Under direction of the Deputy City Manager, the Recycling and Solid Waste Program Manager plans, organizes, directs and participates in the administration of multiple integrated solid waste management contracts and programs within the City Manager’s Office; represents the City and provides staff support for a variety of intergovernmental committees, subcommittees and authorities.

CLASS CHARACTERISITICS:

The Recycling & Solid Waste Manager performs complex and politically sensitive tasks including functioning as the City’s integrated waste program expert.  Appropriate judgment is essential to this position, as incumbents are expected to use professional judgement and skills in establishing relationships working with regulatory agencies, other cities, franchised service providers, local businesses, and community groups.  Strategic thinking is also essential to this position, including the ability to see emerging trends and develop strategies to succeed in a changing environment.  Community sensitivity and awareness are crucial to this position, including gauging community reaction to new fees and programs, and being able to effectively communicate to a very culturally diverse community. Creativity is paramount in developing and implementing effective Recycling & Solid Waste Program marketing and public information programs, preparing grant applications, and developing new programs to increase the level of community recycling and materials re-use.

EXAMPLES OF DUTIES (illustrative only):

• Managing the City's exclusive franchise contract(s) for residential garbage, recycling and organic (i.e., yard and food scrap) waste collection/disposal, commercial garbage collection/disposal, and private-sector contracts for materials transfer and recovery, and long-term disposal.
• Administering contracts including developing requests for proposals, overseeing the bidding process, recommending selection of providers, preparing contracts, policy development, negotiation and administration of the contract, reviewing revenue and expenses pertaining to collection and processing agreements, monitoring performance and regulatory conformance, resolving customer service issues, monitoring service providers for compliance with contracted level of service, and other contractual obligations.
• Prepares and administers the Recycling & Solid Waste (RSW) Program budgets; manages budgets to ensure appropriate spending and recording of expenditures, including tracking the status of associated RSW Special Funds and RSW Program grants.
• Managing the RSW Program's recycling programs including planning, organizing, and implementing programs and projects designed to encourage business, citizen, and public participation in waste reduction, recycling, pollution prevention, and composting, and maximizing efficiency and material recovery.
• Managing the RSW Program's public education, marketing and outreach program for RSW Program functions, and preparing, coordinating, implementing, and participating in public events which support RSW Program service objectives.
• Establishing and maintaining relationships with the press and other media, and community groups, organizations, and agencies, for publicizing, sponsoring and promoting RSW Program programs and events.
• Representing the City at the Alameda County Waste Management Authority (ACWMA), including Alameda County Recycling Board and Authority Board meetings and reporting significant issues to the City Manager in a timely manner; participating in County Waste Management Authority Technical Advisory Committee meetings; preparing and making presentations to the ACWMA and Recycling Board as required.
• Conducting resident and business surveys related to the RSW Program.
• Preparing a variety of data analyses on waste stream quantities and overall program elements, including cost analyses of programs, in conjunction with ACWMA and State programs and mandates.
• Providing reports to State and Regional authorities on integrated solid waste program results.
• Participating in the development of solid waste, waste reduction, recycling, and pollution prevention policies, which comply with regulatory mandates.
• Analyzing proposed regional, state and federal legislation affecting solid waste management.
• Recommending revisions of existing programs to meet new/changing needs.
• Preparing reports and documents for City Council study sessions and meetings; making presentations to City Council, other boards and commissions, and public groups.
• Providing staff-support and/or representing the City with a variety of committees, commissions, community groups, and the general public.
• Receiving and responding to customer service requests concerning scope of program, technical information, and service delivery issues.
• Developing proposals to obtain county, state, and federal grants; implementing and administering grant programs.
• Planning, assigning, supervising, and reviewing the work of professional and/or support staff; participating in the recruitment and selection of RSW Program staff.
• Facilitating communication, consensus building and resolving conflicts related to MSR Program projects and policy matters by conferring with, facilitating and conducting meetings with elected and appointed officials, other City departments, members of the public, and neighborhood organizations; participating in developing and conducting citizen involvement/public participation events to explain MSR Program policies, procedures, and proposed regulations and policies; and developing and conducting demonstration projects, workshops and other training events.
• Maintaining internal and external customer relations by using tact and diplomacy in all interactions with customers; establishing and maintaining positive and effective working relationships with co-workers and those contacted in the course of the work; and coordinating with departments and outside agencies.

