The Position:
The Accountant performs professional work involved in first line supervision of accounting functions, complex account development, maintenance, modification, and reporting. Under direction, the position is responsible for applying generally accepted accounting principles to analyze, maintain, reconcile and verify a variety of budgetary, accounting and other fiscal records. The position supervises daily operations in a variety of functional accounting areas and maintains adequate oversight and internal controls over such operations. Public contact is extensive and involves staff at various levels within the organization, local government agencies and other outside entities for the purpose of exchanging technical accounting procedural and policy information. A high degree of independent judgment and creativity are required to analyze data and develop resolutions to a variety of minor and major problems that occur. The consequences of errors in judgment can be costly in employee time, public relations and/or institutional funding; however, administrative controls limit the risk of serious consequences in loss of revenue. An Accountant can direct the work of accounting paraprofessional, clerical and other staff as assigned.

Duties and Responsibilities:

• Uses a variety of spreadsheet and other software to analyze complex financial, statistical data
• • Composes and prepares correspondence, recommendations and reports using a variety of computer software
• Posts revenue, abatement, expenses, accounts receivable and liabilities to the ledger
• Monitors and records various investments, certificates of deposit, and other fund instruments as assigned
• Monitors, reconciles and balances expenditure and revenue control accounts and general ledger accounts
• Provides regular financial reports
• Researches, compiles data for, and prepares complex fiscal reports to local, state, and federal agencies as required
• Provides input into the development and modification of database programs, screens, data formats and record keeping
• Prepares cash reconciliations
• Prepares monthly income analysis summaries, cash flow statements, and fund balance statements as needed
• Maintains chart of accounts
• Sets up and maintains database and other online resources of data
• Plans and reviews report data and conclusions with management staff
• Monitors and evaluates performance of internal and external computerized financial record systems and develops recommendations, in conjunction with information technology staff, to implement system improvements and upgrades and to maintain effective integration of systems
• Plans, coordinates and supervises daily operations in functional accounting areas, including the training, staff development, direction and evaluation of accounting and support staff
• Compiles financial data for internal and external audits as needed
• Coordinates required changes in district fiscal records, policies, and procedures, in conjunction with senior management and other staff
• Updates and drafts procedures as necessary
• Monitors and interprets federal and state regulations and guidelines and assures compliance with requirements
• Exchanges information with college and district staff at all levels regarding policies and procedures related to the assigned functional accounting area; provides technical information as a resource to various offices within the district
• Implements financial requirements of contractual agreements made by the district
• Assists staff in fiscal year-end closing of district records and preparation of year-end reports
• Assists internal and external auditors in preparation of final reports as needed
• Attends, meetings, workshops, and other gatherings to obtain most current information
• Drives a motor vehicle to visit off-site locations for meetings, conferences, workshops and other activities
• Performs other related duties as assigned

Minimum Qualifications:

• Bachelor’s degree in accounting, business administration, finance or a closely related field OR an equivalent combination of education and experience
• Successful work experience of increasing responsibility that has included government fund accounting, financial analysis and reporting; project budgeting, planning, and design
• Experience in the coordination of workloads with people at various levels within an organization
• Skill in complex data research, analysis and reporting
• Skill in the use of spreadsheets and a variety of computer software to compose and prepare data analysis, reports, summaries, correspondence and other materials
• Demonstrated cultural competence, sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, faculty, and staff
• Demonstrated skills in written and oral communication, including public speaking and persuasive communication

Physical Requirements:
This classification requires multi-level tasking and strategic planning, attention to detail and organization of financial data, active listening; individual to large-group communication, persuasion, good memory, tact, patience, flexibility and the ability to drive a motor vehicle to off-site locations in order to perform the essential functions.

Typical Tasks
 

• Leads and participates in the work of staff in managing projects, developing and enhancing system applications for an assigned division;
• Establishes and maintains positive relationships, and works extensively with VTA Management, VTA Business Process Owners, and system Super Users in developing and  enhancing information systems solutions;
• Trains customers, staff, and others as needed in a formal setting, in a group, or one-on-one;
• Administers a variety of actions to one or more modules of the Enterprise Resource Planning system (SAP), or Electronic Documents Management System (EDMS), or construction applications (such as Contract Manager, P6, Projectwise, Citicube, etc.) or other VTA applications or Reporting Services;
• Reviews and evaluates work products, methods and procedures, and identifies and resolves problems;
• Defines customer business needs, manages client expectations, and identifies alternative approaches and cost-benefits of automating of customer functions to assist in meeting the client's overall business goals;
• When assigned to a project, develops the scope of work for new or upgrade solutions and works with Contracts and Materials Management (CAMM) department during the Request for Proposal (RFP) and contracting phases of the process;
• Consults with customers to present proposals to senior management and assists in developing capital packages;
• Consults and facilitates with department representatives to solicit departmental technology needs and requirements as well as resolving problems with applications;
• Serves as a single point of contact for the user community in the assigned division, and assumes responsibility for the delivery of technology services;
• Maintains technical and functional competency in the applications utilized by the assigned department;

Minimum Qualifications

Employment Standards

Sufficient training, education and experience to demonstrate possession of the required technical and project management knowledge, skills and abilities.

