The Position

The new Community Development Director is a high-level leader proficient in all areas of community development and will function as a key member of the management team in implementing City Council priorities and shaping the future of the City. The Director plans, organizes, and directs the activities of the Department, working with local and regional partners to ensure the City’s priorities and goals are achieved. Under the direction of a visionary City Manager, this position is responsible for providing excellent leadership and directing and managing overall operations of an efficient and effective Community Development Department. The successful candidate will be well versed in the principles and practices of city planning; governmental administration; Federal, State, and Local laws affecting public planning; uniform building codes; and other codes enforced by the department. They will be responsible and innovative in creating succession planning, providing mentorship, fair supervision, and strategic training, with the ability to manage a budget of approximately $3 million and a team of ten full-time employees.

 

Responsibilities include, but may not be limited to the following:

• Meet with directors, division managers, and other key department staff to collaborate and discuss issues regarding projects, policies, programs, and to determine priorities.

• Make recommendations on planning, zoning enforcement, building inspection, and related issues to the City Manager, Planning Commission, City Council, and various citizen advisory groups.

• Confer with public officials, developers, citizen groups, and the general public on highly sensitive matters related to the City’s development regulations and policies.

• Supervise the administration and enforcement of the City’s environmental impact review procedures.

• Develop policies and procedures designed to improve and provide quality services to the citizens and the community.

• Interpret, enforce, and propose amendments to the City’s General Plan and related ordinances.

• Assist in the development, implementation, and monitoring of long-term plans, goals, and objectives focused on achieving the City’s mission and Council priorities.

• Oversee the operations and activities of assigned divisions and staff

 

Qualifications

• Bachelor’s degree in planning, civil engineering, public administration, urban development/design, or a related field.

• A Master’s degree in a related field is highly desirable.

• Six (6) years of responsible experience in planning, community development, urban design, development, and review, or related field with a background in planning, redevelopment, building operations, or related field.

• Three (3) years of increasingly responsible management experience.

• Previous municipal experience is highly desirable.

General

The Program Manager, Infrastructure & Capital Projects will be responsible for the engineering functions that support infrastructure and capital projects for the San Mateo County Transit District (SamTrans). 

The Bus Infrastructure and Capital Projects Department oversees the delivery of major bus fleet and facilities infrastructure projects for SamTrans. The department’s projects include design and construction of zero emission infrastructure for battery electric buses (BEBs) and hydrogen fuel cell electric buses (FCEBs)paratransit vehicles, and non­revenue vehicles totaling nearly 400 vehicles. Other projects include sea level rise and flood mitigation structures, bus administration, transportation, and maintenance buildings, and other structures at SamTrans' North and South Base Facilities.

• Lead and administer the development of Standard Plans, Specifications, and the Design Quality Management Plan for SamTrans projects utilizing district employees and consultants. 
• Develop and institute structure and project control templates that yield effective infrastructure project management. 
• Subject matter expert for technical elements and administrative decisions for project and construction management personnel responsible for multiple diverse infrastructure projects.
• Manage general engineering and architecture functions, making key decisions regarding design documents, technical specifications, cost estimates, and schedules. 
• Accountable for strategic decisions and oversight of infrastructure projects’ scope, schedule, budget, and product quality throughout the project lifecycle while ensuring compliance with safety standards and industry best practices. 
• Make critical, time-sensitive decisions on construction-related issues to prevent delays and avoid costly change orders. 
• Administration: Select, manage, and hold accountable vendors, contractors, and professional services, including ensuring DBE, SBE, and labor compliance policies are followed. 
• Provide project status updates and recommendations to a broad audience of interested parties, community groups (advocacy), executive team, and board of directors. 

• Direct and support project management staff, ensuring effective execution and delivery of projects. 
• Supervise staff. Hire, mentor and take appropriate corrective and/or disciplinary action. Ensure EEO policies and procedures are followed. Participate in selection of staff. Coordinate staff training and professional development. Establish performance objectives. Monitor and evaluate employee performance.

• Lead stakeholder communications by presenting recommendations, facilitating input, and building consensus to resolve conflicts.

• Oversee development of contract solicitations, conduct evaluations, and make award recommendations.
• Serve as subject matter expert on technical and regulatory matters affecting bus facility and infrastructure projects.
• Coordinate with federal, state, and local agencies during project implementation to ensure compliance with their guidelines.
• Represent SamTrans before the Board of Directors, city councils, state/federal/local agencies, and the public at meetings and hearings.
• Develop, negotiate, and monitor contracts and cooperative agreements with governmental agencies, consultants, and contractors.
• Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees and the public from injury or harm. Promote safety awareness and follow safety procedures to reduce or eliminate accidents.
• Perform other duties as assigned.

Supervision: Works under the general supervision of the Director Infrastructure & Capital Projects who establishes goals and objectives and evaluates performance.  

 

Minimum Qualifications

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to: 

• Bachelor’s degree in Civil, Mechanical, or Electrical engineering or a closely related field.
• Seven (7) years full-time increasingly responsible project management experience in the area of civil, electrical, mechanical, or other related engineering design, construction management, and/or public works project management.
• Three (3) years full-time direct management level supervision of engineering staff.
• Possess a registered Professional Engineer License in the state of California.

Preferred Qualifications:

• Experience in design and construction management and delivery of complex engineering design projects for public transit agencies.
• Leadership of engineering design teams and projects.
• Experience with federal, state, and local funded projects. 
• Experience with Quality Control/Quality Assurance throughout a project lifecycle.
• Experience with Storm Water System Design management.
• Development of Capital Improvement Plans and Budgets.
• Experience working in Transportation Operations and Maintenance.
• Knowledge of CEQA and NEPA requirements, especially those relevant to transit agencies. 
• Able to possess a valid California drivers’ license.

ABOUT THE POSITION

The City of Redwood City invites you to apply for the position of Associate Long Range Planner within the Community Development Department’s Planning Division. Under general direction from the Assistant Community Development Director, the Associate Long Range Planner performs a variety of complex technical planning activities and completes work related to assigned areas of responsibility.

Duties may include, but are not limited to, the following:

 

• Supports development of City policy related to land use, urban design, housing, transportation, and related topics to support long range planning initiatives;
• Conducts research and analysis supporting planning studies and assists in preparation of planning reports and documents;
• Analyzes and prepares amendments to the General Plan and Zoning Ordinance;
• Provides technical assistance to other City staff and to the public in planning and development matters;

Position Summary

Under general direction of the Director of Transportation for the Bus Transit division, contributes to the mission of Golden Gate Transit by ensuring that Golden Gate Transit has the best possible trained Bus Operators. Instruct Bus Operators for safe operations of vehicles, uniform compliance, and enforcement of District rules, regulations, policies, and procedures. Document Bus Operator Students’ performance. Must be willing to work shift assignments from Santa Rosa, Novato, San Rafael, or San Francisco Division locations. May be assigned to perform other duties.
 

Essential Responsibilities

• Conducts training class for newly hired bus operators, including obstacle course, classroom and “over the road” instruction by delivering standardized curriculum.
• Develops classroom curriculum, including itinerary, lesson plans, training and testing materials and implement training for newly hired and existing bus operators.
• Acts as designated D.M.V. examiner in the testing and certification of bus operators; or coordinates with D.M.V. to get student operators V.T.T. cards and license conversations.
• Maintains complete and accurate documentation on every facet of training and testing for each student as required and mandated by state and federal governments.
• Performs individual evaluations of student operators progress in the training program.
• Conducts ongoing Verification of Transit Training Classes for existing bus operators and other commercially licensed employees who need to maintain a V.T.T.
• Supervises Bus Operators fitness -for -duty as they report to work, including observing for divergencies from normal behavior patterns, uniform appearance, grooming and possessions of driving credentials and medical card.

• Works with the Director of Training and Safety on compliance with D.O.E., D.O.T., and D.M.V. training and documentation requirements
• Develops and implement minimum standards for bus operator trainees.
• Monitors progress of trainees and provide periodic counseling and progress evaluation.
• Conducts refresher training for bus operators returning to work after extended absence.
• Testifies on training or related fields at bus operator hearings, arbitrations, or trials.

• Re-trains bus operators as directed by disciplinary hearings on accidents or rule violations.
• Evaluates new equipment and changes in existing equipment and prepare data to be used as instruction criteria. (This material is distributed to bus operators when training on this equipment) outlines and checklists.

• Compiles and maintain "Training Subjects Manuals."
• Obtains and maintain appropriate certifications.
• Works with appropriate staff in the recruiting and selection process for bus operators.
• Works with passenger relations and planning department to provide ADA training for persons with disabilities.
• Represents GGT as necessary and assist in the structure and the presentation of the annual Regional Bus Roadeo.
• Instructs and monitor operation of G.F.I farebox and radio systems.
• Observes and monitor safe operation of vehicles by riding with operators, contact and correct operators on safety procedures.
• Issues infractions and/or discipline for violations of safety policy and procedures.
• Ensures employees under their supervision follow established safe work practices and obey all safety rules.
• Performs driver safety observations by riding on board buses or observing from a moving vehicle or fixed location and provide written reports on these observations; and issues discipline for safety violations observed.
• Knows and follows the safety and health rules and safe working practices applicable to his or her job.
• Establishes and maintains effective working relationships with District employees, customers, vendors, and all others contacted during the course of work using principles of excellent customer service.
• Performs additional related duties as assigned.
• Regular and reliable attendance and performance are required.

The Legal Division provides a wide array of legal services to support the entire Air District, including handling enforcement cases; advising on the California Environmental Quality Act, AB617 Community Emission Reduction Plans, contracts, grants, and finance matters; developing regulatory language; supporting the permitting program; reviewing records under the Public Records Act; and staying abreast of current legal developments in air quality throughout California and nationwide. The Division utilizes a variety of tools to resolve enforcement actions, such as abatement orders, civil enforcement, and coordinating with other enforcement agencies, like local district attorneys or the state Attorney General. The City of Menlo Park is seeking a Public Works Supervisor - Facilities in the Maintenance Division of the Public Works department. The Maintenance Division provides support to all City departments and provides service 24 hours a day, 365 days a year to address emergencies during non-working hours. Under general direction, the Public Works Supervisor - Facilities plans, organizes, assigns, supervises, and reviews the work of facilities maintenance staff within the Public Works Facilities Maintenance Division; supervises, plans, coordinates, and reviews maintenance, repair, installation, alteration, and construction activities of City buildings and facilities; improves, maintains, remodels, and renovates City buildings, facilities, and fixtures, including carpentry, plumbing, lighting, and electrical trades areas; and provides responsible technical assistance to the Assistant Public Works Director - Maintenance. Positions at this level use considerable independence, initiative, and discretion within established guidelines. This class is distinguished from the Assistant Public Works Director - Maintenance in that the latter has management responsibility for all public works maintenance services and operations of the City.
