The Engineering Group Manager – Facilities will oversee a diverse and talented team responsible for managing the planning, design, and construction of capital projects at the Santa Clara Valley Transportation Authority (VTA). This individual will lead the delivery of high-impact projects ranging from transit infrastructure upgrades to the improvement and rehabilitation of maintenance yards and other critical facilities. The role includes overseeing staff, consultants, and stakeholders in the successful execution of these projects, while also ensuring compliance with VTA’s overall objectives and community needs.

DEFINITION

Under the general direction of the Director and City Engineer, the Civil Engineering Associate/Project Manager – Capital Projects leads the delivery of complex capital infrastructure and facility projects for the Town of Danville.  This role focuses on high-value construction and modernization projects, including buildings, utilities, and public infrastructure. The position serves as a critical liaison between Town departments, consultants, contractors, regulatory agencies, and community stakeholders to ensure successful execution of capital projects within scope, schedule, and budget.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Director and City Engineer. Exercises supervision over Public Works Inspectors and contractors.  This is a journeyman-level, first line supervisory position requiring substantial independent judgment, technical expertise, and leadership in managing capital improvement projects. The position reports to the City Engineer and may supervise professional and technical staff. 

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Train, direct and manage Public Works Inspectors to perform and document daily inspections of construction projects, private development projects, encroachment permits and clean water inspections to ensure compliance with project plans, specifications, permit conditions of approval and Town standards.
• Oversee day-to-day operations for paving construction projects ensuring project is completed safely, on schedule, according to quality specified and within budget.
• Plans, organizes, directs and controls all parts of projects from permitting, bidding, and construction to the closeout for a portfolio of complex capital improvement projects.
• Prepares and monitors project budgets, including support for obtaining funding.
• Facilitates work of a multi-disciplinary development team across organizational boundaries, including designers and construction professionals.
• Develops and maintains detailed project schedules and budgets, tracks expenditures, and recommends cost control strategies.
• Reviews and processes change orders, ensures quality control, and oversees contractor compliance with plans, specifications, and safety standards.
• Prepares reports, presentations, and communications to inform internal and external stakeholders, including Town Council.
• Ensures that contractors are maintaining safe work sites and that the needs of the staff at each project are being protected.
• Coordinates final project closeout including punch list items, documentation, and transfer to operations.
• Manages consultant contracts and coordinates with engineers, architects, construction managers, and inspectors.
• Facilitates cross-departmental coordination and public outreach related to project scope, impacts, and progress.

QUALIFICATIONS

Knowledge of:

• Financing, estimating and budgeting, including planning and estimating, calculating overhead, design and construction costs.  General knowledge of various funding sources and restrictions.
• Regulations and regulatory agencies and commissions affecting planning, zoning, design and construction.
• Requirements of final bid packages.
• Construction management techniques and practices.
• Americans with Disabilities Act Accessibilities Guidelines (ADAAG), and California accessibility requirements that are in Title 24 of California Code of Regulations.
• Principles and practices of capital project delivery, including public procurement and contract management.
• Public works design and construction standards, codes, regulations, and funding programs.
• Construction methods and materials across civil, structural, electrical, and mechanical disciplines.
• CEQA and permitting processes at local and state levels.

The Department has a staff of approximately 300 employees and includes four divisions: 

• The Planning Division administers current development projects, processes development applications in conformance with City policies and objectives and conducts long-range planning such implementation of the Envision San José 2040 General Plan. The Division provides support to the Planning Commission and the Historic Landmarks Commission. The Deputy Director (Planning Official) manages this Division. 

• The Building Division conducts plan review and field inspection of construction projects to ensure conformance with health and safety requirements. The Division operates the City’s Permit Center. The Building Official manages this Division.  

• The Code Enforcement Division utilizes education and enforcement tools to facilitate compliance with Municipal Codes designed to maintain a healthy, safe and clean environment, carry out land use policy, and preserve the quality-of-life standards that residents and businesses enjoy. The Code Enforcement Official manages this Division. 

• The Administrative Division manages the Department’s administrative activities, including budget, fiscal and human resources. The Administrative Officer manages this Division.

The Deputy Director for Planning is a direct report to the Director of PBCE and provides leadership of all Planning functions within the Department. The position also contributes to the overall management of the Department through overseeing various interdivisional project teams. 
  

The Deputy Director for Planning is responsible for the stewardship and implementation of the City's General Plan and zoning policies, the review of applications for planning permits for consistency with the City’s ordinances and polices including California Environmental Quality Act (CEQA), and for engagement with customers, stakeholders and the community on proposed developments.  

The position is supported by three Division Managers and four Principal Planners who take responsibility for day-to-day operations and decision-making and are split between Development Review, CEQA, and Citywide Planning (longer term policy and plan development). The position manages an interdisciplinary team of planners and provides executive direction for specialized professional planning functions, including development review, land use, zoning, urban design, environmental review, historic preservation, housing, transportation, economic development, and data analytics. The position develops and oversees the organizational structure, the annual work program, and the budget and staffing of the Planning Division and assists in the preparation of the Department’s work program and budget.  
 