The Department: 

SVP currently provides over 600 Megawatts of power to residential and business customers within Santa Clara, of which 40 percent of comes from carbon-free renewable resources. The Positions: 

Silicon Valley Power is recruiting to fill various Electric Program Manager positions in the following specialties: Capital Project, Contracts, Distributed Energy Resources and Storage, Environmental, Safety, and System Operations.  

Capital Project Management

The focus and priority of this position will be to perform complex professional project management work to support the successful completion of over $300 million in near-term capital improvement program projects to support electric utility load growth.  The position is assigned to the customer development and project management unit which manages, plans, and oversees the development and implementation of the capital improvement program. This position will report to the Principal Electric Utility Engineer overseeing the System Expansion Program and will work collaboratively on the management of these critical projects. The individual will perform and manage the work related to planning, design, construction, operations, and maintenance of utility projects, including receiving stations, substations, electric transmission and distribution facilities, and other electrical infrastructure.  The incumbent is expected to manage consultants and directly administer public works contracts. Experience in electric utility engineering, utility asset management, GIS and work order management system is desirable.

• Distinguishing Characteristics/Experience:
  1. Direct knowledge in managing, planning, and overseeing the development and implementation of Capital Improvement Program(s) (CIP).
  2. Ability to provide extensive, in-depth, and specialized administrative, budgetary, financial, and compliance research, analysis, and support.
  3. Experience in management, engineering, financial, high-level administrative planning and analysis, and/or project management experience.

Contracts Portfolio 

The focus and priority of this position will be to perform complex professional work to support the development and management of SVP’s contracts portfolio.  SVP’s operation requires hundreds of unique contracts including specialized services agreements, leases, agreements with customers for substation construction, funding and deposits, public works contracts, license agreements, power purchase and resource adequacy agreements, as well as other unique agreements.  The position is assigned to the Business Services Division.  The incumbent will both lead staff supporting contracts functions and have direct involvement in negotiating and reviewing contracts.   Experience in utility contracts is desirable.

• Distinguishing Characteristics/Experience:
  • Direct knowledge and experience in contracts review, negotiating, and management for a variety of contract types.
  • Ability to providing extensive, in-depth, and specialized administrative, budgetary, financial, and compliance research, analysis, and support
  • Experience in managing and assigning work to administrative and clerical staff.

 

Distributed Energy Resources, Renewable Energy and Power Purchase Contracts

This position develops and implements cutting edge programs entailing distributed and renewable generation, energy storage, demand response, and microgrids. Incumbents perform professional level, individual work in project development.  Duties may include supervising and participating in the conduct of studies and surveys, data interpretation, forecasting, commodity purchasing, contract negotiation, pricing/rate making, engineering studies, development of policies and procedures, evaluating regulatory and legislative initiatives, preparing, reviewing, and managing budgets and operations.  Commodity purchasing and contract negotiation may include evaluation and development of strategies for electricity generation, both distributed and utility scale. Incumbents may supervise management and non-management staff and act as project team leaders and manage programs and projects.  Project management responsibilities include preparing RFPs, evaluating proposals, and managing contractors and consultants. 

 

Environmental

This position will ensure the City’s compliance with applicable federal, state, and local regulatory agency requirements and guidelines pertaining to Air Quality, Water, Wastewater, Storm water, and Industrial waste.   This position will work with staff across multiple Divisions to develop, implement, and perform procedures and guidelines designed to ensure compliance and develop staff.  They will compose, compile, track, and analyze information related to regulatory, program, and compliance oversight. This position will act as SVP’s Subject Matter Expert and provide technical and functional advisement to Management and Staff concerning Environmental Compliance. This position requires in-depth knowledge of Federal, State, and Local laws/regulations. This position also requires the ability to forecast and identify compliance issues and to develop mitigation strategies to correct issues. The position will also assist in the development of budgets, service contracts and training programs.

Safety

This position establishes, implements, and enforces an effective department wide safety and compliance program that prevents injury and illness. They will work to ensure that employees, both management and non-management, comply with the rules and regulations of Federal, State and Local Regulatory Agencies, and that company safety and compliance policies and procedures are consistently followed.

The position will also facilitate the development and completion of the department’s compliance and controls register, controls testing and auditing, standards development and review, horizon scanning for new and changing regulatory requirements, and serving as an OSHA subject matter for the department. The position will also assist in the development of budgets, service contracts and training programs. 

