and terminology; personality development from infancy through adulthood; human and health services systems in the County including private agencies and other community resources; applicable local, State and Federal laws, ordinances and rules.

DEFINITION

Under direct supervision, performs a variety of manual, semi-skilled and skilled tasks in the construction, maintenance, repair and operation of the City’s streets, sidewalks, signs, sewers, storm drains, pump stations, parks, tot lots, medians, gardens, irrigation systems or municipal buildings. Tasks often require considerable physical strength and stamina and may be performed in inclement weather and/or potentially hazardous conditions. Worker may be called back to work during emergencies. Performs related work as required.

CLASSIFICATION CHARACTERISTICS

Utility Maintenance Worker is the entry level to the following classification series: Building Maintenance Worker I/II, Collection System Maintenance Worker I/II, Groundskeeper/Gardener I/II, Street Maintenance Worker I/II, and Water Maintenance Worker I/II. Candidates from the Utility Maintenance Worker Employment List may be appointed in any one of several City departments. They will initially be under close supervision, performing the least skilled and most repetitive tasks while learning to use and apply the methods, materials, tools and equipment involved. Incumbents normally advance to Level II after at least two years of successful experience and demonstrating proficiency for the Level II work. 

EXAMPLES OF DUTIES

Work assignments may be in any one of the maintenance area programs: building/facility operation and maintenance, water/wastewater system delivery and maintenance, parks, median and grounds maintenance, and streets and sewer maintenance. Sweeps rubbish and leaves from gutters; loads and unloads trucks in a variety of situations; excavates and fills trenches and ditches; does manual work in preparing surfaces for paving, mixing cement, and breaking up paved surfaces using such tools as shovel, rake, jackhammer, tampers, and tar kettle; does manual or the more routine work of laying pipe, backfilling, and installing water meters; acts as a helper to skilled craftsworkers assisting in the more routine aspects of carpentry, plumbing, heating, minor electrical and mechanical repair, and painting including street painting; does manual park work not requiring prior knowledge or skill in gardening.

The Behavioral Health and Recovery Services (BHRS) Division of San Mateo County Health seeks an experienced psychiatrist to serve as Supervising Adult Psychiatrist for our Interface Primary Care Team.

Interface Primary Care is a BHRS mental health integrated, collaborative care program providing psychiatric services and Medication Assisted Treatments (MAT) to adults receiving care in the Federally Qualified Health Center (FQHC) Community Primary Care Clinics operated by San Mateo County Health. These clinics are located at North County Primary Care Clinic (in Daly City), Fair Oaks Health Center (in Redwood City), San Mateo Medical Center (SMMC), South San Francisco Primary Care Clinic (South San Francisco), and the Sequoia Teen Wellness Center (in Redwood City). This position will be a mix of direct clinical care and providing leadership and supervision for an interdisciplinary team of providers. This position is a full time, 1.0 FTE (40 hours per week) position. This Supervising Adult Psychiatrist will report directly to the Medical Director of BHRS and will assist him/her in providing the highest quality behavioral health care in San Mateo County.

The Behavioral Health and Recovery Services Division uses evidence-based treatment approaches in our system of care services, while seeking continuing improvement and development in the areas of cultural competence, integrated services for individuals with co-occurring mental health and substance use problems, and supportive housing. Our achievements reflect the work of dedicated staff as well as the valuable input of behavioral health system partners--criminal justice and human services agencies, private providers and contract agencies, Mental Health and Substance Abuse Commission members, families, and consumers.
 
The ideal candidate is Board Certified in Adult Psychiatry and has at least three years of experience supervising psychiatrists and/or psychiatry residents, as well as a keen interest in and knowledge of policy and planning on behavioral health issues and organizational and clinical performance measurements. Knowledge of substance abuse treatment and MAT, including board certification in Addiction Medicine/Psychiatry is strongly preferred.

Examples Of Duties

Duties may include, but are not limited to, the following:

• Leadership in fostering integrated care for clients with serious mental illness and primary care conditions;
• Psychiatric services for an adult behavioral health clinic including substance use services;
• Program planning for and teaching, mentoring, and supervision of adult psychiatric residents;
• Quality Improvement activities including reviews of hospital admissions and review of research proposals;
• Provide consultation, review and guidance to other physicians in the evaluation and treatment of adults;
• Member of the BHRS Pharmacy and Therapeutics Committee and support the Pharmacy Services;
• Member of the BHRS Medical Chiefs Leadership Group;
• Member of the Residency Training Committee and its selection and evaluation process;
• Regular meetings with the BHRS Medical Director;
• Help review grievances that come to BHRS regarding the Interface Primary Care Team;

• Organize and coordinate clinical coverage;
• Organize and facilitate monthly meetings and individual supervision, performance evaluation, and appraisals;
• Review and approve educational and professional expenses prior to submission to BHRS Medical Director; and

Qualifications

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Completion of a residency program and three years of experience in Adult Psychiatry.

Licensure/Certification:

• License to practice medicine or osteopathy in the State of California.
• Possession of a valid Basic Life Support (BLS) certification.

Knowledge of:

• Health care management practices and principles including revenue retrieval.
• Current developments, trends and research in a medical specialty.
• Principles and practices of supervision.
• Development of medical policies, procedures and protocols.
• Preparation of comprehensive reports and other correspondence.

Position Duties  

The Department of Public Works (DPW) is currently seeking to fill one (1) Principal Engineer/Architect position in the City Facilities and Architectural Services (CFAS) Division. This is a temporary (Overstrength) position that is anticipated to be funded through June 30, 2025, subject to further extension as appropriate. The Principal Engineer/Architect will support the Library Department (LD) in leading the coordination for the Library Facilities and Customer Experience Planning. This individual will play a key leadership role in driving critical infrastructure initiatives, including supporting the implementation of the California State Library Building Forward Infrastructure Grant projects and managing capital and facilities planning processes in collaboration with the LD and consultants. This individual will act as a leader, ensuring timely and effective project execution, and delivering results that meet organizational and state funding objectives.  

Reporting to the Deputy Director, the Principal Engineer/Architect will require the ability to extensively collaborate across the LD, the DPW, Planning, Building and Code Enforcement (PBCE) and other contractors/vendors, while maintaining adherence to budgets, timelines, and plans. Outstanding leadership, a high degree of accountability, and the ability to establish an excellent working relationship with all stakeholders are required to be successful in this position.  

Key Responsibilities 

• Lead the design and construction of major public works projects, in partnership with the Library Department.  

• Lead a multi-disciplinary team of engineers, architects, technicians, and inspectors to deliver high-quality, cost-effective, and consistent services. 

• Oversee engineering/architectural or other technical research; review, analyze, and prepare recommendations to Senior and Executive staff regarding project and/or program scope or objectives. 

• Direct and coordinate the preparation of cost estimates and project and/or program budgets; monitor budgets and schedules for performance. 

• Consult with Senior and Executive staff, contractors, other departments, and consultants to plan, design, and construct major engineering/architectural and/or other technical projects. 

• Direct and coordinate the creation, planning, and management of capital budgets and staffing plans to successfully deliver capital projects. 

• Oversee the planning and execution of the procurements of design consultants and construction contracts. 

• Partner with the department’s other executive staff to lead transformation, training, and other process improvement efforts in the City’s capital improvement program. 

• Prepare technical reports and correspondence as required.
