The planner series (assistant and associate) provides an excellent opportunity to gain technical and project management skills and experience in both current and long range planning. The Community Development Department includes the Building, Housing, and Planning Divisions. The Planning Division includes a current planning and long range planning team. The advanced planning team currently focuses on the implementation of the City’s long range and policy documents.

Job Description

Under general supervision, operates, maintains, troubleshoots, and repairs a wide variety of pumping, heating, ventilating, air conditioning, refrigeration and auxiliary plant machinery and equipment in a large complex or multi-faceted facility. Ensures that all equipment, machinery and systems are functioning normally and safely, and complies with all applicable safety rules and regulations.

MAJOR, IMPORTANT, AND ESSENTIAL DUTIES

1. Operates, maintains and repairs a wide variety of pumping, heating, ventilating, air conditioning, refrigeration, and power generating equipment in a large complex or multi-faceted facility to ensure the safe, correct and efficient functioning of the facility and equipment may be required to operate computerized building management systems, preventative or predictive maintenance computer systems or Computerized Data Gathering System (SCADA).2. Inspects and tests: machinery and equipment for safe, efficient and proper operation by visual and audio inspection during walk-throughs and by standard monitoring; fire prevention equipment to ensure safe and proper functionality; water storage and multiple distribution systems, high pressure zones, wood and steel storage tanks, pumps and relief valves, and samples of water.

3. Makes entries and keeps records on shift operation by taking and entering gauge readings and accurate water laboratory analysis readings and temperatures on operating log sheets or into a computer data system to ensure preventative maintenance and equipment history; and changes charts and recordings accordingly.

4. Receives, records and stores large amounts of treatment chemicals and may handle hazardous chemicals in confined or enclosed areas; must be capable of safely and properly handling chemical spills; may also include handling and treatment of industrial or hazardous waste.

5. Contacts, communicates and is required to deal with contractors, building tenants and/or the general public in order to be able to discharge assigned duties.

6. Maintains keys, communications equipment, and security (in the absence of Security Personnel), in order to ensure the security of a plant and buildings and grounds, including public safety. As part of an emergency response team, recognizes, evaluates, and responds to potentially hazardous situations.

7. Performs control tests on water samples to determine chlorine and fluoride residual, pH, alkalinity, turbidity, color, saturation index and flocculation factors; under supervision, conducts water analysis and regulates treatment chemical dosages to maintain water quality in filtration plant, distribution system, or other large complex facility may also be required to perform water analysis on water/wastewater as required by the State of California; performs boiler water and cooling tower chemical tests, including pH, alkalinity TDS, etc., to monitor and control growth of organisms in water.

Position Summary

 

Under supervision, performs inspection, maintenance, troubleshooting, diagnosis, repair, removal, replacement and testing necessary to maintain all District vehicles, including record keeping and written verification of work accomplished as directed. 

 

Essential Responsibilities

 

• Responsible for major rebuilding, repair and/or removal and replacement of engines, transmissions, clutches, differentials, turbochargers, pumps, motors, injectors, cylinder heads, compressors and hydraulic systems, air brake, air systems, steering, air conditioning, and electrical systems and associated vehicle parts.
• Provides minor and incidental repairs to vehicles in general, including manufacture and/or repair of components to maintain equipment.
• Performs ongoing preventive maintenance, inspections and procedures, as directed, to provide the safest, cleanest, most economical and dependable transportation possible for District utilization.
• Provides normal and reasonable care of all District-owned property and tools provided
• Directly responsible for written communication concerning ongoing status of repairs completed, repairs in progress and outstanding repairs necessary to safely and economically provide vehicles for District transportation needs.
• Participates in general repairs necessary to all mechanical equipment supplementary to vehicle repairs and maintenance as directed.
• Generates and completes work orders in a Computerized Asset Management System (IBM Maximo).
• Assists apprentice mechanics, new employees and current employees in pursuing a high level of production, reliability and safety.
• Adheres to the safety and health rules and safe working practices applicable to his or her job
• Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service. 
• Performs additional related duties as assigned 
• Regular and reliable attendance and performance are required

 

Minimum Qualifications

 

Education and/or Experience: 1) Completion of four (4) year apprenticeship program or approved equivalent; OR four years’ full-time experience in the repair of heavy duty diesel engines, air brakes, transmissions, differentials, and D.C. electrical; 2) Experience in the operation of machine tools common to repair shops, such as grinders, drill press, valve facers, lathes, boring bars, presses, etc.

 

Required License:  Must possess and maintain a current, valid California driver's license and satisfactory driving record. No more than two moving violations within the last 3 years. No DUI’s or Reckless Driving violations within the last 7 years. Must be able to obtain a Class A or B license with “P” endorsement within the six-month introductory/probationary period. Operates District vehicles on a regular basis.

 

REQUIRED TOOLS:

• Must have a full set of journey level hand tools to accomplish assigned work.

  

HOURS:

• Shifts are scheduled based on seniority in classification.
• Maintenance Department operates 7 days per week, 24 hours per day.
• Must be available to work all shifts.