System Operations

This position will administer programs for work management, maintenance monitoring and asset management focused in all areas of Utility Operations (Metering, Substations, Transmission and Distribution). This position will also be responsible for the performance, review, and implementation of improvements to these programs.  The position will develop, maintain, and improve SVP’s Outage Management System. This position will work to ensure compliance with all applicable NERC standards and seek constant improvement in SVP Work and Safety standards affecting System Operations. The position will also assist in the development of budgets, service contracts and training programs.

Under general direction, the incumbent will:

EDUCATION AND EXPERIENCE
•    Education and experience equivalent to graduation from an accredited college or university with a Bachelor's Degree in Engineering, Economics, Public or Business Administration, Environmental Sciences, Finance or a closely-related field; AND
•    Three (3) years' experience leading, supervising, managing, and coordinating work including but not limited to, customer related programs, project management, building facilities management, or writing, developing or administering safety or environmental compliance standards; OR
•    Generation/Substation/Transmission and Distribution/System Operations Specialties:  Three (3) years of experience in a lead, supervisory, or senior role performing work, including but not limited to a Supervisor, Engineer, Manager, Lead Technician, or Foreperson,  

ACCEPTABLE SUBSTITUTION
•    For Generation/Substation/Transmission and Distribution/System Operations Specialties: additional years of experience in a role equivalent to, but not limited to a Control Room Operator, Electric Utility Technician, Engineer, Lineworker, or working in a lead, supervisory, or senior role performing work, including but not limited to a Supervisor, Manager, Lead Technician, or Foreperson may substitute for the degree requirement on a year for year basis up to four (4) years.
•    For Generation/Substation/Transmission and Distribution/System Operations Specialties: Two (2) years of experience working in a role equivalent to, but not limited to a Control Room Operator, Electric Utility Technician, Engineer, or Lineworker may be substituted for one (1) year of experience as a lead, supervisor, or senior role up to six (6) years.
•    Two (2) years of experience in customer related programs, project management, building facilities management, or writing, developing or administering safety or environmental compliance standards may be substituted one (1) year of experience as a lead, supervisor, manager, and coordinator experience up to six (6) years. 

LICENSES/CERTIFICATIONS
Possession of a valid Class C California driver's license is required at the time of appointment and for the duration of employment.

DESIRABLE QUALIFICATIONS
•    An advanced degree in Engineering, Public or Business Administration, Environmental Sciences or related field is desirable.
•    When assigned to Systems and Project Management, a: Project Management Professional (PMP) certification from Project Management Institute (PMI) or an equivalent certification from accredited program is desirable.
•    When assigned to Generation/Substation/Transmission and Distribution/System Operations  Specialties, experience working in a power plant, substation,  transmission &  distribution, or Electric System Control Center environment is desirable.
•    When assigned to Safety Compliance, an in depth knowledge of OSHA and CalOSHA standards is desirable. 
•    When assigned to Environmental Compliance, an in-depth knowledge of Spill Prevention, Control and Countermeasures (SPCC), Air Permits, and Water Permits is desirable.

POSITIONS

The City of Santa Clara is recruiting for several vacant positions Citywide.

City Manager’s Office– 2 positions

The City Manager's Office is responsible for providing strategic direction and support to all City departments for day-to-day operations and planning, as well as support to the City Council with its policy making. The City Manager’s Office also operates as the Executive Director’s Office of the Santa Clara Stadium Authority (Stadium Authority), a joint powers agency that owns Levi’s Stadium, which is leased to the San Francisco Forty Niners for NFL Events. The Stadium Authority also contracts with the Forty Niners Stadium Management Company (Stadium Manager) for management of Non-NFL Events and facility operations at Levi’s Stadium. 

The City Manager’s Office/Executive Director’s Office is seeking two (2) motivated and experienced Management Analysts who will support budget development and management, procurement, contract administration, Public Records Act requests, and grant administration. 