Development of the required knowledge, skills and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with a four-year degree in information systems, computer science or related field and four (4) years of responsible experience developing, designing, and/or maintaining major components of a comprehensive information system including evaluation, analysis and input to the software modules of an Enterprise Resource Planning System or other application system. (Additional applicable experience with applications and systems support, design, and maintenance substitutes for college on a year for year basis.) Incumbents must demonstrate substantial experience in an SAP environment, and/or Electronic Documents Management System, and/or Operations system (such as Trapeze, BDT, ACS) or Construction and CMP solutions.

A VTA employee designated as a "Business Process Owner" and/or "Super User" with four (4) years of experience in that capacity, in addition to performing and leading others in system upgrades and demonstrated technical coursework in SAP or systems used at VTA, meets the minimum qualifications for this classification. Experience with transit/transportation-related applications is desirable.

The Position

The City of Hayward is seeking a Senior Civil Engineer - Water and Wastewater [Formal Title: Senior Utilities Engineer] with a water and/or wastewater background to supervise, direct, plan, and coordinate the activities of the Utilities Division. The Senior Civil Engineer - Water and Wastewater  is a mid-management level position that performs, oversees, and directs engineering activities including planning, conceptual design, final design, cost estimating, project bidding, services during construction and construction management for a variety of projects in wastewater treatment, water storage and distribution, sewer collection, and storm water management. This position will serve as a key member of the team that will manage and deliver a $300 million treatment system upgrade for the City's Water Pollution Control Facility (WPCF) to incorporate nutrient removal into the treatment process.

The ideal candidate will be a senior level professional engineer with experience, interest and skills in designing and implementing a wide variety of wastewater treatment, sewer collections, and water distribution projects in a collaborative and team-focused setting. The City's $300+ million upgrades to its Water Resources Recovery Facility offers an opportunity to implement state-of-the art advanced treatment technologies working in a team environment through design, construction, and startup and commissioning of the new facilities. 
 
DEFINITION
Under general direction, supervise, direct, plan, and coordinate the assigned functions and activities of the Engineering Section of the Utilities Division.
 
DISTINGUISHING CHARACTERISTICS
This is a mid-management level position that performs, oversees, and directs all assigned activities of the Utilities engineering section, including planning, conceptual design, final design, cost estimating, project bidding process, services during construction and construction management for variety of projects in water distribution, sewer collection, stormwater management, and wastewater treatment.  This position is distinguished from that of subordinate Associate Civil Engineer position by its responsibility for the supervision of assigned engineering and technical staff, in addition to engineering and technical responsibilities for project development, design, and construction management for more complex projects.  This position is distinguished from Deputy Director of Public Works for Utilities by the latter position's overall responsibility for all aspects of the Utilities Division functions.
 
 

Essential Duties

What you will do:

Duties may include but are not limited to the following:

1. Assists in the development and implementation of the Engineering Section's goals, objectives, policies and priorities.
 
2. Plans, organizes, controls and evaluates the assigned functions and activities of the Engineering Section of the Utilities Division.
 
3. Provides direct and close supervision in the preparation of assigned master plans and studies that outline future water, wastewater and drainage requirements.
 
4. Prepares drawings, models, and displays for special studies and reports completed by the Utilities Division, and explores and studies the preparation of area wide master plans guiding future installations of major water and sewer facilities.
 
5. Directs the work and provides general supervision in the preparation of plans, specifications, cost estimates and the administration of contracts for small construction projects in utilities (e.g., small water main, sewer main and storm drainage projects).

6. Revises and updates standard specifications and details related to water and wastewater utilities.
 
7. Checks plans prepared by other agencies for conflict with the City's existing and proposed utilities systems.
 
8. Consults with and advises other City employees on utilities engineering matters.
 
9. Participates in the selection and supervision of private professional engineers for the development of plans and specifications, studies and reports.
 
10. Coordinates utilities engineering related activities with Engineering & Transportation Division, other City departments, divisions, and sections and with outside agencies.
 
11. Prepares reports and makes recommendations on the Utilities Division's portion of the City's capital improvement program.
 
12. Develops and recommends an annual budget and priority for assigned utilities projects.
 
13. Consults with contractors, builders, and engineers on problems relating to the design, construction, and maintenance of assigned utilities facilities.
 
14. Coordinates construction management of the Utilities Division's projects with the Engineering and Transportation Division staff.
 
