                             MINIMUM QUALIFICATIONS:

Education/Training:

• Equivalent to a Bachelor’s degree from an accredited college or university with major course work in theater operations, performing arts, or a related field. A Bachelor’s degree in Technical Theater is preferred.

Experience:

• Three years of technical operations experience in a performing arts facility in a lead worker or supervisory capacity.

License or Certificate:

• Possession of, or ability to obtain, an appropriate, valid CA driver’s license. 
• Possession of Pyrotechnic Certificate desirable

THE LINCOLN POLICE DEPARTMENT

The Lincoln Police Department proudly serves a thriving and rapidly growing community in Placer County. Committed to safeguarding both quality of life and public trust, the department operates with a dedicated team of 46 total staff members supported by a current fiscal year budget of $11.3 million. The Police Department enjoys a very low vacancy rate as compared to many other agencies, allowing the department to sustain service quality as the city expands.

Organized into core Operations and Support divisions, the department includes Patrol, Investigations, Communications, Records, Property & Evidence, and the Citizens on Patrol (COP) volunteer program. These units work collaboratively to provide 24/7 law enforcement response, investigative follow-up, and administrative services, while enhancing community partnerships through outreach and volunteer support. The Lincoln Police Department actively engages the community through programs such as Neighborhood Watch, Coffee with a Cop, School Resource Officers, and the Youth Engagement Programs, fostering transparency, trust, and collaboration between officers and residents.

THE POSITION

The Police Captain reports to the Chief of Police and serves as the Department’s second-in-command. Receiving general direction from the Chief, the Captain is responsible for exercising direct supervision over sworn and non-sworn management, supervisory, technical, and administrative support staff through subordinate levels of management and supervision. The Captain’s direct reports are a Lieutenant, a Detective Sergeant, and a Dispatch/Records Supervisor. Key job functions of the Police Captain role include planning, directing, managing, coordinating, and evaluating the work of all major divisions of the Police Department; developing, recommending, and administering policies and procedures; continuously monitoring and evaluating the efficiency and effectiveness of service delivery methods and procedures; assessing and monitoring workload, administrative and support systems, and internal reporting relationships; and managing and participating in the development and administration of the division’s budget.

• A recent evaluation of the Police Department recommended the need for formal mutual aid agreements with allied agencies, formal training and succession plans, and an internal leadership development plan. Salary Range: Five (5) Steps: $32.79 - $39.86/ hour

Under general supervision, provides varied and complex office administrative assist­ance to a Director and associated division staff; creates and maintains division-specific publica­tions, contracts, tracking systems, reports, records and files required for work processes; acts as a liaison between the Director and other departments, customers and community/business groups; and performs other related duties as assigned.

Essential Duties and Responsibilities:

• Performs a variety of complex procedural and administrative duties in support of the division including coordinating office functions and processes.

• Creates and maintains spreadsheets and databases; calculates, invoices and tracks requests for payment for services, leases and fees; processes and records payments for fees.
• Coordinates the assembly, posting and tracking of requests for proposals (RFPs) for the procure­ment of equipment, goods and services; tracks certificates of insurance and vehicle insurance and ensures coverage meets District criteria.
• Assists with solicitation of and tracks donations, sponsorships and other sources of funding; may participate in grant administration functions including collecting program data and generating performance reports.
• Assists with processing special-event and encroachment permits; ensures all required documents are submitted and meet District requirements; notifies field staff.
• Designs, proofs, revises and distributes material for the Division, including flyers, sche­dules, news­letters, tickets and brochures; may assist with maintaining unit website page and with social media.
• Maintains inventory and orders operational and office supplies for the unit following established procedures.
• Processes monetary transactions, including collecting fees, issuing receipts, handling credit card transactions, reconciling cash journal sheets and receipts, and preparing bank deposits.
• Provides administrative assistance to District Boards and Ad Hoc Committees as assigned, preparing and posting agendas and taking minutes of meetings.
• Provides backup for the executive assistant and other support staff and performs reception duties.

The employee is regularly required to push, pull or lift up to 25 pounds and occasionally up to 50 pounds. The vision requirements include close vision.

Selection Process:
Based on the information provided in the application documents, those candidates with the most desirable qualifications will be invited to continue in the selection process.  Not all applicants meeting the minimum qualifications are guaranteed advancement through any subsequent phase of the examination.  Be sure to include all pertinent information regarding your education and experience.  Fill out the application completely; blank spaces may cause rejection; do not refer to resume.  Falsification or omission of material fact is cause for rejection, removal from the eligibility list, or dismissal.  Resumes will not be accepted in lieu of a completed application and must be included as an attachment. Cover letters are strongly encouraged and can be included as an additional attachment. Applications must be submitted online by the filing deadline, or when the listed number of applications are received, whichever occurs first.

Examination: 
Candidate selection will be based on competitive examinations.  Test content will be related to the job.  A driver license will be requested for identification and admission to the testing area.  If there is more than one part to an examination, candidates must pass each part.  Candidates with passing scores will be asked to compete in successive parts of the examination.

• Written Test/Practical Exercise:  A written test and a practical exercise may be used, in addition to the appraisal interview. 
• Appraisal Interview:  A job related appraisal interview will be conducted to evaluate and compare participating candidates’ knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job.
• After the Appraisal Interview, the top candidates will be invited to a staff interview.

   Appraisal interviews week of September 22nd

            All applicants will receive a written response to their standing in the selection process.