 

Key responsibilities may include preparing and managing the Executive Director’s Office budget for the annual Stadium Authority Operating, Debt Service, and Capital Budget; supporting with tracking and payment of Stadium Authority Capital Expenditure (CapEx) projects; processing Public Records Act requests; assisting with Stadium Authority’s Procurement Policy Ordinance updates; implementing procurement processes; reviewing procurement requests and documentation for compliance with applicable agreements, laws, and policies; drafting reports and agenda items to the City Council/Stadium Authority Board including approval of service and public work agreements and note and file compliance reports; tracking and maintaining contract records in applicable records systems/platforms in accordance with public records laws and records retention policies; assisting with records retention updates; supporting the City’s Community Grant Program; serving as a staff liaison to community organizations; and providing various administrative support such as routing agreements and invoices for approval. The Management Analysts may also provide meeting support and work on special projects as assigned.

Community Development Department - Housing & Community Services Division (2 positions)

The Community Services Grants Management Analyst will oversee the administration of the City's federal HUD Community Development Block Grant (CDBG), HOME, and HOME ARP grant programs. Over the next five years, the City will administer over $6M in federal funds in support of housing counseling, senior services, landlord/tenant mediation, homelessness prevention, meal delivery, legal assistance, independent living assistance, and other critical services. These funds also support capital projects that renovate and repair single family homes, multifamily affordable housing, and public facilities. Santa Clara directly administers a revolving home rehabilitation loan program and oversees a Tenant Based Rental Assistance Program. The primary duties for this position include managing a small team, serving as the City’s liaison to the Regional HUD representative, staying current on applicable federal rules and regulations, preparation of the HUD Five Year Consolidated Plan, Annual Action Plans and HUD Consolidated Annual Performance and Evaluation Reports (CAPER),  preparing written and visual reports, administering competitive procurements, budgeting, managing contracts, managing funding allocations through the HUD IDIS system, monitoring and working with sub-recipients to ensure compliance, preparing funding draws, ensuring timely expenditures, conducting basic environmental reviews, and maintaining current policies and procedures. The ideal candidate is a skilled project manager who communicates clearly, collaborates with ease, is comfortable working with numbers and detailed spreadsheets, is able to adapt to changing HUD regulations, who is passionate about helping low-income communities thrive, is able to utilize resources from the County and State, and is able to complete reports, analysis and research for City Council and the Department.  The ideal candidate is able to work collaboratively with internal and external team members, be a solution-oriented team member, and able to build and grow a team. 

The Homelessness Response Management Analyst (HRMA) is a new position approved by the City Council that will support the implementation of the City’s Plan to Reduce Homelessness and Its Impacts and lead specific work items within the plan. The HRMA will help forge ongoing partnerships with local and regional nonprofit, government, faith-based, private sector, volunteer, and other groups that are working to provide innovative and effective solutions to homelessness. Under general direction, serves as project manager for routine to moderately complex projects and assists higher-level project managers on more complex projects as needed. This is the experienced level within the Project Manager series. There are four (4) levels within the series, which are distinguished from one another by the technical complexity of the assigned duties and the level of discretion and independent judgment exercised. The Position: 

This is a professional, management position in the unclassified service responsible for scheduling, purchasing, and managing Silicon Valley Power (SVP) electric and hydro energy requirements in the hour ahead and real-time markets by optimizing those resources and by dispatching the generation plants, scheduling water flows and making sales of surplus resources in order to serve our customers consistent with SVP"s risk parameters. This position requires working 12 hour day and night shifts along with holiday and weekend shifts. SVP operates a 24/7 real time desk which is the primary responsibility of this position.

• Negotiate purchases and sales of energy, capacity, ancillary services and the purchase of transmission to meet load and SW trading objectives;

• Determine optimal short-term use of existing power purchase contracts based on market information;
• Develop an hourly trading strategy for energy, capacity, transmission, and/or ancillary services by dispatching resources in a correct way;
• Evaluate and optimize the resources in real-time, to generation dispatch, capacity needs, energy, transmission and ancillary services purchases and sales;
• Utilize various market applications, including but not limited to California Independent System Operator (CISO) applications to submit capacity, energy, transmission, and ancillary service bids in power scheduling and power trading;
• Implement South West (SW) Trading Guidelines and management directives;
• Ensure that NERC/SVP reliability criteria are met;
• Prepare real-time documentation and reports for after-the-fact analysis;
• Develop pricing strategies for energy limited resources;
• Negotiate with assigned SW stakeholders
• Manage resources to meet WECC/NERC reliability criteria during all operating conditions;
• Work with trading staff to develop pricing strategy for energy-limited resources;
• Perform contingency analysis to develop optimized strategy for the dispatch of generation resources, and to optimize purchases and sales of capacity, energy, transmission, and ancillary service;
• Manage hydro reservoir levels and in-flows to ensure economic dispatch of SW’s projects;
• Prepare and submit all reports required as a scheduling coordinator including inter-tie, California Central System Operator (CISO), and South West (SW);
• Adjust/optimize/balance schedules to account for system outages;
• Provide training of co-workers;
• Forecast weather conditions by using like seasons, days and temperatures;
• Forecast customer energy requirements considering historical demands and applicable load shapes;
• Develop and maintain harmonious operations with interconnected utilities, wholesale entities, electric and hydro trading partners and other stakeholders through the use of effective communications practices; and
• Perform other related work as required.

