ABOUT THE DEPARTMENT

The Library and Recreation Department is comprised of two divisions, Library and Recreation & Childcare, that are dedicated to enhancing the quality of life of San Rafael residents. The Department’s mission is to enrich the community through discovery, learning, and play, and strives to maximize the delivery of strategically aligned programs and services to provide the highest value for the community.

The Library Division operates with a $4.4 million budget and 22 full-time employees in fiscal year 2024/2025. The San Rafael Public Library consists of three branches—Downtown, Pickleweed, and Northgate—and is part of the MARINet consortium. Exciting projects include a $3 million modernization of the Downtown branch, set for completion by July 2025, and a $2 million renovation of the Pickleweed branch, with construction beginning in August 2025. Additionally, the City is planning a new, joint Library and Community Center at Albert Park, while also focusing on operational improvements and championing innovative library programs and services.

THE POSITION

The Senior Librarian is responsible for a full range of complex librarian duties including classification; cataloging; reference; readers advisory; collection development; program planning, development, and evaluation; outreach and marketing; and service to specialized populations including youth, adults, and/or non-English speaking individuals.  

IDEAL CANDIDATE

We are seeking three dedicated and experienced Senior Librarians to oversee key areas within our library system.  Each Senior Librarian will be responsible for one of the following units:  Children's Services, Adult/Teen Services, or Branch Services.  The ideal candidate will have a solid background in library operations, including collection development, reference services, program planning, and community outreach.  Proven leadership skills are essential, with experience in supervising and training professional and paraprofessional staff while maintaining high service standards.  Expertise in reference services, library technologies, and creating programs for diverse populations, including youth and non-English speakers, will be crucial in meeting the evolving needs of our community.

The ideal candidate will be passionate about providing exceptional library services and fostering a collaborative, supportive work environment.  Strong reference and reader's advisory skills, a deep understanding of modern library practices, and the ability to effectively evaluate and select library materials are key.  A commitment to cultural competence, customer service excellence, and creating a safe, welcoming space for all patrons is vital.

• Supervise and train assigned subordinate staff; assign, schedule and review staff work and write performance evaluations for professional and paraprofessional staff; instruct employees in new or existing policies, procedures and regulations; conduct on-the-job training.  
• Provide direction, training, and support to staff in one or more of the following areas:  collection development, programs and services, events, outreach, and marketing.
• Provide a range of services to patrons, including complex reference and readers' advisory; circulation and patron account requests; and advanced assistance with accessing library materials, technology, and resources.
• Assist in the development of policies and procedures relating to library services.
• Develop, implement, and evaluate library programs, events, volunteers, and services.
• Organize and lead outreach visits outside the library at events and to community partners to present and promote library services.
• Assist with the administration and organization of core library services, planning, organizing, and coordinating library-wide activities.
• Enforce library guidelines and policies to ensure a safe and welcoming environment for all library visitors.

EDUCATION AND EXPERIENCE

Any combination equivalent to experience and education that would likely provide the required knowledge and abilities would be qualifying.  A typical way of gaining the knowledge, skill and ability outlined  in the job spec is:  

• Equivalent to a master's degree in library science, library and information services, or similar curriculum, issued by a college or university accredited by the American Library Association is preferred.  
• Progressively responsible related experience may be substituted for the college coursework on a year-for-year basis.
• Ability to communicate effectively in Spanish, Vietnamese, ASL, or other community languages is desired, and may be required for some assignments., AND
• At least four years of professional experience in a public library setting, including at least one year in a lead/supervisory role.

OTHER REQUIREMENTS

• Possession of a valid California Class C Driver's License with a satisfactory driving record is desirable.

The Department of Public Works is recruiting for a Street Maintenance Worker I/II to perform a variety of manual and semiskilled tasks involving the construction, repair, maintenance, and cleaning of streets, sidewalks, other concrete structures, storm drainage and related Public Works facilities.  The Street Maintenance Worker operates light power driven, hand-held, and "walk behind" equipment.

• Uses shovels, rakes, other hand tools, jackhammers, asphalt saws, tampers, packers, dump trucks, rollers and spray equipment in the excavation, building up, patching and surfacing of streets.
• Performs or assists in finished concrete work by excavating and clearing areas, constructing forms, trucking and pouring concrete.  Performs or assists with concrete leveling, floating, and finishing.  
• Removes debris and assists in cleaning and clearing of sewer lines, catch basins, canals, pipelines, and pumping stations.
• Assists in maintenance, repair, or replacement of pumps, motors, valves, gates, and pipelines,.
• Prepares and installs traffic signs and related posts per specifications.
• Places traffic barriers and warning signs and directs traffic.
• Performs street painting and striping per specifications, using a variety of materials and related equipment. 
• Assists in emergency repairs of Public Works facilities.

EDUCATION AND EXPERIENCE:

Street Maintenance Worker I:

• Equivalent to graduation from high school to provide necessary reading and communication skills;
• Prior experience in the operation of power driven equipment or previous maintenance experience is desirable but not required.