15. Consults with and advises the Deputy Director on issues relating to the Utilities Engineer's particular function.
 
16. Advises other sections and program staff within the Utilities Division on engineering and technical matters.
 
17. Prepares project statements outlining scope of projects, design criteria, available data, background, scheduling coordination, and financing for utilities projects.
 
18. Participates in interviews and selection of new employees under the position responsibilities as directed, and trains employees in work procedures, standards and safety practices.  
 
19. Prepares and provides input into employee performance evaluations, including setting and assessing goals, conducts counseling on work-related issues, and makes recommendations regarding discipline.

Minimum Qualifications

JOB RELATED AND ESSENTIAL QUALIFICATIONS 

You have: 
 Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be: 
 
Experience:  Four (4) years of progressively responsible experience in professional engineering work in the design and construction of water and wastewater projects including one (1) year of supervisory or lead experience.
 
Education:   Bachelor's degree or equivalent from an accredited college or university in civil engineering, or a closely related field with major work in civil engineering.  A master's degree is desirable.
 
Licenses and Certificates: 

1. Possession and maintenance of a certificate of registration as a Professional Engineer (Civil or Mechanical) in the State of California.  

2. Possession and maintenance of a valid Class C California driver's license.

GVRD manages 407 acres of public park space including 20 neighborhood parks, 10 community parks, 6 special purpose parks, and Olympic-size swimming pool and 4 community centers.  GVRD maintains over 1,000 acres of public land. 

GVRD is governed by a five-member Board of Directors. With 30 plus full time and approximately 155 part-time and seasonal employees, GVRD operates on a 2019-2020 fiscal year budget of $7.9 million for general fund operations and Measure K funding amounting to $2.2 million.  The Measure K funding is being utilized to purchase necessary equipment, improve parks, facilities.

DEFINITION
Under supervision of the Recreation Supervisor, this position manages Recreation staff, programmatic leadership, assigned area budget, and cross departmental collaboration. THE DEPARTMENT AND DIVISION
The mission of the Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is to ensure equitable treatment of County property owners by accurate and fair valuation of land, improvements, and businesses; to create an accurate public record of recorded transactions relating to people and property within San Mateo County; and to register County citizens to vote and efficiently conduct honest elections.
 
The Department is responsible for:

• The maintenance of 240,000 assessments and a local property tax roll of over $238 billion.
• The maintenance of County birth, death, and marriage records.
• The maintenance of over 3,000,000 recorded land records.
• The facilitation of local elections.
• The maintenance of the voter registration rolls representing over 330,000 County voters.

Qualifications

JOB SPECIFICATIONS

Wages

The range of hourly rates for a Project Analyst II is $27.27 to $33.15.

The range of hourly rates for a Project Analyst III is $30.57 to $37.15.

Classification Level

The selected candidate may be hired as a Project Analyst II or Project Analyst III, depending on experience. DISTINGUISHING CHARACTERISTICS

The Assistant Engineer is the entry level class in the professional civil engineering series and is responsible for performing the professional engineering work not requiring registration as a Civil Engineer. PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping, crawling and making repetitive hand movement in the performance of daily duties.  The position also requires repetitive hand movement and fine coordination in preparing reports using a computer keyboard.  Additionally, the position requires both near and far vision in reading written reports and work related documents. The Positions: 

Silicon Valley Power is recruiting to fill various Electric Program Manager positions in the following specialties: Capital Project, Contracts, Distributed Energy Resources and Storage, Environmental, Safety, and System Operations.  

Capital Project Management

The focus and priority of this position will be to perform complex professional project management work to support the successful completion of over $300 million in near-term capital improvement program projects to support electric utility load growth.  The position is assigned to the customer development and project management unit which manages, plans, and oversees the development and implementation of the capital improvement program. This position will report to the Principal Electric Utility Engineer overseeing the System Expansion Program and will work collaboratively on the management of these critical projects. The individual will perform and manage the work related to planning, design, construction, operations, and maintenance of utility projects, including receiving stations, substations, electric transmission and distribution facilities, and other electrical infrastructure.  The incumbent is expected to manage consultants and directly administer public works contracts. Experience in electric utility engineering, utility asset management, GIS and work order management system is desirable.

• Distinguishing Characteristics/Experience:
  1. Direct knowledge in managing, planning, and overseeing the development and implementation of Capital Improvement Program(s) (CIP).
  2. Ability to provide extensive, in-depth, and specialized administrative, budgetary, financial, and compliance research, analysis, and support.

Contracts Portfolio 

The focus and priority of this position will be to perform complex professional work to support the development and management of SVP’s contracts portfolio.  SVP’s operation requires hundreds of unique contracts including specialized services agreements, leases, agreements with customers for substation construction, funding and deposits, public works contracts, license agreements, power purchase and resource adequacy agreements, as well as other unique agreements.  The position is assigned to the Business Services Division.  The incumbent will both lead staff supporting contracts functions and have direct involvement in negotiating and reviewing contracts.   Experience in utility contracts is desirable.

