Overview:

The Assistant Biologists will function as entry-level field biologists in Valley Water’s Watershed Planning and Stewardship Division’s Environmental Mitigation and Monitoring Unit. The primary area of focus is fisheries biology, but experience in wildlife biology is also beneficial for the position. This position will perform ecological data collection associated with the many, multifaceted projects and programs that are managed or supported by the Unit. The Unit is responsible for managing long-term mitigation monitoring programs; ecology-oriented, Safe Clean Water Programs; land management and easement monitoring for mitigation lands; providing biological subject matter expertise to support over 30 capital projects and long range planning programs; and managing various aspects of the Fisheries and Aquatic Habitat Collaborative Effort (FAHCE). Unit staff provide ecological and biological expertise supporting Valley Water activities, projects, and programs to effectively manage natural resources, stewardship, and comply with environmental laws and regulations. The Unit specializes in special-status species, jurisdictional habitats, impact and habitat function assessments, avoidance and minimization measures, mitigation design and monitoring, and environmental permitting and stewardship.

Ideal Experience:

• At least one year of experience (two or more years preferred) of fisheries and wildlife fieldwork experience.

• Research, evaluate, and write studies, reports, papers, and related literature used in the field of biology.

• Learn to interpret and apply federal, state, and local policies, laws, and regulations, including CEQA and NEPA.
• Perform a variety of tasks to measure, control, and assure the quality of in-situ data and information collected before, during, and after ecological survey and monitoring. activities. 
• Learn to apply and utilize the principles, data, and processes of the District’s Global Positioning System (GPS), Geographic Information System (GIS), and Cartography.
• Use common desktop applications and software as well as specialized software (such as R) related to the work.

Ideal Knowledge:

• Best Management Practices (BMPs), principles, and techniques commonly used in field biology, including the planning, organizing, conducting, and managing of biological investigations and surveys.
• Best Management Practices (BMPs), principles, and techniques used in the field that are specific to a subject matter designated by management (e.g., wildlife, fisheries, flora, wetlands).
• Learn the principles, methods, and practices used to identify and evaluate the biological impacts caused by District operations, programs, and activities.
• A variety of biological field equipment used to sample, monitor, measure, maintain, and restore biological resources.
• Physiology, anatomy, lifecycle, and habitat of a biological resources (e.g., wetlands, flora, fishery, wildlife) designated by management.

• Authorities, methods, and techniques of scientific research, statistics, analysis, and reporting used in the discipline of biology.

Ideal Training and Education:

• Equivalent to a Bachelor’s degree from an accredited college or university with major course work in biology, fisheries, ecology, zoology, or a related discipline in a life sciences field.

• Master’s degree in biology, ecology, zoology, or a related discipline in a life sciences field from an accredited college or university may substitute for one year of the required experience.

Environmental Mitigation and Monitoring Unit (Position Code 1116)
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

Job responsibilities include, prepares scaled and dimensioned plans based on sketches prepared by engineering estimating personnel, maintains records of as-builts and updates existing SVP maps and records utilizing ESRI-based GIS applications, Maintains master map files, including such records of block maps, street light maps, fiber communication, electric utility single line and operating diagrams and other maps, Performs computing and drafting operations in AutoCAD, involved in checking drawings of electric utility facilities, perform other duties as assigned.

Typical Duties

Under general supervision:
• Participates in field survey activities such as assisting with measuring and recording distances and elevation using Global Positioning System (GPS) equipment
• Prepares maps and drawings using geographic information system (GIS) tools to place symbols and apply color codes for the identification of facilities
• Receives, reviews, provides comments, files, and returns maps, documents, and plans using AUTOCAD
• Performs scaling and dimensioning to verify the accuracy of maps and plans
• Assists in conducting field inventory of existing primary and secondary conductors, transformers, switches, poles, pole attachments, manholes, and conduit locations
• Draws and updates electrical schematic diagrams, panel wiring diagrams, substation layout drawings using AUTOCAD, and organizes associated documentation
• Prepares scaled and dimensioned plans, using AUTOCAD based on sketches prepared by engineering/estimating personnel

Minimum Qualifications

EDUCATION AND EXPERIENCE
Minimum Qualifications:
• Graduation from an accredited junior college with an Associate of Arts degree or higher in engineering or its equivalent, including satisfactory completion of college level courses in writing, mathematics, engineering and related courses; and
• One (1) year working with geographic information system (GIS) tools and systems or one (1) year working with computer-aided drafting (AUTOCAD).
 
Desirable Qualifications:
• One year (1) experience working with computer-aided drafting (AUTOCAD) and one year (1) experience working with geographic information system (GIS).
• Completion of courses in GIS and AUTOCAD.
 
Possible Substitutions:
• Three (3) years of work experience performing mapping/drafting activities of electric utility facilities, involving the use of CAD and GIS systems and tools may substitute for the required education and experience.
 
LICENSE
Possession of a valid California Class C driver's license is required at the time of appointment and for the duration of employment.

Overview:

The Program Administrator (Contracts Supervisor) plans, organizes, supervises, and coordinates the procurement by contract of professional consultant services (architectural engineering "A/E" and non-A/E consultants) and specialized Valley Water activities, and coordinates and oversees contract administration activities.  The Program Administrator works on contracts that are highly complex and sensitive in nature, where substantial judgment and initiative are essential in making recommendations and resolving problems. This is a management and leadership position with oversight of a team of contract professionals. The City of Hayward is seeking a Senior Utilities Engineer with a water and/or wastewater background to supervise, direct, plan, and coordinate the activities of the Utilities Division. The Senior Utilities Engineer is a mid-management level position that performs, oversees, and directs engineering activities including planning, conceptual design, final design, cost estimating, project bidding, services during construction and construction management for a variety of projects in wastewater treatment, water storage and distribution, sewer collection, and storm water management. The ideal candidate will possess in-depth knowledge of wastewater treatment and related water/wastewater infrastructure projects. This position will serve as a key member of the team that will manage and deliver a $100 million treatment system upgrade for the City’s Water Pollution Control Facility (WPCF) to incorporate nutrient removal into the treatment process.  
 
DEFINITION
Under general direction, supervise, direct, plan, and coordinate the assigned functions and activities of the Engineering Section of the Utilities Division.
 
DISTINGUISHING CHARACTERISTICS
This is a mid-management level position that performs, oversees, and directs all assigned activities of the Utilities engineering section, including planning, conceptual design, final design, cost estimating, project bidding process, services during construction and construction management for variety of projects in water distribution, sewer collection, storm water management, and wastewater treatment.  This position is distinguished from that of subordinate Associate Civil Engineer position by its responsibility for the supervision of assigned engineering and technical staff, in addition to engineering and technical responsibilities for project development, design, and construction management for more complex projects.  This position is distinguished from Deputy Director of Public Works for Utilities by the latter position's overall responsibility for all aspects of the Utilities Division functions.

Experience:  Four (4) years of progressively responsible experience in professional engineering work in the design and construction of water and wastewater projects including one (1) year of supervisory or lead experience.
 
Education:   Bachelor's degree or equivalent from an accredited college or university in civil engineering, or a closely related field with major work in civil engineering.  A master's degree is desirable.
 
Licenses and Certificates: Possession and maintenance of a certificate of registration as a Professional Engineer (Civil or Mechanical) in the State of California.
 
Possession and maintenance of a valid Class C California driver's license.

THE POSITION:

This is a division head management position at the Hayward Executive Airport, reporting to the Airport Manager. The incumbent is responsible for the management of the business and accounting functions at the airport and provides second-line supervision and direction of staff within the Airport Division. Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying.  A typical way to obtain the knowledge and abilities would be:
 
Experience:  Five (5) years of experience in real property management, appraisals, negotiations, and budgeting.  Including two (2) years of supervisory or lead experience.  Experience in an airport business office preferred.
 
Education:  Equivalent to a Bachelor's Degree from an accredited college or university with major work in Public or Business Administration, or a closely related field.
 
Licenses and Certificates:  Possession of either an FAA Private Pilot Certificate or standing as a Certified Member (CM) of the American Association of Airport Executives is desirable.

The Essentials 

• Three years increasingly responsible building inspection experience supplemented by journey level construction trade experience. 
• Equivalent to the completion of the 12th grade supplemented by college level courses in inspection methods, architecture, structural, or civil engineering.
• Possession of, or ability to obtain, an appropriate California driver’s license. 
• Possession of an International Code Council (ICC) certification as a combination inspector, building inspector, or designated trade specialist, e.g., electrical inspector.

Bonus Points:

• Possession of an AA degree in a related field.
• Experience in a City Building Department.
• Possession of a CASp certification.

What You'll Do
 

• Perform field inspections on various structural, electrical, plumbing, mechanical and building systems at various stages of building construction, alteration, or repair to ensure compliance with applicable codes. 
• Check building plans for compliance with applicable codes.
• Confer with and resolve code and inspection disputes between staff and builders, developers, contractors, architects, engineers, and the public. 
• Respond to questions and concerns of assigned staff and/or the public; assist in coordinating inspection activities. 
• Collaborate on code violation cases with the Code Enforcement Division of the City Attorney’s Office.
• Coordinate inspection activities with inspection staff in other City Divisions/ Departments, such as Planning, Fire, Environmental Safety, and Public Works, and in collaboration with other county and state agencies. 
• Provide training to new Building Inspection staff and on City policies, procedures, rules, and regulations. 
• Prepare appropriate paperwork, violation notices, records, and reports. 
• Support the public counter and Permit Center in the Building Division as needed. 
• Develop and prepare forms and online content related to inspection services for the City Website, in collaboration with other Department staff.
• Perform related duties as assigned.
