The Accountant performs a variety of complex and technical financial accounting and program support duties in the areas of utility billing, bank reconciliation, accounts payable, accounts receivable, cash receipts, purchasing, project accounting, fixed assets, and general ledger. The City of Sebastopol is seeking two diligent, energetic, dependable Administrative Technicians, one to serve in the Public Works Department and the other will serve the Building and Community Development departments. The Administrative Technician will perform a variety of technical-level administrative duties in support of an assigned City department or program. Duties may include areas relating to finance, grants, building, planning, public works, engineering, or general support of City operations. The selected candidates will conduct research, collect and analyze data, and prepare draft reports. In addition to tracking and reporting operational statistics, this position provides technical assistance to management. This is a lead position, assigning, reviewing, and training the work of other lower-level support staff.

There are two assignments within the City, one located in Public Works and one in City Hall. The Administrative Technicians will be expected to cross-train as emergency coverage for any department's administrative duties.

For the position assigned to Public Works: The Administrative Technician assigned to Public Works will report to the Director of Public Works/ City Engineer at 714 Johnson Street, Sebastopol, CA 95472. This position will perform clerical duties such as answering phones, providing office support services, and ordering supplies for the department. In addition, the position will manage budget tracking operations that include Springbook reports, invoicing, and project close-outs. The Administrative Technician will oversee contract processing, special event permit processing, and California Department of Industrial Relations(DIR) registrations. The selected candidate will assist in Council agenda reports and in preparing the agenda packets. This position will also serve as the Water Conservation Coordinator, providing news to the public on drought reports and Covenants, Conditions and Restrictions (CC&Rs) within the City.

For the position located in City Hall: The Administrative Technician will report to the City’s Building Official or Community Development Director at City Hall, 7120 Bodega Avenue, Sebastopol, CA 95472. The primary duties of this assignment will serve as the main City contact at the City’s public counter, providing support to the Building and Community Development departments. In, addition to supporting Building and Community Development in all permitting activities, this assignment involves providing administrative and analytical support for the City Clerk, Assistant City Manager and City Manager, serving as staff and support for public meetings, administering the media and public comment for assigned public meetings, tracking and responding to public records act requests, records retention assistance, assisting with records management, transcribing minutes, and updating the City’s website with official documents.

The County of Yuba is recruiting for the position of Social Worker III/III Master’s Level in the Child and Adult Protective Services Division of the Health & Human Services Department in an effort to establish an eligibility list for future vacancies. Under general supervision, incumbents are fully competent to independently perform the most complex and sensitive social services case work by providing a variety of services to County residents; identify, access and document abuse and neglect cases; provide counseling and support services to children and parents; refer clients to services; prepare detailed, complex court documents and testify in court as required; and perform related work as assigned. The Greater Vallejo Recreation District is a Special Service District that has been serving area residents for over sixty years. As a Special Service District, GVRD operates as a separate government agency from the City of Vallejo. GVRD manages 407 acres of public park space including 20 neighborhood parks, 10 community parks, 6 special purpose parks, and Olympic-size swimming pool and 4 community centers.  GVRD maintains over 1,000 acres of public land. 

GVRD is governed by a five-member Board of Directors. With 30 plus full time and approximately 155 part-time and seasonal employees, GVRD operates on a 2019-2020 fiscal year budget of $7.9 million for general fund operations and Measure K funding amounting to $2.2 million.  The Measure K funding is being utilized to purchase necessary equipment, improve parks, facilities.

DEFINITION
Under supervision of the Recreation Supervisor, this position manages Recreation staff, programmatic leadership, assigned area budget, and cross departmental collaboration. Top candidates will assist full-time and part-time staff with all Recreation related needs, community outreach, and perform a variety of technical tasks as directed.

SUPERVISION RECEIVED EXERCISED

• Receive immediate supervision from higher level Recreation staff. Work requires supervising and monitoring performance for a regular group of employees (1 or more full and part-time employees) including providing input on hiring/disciplinary actions and work objectives/ effectiveness, performance evaluations, and realigning work as needed. 

ESSENTIAL AND MARGINAL FUNCTION STATEMENTS- Essential and other important responsibilities and duties may include, but are not limited to, the following:

Essential Functions:

• Supervises the work of assigned personnel, including assigning and reviewing work, providing guidance, and conducting performance evaluations.
• Plans, organizes, schedules, promotes, evaluates, and leads recreational activities in area of assignment.
• Reviews applications and enters reservations in recreation software. Schedules meetings with customers/general public, processes permits and payments, assists with event layouts, and enforces rules and regulations.
• Ensures the safety of equipment, building, and surrounding areas through inspections and takes action to resolve any issues.
• Monitors budget revenues and expenditures. Completes monthly cash flow report and annual end of year report. Proposes new fiscal year budget and justifications.
• Responsible for preparation of programmatic annual budget and justifications.
• Respond to questions, complaints, and emergency situations. Takes appropriate courses of action and notifies supervisor whenever necessary.
• Prepare a variety of administrative and financial reports on activities and operations. Orders supplies, as needed.  Maintains records and invoices.
• Develops a strategic action plan for area of responsibility incorporated as part of the development and implementation of Division and District goals and objectives.
• Completes activity guide list and proposes new programs for the organization. Markets and advertises for new programs.
• Collects fees for classes and/or programs. Issues receipts, balances and reconciles accounts, and  submits to Finance Department.
• Performs related work as required.

Experience and Education Guidelines:

Experience:

• Associate's Degree or two (2) years of College in Business, Public Administration, Event Planning or a related technical discipline
• Three (3) to five (5) years' experience in project, program, and/or event management
• Any equivalent combination of training, education, and experience that provides the required skills, knowledge and abilities

Required Licenses or Certifications

• American Red Cross First Aid and CPR
• Possession of valid California driver’s license with an acceptable driving record is required.

WORKING CONDITIONS

Working Conditions and Physical Demands:

• This position is relative free from unpleasant environmental conditions or hazards and requires medium physical effort. Incumbents may be required to exert up to up to 35 pounds of force occasionally, up to 20 pounds of force frequently, and/or up to 20 pounds of force constantly having to move objects.

POSITION TYPE/EXPECTED HOURS OF WORK
This is a full-time, non-exempt position. Typical work week is eight (8) hour days, five (5) days a week. However, depending on needs, incumbents may be assigned an irregular work schedule, including weekends, early mornings, evenings, and holidays.
TRAVEL
Incumbent may need to travel in this role. Travel may include but is not limited to various GVRD sites within the district, training sites outside the district, community partners, or other job-related locations.