This position develops and implements cutting edge programs entailing distributed and renewable generation, energy storage, demand response, and microgrids. Incumbents perform professional level, individual work in project development.  Duties may include supervising and participating in the conduct of studies and surveys, data interpretation, forecasting, commodity purchasing, contract negotiation, pricing/rate making, engineering studies, development of policies and procedures, evaluating regulatory and legislative initiatives, preparing, reviewing, and managing budgets and operations.  Commodity purchasing and contract negotiation may include evaluation and development of strategies for electricity generation, both distributed and utility scale. Incumbents may supervise management and non-management staff and act as project team leaders and manage programs and projects.  Project management responsibilities include preparing RFPs, evaluating proposals, and managing contractors and consultants. 

 

Environmental

This position will ensure the City’s compliance with applicable federal, state, and local regulatory agency requirements and guidelines pertaining to Air Quality, Water, Wastewater, Storm water, and Industrial waste.   This position will work with staff across multiple Divisions to develop, implement, and perform procedures and guidelines designed to ensure compliance and develop staff.  They will compose, compile, track, and analyze information related to regulatory, program, and compliance oversight. This position will act as SVP’s Subject Matter Expert and provide technical and functional advisement to Management and Staff concerning Environmental Compliance. This position requires in-depth knowledge of Federal, State, and Local laws/regulations. This position also requires the ability to forecast and identify compliance issues and to develop mitigation strategies to correct issues. The position will also assist in the development of budgets, service contracts and training programs.

This position establishes, implements, and enforces an effective department wide safety and compliance program that prevents injury and illness. •    When assigned to Generation/Substation/Transmission and Distribution/System Operations  Specialties, experience working in a power plant, substation,  transmission &  distribution, or Electric System Control Center environment is desirable.

The Position:
This is complex lead level work involved in a central purchasing department related to the procurement of goods and services, including preparation of formal bid documents, facilitation of the activities of the bid process, selection of vendors, volume buying, inventory, assessing availability and quality of goods and services, and routine to complex procurements for the entire District according to prescribed methods. Public contact is extensive, primarily involving District and college staff at all levels, outside vendors, contractors, outside business representatives, other educational institutions, and external auditors for the purpose of exchanging product, procedural, timeline, and workflow information. A high degree of independent judgment and creativity are required to interpret policies and procedures, and to provide input into the resolution of frequent minor and occasional major problems that occur. Consequences of errors in judgment can be costly in terms of District resources, employee time and in public relations; however, supervisory controls limit the risk of serious errors. The Senior Buyer leads and trains student assistants as assigned.

Duties and Responsibilities:
The duties below are representative of the duties of the classification and are not intended to cover all of the duties performed by the incumbent(s) of any particular position. 1. Exchanges professional information with District and college staff, vendors, contractors, business representatives, as well as educational and government institutions regarding purchasing policies and procedures, assistance with vendor selections, pricing, shipping, returns, invoicing, bid timelines and item specifications
2. Develops and confirms product specifications and quality expectations and examines total cost of ownership
3. Develops and prepares bid specifications and RFP, RFQ, and RFB documents, analyzes bid results, and prepares reports related to the formal bidding process
4. Attends professional development related meetings, workshops and other events to stay current on public procurement code and District policies and procedures. Occasional mandatory participation in select professional development conferences requiring travel outside the Bay Area. Willingness to pursue professional certifications in the procurement field
5. Attends and conducts meetings and consults with College and District staff, vendors, and others to provide information about the bidding process, development of bid procedures, clarification of product specifications, finalization of contractual agreements, and collaboration on the resolution of problems
6. Administers and oversees administration of the procurement card program, including issuance and cancellation of cards and communications with cardholders and the bank
7. Administers and oversees administration of other District-wide procurement tools, such as reverse auctions, gas cards, or contract management software
8. Participates in and/or provides direction to staff on purchasing transactions requiring specialized technical knowledge or understating of specific commodities, materials, supplies, manufacturers, and District services
9. Analyzes and maintains inventory records and performs fiscal year close activities related to fixed assets and communicates with District external auditors on the fixed asset program
10. Administers surplus and records retention activities throughout the District, arranges for document shredding, and manages disposition of surplus through auctions and private sales
11. Reviews and issues purchase orders for complex procurements and cooperative purchasing agreements and audits and approves routine purchase orders prepared by staff
12. Uses a variety of computer software to research, enter, format, modify, and retrieve data for special and regular reports, documentation, vendor files, trend analysis and presentations, and to perform administrative tasks, such as scheduling meetings and arranging meeting logistics
13. Composes and prepares correspondence and announcements to District staff
14. Analyzes data and systems available to retrieve desired information

Minimum Qualifications:
