The Role:

The City of Redwood City is seeking Firefighters or Firefighter/Paramedics who, under direction of the Fire Captain, will perform firefighting and fire prevention duties aimed at protecting life and property, operate and maintain firefighting equipment, and provide basic medical assistance.  Firefighters also provide Basic Life Support first responder pre-hospital emergency medical care and emergency medical assistance, perform minor station maintenance, and participate in training to maintain skills.  Please see the Firefighter/Engineer job description for more details.

Required Qualifications:

A typical way to demonstrate the applicant possesses the required knowledge and ability may be obtained through the following ways:

1. Minimum of 30 semester college units.  Completion of college credits in the study of Fire Science or similar field.

Required Certification and License:

Under general supervision, conducts routine inspections, collects samples and conducts field analysis on industrial wastewater, municipal wastewater, groundwater discharges, organic wastes, stormwater, food establishment FOG collection systems and other waste streams. Position Summary

Under general direction, performs responsible professional level engineering and administrative work in connection with a wide variety of engineering projects. May lead professional and paraprofessional engineering personnel engaged in the planning, design and construction phases of engineering projects.  Assist Directing Civil Engineer in training and providing guidance to Junior through Associate Engineer classifications and Inspector classifications. Responsibilities include: developing, coordinating and executing engineering methods and policies affecting a wide range of engineering activities; regular contact with professional engineering consultants, governmental agencies, involved communities and contractors in connection with complex and difficult engineering  matters; overall oversight and review of detailed and complex engineering calculations, plans, specifications and technical papers; and performs related duties as required.

Essential Responsibilities

• Prepares reports, calculations, design plans, specifications, schedules, cost estimates and other materials related to the planning, design and construction phases of engineering projects and refers them to their supervisor for final approval
• Prepares and refers to the District Engineer or designee, contract documents and agreements for the planning, design and construction phases of engineering projects with professional engineering consultants, contractors, utilities and governmental agencies
• Confers with other departments and agencies relative to engineering projects and work programs to ensure proper coordination of all related activities and responsibilities

Minimum Qualifications

Education and/or Experience: 

• Bachelor's degree in Civil Engineering or closely related field
• Five years' progressively responsible experience in design, estimating, specification preparation, contract preparation, related phases of engineering and inspection of construction projects.
• Experience as a lead engineer desirable.

Required Licenses and/or Certification:

• Registration (P.E. license) as a Civil Engineer in the state of California.   Must have a PE license as a Civil Engineer for at least 5 years.
• Must possess and maintain a current and satisfactory driving record. No reckless driving and DUI within the last 7 years. No more than 2 moving violations within the last 3 years.  Operates District vehicles on a regular basis.

Physical Requirements:  

Must inspect construction work on the Golden Gate Bridge, other structures and buildings, climb scaffolds, catwalks and ladders. Work from heights. Work outside in all weather conditions.  Work over water.  Carry harness and test or inspection equipment. Occasionally enter into trenches and other excavations. The Bay Area Air Quality Management District (Air District) is a regional government agency, committed to achieving clean air to protect the public's health and the environment. The District accomplishes this goal through regulation of industrial facilities and various outreach and incentive programs designed to encourage clean air choices.
 
The Air District's jurisdiction encompasses all of seven counties - Alameda, Contra Costa, Marin, San Francisco, San Mateo, Santa Clara and Napa, and portions of two others - southwestern Solano and southern Sonoma.
 
The Air District is currently accepting applications for the position of Senior Air Quality Engineer in the Engineering Division. This is an open recruitment for four (4) full-time, represented positions.

Staff may be assigned to sections that are focused on specific industries, such as petroleum refineries, organics recovery facilities (e.g., landfills, wastewater treatment) or inorganic material handling facilities (e.g., asphalt plants, concrete batch plants, quarries) OR lead specific programs such as Title V permitting for the division.

Performs the more difficult and complex air quality engineering work such as, but not limited to, permit processing for petroleum refineries, power plants and semiconductor manufacturing facilities, air pollution dispersion modeling, providing detailed source inventories and providing project leadership.

Upon assignment, provides lead direction training and work review to Air Quality Engineers on routine, continuing or well-defined tasks, priorities and follows up on work to ensure timely completion. Coordinates and reviews the work of engineering and support staff involved in complex, sensitive and controversial engineering projects, studies and audits.

Provide engineering expertise in preparing and updating the emission inventory and other aspects of State and Federal air quality plans, including developing required programs, structuring data and preparing long-range emission forecasts for major industrial classifications.

Represent the District as technical expert in meetings with outside agencies, environmental groups and industry personnel regarding air quality control regulations, and source inventory procedures and results; act as an expert witness before the Hearing Board.