EDUCATION AND EXPERIENCE
Education and experience equivalent to:
•  Graduation from an accredited college or university with a bachelor’s degree in Engineering, Business, or a closely related field; and
• Three (3) years experience in public or private sector power scheduling or trading and/or Independent System Operator (ISO) scheduling.

LICENSE
Possession of a valid Class C California driver’s license is required at the time of appointment and for the duration of employment.

Ideal Candidate
The ideal candidate has in-depth procurement and contracts experience, whose substantial experience includes transit construction projects.  The candidate will oversee and manage the procurement and administration of all procurement and contracts for the BART Silicon Valley Phase II (“BSV II”) Project, including procurement and contract administration of Technology, Architectural, and Engineering (“A&E”) and other professional services contracts and major high-value, complex construction contracts with potentially various delivery methods, including Design-Bid-Build, Design-Build, Progressive Design-Build, and CM/GC.
 
The ideal candidate is familiar with both contract change management and contract claims management processes for change requests, amendments, and contract claims that arise during the administration of a transit construction project.  
 
The candidate’s in-depth experience will necessarily lead to candidate-led interfaces with BSV2 Project Controls, Design, Construction, and Risk teams, among others, such that procurement schedules are managed in alignment with the overall Project schedule.  
 
The candidate will oversee the development of Request for Qualifications, Request for Proposals, and Invitation for Bids, ensuring they comply with FTA, state, local, and VTA requirements; identify changes that are required and have the skillset to draft revisions to standard templates and General Terms and Conditions to submit for approval.  
 
The candidate coordinates with the BSV II Project to widely market upcoming procurements prior to formal advertisement to attract competition in BSV II procurements.  The candidate oversees the pre-advertisement industry events.
 
The candidate conducts the pre-bid and pre-proposal conferences, the bid openings on the Bid Due Date, conducts formal Discussions with proposers and oversees the evaluation process.
 
The candidate will provide guidance and direction to the Project Team preceding contract negotiations where permitted or required, such as negotiations of cost and pricing for A&E contracts.  The candidate has the skillset to draft a Negotiations Strategy Memo that considers multiple factors, including an analysis of the independent cost estimate, the proposer’s cost proposal, and market conditions.  The candidate and their team will oversee the negotiations, ensuring all proper documentation is in place and negotiations are conducted in a disciplined manner.  The candidate must prepare the record of negotiations and cost analysis prior to awarding the contract or contract amendment.
 
The candidate manages all bid protests, analyzes each bid protest, and provides recommendations of their disposition supported by clear facts, supporting documents, and persuasive arguments.   The candidate must have excellent written and oral communication skills.  
 
The candidate will execute contracts on behalf of VTA within signature authority as delegated by the Chief Procurement Officer.
 
The candidate will represent VTA at all disciplinary and other meetings.
For change orders, the candidate must lead the change order process, ensuring that there is a finding of merit and the cost is reasonable for the change in scope.  
 
The candidate will lead any and all procurement and contracts audits and reviews, including the FTA Triennial. The candidate will be responsible for maintaining contracts files of all BSVII contracts that are FTA requirements-compliant.
 
The candidate must have managerial skills to train and lead a group of contract administrators in all areas discussed above, including guiding them in rigorous management of their respective procurements.  
 
A 4-year Bachelor’s minimum education is required and a graduate degree is preferable.  Extensive experience in procurement and contracts is a must.   Experience in construction claims and even claims litigation is a plus.   This position is subject to VTA’s Telework Policy.

Under general direction, the Construction Contracts Administration Manager oversees and manages the procurement and administration of construction contracts including alternative delivery contracts such as Design Build (DB) and CM/GC (Construction Manager/General Contractor).

