The City of Berkeley invites you to apply for the position of Supervising Transportation Engineer in the Transportation Division of the Public Works Department! In this role, you will serve as the City's technical expert in the traffic engineering field. MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is equivalent to graduation from a four-year college or university with major coursework in civil or traffic engineering and five years of increasingly responsible professional traffic engineering experience, three years of which were at a level equivalent to the Associate Transportation Engineer class.

Other requirements include:

• Possession of a valid California Registration as a professional Traffic Engineer or professional Civil Engineer. California Registration as a professional Traffic Engineer is preferred.
• Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, maintenance of a valid California driver's license and satisfactory driving record is required.

The Position

The City of Hayward is seeking a Senior Civil Engineer - Water and Wastewater [Formal Title: Senior Utilities Engineer] with a water and/or wastewater background to supervise, direct, plan, and coordinate the activities of the Utilities Division. The Senior Civil Engineer - Water and Wastewater  is a mid-management level position that performs, oversees, and directs engineering activities including planning, conceptual design, final design, cost estimating, project bidding, services during construction and construction management for a variety of projects in wastewater treatment, water storage and distribution, sewer collection, and storm water management. This position will serve as a key member of the team that will manage and deliver a $300 million treatment system upgrade for the City's Water Pollution Control Facility (WPCF) to incorporate nutrient removal into the treatment process.

DEFINITION
Under general direction, supervise, direct, plan, and coordinate the assigned functions and activities of the Engineering Section of the Utilities Division.
 
DISTINGUISHING CHARACTERISTICS
This is a mid-management level position that performs, oversees, and directs all assigned activities of the Utilities engineering section, including planning, conceptual design, final design, cost estimating, project bidding process, services during construction and construction management for variety of projects in water distribution, sewer collection, stormwater management, and wastewater treatment.  This position is distinguished from that of subordinate Associate Civil Engineer position by its responsibility for the supervision of assigned engineering and technical staff, in addition to engineering and technical responsibilities for project development, design, and construction management for more complex projects.  This position is distinguished from Deputy Director of Public Works for Utilities by the latter position's overall responsibility for all aspects of the Utilities Division functions.
 
 

Essential Duties

What you will do:

Duties may include but are not limited to the following:

1. Assists in the development and implementation of the Engineering Section's goals, objectives, policies and priorities.
 
2. Plans, organizes, controls and evaluates the assigned functions and activities of the Engineering Section of the Utilities Division.
 
3. Provides direct and close supervision in the preparation of assigned master plans and studies that outline future water, wastewater and drainage requirements.
 
4. Prepares drawings, models, and displays for special studies and reports completed by the Utilities Division, and explores and studies the preparation of area wide master plans guiding future installations of major water and sewer facilities.
 
5. Directs the work and provides general supervision in the preparation of plans, specifications, cost estimates and the administration of contracts for small construction projects in utilities (e.g., small water main, sewer main and storm drainage projects).

6. Revises and updates standard specifications and details related to water and wastewater utilities.
 
7. Checks plans prepared by other agencies for conflict with the City's existing and proposed utilities systems.
 
8. Consults with and advises other City employees on utilities engineering matters.
 
9. Participates in the selection and supervision of private professional engineers for the development of plans and specifications, studies and reports.
 
10. Coordinates utilities engineering related activities with Engineering & Transportation Division, other City departments, divisions, and sections and with outside agencies.
 
11. Prepares reports and makes recommendations on the Utilities Division's portion of the City's capital improvement program.
 
12. Develops and recommends an annual budget and priority for assigned utilities projects.
 
13. Consults with contractors, builders, and engineers on problems relating to the design, construction, and maintenance of assigned utilities facilities.
 
14. Coordinates construction management of the Utilities Division's projects with the Engineering and Transportation Division staff.
 
15. Consults with and advises the Deputy Director on issues relating to the Utilities Engineer's particular function.
 
16. Advises other sections and program staff within the Utilities Division on engineering and technical matters.
 
17. Prepares project statements outlining scope of projects, design criteria, available data, background, scheduling coordination, and financing for utilities projects.
 
18. Participates in interviews and selection of new employees under the position responsibilities as directed, and trains employees in work procedures, standards and safety practices.  
 
19. Prepares and provides input into employee performance evaluations, including setting and assessing goals, conducts counseling on work-related issues, and makes recommendations regarding discipline.
 
20. Performs related duties as assigned.

Experience:  Four (4) years of progressively responsible experience in professional engineering work in the design and construction of water and wastewater projects including one (1) year of supervisory or lead experience.
 
Education:   Bachelor's degree or equivalent from an accredited college or university in civil engineering, or a closely related field with major work in civil engineering.  A master's degree is desirable.
 
Licenses and Certificates: 

1. Possession and maintenance of a certificate of registration as a Professional Engineer (Civil or Mechanical) in the State of California.  

2. Possession and maintenance of a valid Class C California driver's license.

DEFINITION:

Under general administrative direction of the City Manager, plans, directs, manages, and  oversees the activities and operations of the Public Works Department including streets, utilities, water treatment and wastewater treatment, ensures all resources within each division are  properly allocated and managed; provides long range planning for department programs, projects, and needs; coordinates assigned activities with other departments and outside  agencies; and provides highly responsible and complex administrative support to the City  Manager.

CLASS CHARACTERISTICS:

The Director of Public Works is considered a Department Director with responsibility for directing the activities of a Department within the City. Positions at this level serve as a member of the City's senior management team and provide advice and counsel to the City Manager regarding strategic policy and problem-solving issues relating to the assigned Department and the City overall. Class Characteristics

This entry-level classification in the Construction Inspector series reports to a Senior Civil Engineer through a Construction Coordinator in the Construction Inspection Section of the Public Works Engineering Division. It is characterized by the responsibility to learn and to inspect public works construction projects for compliance with codes and specifications. Incumbents' assignments, objectives and work methods are specified; issues of fact are referred to the supervisor; review of work is ongoing and responsibility for achieving work objectives rests with a supervisor. Incumbents' work will gradually be done on a more independent basis subject to occasional review in progress through questions/problems and consultation with the supervisor and the section head. It is distinguished from the next higher classification of Senior Construction Inspector by the latter's technical expertise, performance of fully qualified journey level work with a minimum of supervision, and responsibility to provide training and technical expertise to Construction Inspector incumbents.

THE DEPARTMENT
The Department of Public Works and Utilities is comprised of six divisions that work collaboratively to develop, build, operate, and maintain Hayward's infrastructure. The Department is responsible for providing engineering and transportation support to City operating departments and divisions and for implementation of the City's Capital Improvement Program, all while providing excellent customer service to the community.  

DEFINITION 
To perform a variety of paraprofessional office and field engineering work including drafting, minor design work, engineering records preparation and maintenance and operation of equipment and instruments; may work as survey crew member in support of surveying and other civil and traffic engineering functions.

DISTINGUISHING CHARACTERISTICS 
This is an entry level classification that assists higher level technical and professional engineers in all activities of the Engineering & Transportation Division. The Engineering Technician is responsible for conducting traffic, engineering and similar studies for public works projects, and for assigned technical engineering tasks, preparing plans and estimating for various design and construction activities. It is distinguished from the Assistant Civil Engineer which is the journey level classification with responsibility of the more complicated technical tasks. 

 

Essential Duties

Duties may include, but are not limited to, the following: 

Performs non-routine drafting assignments which require application of standardized drawing technique
Gathers field data for planning, design and construction. 
Prepares accurate drawings from design notes, sketches and field survey notes. 
Makes traffic counts and prepares simple diagrams of intersections showing sight distances and traffic flow. 
Makes speed surveys, polls motorists and pedestrians, and prepares diagrams of accident frequencies.

ESSENTIAL DUTIES
Makes computations to determine quantities and costs. Performs complex mathematical calculations by using accepted formulas, manuals and equipment. Reads and interprets maps and other engineering records and prepares legal descriptions of property. Corrects and re-designs construction plans for street improvements, utility installations, drainage and material quantities by using appropriate calculations, computations and engineering data and by consulting with engineers. Performs survey office work using drafting tools while employing mathematical and engineering data to prepare information for use by survey field crews, construction crews and construction inspectors. Interprets information from survey field work for use in mapping, designing construction plans, analyzing earthquake fault monitoring data and updating survey records. Performs various duties associated with land surveying including using measuring tapes and level rods to assist in determining lines, angles, points, elevations and distances. Performs various record keeping and file maintenance duties such as recording instrument readings in field survey notes, maintaining office files of notes, control data, monument records, surveyors maps, and construction drawings. Prepares and maintains accurate “as-built” plans from notes from contractors of completed projects. Computes horizontal and vertical curves. Calculates distances, earth work quantities, fees and charges. Performs plan checking by comparing drawings of proposed improvements against drawings which illustrates established engineering standards applicable to various projects.

JOB RELATED AND ESSENTIAL QUALIFICATIONS
 
Knowledge of: Algebra, geometry and trigonometry. 
Proficient in AutoCAD Civil 3D drafting including working with raw topographic survey points to build surfaces, produce maps, renderings, view graphs, cross-sections and plan and profiles.

Perform basic engineering and surveying calculations.
Interpret construction drawings, field survey notes, deeds, maps and other legal descriptions and to extract pertinent information.

Experience: Two (2) years of experience in engineering drafting and calculations, performing responsibilities related to engineering design, construction, inspection and or traffic.

Education: Equivalent to completion of the twelfth grade supplemented by courses in algebra, geometry, trigonometry land surveying, engineering design, construction inspection, and or traffic engineering. An Associate degree in a related field is desirable.

Training: Any recent training such as academic courses, and certification programs which are relevant to this job classification.

License and Certificates: Possession of a valid Class C California driver's license and satisfactory driving record as determined by the City.

About the Position:

The County of Yuba is currently accepting applications for Building Inspector I/II/III in the Building Department of the Community Development & Services Agency. This is a multi-level class series in which incumbents may be assigned to any one of the three levels depending on organizational needs, professional experience, individual expertise and skill, proficiency gained and complexity of assignments. The Building Inspector series is flexibly staffed through level III.

Building Inspector I – Initially under close supervision, incumbents learn structural, framing, plumbing, electrical, energy consumption, disability access, zoning, and related codes and inspection techniques. As experience is gained, inspections become more complex and are performed under more general supervision. This is the entry level in the building inspection series.   

Building Inspector II – Under limited supervision, this is the journey level in this class series, fully qualified to independently perform diverse inspections. This is the journey level in the building inspection series.  

Building Inspector III – is the advanced journey/lead level in this class series. Incumbents at this level receive general supervision as new or unusual situations arise. As employees progress through these levels, they will be assigned more complex, difficult and/or contentious inspections.

Building Inspector I:

• Perform basic principles and practices of the Building Department for inspections, investigations, code interpretation, permit application intake, review and permit issuance, including record keeping and case management.  Also learns zoning, land use, fire-safe and water quality related regulations.
• Inspect new and existing residential properties, and other building and construction elements for conformance to codes, regulations, plans, specifications and standards related to foundations, framing, electrical, plumbing and other structural and functional elements.
• Maintain professional development and continuing education activities, study for and pass certification exams to maintain certification requirements.

Building Inspector II:

• Learn inspection practices and procedures for non-residential commercial and industrial projects, new and existing.
• Perform inspections of new and existing buildings, building and construction elements and structures with limited supervision.
• Investigate complaints regarding existing buildings or new construction to determine if code violations or problem conditions exist; resolve problems or refer them to the supervisor for resolution.

Building Inspector III:

• Provide lead direction, training and work review to professional and technical staff; organize and assign work, set priorities and follow-up to ensure coordination and completion of assigned work; provide input into performance evaluations.
• Perform plan reviews and field inspections of a complex and difficult nature; respond to highly sensitive, complex, or technical complaints; make on-site visits to validate the nature of the complaint and recommend solutions.
• Independently perform full range of Building Inspection duties including conducting and documenting multiple inspections; maintain accurate and separate records for each inspection.
