The Police Officer Trainee position is the entry-level role for those who have not yet attended the Peace Officer Standards and Training (POST) certified academy.

The academy lasts six months and is the first step in your law enforcement career. Upon successful completion, officers perform a variety of law enforcement duties to protect life and property in accordance with applicable laws.

Starting salary for trainees is $30.68 per hour while attending the academy, plus excellent benefits.

After successfully completing the Police Academy, trainees are promoted to Police Officer with a salary increase to $35.06 per hour. Officers also receive additional pay incentives such as educational pay and POST Intermediate or Advanced Certification pay. There are many opportunities for advancement.

• Top Candidates will undergo a thorough background investigation including a medical, psychological, polygraph, and drug/alcohol screening.
• A Physical Agility testing will include:
  • One Mile Run (time limit 10 minutes).
  • Solid Fence (time limit 13.5 seconds).
  • Chain Link Fence (time limit 10 seconds).
  • Body Drag (165 pounds) (time limit 14 seconds).
  • 99 Yard Obstacle Course (time limit 25 seconds).

DESCRIPTION 

The City of Thousand Oaks Community Development Department currently has two vacancies for an Assistant and Associate Planner. Under general supervision, these positions perform varied and responsible professional planning work; administer and perform work on relatively complex current and advance planning projects; and perform related duties as assigned.   

These vacancies will be filled as an Assistant Planner ($81,085 - $121,628 annually) and Associate Planner ($96,549 - $144,825 annually). 

PRIMARY RESPONSIBILITIES 

Assistant Planner:  

• Manage and process applications for development projects, including residential, mixed-use, commercial, industrial, and institutional proposals  

• Facilitate in-person and virtual permit submittals 

• Respond to phone and email inquiries  

• Consult and advise property owners, architects, engineers, contractors, and the public regarding applications, City policies, codes, and other plans.   

• Prepare clear and concise technical documents, reports, correspondence and other written materials.  

• Exercise sound independent judgement. 

• Establish and maintain effective working relationships with those encountered in the course of work.    

• Present information to City Council, Planning Commission, and other groups  

Associate Planner: 

In addition to the responsibilities of the Assistant Planner position:  

• Plans, organizes and conducts research studies and prepares recommendations regarding land use, zoning, urban design, population trends, transportation, housing and environmental needs, updates and analyzes demographic and other data required for the planning function, participates in the review, development or revision of the various of the General Plan, environmental impact reports, plans, ordinance and other policies and procedures.  

• Independently perform responsible and varied professional planning duties 

• Exercise independent judgment in selecting study approach and analytical techniques  

• Implement sound recommendations based on study results

Summary
Under general supervision, performs a variety of complex skilled irrigation, grounds mainten­ance and landscape tasks in accordance with District policies and procedures; works indepen­dently and exercises judgment; ensures daily workload is carried out through individual and cooperative efforts; performs preventive maintenance of District-owned properties; and performs related duties as assigned.

Essential Duties and Responsibilities

• Performs a variety of technical duties to ensure accurate and timely data entry and processing of various financial records; documents financial transactions in general ledger accounts; reconciles bank, accounting and payroll data; analyzes journal
• Develops and implements plans for daily/regularly-scheduled park irrigation maintenance; installs, repairs and maintains irrigation equipment, as necessary.
• Establishes water budgets for each park facility; audits and calculates park/facility water usage, analyzes and interprets data and provides monthly reports.
• Investigates and develops new methods and/or improvements to existing methods that result in effective management and conservation strategies of limited water resources.
• Evaluates and makes recommendations, provides technical expertise to District staff, and provides reports to supervisor regarding water conservation objectives.
• Provides irrigation/water management training to staff.
• Assists in the design and makes water usage/conservation recommendations for new parks/ rehabilitation projects.
• Assists in seeking grants for water efficiency devices.

Other Duties and Responsibilities

• May be required to drive District or personal vehicle.
• May provide technical work guidance to Groundskeepers, contractors or temporary staff; participates in prioritizing irrigation/maintenance/water conservation workload and monitoring work of other employees for completeness, accuracy and conformance with departmental standards; provides information, instruction and training on work processes, proper uses of equipment, and safe work practices.
• Participates during disasters or when emergency response is needed
• Non-exempt employees may be required to work overtime.
• Performs related duties as assigned.

Qualifications

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Any combination of experience and training that would likely provide the required knowledge, skill, and/or ability listed below is qualifying.

Education/Experience: A typical way to obtain the required knowledge and abilities would be: graduation from high school or GED equivalent and two years of pertinent experience in installing and maintaining landscape irrigation systems; or an equiva­lent combination of education and experience.

Language Ability: Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to effectively present information in one-on-one and small-group situations to other employees and visitors.

Math Ability: Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rates, ratios and percent, and to draw and interpret bar graphs.

Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions provided in written, oral, diagram or schedule form.

Certificates and Licenses:  

• Valid California driver’s license with a good driving record and current automobile insurance.
• Certified Water Auditor.
• All full-time employees require satisfactory completion of a pre-employment functional capacity examination.
• Department of Justice fingerprint clearance.

Other Required Skills: Use of word processing and spreadsheet programs.

Supervisory Responsibilities: This job has no significant supervisory responsibilities but may direct contractors or temporary staff and provide technical direction to Groundskeeper classifications.

• Coordinates activities with operations personnel and contractors to ensure efficient and streamlined operations
• Completes and maintains maintenance logs on the City's Computerized Maintenance Management System (CMMS)

This position maintains, repairs, inspects, plans, modifies, designs, installs and calibrates instrumentation, electrical, and SCADA control systems for wastewater treatment facilities; maintains a spare parts inventory; and trains operations staff in the understanding of instrumentation and control systems related to the process operation.

Hiring Process

Tryout Requirements:

• 300-yard continuous swim (freestyle)
• 50-yard Breaststroke
• 50-yard Back Stroke
• 2-minute tread with hands in the armpit
• 10lbs brick retrieval from 10-13ft of water
• 5 enter and exits from the side of the pool (no ladder)

Interviews will be conducted immediately following the successful completion of your tryout.

The Public Works Maintenance Superintendent (Streets) is a management-level role within the Maintenance Division of the Public Works Department.
