The City Council appoints the City Manager and City Attorney as well as members of the City’s numerous Commissions and Committees. The City Manager appoints all executive and management level positions. City staff report to one of six departments: the City Manager’s Office, Administrative Services, Community Development, Library and Community Services, Police, and Public Works, which includes Menlo Park Municipal Water. Fire protection and sanitary services are provided by separate special districts. THE DEPARTMENT

The Administrative Services Department plays a vital role in supporting the City’s day-to-day operations by delivering essential internal services. These include Finance, Human Resources, and Information Technology, which are crucial in ensuring the City is well equipped to succeed. THE POSITION

Under the general direction of the Administrative Services Director, the Assistant Administrative Services Director is responsible for overseeing the Finance Division with 10 full-time staff and supporting citywide fiscal and budget operations. This role involves high-level coordination, analysis, and liaison work across City departments, divisions, and external agencies. This position requires deep expertise in financial management, public policy, and municipal operations, including knowledge of the roles of the City Council and the Finance and Audit Commission, exercising independent judgment in policy development and fiscal oversight. The Assistant Director’s daily duties include general accounting, financial reporting, budgeting, payroll, and business licensing, as well as long-term fiscal planning. This role is instrumental in achieving departmental and citywide goals, improving resource efficiency, and delivering high-quality customer service. Primary duties include but are not limited to the following:

• Planning, managing, and overseeing the daily functions, operations, and activities of the Finance Division; areas of responsibility include general accounting, budget, payroll, treasury, business license, tax and revenue collection, and financial reporting.
• Directing and participating in the development of the City-wide operating and capital budget; working with departments to provide data and support for their budget development; monitoring departmental budget performance and making recommendations for adjustments as needed; and conducting ongoing analysis of the City's financial condition, reporting to, and advising, executive management on fiscal matters.
• Directing the preparation of, and participating in developing fiscal reports including monthly, quarterly and annual reports as well as the City's Annual Comprehensive Financial Report (ACFR), ensuring adherence to mandated rules, regulations and professional standards.
• Preparing and updating the five-year financial forecast and other long-term projections and plans.
• Participating in the development and implementation of goals, objectives, policies, and priorities for the division; recommending appropriate service and staffing levels; recommending and administering policies and procedures.
• Developing and standardizing procedures and methods to improve and continuously monitoring the efficiency and effectiveness of assigned programs, servicing delivery methods, and procedures; assessing and monitoring workload, administrative and support systems, and internal reporting relationships; identifying opportunities for improvement and recommending to management.
• Participating in the selection of, training, motivating, and evaluating assigned personnel; providing or coordinating staff training; working with employees on performance issues; implementing discipline and termination procedures.
• Developing and implementing adopted finance and budget services strategic plans, policies, and standards.
• Establishing and maintaining internal control procedures and ensuring that state and national standard accounting procedures are maintained.
• Communicating complex financial data in a clear, concise manner to a variety of internal and external audiences.
• Overseeing the treasury function, including managing the City’s investment portfolio, ensuring availability of City funds, and preparing investment reports with consultant assistance.
• Overseeing the City’s debt issuance and management policy.
• Overseeing the development of consultant requests for proposals and qualifications for professional services; evaluating proposals and recommending project award; developing, negotiating, and reviewing contract terms and amendments; ensuring contractor compliance with City and department standards and specifications and time and budget estimates; analyzing and resolving complex problems that may arise.
• Providing highly complex staff assistance to the Administrative Services Director; conducting a variety of organizational and operational studies, special projects, and investigations; preparing and presenting staff reports and other necessary correspondence related to assigned activities and services; presenting reports to various commissions, committees, and boards.
• Attending and participating in professional group meetings; staying abreast of new trends and innovations in the financial field; monitoring changes in regulations that may affect business systems operations; implementing policy and procedural changes after approval.
• Receiving, investigating, and responding to difficult and sensitive problems and inquiring in a professional manner; identifying and reporting findings and taking necessary corrective action.

How to qualify

Education: Possession of a baccalaureate degree from an accredited college or university AND

Experience: Four (4) years of experience managing a section with oversight of contract negotiation, administration, operation, or compliance within a large organization, all of which includes experience supervising professionals.

Substitution:

1. Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
2. The Maintenance Instructor is responsible for all the classroom and on-the-job training activities relating to current bus maintenance for the San Mateo County Transit District (SamTrans), Caltrain, and the San Mateo County Transportation Authority (TA).