Upon request, provides input into selection decisions and performances. Coordinates technical data gathering and compilation, including coordination with other District sections and divisions.

Reviews permit and enforcement files to prepare materials and responses for variance requests, violation notices and case summaries and hearing board referrals; recommends appropriate actions; may testify of behalf of the District.

Coordinates on-site compliance inspections of sources and abatement devices; evaluates compliance and recommends enforcement actions.

Responds to industry, public and District inquiries regarding regulation interpretation, permit preparation, various compliance measures and emission calculation methods in person, by telephone and in writing.

Reviews and evaluates new developments in motor vehicle technology, fuels, and test procedures, as they affect air pollutant emissions.

Develops and recommends revisions to District procedures and regulations.

Uses a computer terminal and a variety of software and programs to make engineering calculations, enter and retrieve data and to monitor and correct data entry; writes and revises computer programs; investigates and corrects errors in the data bank.

Acquires, evaluates, and applies computer models to simulate motor vehicle use and calculate vehicle emissions.

Coordinates toxic risk screening and risk assessment analysis; calculates toxic emissions, determines and applies appropriate air dispersion models, calculates maximum concentrations and calculates risk; recommends approval or denial of permit applications.

Performs, reviews, and directs the preparation of air quality impact analyses for permits, risk assessments and environmental impact documents.

Uses emissions models, geographic information systems, and relational data base to prepare and modify large data files on inventory input to air quality models.

May manage contracts with vendors and consultants.

Develops procedures to calculate and forecast pollutant emissions from natural and man-made sources of air pollution.

Conducts environmental audits, compliance inspections and source tests; evaluates results and recommends appropriate actions, including violation notices.

Participate in calculating, reviewing, correcting and documenting the emissions inventory; evaluates accuracy of source emission calculations and methodologies.

Conduct special studies and write technical reports related to research and planning functions, and coordinate activities with District Staff, outside agencies and organizations.

Prepare new regulations and evaluated revisions to existing District procedures and regulations based upon changes in State and Federal programs.

Minimum Qualifications

A typical way to obtain the knowledge and skills is:
 
Equivalent to graduation from a four-year college or university with major coursework in environmental, chemical, mechanical or petroleum engineering or a closely related field and two years of air quality environmental engineering experience at a level equivalent to the Air District's class of Air Quality Engineer II.

A directly related graduate degree may be desirable for some assignments and may be substituted for one year of experience.

We have an exciting opportunity for a full-time Chief Building Official to join our team in Millbrae, San Mateo County.  

Reporting to the Community Development Director, you will help lead Millbrae’s growth by directing fieldwork, ensuring compliance with building regulations, facilitating major construction projects, and upholding high safety standards.

In addition to administrative duties, this customer-service-oriented position includes providing education and guidance to residents and contractors, performing hands-on plan checks and building inspections, and overseeing a support team of contracted permit technicians, plan checkers, and inspectors.

Definition: This division head classification is responsible for managing the City’s building inspection activities, enforcing the state building codes and regulations, plan check services and advising builders and homeowners on construction design and standards.

Essential Duties: Depending upon assignment, the duties of the Building Official include:

• Managing and directing the division staff. Through inspections, ensures that all structures comply with applicable state and local laws, codes and ordinances.  Ensuring prompt review of plans for proposed building construction or alterations, and the timely inspection of structures.
• Reviewing and recommending revisions of the City codes to comply with federal, state and local requirements.
• Developing policies and procedures designed to improve plan checking and the code enforcement program. Streamlining permit issuance procedures, when applicable, and developing updated forms as needed.
• Effectively monitoring division workloads to ensure adequate and timely plan checks and building inspections.
• Providing technical assistance and advice to architects, engineers, contractors and homeowners on matters pertaining to building plans, zoning regulations, construction methods, materials, procedures and building and related codes.
• Maintaining a competent and motivated work force by training, developing, disciplining and evaluating the performance of subordinates. Objectively and constructively evaluating the performance of subordinates, promptly apprizing subordinates of how well they are performing and/or in what specific areas they should seek improvement.
• Ensuring financial soundness of the division by developing, justifying and effectively managing the division budget.
• Generating monthly reports for the City Manager regarding building activity and workload, and other reports as necessary.  Maintaining work records related to the development of such reports.
• Responding to and resolving complaints from the public in a tactful and courteous manner.  Investigating problems to determine responsibility and methods for resolution as appropriate.
• Interpreting and making decisions on technical problems related to building, plumbing, electrical, mechanical codes and related federal, state and local laws and ordinances.
• Ensuring that checks and analysis of new construction and building alteration plans for residential, commercial, industrial buildings are done in a timely manner to ensure compliance with codes and policies. Ensuring plan checks accurately identify corrections, corrections notices are prepared and forwarded to applicant, maintaining plan check log for up to date information and current status of the plan check. Approving plans and issuing permits when appropriate.
• Maintaining and developing the electronic permitting and inspection system.
• Maintaining and developing the City street file system.

Special Requirements: Physical agility adequate to inspect construction sites.  Requires physical flexibility and dexterity, including the ability to continually stand, bend, stoop, reach and crouch.  Must be able to communicate effectively, both orally and in writing, hear voices and operate telephones.  Must have the ability to quickly and accurately see, review, and interpret plans and diagrams and make inspections.

Minimum Qualifications:

Knowledge of: Building, plumbing, electrical, and mechanical codes and ordinances enforced by the City; principals, practices and techniques of combination inspection, building materials, accepted safety standards; State laws regulating building construction and zoning; precautionary safety and fire prevention methods in occupancy of buildings; building construction and materials, particularly structural construction materials and specialized terminology used in connection therewith; general knowledge of accepted methods of training; and knowledge of the construction industry and of modern supervisory principals and practices.

Ability and skills: To direct the work of others; provide technical supervision and training to division staff; read and

quality control building plans, diagrams, specification and building codes; enforce laws, codes and regulations with tact;

Education and Training Guidelines: Sufficient education and experience to satisfactorily perform the duties of this classification. A typical qualifying background would be four (4) years of progressively responsible experience in combination inspections, including two (2) years at a supervisory level. An Associate of Arts or Science Degree in Building Inspection Technology or a bachelor’s degree in civil engineering or a related field is desirable.

Experience: Four (4) years of progressively responsible full-time experience as a Building Inspector with a Municipal Building Department with at least two (2) years in a supervisory position.

Supervision Exercised and Received: The Building Official supervises the Building Inspector/Plan Checker and the Permit Technician.  The Building Official reports to the Community Development Director. 

License: Must possess and maintain a valid California Operator’s License issued by the State Department of Motor Vehicles and a satisfactory driving record.

Certification: Must possess and maintain certifications by the International Conference of Building Officials (ICBO): Plans Examiner and Combination Inspector. Must possess, or obtain within one year of employment, certification by the International Code Council (ICC) as a Building Official. A Certified Access Specialist (CASp) certification is highly desirable. Registration as an architect, civil, or structural engineer is highly desirable.

What You’ll Do

The Public Works Supervisor will organize and supervise work crews engaged in the maintenance and repair of streets, traffic markings, signs, signals, street lights, drains, storm pump, stormwater conveyance systems and sanitary pumps, lagoons, dams, creeks and ditches; to provide technical staff assistance, including safety compliance and implementation. Duties may include, but are not limited to, the following:

• Recommend and assist in the implementation of program goals and objectives; standard operating procedures; establish schedules and methods for street, traffic and stormwater conveyance systems maintenance and repair; safety compliance and implementation; implement policies and procedures.
• Organize and supervise crews of skilled and semi-skilled personnel in the repair and maintenance of streets and stormwater conveyance systems, including street resurfacing, streetlights, traffic signals and street markings and signs, repairing and patching; street cleaning; sidewalk, curb and gutter removal and replacement; sewer cleaning and repair; weed control and storm drain cleaning maintenance.
• Maintain and interpret time, material and equipment use records; determine and implement adjustments to optimize the effectiveness of the maintenance system.
• Investigate complaints and recommend corrective actions as necessary to resolve complaints.
• Fully utilize the computerized work systems in accordance with workflow processes.
• Participate in selecting, training, motivating, counseling and evaluating staff; participate in monitoring employee performance objectives; prepare employee performance reviews; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
• Coordinate safety training and support Department safety programs including preparation and updating of City safety practices, standard operating procedures and training materials. May be asked to conduct specific safety trainings depending on training and experience. These activities may be required in both the Engineering & General Services and Environmental Services Divisions as requested by the Director.
• Inspect the work of crews while in progress; provide advice and assistance to subordinate supervisors and lead workers.
• Assist in preparing cost estimates for street, sewer, traffic and drainage system maintenance and repair activities; make plans and sketches for minor street maintenance and repair projects.
• Assist in coordinating street, sewer, traffic and drainage system maintenance activities with other City departments, divisions, and sections and with outside agencies.
• Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for needed equipment and materials; monitor and control expenditures.
• Monitor streets, traffic signs and signals, street lights, sidewalks, curbs, gutters, and drainage facilities for needed maintenance and repairs.
• Issue purchase orders to contractors and vendors; requisition materials and supplies

The Public Works Supervisor receives direction from the Public Works Field Maintenance Manager or other Public Works senior management personnel and exercises direct supervision over crew lead workers, crews, and other staff per program assignment.