Minimum Qualifications

Sufficient training, education, and public or private sector experience to demonstrate possession of the required knowledge, skills, and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with a four-year degree, and substantial, increasingly responsible contract administration experience in a public agency or transit setting involving highly complex, high dollar value contracts, with several years of supervisory experience.

Possession of procurement certifications, such as CPPO and/or CFCM, are desirable.

The Senior Educational Facilities Planner (Sr. Planner) provides professional planning services that guide the physical development of the campus and assists in strategic development and improvement of buildings and space to support UCSC's mission of research, teaching, and public service. As a senior member of the unit, the Sr. Planner is the resident expert on campus and UC policy regarding capital matters, and provides assistance and support in all areas of planning for CPSM staff, campus leadership. They also act as liaison to the Office of Capital Planning at the UC Office of the President.

The Sr. Planner uses skills as a seasoned, experienced planning professional with a full understanding of industry practices and procedures to resolve a wide range of planning issues; uses advanced planning concepts and objectives to resolve highly complex issues; develops short and long range capital plans, demonstrates good judgment in selecting methods and techniques for analyzing alternatives and recommending solutions; exhibits high levels of organization; recommends revisions to proceedures and policies to improve efficiency, and is able to operate with considerable independence.

The Sr. Planner provides high-level reports and analysis of campus space needs in an effort to ensure the efficient use of campus space; works with campus leadership and clients to provide in-depth programming, utilization and visioning studies for all types of campus space using a variety of planning tools: metrics, conceptual space plans, and test fit diagrams; coordinates with campus technical experts on the re-use of space; generates and manipulates large data sets, manages databases to comprehensively manage campus capital expenditures, leads and coordinates the annual updates to the multi-year Capital and Seismic Financial Plans, and generates analytics for capital planning, space management and capital outlay.

Capital Planning and Space Management (CPSM) is a unit within the Division of Business Administration (BAS.) The Division includes a broad and diverse set of operational units that provides and maintains administrative, student development and physical infrastructure that supports the mission of the campus. As a member of BAS, CPSM supports the Office of the Chancellor and Campus Provost/Executive Vice Chancellor in the areas of capital financial planning and policy analysis. In this capacity, CPSM develops and maintains relevant databases, provides analyses of policies and programs, assists in the determination of campus priorities, and in the development of strategies designed to achieve these priorities. Required Qualifications

THE POSITION
The Utilities Field Services Supervisor supervises, plans, schedules, and reviews activities related to the installations and maintenance of water mains and appurtenances, including water mains, service lines, fire hydrants, backflow prevention devices, and water meters, within the City's water system.   This position also oversees the City’s meter reading and cross connection control programs, and assists the Utilities Operations and Maintenance Manger in the overall planning, administration, and management of Utilities Operations and Maintenance functions.  
 
DEFINITION
Under general direction, to supervise, plan, schedule, and review activities related to the  installations and maintenance of water mains and appurtenances, including water mains, service lines, fire hydrants, backflow prevention devices, and water meters, of the City's water system, as well as field customer services.

DISTINGUISHING CHARACTERISTICS
This is a management classification allocated to the Utilities Division of the Public Works Department reporting to the Utilities Operations and Maintenance Manager. The Utilities Field Services Supervisor is responsible for the field installations and customer services related to water meters and backflow device maintenance. The position is also responsible for supervision of meter reading and performing supervision and management in support of the Utilities Division's goals and objectives.  The position is also responsible for assisting the Utilities Operations and Maintenance Manger in the overall planning, administration, and management of Utilities Operations and Maintenance functions. This position is distinguished from that of subordinate utilities classifications by its responsibility for the supervision of two maintenance work groups (i.e., Field Services and Customer Services).  This position is distinguished from the Utilities Operations and Maintenance Manger position by the latter position's overall responsibility for the management and administration of the City's water distribution and sewer collection systems, the Storekeeper position, and administrative and clerical staff.

Duties may include but are not limited to the following:
 
Field services, including installation of water mains and appurtenances for City projects and/or private developments, maintenance of the water mains and appurtenances, leak repairs, water meter installation and repair, backflow prevention device installation, repairs, inspection, and testing, and meter reading program.  Field Services may be required to assist in smaller repair jobs to the sewer collection system. 