The Deputy Director of Planning frequently represents the Department and the Director at City Council, officiates public hearings on the Director’s behalf, and represents the Department and the Director at meetings with the public, elected officials, other departments/agencies and various stakeholders. The position includes attendance at evening meetings.  

Essential areas of responsibility include: 

• Oversee the department's planning budgets, ensuring proper allocation of resources, cost recovery, as well as the development and oversight of the divisions fees and charges  

• Ensure all planning activities comply with local, state, and federal regulations. 

• Develop and implement long-term city planning initiatives. 

• Facilitate public meetings and community outreach to gather input and inform the public about planning projects. 

• Provide leadership and guidance for critical housing related issues/proposals ranging from zoning, permitting, infrastructure improvements, community engagement and sustainability 

• Oversee the review of development proposals, zoning changes, and other land use applications for compliance with city codes and policies.  

• Manage complex planning projects and initiatives, including comprehensive plan updates, area plans, and zoning code revisions.

• Prepare reports, presentations, and recommendations for the Planning Commission and City Council  

• Assist in the day-to-day operations of the Division.

DEFINITION
Under general direction of the Human Resources Director, the Human Resources Manager oversees and coordinates the day-to-day human resources operations and is expected to perform professional human resources and administrative work. The Human Resources Manager manages, reviews and evaluates the work of subordinate staff.

CLASS CHARACTERISTICS
The Human Resources Manager (HRM) is a single position classification in the Human Resources Department responsible for the supervision of staff in a number of program areas including recruitment and selection, classification and compensation, benefits administration, disability and leave management, employee and labor relations, investigations, risk management, human resource information systems and record keeping and retention.

The Santa Clara Valley Transportation Authority (VTA) is seeking qualified candidates for the position Assistant/Associate Engineer to join the Toll Systems and Traffic Engineering Department within Engineering and Program Delivery. This is a unique opportunity to contribute to a transformative initiative shaping the future of mobility in Santa Clara County. As an Assistant or Associate Transportation Engineer, you will play a pivotal role in advancing cutting-edge transportation infrastructure projects with lasting regional impact.

The Toll Systems and Traffic Engineering Department is responsible for day-to-day operations, management and maintenance of VTA’s Silicon Valley Express Lanes Program.  The Department is also responsible for Transportation Technology (also known as Intelligent Transportation Systems), traffic engineering and traffic operations analysis for VTA. A key part of the Department’s Transportation Technology effort is to serve as the lead on Traffic Operations System (TOS) and ramp metering coordination with Caltrans.  The traffic engineering and traffic operations functions include leading VTA’s traffic and transportation engineering efforts with member agencies as part of VTA’s Congestion Management Program which includes running the Intelligent Transportation Systems Working Group and the Systems Operations and Management Working Group (which reports to the VTA Technical Advisory Committee).

Assistant Transportation Engineer
Definition
Under general supervision, an Assistant Transportation Engineer performs professional engineering duties in connection with the location, design, construction, maintenance, and operation of transportation systems and related projects.

Distinguishing Characteristics
This is the second professional transportation engineering level. Incumbents perform moderately complex assignments and exercise some latitude for independent judgment. Incumbents at this level may be assigned specific projects with minimal supervision. Additionally, incumbents may direct the work of lower level engineers, technicians, and others who assist in specific project assignments. Incumbents may occasionally lead smaller, short-term projects or studies of limited scope.

This class is distinguished from the entry level class of Junior Transportation Engineer in that incumbents of the latter class perform entry level professional engineering duties under close supervision.

Associate Transportation Engineer
Definition
Under direction, the Associate Transportation Engineer supervises and performs responsible professional, field and office engineering work in connection with the planning, design, construction, maintenance and operation of transportation systems and projects; and to participate in a variety of services and special studies requiring the application of professional knowledge and skills.

Distinguishing Characteristics
This is the journey-level class in the professional transportation engineer series. Associate Transportation Engineers typically perform more difficult or complex engineering work, using independent judgment, and typically serve as the project lead, providing lead supervision to lower level professional and technical staff on a project basis.

The Associate Transportation Engineer is distinguished from the next higher level of Senior Transportation Engineer in that the latter class has full supervisory responsibility over staff and consultants of a major unit or program.

In addition to the duties below, the Assistant/Associate Engineer will have the opportunity to: 

• Manages contractors and/or solution providers to deploy transit signal priority (TSP) systems. This includes assigning and tracking work activities and schedules, as well as delegating tasks.
• Coordinates with local agency staff in charge of traffic signal systems in the deployment of TSP systems, including during the operations and maintenance phase to address identified operational issues and required maintenance.
• Participates in the development and selection process for requests for proposals (RFPs) for new or expansion of TSP systems, including request for bids (RFB) for constructing supporting elements such as the installation of new traffic signal controller cabinets.
• Participates in the development of system engineering management plan (SEMP) for TSP systems, including for work tasks in the deployment phase. During the deployment, participates in ensuring system requirements and procedures for the verification plan meet the highest quality standards.
• Provide guidance in the development of project deliverables, such as scopes of work, technical approach, schedule, civil design collaboration, and deployment of TSP systems.
• Assist in the inspection of construction elements (e.g. traffic signal controller cabinet installations), integration tests, field tests, and performance evaluation for an expansion of an existing or a new TSP system.
• Prepare Board memos and presentations, as well as regular monitoring reports.