  Essential Functions & Duties

• Develops classroom on-the-job training and exit examinations relating to SamTrans Core Maintenance Training Curriculum: Shop Safety and PM Procedures, Core Repair Skills, Air Brake Systems, HVAC Systems, Basic Electrical Systems, Multiplex and Charging Systems, Diesel Engine Electronic Controls, Diesel Engine Tune-up and Troubleshooting, Light Duty (hydraulic) Brake Systems, Vehicle Subsystems, HD Steering Hydraulic Systems, and Suspension Systems, Automatic Transmission, ACS Diagnostics & Repair, Fare Collection Equipment, Hybrid Drive Systems, Battery Electric Drive Systems and Fuel Cell Battery Electric Bus Systems, Camera System Maintenance & Repair, Medium Duty Gasoline Engines.
• Serves as one of the principal instructors.  Oversees and evaluates vendor provided training activities.
• Oversees on-the-job training activities, mentors, coaches, guides, and directs progressive maintenance training. Maintains written and electronic records and performs proficient evaluations. 
• Collaborates in the development and implementation of testing programs for bus maintenance personnel.
• Develops and implements all maintenance safety training programs in collaboration with the Safety Department and management. Certifies that District employees meet established requirements for Forklift Operation, Hazardous Materials First Responder, First Aid, CPR, and AED Training.

Examples of Duties

• Stays current with new developments in the field of Training and Adult Learning Strategies.  Assesses the effectiveness of in-house training programs and recommends program upgrades with presented examples.
• Conducts skills gap assessments.  Develops a comprehensive training curriculum for all mechanic classifications, including Utility Workers, and reviews and updates as needed based on current technologies.
• Stays current with new technologies as they pertain to District fleets.
• Collaborates on all maintenance programs regarding quality assurance, makes recommendations where necessary to ensure the quality of the workforce training programs, and works with appropriate maintenance management staff to ascertain requirements and changes within industry best practices.
• Helps plan, organize, and execute the SamTrans Maintenance Rodeo and competition teams.  Mentors and coaches the maintenance team at the regional and international competition.
• Assumes the duties of Chair and/or Secretary of the joint Labor-Management Maintenance Training Committee.
• Ensure core curricula follows all regulatory and safety requirements, and best practices.
• Develops and implements training programs for newly hired employees.
• Performs all job duties and responsibilities in a safe manner to protect self, fellow employees, and the public from injury or harm.  Promotes safety awareness and follows safety procedures in an effort to reduce or eliminate accidents.

Minimum Qualifications

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to: 

• High School Diploma or equivalent
• Six (6) years of related progressive full-time experience as an automotive/truck diagnostic technician, repair technician, or instructor.
• Experience assessing and training others in a classroom or shop environment is required.
• Experience with powertrain electronic controls, on-board Hi-Voltage systems, on-board Hi-pressure systems, ABS, HVAC, and PLC systems is required. 
• Strong oral and written communications skills.  Knowledge of word processing and spreadsheet programs.
• Demonstrated journey level mechanic experience showing knowledge, expertise and ability to troubleshoot advanced systems and make repairs.

 

Preferred Qualifications

• Zero emission technology including battery electric and hydrogen fuel cell experience highly desired.
• Experience in conducting skills and needs assessment surveys desired.

San Mateo County Health- San Mateo Medical Center seeks well-qualified candidates for the position of Program Coordinator I in the Patient Access Division. The current vacancy is a full-time, limited term vacancy. The duration of the assignment will last about 6 months.

 

Under the direction of the Patient Access Manager, the Program Coordinator will provide support to over 150 Patient Services Assistants across various departments, including Emergency, Admitting, Long-Term Care, Same-Day Surgery, and will average 27 Federally Qualified Health Center (FQHC) sites with 8-16 hours of weekly program refresher training on several publicly sponsored coverage options.

 

Additionally, this position will assist the team with several EPIC post-go-live projects, and work queues as we work to revamp processes and enhance collaboration for improved workflows and revenue-generating process efficiencies.

