Position Duties:

Salary Range

The Assistant Director salary range is currently $178, 713.34 - $288, 700.62. Placement within this range will be dependent upon the qualifications and experience of the individual selected. This salary includes an approximate five percent (5%) ongoing non-pensionable compensation. The salary is supplemented by an attractive benefits package. 

The Position

Reporting to the Director, the Assistant Director serves as the Chief Operating Officer of the Environmental Services Department (ESD), overseeing a budget of approximately $550 million and seven direct reports. The Fiscal Supervisor over the Court Budget Unit (CBU) in the Budget Services office plans, organizes, supervises, reviews, and evaluates the work of assigned staff responsible to support all aspects of budget development and implementation for the 58 trial courts. The County Executive’s Office is seeking highly qualified candidates for the position of County Procurement Program Services Manager II.

The Procurement Division of the County Executive’s Office provides procurement services to all County departments and acts as a regulatory mechanism to help county departments obtain maximum value for each dollar spent, while maintaining compliance with all relevant County, State, and Federal laws, ordinances, and policies.   The Procurement Division (Division) also connects with and assists vendors in conducting business with the County.   

The Division successfully operates under several ordinances, codes, and policies designed to heighten worker standard of living, support local business, protect tax-payor dollars, and support eco-friendly practices.  The following are examples:

• The Living Wage Ordinance sets a minimum wage, which contractors are required to pay employees providing services under County contracts.

The Position

The Program Services Manager II (PSM II) will have the opportunity to coordinate the day-to-day operations of the office including managing staff, overseeing OpenGov - the County’s electronic procurement system, developing and facilitating special projects, such as the Vendor Fair and Procurement Academy, collaborating with the cities in San Mateo County regarding procurement and purchasing services, and updating policies and procedures, including the Procurement Handbook.

ABOUT THE ROLE

Reporting to the Executive Director, the Deputy Director will oversee department-wide administrative operations and strategic initiatives including organizational planning, program performance, budget development, financial accounting, procurement, contracting, human resources, recruitment, and other administrative functions. This role will supervise three staff members in the Operations Division and closely collaborate with other staff to achieve the Commission’s strategic goals.

The Deputy Director must be willing to forego involvement in all local political activity while a member of the Commission staff and publicly file an annual Statement of Economic Interests (Form 700).

ESSENTIAL DUTIES

Essential duties of the position include, but are not limited to the following:

• Establish and implement departmental goals, policies, and strategic plans as directed by the Executive Director.
• Develop and maintain a broad understanding of the Commission’s laws, policies, programs, procedures, and operations.
• Oversee daily administrative operations of the department including financial management, procurement, accounting, payroll, and related office operations.

Under direction, the Deputy City Clerk provides complex administrative and organizational support for all functions and activities of the City Clerk’s Office, including the duties necessary to ensure the custody and maintenance of official City documents, public and archival records and files, and public information. The Deputy City Clerk services to City employees and the public; as the Acting City Clerk in the absence of the City Clerk.  The Deputy City Clerk – Administrative Aide administers projects as assigned, fields and answers inquiries from the public, City departments, officials, and outside entities; participates in fostering cooperative working relationships among City departments and with State and local intergovernmental and regulatory agencies and various public and private groups; provides highly responsible and complex administrative support to the City Clerk, City Manager, City Council, and other City Administrative Managers, and performs related work as required.

This position is full-time at 36 hours per week.

The City Council appoints the City Manager and City Attorney as well as members of the City’s numerous Commissions and Committees. The City Manager appoints all executive and management level positions. City staff report to one of six departments: the City Manager’s Office, Administrative Services, Community Development, Library and Community Services, Police, and Public Works, which includes Menlo Park Municipal Water. Fire protection and sanitary services are provided by separate special districts. The Administrative Services Department plays a vital role in supporting the City’s day-to-day operations by delivering essential internal services. These include Finance, Human Resources, and Information Technology, which are crucial in ensuring the City is well equipped to succeed. The Finance Division oversees a wide range of responsibilities including budget development, general accounting, financial reporting and audits, payroll, tax and revenue collection, and business licensing.