This position may be filled at different levels depending on the candidate’s qualifications, experience, and business needs. Title and compensation will be commensurate with the selected candidate’s background.

This classification is eligible for a 4% professional incentive pay for maintaining a valid Professional Engineer (PE) license issued by the State of California. The incentive will end if the incumbent leaves the classification or fails to maintain the required license.

Essential Job Functions:

Assistant Transportation Engineer
Typical Tasks:

• Performs drafting, engineering computations, research report writing, direction of field operations involved in the gathering and compiling of data for the planning, design, and construction of transportation systems and projects;
• Performs technical reviews of design plans and contracts specifications, engineering cost estimates, construction schedules and engineering studies of transportation systems and projects;
• Assists in the planning for and design of new, or improvements to, fixed guideways, transit, highway, bicycle, airport and other facilities by preparing plans, profiles, cross sections, making quantity estimates, computing stresses and strains and performing other professional engineering tasks;

• Performs professional engineering activities related to planning, design, construction maintenance and operation of transportation facilities including fixed guideways, transit, highway, bicycle, airport and other facilities;
• Reviews technical reports on transportation systems design submittals, reviews design submittals from contractors for contract compliance and recommends changes to existing planning and design criteria;
• Reviews documents prepared by subordinates, consultants, and other parties;
• Determines route alignments;
• Makes analyses to determine best design;
• Develops routes and schedules for transit system facilities;
• Supervises the design and construction of transportation system facilities;
• Directs other engineering personnel in preparing final plans and maps;
• Supervises the preparation of detailed drawing and specifications;
• Writes reports and makes estimates of a specialized nature in connection with various transportation projects;
• Makes preliminary designs and estimates for determining budgetary needs for construction and maintenance activities;
• Performs related work as required.

When assigned as a project manager, subject to general review:

• Responsible for technical details of an entire project, such as planning, design, and contract documents, typically involving project coordination and administration;

The City of San Jose is hiring for an Enterprise Resource Planning Modernization Technical Project Manager (Enterprise Supervising Technology Analyst) to lead the project to modernize the City’s ERP System. This is a multi-year project with the first phase being to identify a solution and an ERP implementation partner.
 
The position will be dedicated to managing the consolidation and replacement of the City’s aging ERP applications with a modern and robust ERP system. The ERP Technical Project Manager will partner with the Finance Department and City stakeholders to bring on a consulting firm to oversee the execution of the project. Thereafter, the ERP Technical Project Manager will partner closely with the consulting firm and the Finance Department’s Functional Project Manager to evaluate the City’s current ERP systems, identify gaps and improvements, define the project scope, objectives, and timelines, and manage the project team to ensure the ERP project is delivered on-time and on-budget. 
 
In this role, you would serve as a technical project manager for the modernization of the City’s ERP systems. Responsibilities include but not limited to the following:

• Leading the technical workstream for the City’s ERP Modernization project.
• Partner with the Finance and IT sponsors and stakeholders to evaluate, select and onboard a consulting firm to oversee the execution of the project.
• Partner with the consulting firm, Finance Department, and IT stakeholders to evaluate the City’s current ERP systems, identify gaps and improvements, and define the ERP Modernization project scope.
• Collaborate with the project’s cross functional and technical teams and leads to communicate and escalate cross functional and technical impacts.

• Develop, maintain, and operate the project management structure for the ERP implementation, including selection, configuration, deployment and operation of project management tools, project management processes and project reporting.

The City of San José Information Technology Department (ITD) seeks a Cybersecurity Analyst (Enterprise Supervising Technology Analyst) to support new and existing initiatives in the Cybersecurity Office. The position will focus on Risk Mitigation as well as Identity & Access Management with exposure and support on all aspects of the Cybersecurity practice, including cross-support.

The ideal candidate will be part of one of the largest, most innovative communities in the nation. Led by the City Information Security Officer (CISO), the Cybersecurity Analyst will implement and manage information and system security programs across the City that keep municipal services secure and resilient. The Cybersecurity Analysts will support the CISO and the City by administering risk identification, protection and compliance, threat detection, incident response, and recovery services for all City departments to achieve business resilience.

The City of San José requires Cybersecurity Analysts to be highly skilled and adapt quickly to deal with emerging challenges. Salary Information: The final candidate's qualifications and experience shall determine the actual salary. In addition to the starting salary, employees in the Enterprise Supervising Technology Analyst (ESTA) classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.
