THE POSITION

Tri-City Mental Health Authority is currently hiring to fill three (3) full-time vacancies for the position of Psychiatric Technician I/II within the Mobile Crisis Care Program (MCCP). Tri-City’s MCCP is a 24/7 mobile crisis response team with shifts that may include evenings, weekends, daytime hours, and holidays. Weekend and night shifts will be entitled to Shift Differential Pay of $2.50 per hour on weekdays (Monday through Friday) and $3.50 per hour on weekends (Saturday and Sunday). Holiday shifts will be entitled to Holiday Pay.

Tri-City is looking for individuals to serve as a Psychiatric Technician I/II on a full-time basis for the MCCP. The MCCP Psychiatric Technician will be part of a team that provides crisis intervention and stabilization, linkage and referral, consultation, and education within the scope of practice. The MCCP Psychiatric Technician will report to the Mobile Crisis Care Clinical Supervisor and Clinical Program Manager.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Respond to client’s (Full-Service Partnership and Adult and Children’s Outpatient Programs and other specialty mental health services) crisis calls with or without law enforcement;

• Perform field-based and telephone emergency mental health evaluations and crisis stabilization in accordance with agency procedures;

• Provide crisis intervention and stabilization services to individuals, groups, and families;

• Identify treatment needs and make appropriate referrals for necessary services;

• Assist clients and relatives with understanding behavioral health problems and their reaction to them;

• Work on a multidisciplinary team for crisis response.

• Perform triage and linkages to non-client community members in the Tri-City catchment areas.

• Perform critical incident debriefs at the request of a community partner.

• Ability to respond to a mobile crisis in the community catchment area (Pomona, Claremont, and La Verne) within 60 minutes of disposition.

• Follow up with clients who receive mobile crisis services and collaborate with the client's treatment team for warm hand-off.

• Ability to work in a fast-paced environment and respond to calls during assigned shifts including: after regular business hours, late evenings, overnight hours, and on weekends; field work may be required.

Program Overview:

The Child Welfare Mental Health (CWMH) team serves children ages 6-17 years old and their families who have a voluntary or court-ordered open case with Children and Family Services (CFS). For all CFS referred youth, we administer the CANS, among other assessment tools. We interview the children, caregivers, and any relevant parties as part of this assessment process. Based on these assessments, we provide various therapeutic services (e.g., individual therapy, family therapy, dyadic therapy, psychiatric evaluations, etc.). We work in conjunction with pediatric nurses, doctors, and psychiatrists. When appropriate or upon CFS case closure, CWMH therapist transfers mental health services to other BHRS programs or to our network of community-based agencies/providers.

Position Description:

We are hiring a Bilingual Spanish-speaking clinician to provide assessments, brief crisis/stabilization, therapy, case management services, and treatment summaries to the court for children aged 6-17 years old. The ideal candidate will provide trauma-informed child abuse treatment and work closely with the foster care system.

Our clinicians carry an outpatient caseload and services are community-based. We can conduct therapy at our BHRS therapy offices, but mostly conduct therapy off-site (e.g., at the child’s school, homes, etc) based on what is convenient for the child/family. So, having a car to travel within San Mateo County is necessary to the work. It is important to note that for work-related travel, the candidate can choose to use county cars or if they decide to drive their vehicle, they can also get mileage reimbursement.

We serve residents of San Mateo County who are often of racial/ethnic minorities and low-income status. Our team consists of master’s level clinicians (licensed and unlicensed). Therapists have weekly individual supervision and a weekly clinical staff meeting where cases are discussed. There are ongoing training opportunities to learn skills in a wide variety of modalities (e.g., Motivational Interviewing, Trauma-Focused CBT, DBT, NMT, etc.). The work that this team does is critical for the health and well-being of many children and youth in San Mateo County. Although the work often comes with the challenges connected to trauma, it also provides a rich and rewarding experience.