Street Maintenance Worker II:

• Equivalent to graduation from high school.
• Two years of increasingly responsible experience in the maintenance and construction of Public Works facilities equivalent to the Street Maintenance Worker I.  

OTHER REQUIREMENTS

Street Maintenance Worker I:

• Valid California Driver's License
• Must obtain a Class B license prior to passing probation

Street Maintenance Worker II:

• Valid California Driver's License
• Effective July 1, 2010, employees hired or promoted into the SMWII position are required to obtain a Class B license prior to pass probationary period, and participate in the DOT program.

About the Position

The City of San Carlos is seeking a full-time Associate Engineer in our Public Works Department. This position performs professional and technical civil engineering work in support of the City’s public works and private development projects. Responsibilities will range from simpler projects and to more complex ones. Employees in this job class provide general engineering support and direction to a variety of public and private projects. Projects worked on may include civil works projects including: roads, drainage, grading, buildings, water and wastewater pipelines and treatment facilities, tanks, generators, parks and landscaping, bike paths, environmental mitigation and other related subjects.

The Associate Engineer is distinguished from the Assistant Engineer by the level of experience in the field of municipal engineering and the level of job knowledge.  This is a more specialized class wherein incumbents are charged with performing a wide variety of complex engineering assignments and having a much broader range of knowledge, skills and abilities.

Employees in this classification work under general supervision of the Principal Engineer. Employees in the Engineer positions are not directly responsible for the supervision and evaluation of other engineering staff; however, they may provide supervision of work product to other engineers, inspectors, technicians or intern staff.

Essential Duties

• Plans, directs, participates and effectively completes moderately complex projects. This technical work involves engineering, surveying, construction or other activities related to the civil engineering profession.
• Manages assigned projects, serving as the project lead and ensuring that all aspects of the project are addressed and completed professionally.
• Supervises the work products of project team members, including technicians or intern staff.
• Administers consultant contracts and oversees consultants for services such as design, construction management, construction inspection, soil testing, biological studies, and other related tasks.
• Reviews, prepares construction drawings and specifications for a variety of City public works projects using AutoCAD and related civil design software to process projects through the City.
• Reviews and evaluates preliminary and final plans and specifications for private development.
• Prepares Requests for Proposals for support work such as surveying or biological studies.
• inspects and evaluates ongoing public works and development projects to ensure compliance with plans and specifications and regulatory agency requirements.
• Conducts surveys, and/or assists survey personnel in obtaining field data and conducts a variety of field construction tests for compliance purposes.
• Verifies and maintains appropriate records and files; prepares comprehensive technical reports and agenda reports related to assignments. Presents reports as needed.

What You’ll Do

The Public Works Maintenance Leadworker performs skilled work in the construction, maintenance, and repair of sewer infrastructure, road ways, sidewalks, and storm conveyance system. The Leadworker assigns and participates in the work of maintenance crews, operates power driven equipment, and performs related work as required.   This position is responsible for lead supervision of a sewer, street, storm or traffic safety maintenance field crew. The City of Pacifica's Public Works Department is recruiting for a Building Maintenance Specialist. This is a full-time position with benefits and a compensation schedule range of $6,339 - $7,529 per month. This position works a 9/80 schedule, with every other Friday off. This position is included in a bargaining unit under Teamsters MISC Local No. 856.

Definition

Under general supervision, this position performs a variety of semi-skilled and skilled duties in connection with the construction, maintenance, and repair of City buildings and other facilities; and performs related duties as assigned. This position is distinguished from other maintenance classes in its specialization in building construction and maintenance, utilizing skills in one or more of the building trades.

Typical and Important Duties

• Constructs, remodels, and repairs a variety of buildings and structures, such as walls, partitions, doorways, counters, stairways, plumbing, roofs, and floor coverings.
• Builds and/or installs cabinets, shelving, bookcases, molding and other items involving finish carpentry.
• Performs other crafts-related work in connection with the construction, alteration, and repair of buildings and related facilities.
• Inspects work sites to take dimensions, prepare estimates of time and materials to lay-out work. 
• Reads and interprets blueprints, schematics, diagrams, and catalogues
• Maintains work orders, services records, time logs
• Prepares drawings and specifications for assigned projects.
• Estimates materials and supplies required to perform assigned work; may order supplies and materials as required.
• May direct the work of other workers on a project or relief basis.
• Performs related duties and responsibilities as assigned.

Essential Job Function

Ability to drive, possess and maintain a valid California driver’s license, as well as drive a variety of vehicles safely.

Job-Related Qualifications

Knowledge of:

• Tools, equipment, techniques, and practices used in rough and finish carpentry work.
• Tools, equipment, techniques, and practices used in other building trades work.

Employment Standards

Any combination of training and experience equivalent to graduation from high school and completion of an accredited four-year apprenticeship program in construction field.

Licenses and Certificates

Possession of, or ability to obtain, a valid California driver’s license and a satisfactory driving record. May be required to qualify for and obtain a Class “A” or “B” driver’s license, and, therefore, become subject to the Department of Transportation’s random drug and alcohol testing program.