 

PHYSICAL REQUIREMENTS: Occasionally lift up to 100 lbs. maximum with assistance.  Frequently lift, carry and manipulate up to 50 pounds. Working inside and outside in all weather conditions. Works around fumes, odors and dust in an occasionally high noise level environment with appropriate personal protective equipment.

 

Required Knowledge, Skills and Abilities

 

Knowledge of: 

• Common maintenance and repair practices related to heavy duty diesel engine, transmission, steering, electrical, electronic controls, air, hydraulic, brake, fuel and power train systems 
• Common maintenance and repair practices relating to multiplex and programmable logic controller electronic control systems

• Occupational health and safety rules and working practices applicable to this position 

 

Skills or Ability to: 

• Use grinders, drill press, diagnostic computers, digital volt/ohm meters, smog testing equipment and other tools and equipment commonly found in a bus/truck fleet shop environment
• Troubleshoot, diagnose, repair and/or replace components common to bus, truck, and automotive equipment fleets
• Read, understand, follow and/or apply oral and written instructions such as complex technical instructions in maintenance manuals, wiring diagrams and schematics, and technical service publications
• Communicate clearly and effectively both orally and in writing

The City of Menlo Park is currently accepting applications for a temporary Equipment Mechanic in the Fleet Services Section of the Public Works Department. A temporary equipment mechanic performs diagnostic, maintenance and repair services on light and heavy city vehicles and equipment, such as automobiles, storm/sewer trucks, aerial bucket trucks, dump trucks shuttle buses, construction equipment, lawn mowers, small equipment and stationary generators; and performs other duties as assigned.

The temporary equipment mechanic performs a range of skilled tasks requiring journey level mechanical ability and aptitude. Work assignments are performed according to established rules and procedures. Independent judgment is required and is supported by supervisory review and direction. Equipment mechanics are required to provide their own tools and equipment.

Role description

Under general supervision, assists in analyzing, planning, implementing, maintaining, troubleshooting and enhancing large complex systems or networks consisting of a combination that may include mainframes, mini-computers, personal computers, mobile devices, LANS, WANs, servers, data storage and the physical and logical components that integrate these systems together as an enterprise networking backbone. 

The 1042 Security Engineer is the journey level position in the Engineer series. The class is distinguished from the Senior level by the complexity of the tasks, projects or duties assigned, and is more independent than the Assistant level. This classification performs a wide range of complex analytical, design, planning, implementation, enhancement and problem resolution tasks on large complex systems and networks. Works within a framework of established procedures and interprets policies, procedures and guidelines. This level may formulate recommendations consistent with directives, policies, standards and regulations. Incumbents require only occasional instruction or assistance. Work is reviewed upon completion and for overall results. Serves as a technical architect and systems integrator for large complex systems or networks, with a focus on securing vulnerabilities and reducing risk of system and/or asset compromises.

Essential Duties:
 

1. Determine requirements for the development environment and / or enhancement for large complex systems that serve HSA’s programs. May research and conduct feasibility studies on new technologies.
2. Design, plan, integrate, test, implement, document and enhance large complex systems. This may involve the analysis, coding (.NET C#, Cold Fusion), web application design, database design, and evaluation of systems software, hardware and communications strategies.
3. Perform systems integration for interoperability over dissimilar platforms and technologies. This may involve the integration of various protocols and systems software.
4. Determine the proper installation parameters for software for smooth integration and efficiency in relation to the enterprise system and network.
5. Write code to customize large systems software which may involve specialized programming languages.
6. Read and understand requirements documentation and other documentation in order to write code to implement the required features for application systems.
7. Analyze, detect, identify and correct complex systems software or hardware deficiencies. Analyze, research and debug program logic and systems; modify program logic; analyze service requests for system changes or new requirements to determine the most effective approach and the appropriate staff time required to achieve the needed modification.
8. Provide emergency technical support for application issues to ensure system availability and data integrity. May provide on-call support to ensure rapid recovery from software or hardware problems for mission-critical systems and networks.
9. Act as the liaison between vendors, technical support hot-lines and departments to resolve complex systems. Coordinate and implement corrective measures; this may involve site visits, telephone assistance, remote systems and participation in technical committees.
10. Facilitate the demonstration and training of staff in the use of new hardware or software products.
11. Document procedures and troubleshooting techniques related to systems software and hardware; develop technical documentation and review documentation prior to general distribution.
12. Plan, develop and implement backup and recovery procedures for large systems.
13. Communicate with managers regarding system performance and operational issues. Suggest improvements to management.
14. Research and test new software technologies; report results; recommend software purchases. Learn and implement the new technologies that are brought in. Coordinate and work with vendors when needed.

What You’ll Do

The Senior Instrument Control Technician installs, maintains, calibrates, tests and repairs a variety of data acquisition, radio communications, and instrumentation and control equipment for wastewater collection and treatment plant systems; principal oversight of Supervisory Control and Data Acquisition (SCADA) computer systems and Programmable Logic Controllers (PLC); assists in the oversight of the Computerized Maintenance Management Systems (CMMS); performs highly skilled electrical, electronic and mechanical work related to in-plant metering equipment and remote controlled devices; operates, monitors, and controls an advanced wastewater treatment (tertiary) system; and performs other related work as required.