THE POSITION: 

The City of Hayward is excited to announce its recruitment for the position of Mobile Mental Health Clinician. Under general direction, the Mobile Mental Health Clinician provides field and office based professional behavioral health counseling, psychoeducation, outreach and engagement, and case management services as part of the City’s Hayward Evaluation and Response Teams (HEART) Program improving public safety responses to people experiencing mental illness, substance use disorders and homelessness.

THE PROGRAM

The Hayward Evaluation and Response Teams (HEART) Program is a cross departmental program between the Hayward City Manager’s Office, Police, and Fire Departments and Alameda County Behavioral Health Care Services developed to improve access to medical, mental health, and other support services.  The HEART program aims to achieve two main goals: 1) to reduce the need for police officers to intervene in calls for service involving people experiencing chronic mental illness, substance use disorders, and homelessness and 2) to reduce reliance on emergency services for individuals needing long-term case management and follow-up services.  HEART consists of three distinct response teams: the Mobile Integrated Health Unit (MIHU) made up of Hayward Fire Department Community Paramedics; the Hayward Mobile Evaluation Team (HMET) which pairs a specially trained Hayward Police Officer with an Alameda County behavioral health clinician; and the Case Management and Mental Health Linkages Team (LINK) consisting of Mobile Mental Health Clinicians and a Lead Program Assistant (Case Manager).

THE IDEAL CANDIDATE

 As a member of the LINK team, the ideal candidate has experience providing short term crisis intervention, safety assessments, and other mental health services to adults, youth and children experiencing mental illness, substance use disorders and/or homelessness.  They have the ability to work primarily in the field and have the situational awareness to respond alongside emergency response teams. They are knowledgeable about local community resources and skilled at forming relationships quickly.  
  

Essential Duties

What you will do:

Provides direct casework, individual and group therapy; secures and evaluates medical or psychosocial data such as behavior patterns, use of coping skills and family relationships; analyzes factors which exert an adverse effect upon health issues, treatment and recovery which contribute to or are responsible for behavioral health issues and/or affect the potential for recovery and resiliency. 

Performs field work to proactively serve the unhoused population, persons with mental illness and others in crisis.
 
 Interprets the social aspects of physical or behavioral health issues to clients, relatives, other behavioral health and medical care staff and appropriate persons or agencies.
 
 Provides crisis intervention as needed; stabilizes clients in crisis including brief intervention in clinic; arranges for hospitalization and coordinates treatment elements.
 
Assists clients in understanding clinical health challenges and their reaction to them, accepting the need for treatment, building on strengths and working toward the solution of challenges and stresses the importance of engaging in treatment to increase social functioning, modifying unrealistic attitudes, and strengthening client's effort toward satisfactory adjustments.
 
Establishes and maintains effective relationships with contractors and community organizations and other governmental agencies regarding programs and services; participates in committees, meetings and conferences; provides guidance regarding appropriate social-psychological practices and services.
 
Compiles and prepares reports and documentation on clinical activities; maintains records; prepares periodic reports.
 

Identifies emerging trends related to crimes and issues; develops and implements prevention and intervention program approaches; provides community education on current procedures and practices related to mental health and intervention strategies.
 
Serves as a liaison with law enforcement, school officials, social service agencies, and the general public regarding difficult and/or complex situations related to mental health and social services.
 
Provides support and guidance to Fire and Police First Responders concerning victim advocacy, juvenile and adult crime, domestic violence, chemical dependency, and other services as needed.
 
Represents function on committees, outside organizations, other City departments, and outside agencies, as appropriate.
 
 Fosters an environment that embraces diversity, equity, inclusion and collaboration.
 
 Be an integral team player, which involves flexibility, cooperation, tolerance and communication.

Experience:  Two (2) years’ experience working in the social work or counseling field with strong emphasis on social services, resources and referrals using a collaborative and community framework.

Education:  A Master’s degree from an accredited college or university with major course work in social work, psychology, counseling or a related field.

License & Certificates:  Possession of a valid professional mental health therapy license issued by the State of California, such as Licensed Clinical Psychologist, Licensed Clinical Social Worker (LCSW), Marriage and Family Therapist (LMFT), Licensed Professional Clinical Counselor (LPCC), Associate Social Worker License (ASW), Intern Marriage Family Therapist (IMFT) or Clinical Psychologist or a closely related field is highly desirable.

Possess and maintain a valid California Class C Driver's License.

San Mateo County Health's Behavioral Health and Recovery Services Division is seeking a responsible, innovative leader and skilled clinician for the position of Supervising Mental Health Clinician - East Palo Alto Services. This Supervising Mental Health Clinician will supervise and coordinate the work of mental health professionals and interns in the East Palo Alto and East Menlo Park geographic area in San Mateo County. This position works closely with community members and community providers to develop and sustain programming that is culturally and community responsive.

This position will participate in program administration, planning and evaluation. The Supervising Mental Health Clinician supervises and guides the clinical team who provides services to seriously emotionally disturbed youth and their families, and seriously mentally ill adults. Services provided include: medication assessment and management; individual, group and family therapy; psychological assessment; case management; rehabilitation services; and crisis intervention.

The current vacancy is in the East Palo Alto Community Counseling Center, located in East Palo Alto but will travel throughout San Mateo County for client visits, trainings and meetings.

The East Palo Alto Community Counseling Center offers a unique setting to provide services to a diverse population in a community-oriented clinic.

This position supervises a multidisciplinary team that provides clinical outpatient services to adults and children and their families. The team may include psychiatrists, psychologists, psychiatric nurses and social workers and marriage and family therapists. The clinical teams also include master and doctoral level interns and psychiatric residents. In providing clinical services team members also relate to peer counselors and parent partners.

The ideal candidate will possess:

• Knowledge of system of care principles and general services.
• Knowledge of program management techniques and practices.
• Demonstrated expertise and skill in clinical work with adults with serious mental illnesses and youth with serious emotional disturbances; and clients with co-occurring disorders.
• Experience working with clients of diverse cultures and backgrounds and with underserved and/or isolated communities.
• Knowledge of evidence-based clinical practice modalities, e.g. Trauma Informed Cognitive Behavior Therapy, Motivational Interviewing and Solution Focused Brief Treatment.
• Knowledge of Medi-Cal and Medicare regulations and managed mental health care.
• Strong clinical assessment, diagnostic and evaluation skills.
• Strong supervisory/leadership skills which demonstrate an ability to direct and motivate a multi-disciplinary team.
• Experience guiding or supervising others during a systemic or programmatic change process.
• Collaborative skills and the ability to establish and maintain productive working relationships with consumers, families, professionals and the public; including collaborative community engagement to plan and implement needed services.
• Ability to make sound decisions based on the exercise of judgment and the consideration of all available information.
• Fluency in Spanish and English is preferred.

San Mateo County Behavioral Health and Recovery Services (BHRS), Child and Youth Services https://www.smchealth.org/bhrs, provides a broad spectrum of Trauma Informed mental health and substance use services for children, youth, and families focusing on prevention, early intervention, and treatment of youth diagnosed as Severely Emotionally Disturbed (SED) and/or substance use disorders. We provide services through specialty team outpatient clinics, in schools, and field-based teams in Daly City, San Mateo, Half Moon Bay, Redwood City, and East Palo Alto.

BHRS also provides services through a network of community agencies and independent providers who offer outpatient and wraparound services. BHRS supports treatment of the whole person to achieve wellness and recovery, and to promote the health and well-being of the people, families and communities we serve.

Additionally for Residential Youth Treatment at Canyon Oaks Youth Center, Community Care Licensing requires providers working in this facility to maintain 40 hours of annual training related to the field, most of which are provided by the facility. Clinicians will also need to be trained in Professional Assault Crisis Training model (Pro-Act) upon hire.
