The City of Burlingame currently has one opening for a Public Arts Commission Intern. 

Working directly with the City Librarian and with input from an Arts Commission Task Force, the City of Burlingame is seeking a highly motivated and detail-oriented individual to assess the current stock of public art and research, evaluate, and recommend a comprehensive public facing online cataloging software for public art in the City. This role requires a unique blend of some basic database/software testing skills, basic art interest, and the ability to project manage and present a solution at the end of 8 weeks.  This is an in-person internship program which is a temporary position with a flexible schedule not to exceed 8 to 10 weeks of employment.

THE IDEAL PUBLIC ART INTERNSHIP CANDIDATE WILL:

• Demonstrate a proactive, energetic, and organized approach to efficiently manage multiple tasks and responsibilities.

Responsibilities:

About the Commission: The San Francisco Ethics Commission was created by the City’s voters with the passage of Proposition K in November 1993. ABOUT THE ROLE

Reporting to the Executive Director, the Deputy Director will oversee department-wide administrative operations and strategic initiatives including organizational planning, program performance, budget development, financial accounting, procurement, contracting, human resources, recruitment, and other administrative functions. This role will supervise three staff members in the Operations Division and closely collaborate with other staff to achieve the Commission’s strategic goals.

The Deputy Director must be willing to forego involvement in all local political activity while a member of the Commission staff and publicly file an annual Statement of Economic Interests (Form 700).

ESSENTIAL DUTIES

Essential duties of the position include, but are not limited to the following:

• Establish and implement departmental goals, policies, and strategic plans as directed by the Executive Director.
• Develop and maintain a broad understanding of the Commission’s laws, policies, programs, procedures, and operations.
• Oversee daily administrative operations of the department including financial management, procurement, accounting, payroll, and related office operations.
• Effectively plan, coordinate, supervise, and evaluate the work of direct reports.
• Manage the department’s hiring initiatives including tracking vacancies, producing hiring-related documents, coordinating recruitment functions with staff and DHR, and supporting onboarding activities.
• Manage the department’s HR and personnel functions and lead initiatives to promote staff engagement and professional development.
• Direct the department’s annual budget development process by working with Commission staff and City stakeholders to get necessary funding approved through the City’s budgeting process.
• Track ongoing spending using the City’s financial systems and monitor adherence to the approved budget.
• Manage the department’s contracting needs and establish internal procedures and documentation for related business processes.
• Design and implement standardized workflows, procedures, documents, and tools for the Commission’s departmental business processes. Identify ways to improve business processes using automation.
• Establish effective metrics that inform the department’s operations and programmatic work in a data-driven manner. Develop processes to generate and track performance measures broadly across functions for leadership and staff, using automated tools in collaboration with the technology division.
• Manage services from other departments to support the Commission’s operations and serve as a liaison for departments and other stakeholders.
• Prepare management reports, annual reports, agency publications, and financial reports to provide regular progress updates regarding departmental goals and operations. Provide presentations at Commission meetings as needed.
• Maintain information on the Commission’s website, including budget, operational reports, and Commission information, in compliance with the City’s language access and digital inclusion standards.

• Support Commission-related operations including assisting with public meetings and onboarding new Commissioners.
• Act on behalf of the Executive Director when requested to provide business continuity for other programmatic and business functions.
• Maintain absolute confidentiality of sensitive information obtained through the course of completing assignments while working comfortably in an open government environment.
• Maintain and retrieve documents, records, and correspondence in accordance with established procedures for data retention and records requests.
• Establish and maintain effective professional relationships that foster an inclusive work environment and constructive problem-solving.

Minimum Qualifications

• Bachelor's degree from an accredited college or university, AND
• Two (2) years of managerial experience in governmental ethics, campaign financing, and/or lobbying laws and regulations, all of which must include supervisory experience.

Substitution: Additional experience as described above may substitute for the required degree on a year for year basis up to a maximum of two (2) years.

Desired Qualifications

• A Master's degree in public administration, business administration, public policy, or a closely related field of study, or a juris doctor degree.

• Two or more years of demonstrated experience with public sector management, budgeting, financial accounting, procurement, contracting, and/or recruitment functions.
• Experience in the fields of campaign finance and governmental ethics.
• Experience working objectively, efficiently, and effectively under strict deadlines and highly visible, sensitive, or politicized settings.
• Extensive knowledge and expertise in organizational policies, systems, and issues in a government setting.

The Department

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The Parks and Recreation Department is composed of a Director and 22 full-time management positions. The department is comprised of the Recreation, Parks, and Building Maintenance divisions. The Parks and Recreation Department mission is to provide opportunities for physical, cultural and social well being; protect and enhance the physical environment; and ensure the effective and efficient use of public facilities and open space.

The Building Maintenance Division maintains 32 facilities totaling more than 563,000 square feet and over 275 acres of park land. The division provides janitorial, preventative maintenance services, and necessary building and related equipment repairs to all of the City's facilities, including interior and exterior work. The division also performs a variety of tasks, which include moving furniture, set-ups, and many other miscellaneous tasks as required. 

Ideal Candidate

The ideal candidate will have knowledge of methods, materials, tools, equipment, and techniques used in performing custodial repair and maintenance; occupational hazards and safety practices and procedures related to the work; and techniques for dealing with the public, City staff, and representatives of contractors in an effective manner. The ideal Building Maintenance Custodian will also have the ability to maintain proper standards of cleanliness in assigned areas; follow written and verbal instructions; maintain basic records; and use materials, tools, and equipment safely and effectively form physical labor, including periodic heavy labor.

The Position

TYPICAL DUTIES AND RESPONSIBILITIES (may include but are not limited to the following):

• Sweeps, mops, waxes and polishes floors; shampoos and cares for carpets and rugs.
• Dusts and polishes woodwork, furniture, fixtures and equipment; wash windows, walls and other fixtures.

What You’ll Do

This is position will perform professional engineering work in the design, investigation, and construction of public works and related projects; to act as project manager in assigned capital projects; and to do related work as required.

Assistant Engineer - This is the journey level class in the professional engineering series not requiring registration. Positions in this class are normally filled by advancement from the lower class of Junior Engineer. Incumbents of this class perform the moderately difficult professional engineering work. Assistant Engineers are normally considered to be on a continuing training status and as assigned responsibilities and breadth of knowledge increase with experience and registration is received, may reasonably expect their positions to be reassigned to the next higher class of Associate Engineer. The Assistant Engineer position receives general supervision from higher level professional engineers and may exercise technical or functional supervision over technical engineering staff.

Associate Engineer - This is the journey level class within the professional engineering series and highly encourages professional engineering license registration. Employees within this class are distinguished from the Assistant Engineer by the greater complexity of the assignments received and by the greater independence with which an incumbent is expected to operate. Incumbents are expected to complete complex engineering assignments requiring the use of judgment and initiative in developing solutions to problems, interpreting general policies, and determining work assignments. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Positions in the class are flexibly staffed and are normally filled by advancement from the lower class of Assistant Engineer, or when filled from the outside, require prior advanced technical or professional engineering work experience. Completion of an approved preceptorship and appropriate academic training in an area of specialization covering extended roles in traditional nursing and must meet all other requirements as an advanced practice registered nurse as specified in standards by the California Board of Registered Nursing.

Education and training in specialty area appropriate to the clinical assignment are desirable.

THE POSITION: The Public Works Department at the City of San Mateo has an opportunity for up to three (3) interns who will assist on various municipal projects. Positions are considered for several fields of interest, including, but not limited to, the following examples:

• Capital Improvement Program (CIP) – Civil engineering majors with an interest in capital improvement projects, design of civil infrastructure, and construction delivery procedures. Assist with project standards, standard specifications and drawings, CAD drafting, plan review, construction cost estimates, data collection and analysis.
• Traffic Engineering – Civil engineering majors with an interest in parking, transportation, and traffic engineering. Assist with creating parking zone signage, mapping, program evaluations, document organization and filing, field data collection and analysis, traffic studies, and plan reviews.
• Clean Water Program (CWP) – Civil engineering majors with an interest in water resources, sanitary sewer rehabilitation, design, construction. MINIMUM QUALIFICATIONS:

• BA/BS Candidate or MA/MS Candidate in civil engineering or related field as described above is highly desirable

DUTIES:

The primary duties will depend on the intern’s assigned position and associated field of interest and may include the following:

• • Assisting engineering project managers with administrative or technical tasks
  • Drafting engineering plans/standards in AutoCAD
  • Creating map displays using Google Earth or GIS
  • Gathering, compiling, and presenting data for engineering and construction projects
  • Organizing and tracking inspection reports, testing results, invoices, and other construction documentation
  • Conducting field assessments of the condition of streets, drainage/collection systems, and other infrastructure
  • Investigating and proposing responses to questions or inquiries from residents
  • Assist in other areas such as procurement, communication, public outreach, and public surveys.

The Multipurpose Senior Service Program (MSSP) Case Manager will perform professional and clinical social work tasks and duties for older adults living with complex medical conditions to assist them to obtain optimum health, financial, and/or social services. The Position
Utility Workers perform a variety of manual tasks such as building and grounds maintenance, minor equipment repair, and transportation of materials, and supplies in a locked facility.
 
As part of their duties, Utilities Workers assist the skilled trade workers including painters, carpenters, and engineers. Other duties include, but are not limited to: operating and maintaining equipment or hand tools used in the maintenance of buildings, grounds, and facilities; assembling, maintaining, and repairing equipment and furniture; providing complete custodial services to areas such as medical examination rooms, public restrooms, and lobbies; utilizing the assistance of and instructing incarcerated individuals, clients, or other staff to perform work; ordering and receiving supplies, tools, and equipment; delivering supplies to appropriate areas; digging holes, cleaning-out gutters or storm drains, and disposing of debris; operating a car, van, or light delivery vehicle to transport materials; operating and maintaining power tools, hand tools, and specialized equipment; and performing related duties as assigned.

The Building Services section provides janitorial services and a variety of building services for more than 70 County facilities, with over 4 million in total square footage. Core activities of the section include interior office maintenance, exterior office maintenance, receipt and delivery of supplies, room set-up and office configuration, and parking control. If hired into the Building Services section, additional duties may be:

• Provide complete custodial services and support to the custodial staff.
• Provide support and services to our parking structures and parking enforcement which may include providing custodial services and issuing parking citations.
• Maintain and clean all outdoor premises which may include pressure washing, window washing, operating a sweeper, etc. 

The Facilities Maintenance & Operations Redwood City section is responsible for the operation, maintenance, installation and repair of machinery and equipment in County operated buildings. This includes HVAC systems, boilers, lighting systems, refrigeration, generators, water treatment, and emergency power systems. It also includes crafts services such as carpentry, painting, plumbing, and lock smithing services required to maintain County facilities. If hired into the Facilities Maintenance & Operations (FM&O) section, additional skills needed, and duties may include: 

• Identify weeds from plants.
• Work independently.
• Dig and set sign and fence posts.
• Attached signs to wood and/or metal posts.

Construction Services provides competitive professional crafts services beyond the scope of routine maintenance provided by the Facilities Operations and Maintenance section, and contracts with the County and Cities to provide carpentry, graffiti abatement, and lighting district services. Trades represented include electrical, plumbing, carpentry and painting.  If hired into the Construction Services section, additional duties may be:

• Assist trades with painting, carpentry, light electrical, and clean-up of work site.
• Empty trash at offices and vacuum floors.
• Dig trenches or post holes on various projects.
• Handle small moving jobs for other departments.
• Knowledge of how to use hand and power tools.

Qualifications

Utility Worker I ($28.35 - $35.45/Hourly) is the entry or trainee level class in this series. Initially, under close supervision, incumbents perform the more routine duties while receiving on-the-job instruction and gaining practical experience. As experience is gained, there is greater independence of action within established guidelines. Incumbents may advance to the higher level after gaining experience and demonstrating proficiency which meet the qualifications of the higher-level class.

Utility Worker II ($29.90 - $37.38/Hourly) is the experienced journey level class in this series. Under general supervision, incumbents independently perform the full range of duties. All the positions are characterized by the presence of fairly clear guidelines from which to make decisions and the availability of supervision in non-routine circumstances. Incumbents should demonstrate a thorough knowledge of operations and procedures and the ability to independently accomplish day-to-day tasks under normal conditions and to instruct others.

Education and Experience:

• Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is: One year of experience providing building and facility maintenance and minor equipment repair.

Knowledge of:

• Methods, materials, operations, tools, and practices used in moving, loading, arranging, and transporting materials, records, and supplies.
• Principles and techniques used in basic custodial services and minor equipment repair.
• Fixtures, building hardware, and equipment.
• Safety regulations, precautions, and practices.
• Methods, practices and equipment used in the receipt, storage, handling and ordering of materials and equipment.
• Basic arithmetic.

Candidates who pass the application screening will be invited to a panel interview (weight: 100%) which may include a performance exam.