The City of Menlo Park is seeking engineering professionals, with exceptional technical and project management skills, for Senior Civil Engineer positions in the Public Works Department (Department) Capital Improvement Program (CIP) Division. The Senior Engineer will lead capital improvement projects under the supervision of the City Engineer or Public Works Director. The CIP team delivers projects for City owned facilities including streets, buildings, storm and domestic water, and parks. The Senior Civil Engineer is responsible for executing CIP projects from planning through completion and managing assigned staff.

• 26 City-owned buildings/facilities and their grounds
• A fleet of over 250 vehicles and pieces of equipment
• 97 miles of streets
• Drinking water delivery for 16,000 customers
• Flood protection and stormwater management programs particularly along the San Francisco Bay, San Francisquito Creek and Atherton Channel
• 14 parks, 2 open spaces, 14 playgrounds, 2 dog parks, 9 sports fields, and 14 tennis/pickleball courts
• Efforts to preserve and expand the urban canopy, including 20,000 public trees
• Multimodal transportation services including 42 traffic signals, safe routes to schools and citywide shuttle programs. 

The department has nearly a $40 million operating budget supported by over 25 different special/dedicated funding sources for the varied programs and services provided to the community. In addition, the City has an approximate $100 million capital improvement program, in part due to a successful track record in pursuing grants from a variety of local, state and federal sources. AC Transit is seeking a Market Research Project Manager II. Under general direction serves as the project manager leading a variety of complex market research projects, functions, and activities. Incumbents in this position provide actionable data-driven insight informing and aligning strategic business decisions with customer sentiment.

This classification is distinguished from other marketing and communications classifications by the assigned project management responsibilities leading District-wide, market research projects and studies of considerable size and complexity. Incumbents at this level are expected to operate with a high degree of professional judgment and independence, providing technical and functional direction to vendors, professional, technical, and contract staff.

REPRESENTATIVE FUNCTIONS:
Leads the District’s primary and secondary market and research projects and studies, including customer opinion surveys, focus groups, personal interviews, field research, and quantitative and qualitative market research studies conducted across a variety of surveying channels, including in-person and on-line; identifies trends and responds with appropriate strategies to achieve the departmental and the District’s strategic goals and objectives.

Conducts a variety of market research projects; collects and analyzes data concerning customer sentiment; collaborates and coordinates efforts District-wide to design and implement communication and outreach campaigns to measure and drive improvement in service delivery, key performance metrics, and customer experiences; aligns customer experience strategies with departmental and the District’s strategic initiatives.
Performs project management functions and activities and is responsible for the full lifecycle of the assigned market research projects overseeing scope, timeline, budget, and quality standards from the project’s inception to completion; manages the activities of outside vendors and contractors. Provides consultation and professional, technical advice to executive staff, management teams, and other District departments; represents the Department on various external committees and projects.

Prepares and presents a variety of reports on operations, activities, and special projects; presents findings to the Board of Directors, executive management, other District staff, and various public and private entities.
Evaluates and recommends professional consulting services for assigned projects; develops and disseminates Requests for Proposals (RFPs), Request for Qualifications (RFQs), and Invitation For Bids (IFBs) and develops proposal evaluation criteria; assists in the negotiation, preparation, and administration of professional services and contracts; recommends and prepares amendments to professional services contracts.

Prepares, reviews, and maintains a variety of project-related information and documentation, including project schedules, Statements of Work (SOWs), status reports, detailing issues, risks, and deliverables; monitors agreements and projects for compliance with relevant codes, ordinances, rules, and regulations.
Attends and participates in professional group meetings and committees; stays abreast of new trends and innovations in the field of project management and market research. Provides technical and functional direction to professional, technical, and contract staff and participates in the formation, planning, review, and management of assigned projects. Performs related duties as required.

MINIMUM QUALIFICATIONS:
Education: Equivalent to a Bachelor’s degree from an accredited four-year college or university in a field directly related to the area to which assigned. For the Market Research Project Manager position the following are applicable fields of study: business administration, sociology, statistics, market research, communications, public administration, marketing, or a related field. Additional experience may be substituted for education on a year-for-year basis.

Experience: Six (6) years of experience in the professional field required by the assigned special projects. The Market Research Project Manager position requires experience in developing and implementing market research, marketing, public information, or communications programs with an emphasis on data collection, market analysis, and detailing the customer journey or two (2) years that involved responsibilities at a level equivalent to the District's classification of Project Manager I. Years of experience may be substituted for the educational requirement on a two for one basis; two (2) years of experience may be submitted for one (1) year of education).