Depending upon assignment, duties may include, but are not limited to the following:

• Assist in the installation, calibration, maintenance and troubleshooting of electronic and electromechanical equipment to ensure proper operation; assist in the troubleshooting and repairing of control system and electrical power failures in the WWTP, pump and lift station.
• Install, calibrate, maintain, troubleshoot and repair electronic and electromechanical equipment to ensure proper operation; maintain and troubleshoot computerized process control equipment such as PLCs, RTUs, and SCADA system devices; troubleshoot control system and electrical power system failures in plants, lifts and pump stations; and maintain awareness of new related technology.
• Develops and implements improvement projects for the instrumentation and controls systems and equipment by contractors or in-house staff. Clean, oil and paint equipment.
• Maintain documentation and records for the department’s SCADA system and instrumentation/control systems at the wastewater treatment plant (schematics, licenses, etc.).  Perform regular technical programming of the SCADA system to provide programming and troubleshooting assistance as needed during special testing and operations. Confer with operators, mechanics, project engineers and supervisors regarding SCADA issues.
• Respond to and resolve internal customer complaints and issues; provide documentation as required. Communicate in advance with affected staff on programming and related SCADA work.
• Provide oversight, technical support, inspection and coordination over control system modification made by contractors. Maintain documentation and plans of modifications.
• Prepare reports on technical issues as required.
• Develop, implement, and maintain procedures for documenting activities in instrumentation and control areas related to programming of RTUs and HMI software, field implementation of programming change, and process control improvements.
• Provides safety and skills training to apprentice instrumentation technicians, electrician and other plant staff.
• Write basic PLC programming for the implementation of system modifications and process enhancements. Interpret, prepare, and verify control schematics, diagrams and prints.  Provide technical assistance and guidance to staff. Program control systems, instruments and computer operated devices.
• Read, understand and perform minor modifications to existing PLC code. Download PLC programs to PLCs and RTUs.
• Perform as lead person on Instrumentation/Controls projects; effectively provide training and direction to the Instrument Control Technician, calibration Technician and other plant staff.
• Install, troubleshoot, modify, and implement computer hardware and software applications and components. Analyze and correct data communication and acquisition system problems.
• Design, install, test, repair, calibrate and maintain complex electrical, electronic and mechanical equipment such as meters, telemeters, integrators, tone control equipment, temperature control devices, fire alarm equipment, water quality analyzers, life safety equipment, and remote controlling devices, including relays, rectifiers, and manometers.
• Perform related duties as assigned.

The Senior Instrument Control Technician receives supervision from the Wastewater Treatment Plant Maintenance Superintendent.  This position performs lead duties over the Instrumentation Control Technician and Calibration Technician and may provide technical or functional supervision related to the impacted systems to Plant operations or maintenance personnel, contractors or other designed personnel as required.

The Wastewater Treatment Plant (WWTP) is a 15.7 MDG sub-regional facility that serves an estimated 164,545 customers  administering the annual operation and maintenance budget over $12.8 million with a staff of 34 professional and technical personnel.  The City of San Mateo is building a team tasked with the safe and continuous operation of the current expansion of this conventional activated sludge plant by introducing new facilities including; preliminary treatment, primary treatment, enhanced biological nutrient removal/membrane bioreactors (BNR/MBR), biological and chemically enhanced treatment (BioACTIFLO), and additional upgrades to existing process equipment. A vital and instrumental member of this team is the WWTP Operator III.

The Position

This position will receive general direction from the Chief Plant Operator and instruction from their Shift Supervisor to provide daily guidance to lower level operators and trainees. The WWTP Operator III will be responsible for supporting these efforts to guide, develop and mentor staff on their assigned shift, act in a supervisory capacity in the absence of the Shift Supervisor, and is the assigned lead in getting both scheduled and unscheduled work completed. Those who have prepared themselves and are ready for the challenge to use their skills as a journey-level wastewater professional should seriously consider this opportunity.

This position is assigned rotating shifts working nights, weekends, and holidays with on-call emergency response 24 hours per day.  However, along with this challenge is the benefit of working  a 12-hour shift that results in a very favorable work/life balance and requires the minimum commuting days as compared to other standard 8-hour shifts.

The Duties

Depending upon assignment, duties may include, but are not limited to the following.

Operate wastewater treatment facilities to control flow and processing of wastewater, sludge and effluent; monitor gauges, meters and control panels; observe variation in operating conditions, interpreting meter and gauge readings and test results to determine process requirements.

• Operate valves and gates; start and stop pumps, engines and electric motors to control and adjust flow and treatment processes; operate and maintain boilers; perform routine maintenance work on valves, tanks, related equipment and facilities to optimize performance.
• Maintain appropriate plant records to support water quality goals.
• Perform the duties of the Designated Operator-in-Charge when required in accordance with State regulations.
• Operate rolling vehicles and stationary machinery as required to perform essential job functions.