Coordinates operations with the needs of the public, outside agencies, and other City divisions.  
 
Assists the Utilities Operations and Maintenance Manager with budget preparation and performs other administrative work as assigned. 
 
Receives, investigates and responds to public inquiries, concerns, and complaints, and requests for service. Works cooperatively with City staff, residents, businesses, property owners, and other utilities and outside agencies.
 
Confers with developers and contractors as needed to ensure that the City's water system standards are met.
 
Identifies water mains and appurtenances maintenance needs in the utility system, discusses them with Utilities Operations and Maintenance Manager, and initiates proper action to resolve the problems. Ensures that the meter reading program is always on track and meeting its goals.  Assures that emergency staff is available 24 hours a day to take necessary action.
 
Oversees the development of schedules and establishment of assignment priorities for the Field Services section, as well as the Customer Service section.  
 
Develops and maintains specifications for water main and appurtenances materials and equipment and recommends purchases.  
 
Prepares and maintains specialized water system records and forms, and reports to regulatory agencies. Prepares all correspondence needed to ensure effective coordination between the Utilities Operations and Maintenance, other functions within Utilities Operations and Maintenance, Public Works, other City departments, and the general public. 
 
Reviews, evaluates and prepares comments on construction plans, drawings and specifications related to water system infrastructure projects including mains, connections, valves, equipment, and other systems.
 
Ensures that all Underground Service Alert (USA) markings for the City's water and sewer mains, and fiber optic cable are done in a timely and accurate manner.
 
Participates in interviews and selection of new employees under the positions responsibilities, and training of employees in work procedures, standards and safety practices. 
 
Prepares and provides input into employee performance evaluations, including setting and assessing goals, conducts counseling on work-related issues, and makes recommendations regarding discipline.
 
Actively participates in the Public Works Department's Safety Committee.
 
Performs other related duties as assigned.

JOB RELATED ESSENTIAL QUALIFICATIONS

Knowledge of: 

• Water transmission and distribution operations and maintenance, and underground installation programs; and safe work practices.
• Principles of hydraulic theory as it applies to water distribution system, water transmission systems, pressure zones and pressure regulating valves.
• Current methods, codes and regulations governing underground work and water main and appurtenances installation.
• Supervisory Control and Data Acquisition (SCADA) systems including data propagation methods, and associated hardware and software.
• Modern work order development and processing.
• Principles of management and supervision including work planning, direction, training, and evaluation of work and staff performance.

Ability to: 

• Direct the daily field services of a municipal water distribution system, and field customer services functions.
• Supervise, train and evaluate subordinate field, technical, and support staff; and coordinate schedules to insure the timely processing of the public's request.
• Communicate both orally and in writing to prepare clear and accurate maintenance and safety reports, lead discussions, and present information to City staff, contractors, and the general public.
• Review and evaluate construction plans, drawings and specifications related to field services projects including underground infrastructure, and related equipment.  
• Calculate field assets historical and instantaneous performance using a variety of data, formulas and equations.
• Make reasonable assessments as to repair or replacement of water main, valves, and other related equipment; and advise Utilities staff, design consultants, engineers and contractors in acquisition and installation of new equipment.
• Make informed judgments concerning maintenance parameters of water system; and make independent judgments during emergencies. 

EXPERIENCE AND EDUCATION
Any combination of experience and training that could likely provide the required knowledge and abilities would be qualifying.  A typical way to qualify is:
 
Experience: Four (4) years of progressively responsible experience in the Field Services of a water system including one (1) year of responsible supervisory or lead position experience in a distribution system classified as a D4 system or higher by the California Department of Health Services.
 
Education: Completion of twelfth grade or possession of GED, supplemented by college course work related to potable water, water distribution, wastewater collection, recycled water distribution, or a science field.  Possession of an Associate's Degree in water distribution, wastewater collection, recycled water distribution, or in a science field may be substituted for the required coursework.  Possession of a bachelor's degree is desirable.  

License or Certificate:Requires possession and maintenance of a valid Water Distribution Operator D4 Certificate issued by the California Department of Health Services,

OR

Possession and maintenance of valid Water Distribution D3 Certification issued by the California Department of Health Services with the ability to obtain and maintain a D4 Certification within eighteen (18) months of appointment to the position. 

AND

Possession and maintenance of a valid Class C California Driver's License.