THE POSITION

Under the general direction of the Administrative Services Director, the Assistant Administrative Services Director is responsible for overseeing the Finance Division with 10 full-time staff and supporting citywide fiscal and budget operations. This role involves high-level coordination, analysis, and liaison work across City departments, divisions, and external agencies. This position requires deep expertise in financial management, public policy, and municipal operations, including knowledge of the roles of the City Council and the Finance and Audit Commission, exercising independent judgment in policy development and fiscal oversight. The Assistant Director’s daily duties include general accounting, financial reporting, budgeting, payroll, and business licensing, as well as long-term fiscal planning. This role is instrumental in achieving departmental and citywide goals, improving resource efficiency, and delivering high-quality customer service. Primary duties include but are not limited to the following:

• Planning, managing, and overseeing the daily functions, operations, and activities of the Finance Division; areas of responsibility include general accounting, budget, payroll, treasury, business license, tax and revenue collection, and financial reporting.
• Directing and participating in the development of the City-wide operating and capital budget; working with departments to provide data and support for their budget development; monitoring departmental budget performance and making recommendations for adjustments as needed; and conducting ongoing analysis of the City's financial condition, reporting to, and advising, executive management on fiscal matters.
• Directing the preparation of, and participating in developing fiscal reports including monthly, quarterly and annual reports as well as the City's Annual Comprehensive Financial Report (ACFR), ensuring adherence to mandated rules, regulations and professional standards.
• Preparing and updating the five-year financial forecast and other long-term projections and plans.
• Participating in the development and implementation of goals, objectives, policies, and priorities for the division; recommending appropriate service and staffing levels; recommending and administering policies and procedures.
• Developing and standardizing procedures and methods to improve and continuously monitoring the efficiency and effectiveness of assigned programs, servicing delivery methods, and procedures; assessing and monitoring workload, administrative and support systems, and internal reporting relationships; identifying opportunities for improvement and recommending to management.
• Participating in the selection of, training, motivating, and evaluating assigned personnel; providing or coordinating staff training; working with employees on performance issues; implementing discipline and termination procedures.
• Developing and implementing adopted finance and budget services strategic plans, policies, and standards.
• Establishing and maintaining internal control procedures and ensuring that state and national standard accounting procedures are maintained.
• Communicating complex financial data in a clear, concise manner to a variety of internal and external audiences.
• Overseeing the treasury function, including managing the City’s investment portfolio, ensuring availability of City funds, and preparing investment reports with consultant assistance.
• Overseeing the City’s debt issuance and management policy.
• Overseeing the development of consultant requests for proposals and qualifications for professional services; evaluating proposals and recommending project award; developing, negotiating, and reviewing contract terms and amendments; ensuring contractor compliance with City and department standards and specifications and time and budget estimates; analyzing and resolving complex problems that may arise.
• Providing highly complex staff assistance to the Administrative Services Director; conducting a variety of organizational and operational studies, special projects, and investigations; preparing and presenting staff reports and other necessary correspondence related to assigned activities and services; presenting reports to various commissions, committees, and boards.
• Attending and participating in professional group meetings; staying abreast of new trends and innovations in the financial field; monitoring changes in regulations that may affect business systems operations; implementing policy and procedural changes after approval.
• Receiving, investigating, and responding to difficult and sensitive problems and inquiring in a professional manner; identifying and reporting findings and taking necessary corrective action.
• Performing other duties as assigned.

The Chief Building Official serves as the principal administrative officer of the Building Division. The position directs, assigns, supervises, and plans the activities of the Building Division. The selected candidate will coordinate and direct the resolution of complex development issues and disputes and will serve as the principal enforcement officer of the building and housing codes of the City. In addition, the Chief Building Official will oversee boards and commissions and serve as a member of the City’s Executive Management Team.

The Chief Building Official performs work that is highly complex and often requires intense and exacting mental attention and the ability to reason through and solve complex problems that may affect the ability of the Building and Development Unit to achieve its critical goals and objectives. The incumbent will have extensive contact with public officials, employees, and the general public.
