Position Duties

The San José Fire Department is seeking candidates for one (1) Senior Hazardous Materials Inspector position within the Bureau of Fire Prevention. This is the supervisory level in a three-tier inspection series of the Fire Department's Hazardous Materials Program. Incumbents participate in and oversee the work of Hazardous Materials Inspectors involved in enforcing city ordinances and codes governing the Hazardous Materials Program. Individuals in this position receive administrative guidance from the Division Manager and perform challenging and complex plan reviews, inspections, and investigations.  They are responsible for recommending changes based on new processes and procedures. This role differs from the next lower class of Hazardous Materials Inspector II, where incumbents carry out inspection work under the supervision of the Senior Hazardous Materials Inspector.

Duties for this position include, but are not limited to:

• Assist in developing the Hazardous Materials Inspection program, goals, and budget.
• Assigns, supervises and coordinates the work of Hazardous Materials Inspectors.
• Provides technical guidance and training to Hazardous Materials Inspectors.
• Establishes procedures for reviewing and approving Hazardous Materials Management Plans for occupancies requiring Short- or Long-Form Management Plans.
• Assists in performing complex hazardous materials system plan reviews and inspections in support of the Hazardous Materials Unit to meet plan check quality and timeline target expectations.
• Prepares required reports associated with reviewing progress, accomplishments of performance metrics, investigations, compliance orders, and other reports as required.
• Attends seminars, workshops, and other types of training to maintain current knowledge of information related to hazardous materials.
• Appears in court to provide testimony, as required.
• Liaison with other internal Development Services partners, outside regulatory agencies, and cities that have adopted the model ordinance.

Salary range for this classification is $138,902.40-$169,325.52 paid annually.

This range includes an approximate five percent (5%) ongoing non-pensionable pay. Actual salary shall be determined by the final candidates’ qualifications and experience.

SENIOR HAZARDOUS MATERIALS INSPECTOR

The Department

The Suisun City Fire Department was established in 1861. The men and women of SCFD take great pride in the customer service that they provide to all who live, work and travel through Suisun City. SCFD is a mission-driven fire agency that remains focused on customers and safety. It is our goal that all members strive to attain a synergistic balance of education, training, and experience to provide excellent emergency management on every call. SCFD is a combination agency staffed with both full-time and volunteer fire personnel. We currently operate two Type 1 Fire Engines, one Type 3 Fire Engine, Ladder Truck, three Command Vehicles, one Type 5 Fire Engine, Zodiac Rescue Boats, and one USAR Trailer. The Suisun City Fire Department is an ALS (Paramedic) level department, supported by Medic Ambulance for transport services. Station 47 is staffed 24 hours a day, 7 days a week.

The Position

The ideal candidate would know and be responsible for performance of the full scope of assigned fire suppression, fire prevention, emergency medical care responsibilities, and for the protection of life and property. New incumbents may have limited related experience but are expected to learn the full range of duties and responsibilities, perform duties with minimal direct supervision, and exercise sound judgment and discretion in making decisions. Firefighters work a 48/96 work schedule, comprised of two 24-hour shifts followed by four 24-hour days off, averaging 56 hours per week.

The Department

The City’s Volunteer Fire Department is older than the City itself, founded as a volunteer corps in 1861 to replace a U.S. Army fire brigade. The largest volunteer urban Fire Department in California has undergone change to become a combination department, composed of both paid and volunteer staff. In addition, the department provides Advance Life Support (ALS) services and responds to over 3,000 calls for service annually. Staffing includes a Fire Chief, one Deputy Chief, one Fire Marshal, six Fire Captains, six Fire Engineers, an Administrative Assistant and 10 Reserve Volunteer Firefighters. Dispatch is staffed through the Public Safety Dispatch Center housed at the Police Department. Ambulance services are handled through a countywide contract. The Suisun City Department responds to fire, emergency and medical calls, as well as attaching units to wildland strike teams, when possible.

The Position

The ideal candidate will be a team-oriented problem-solver with a focus on public service. Recruits enter a training program to develop skills necessary to demonstrate abilities to respond to emergency fire and medical alarms, to protect life and property, to participate in fire suppression training and emergency medical training, to assist with station, apparatus and equipment maintenance, and to do related work as required. Volunteers are required to participate in a minimum of two 24 hour shifts or four 12 hour day shifts each month and complete assigned training.

Position Duties

The San José Fire Department (SJFD) is seeking to fill multiple Senior Public Safety Dispatcher positions in the Communications Division.  

Senior Public Safety Dispatchers (Senior PSDs) are responsible for supervising a team of Public Safety Radio Dispatchers (PSRDs) assigned to a shift in the Communications Center.  PSRD is the journey-level class for public safety dispatching within the City of San José wherein incumbents are required to handle the full range of telephone answering and dispatch functions.

Responsibilities of the Senior PSD include, but are not limited to the following:

• Supervising PSRDs, including approving time-off and other scheduling requests in accordance with the established guidelines.
• Assigning PSRDs to work the various dispatch positions within the Communications Center. 
• Conducting training sessions and drills to maintain the efficiency and coordination of their assigned team. 
• Evaluating the performance of team members and giving frequent feedback to subordinates.
• Preparing written training evaluations and performance appraisals.
• Investigating and responding to resident, department, and allied agency concerns or complaints.
• Coordinating with Chief Officers in the field regarding matters affecting department operations.
• Performing additional support tasks when assigned to an administrative role in the Operations Unit, Training Unit, Quality Improvement Unit, or Systems Support Unit. 
• Performing all duties of the PSRD classification.

The City of Sunnyvale is seeking to fill the position of Public Safety Dispatcher with an energetic and highly motivated individual who possesses excellent customer service, technical and interpersonal skills.

 
Under general supervision of the Senior Public Safety Dispatcher, processes emergency and non-emergency calls for service; dispatches police, fire, medical, rescue, animal control or other emergency equipment, by telephone or radio, utilizing complex technical aids, such as computer aided dispatch systems (CAD); and performs related work as required.

The minimum qualifications required for this position are - Graduation from high school or tested equivalent; and Two years of experience dispatching police and/or fire services for a public safety agency utilizing contemporary dispatching technical tools, including computer aided dispatching systems; or successful completion of probation as a Public Safety Dispatcher-in-Training with the City of Sunnyvale.

EXCITING OPPORTUNITY

The Town of San Anselmo is seeking applications for the full-time position of Senior Building Inspector in the Public Works and Building Department.  It is an exciting opportunity to work in a broad range of areas, to help shape the future of the Town.

The Department of Public Works maintains the Town’s infrastructure to support the community. With a staff of 15, the department is responsible for the operation and maintenance of the following public facilities: roads, parks, buildings, parking, equipment, and vehicle fleet. In addition, Town engineering, capital construction projects, and natural disaster response are also managed within the Public Works department.

THE POSITION

Typical duties of the Senior Building Inspector position include, but are not limited to:

• Make field inspections of buildings and public works permits to ensure compliance with approved plans, specifications, and applicable building, electrical, plumbing, and mechanical codes, statutes, and regulations of the Town, county, state and federal agencies.
• Review, approve and issue permits for construction work.
• Check plans and specifications for completeness, accuracy, and compliance with codes and ordinances.
• Investigate code violations and complaints.
• Conduct residential resale inspections, prepare and issue reports upon the sale of all residential property.
• Perform re-inspections and follow-up as necessary to gain compliance.
• Provide information and guidance to the public regarding codes, ordinances, and the permitting process.
• Provide technical information and interpretations regarding codes, ordinances and compliance methods to contractors, builders, designers, and the general public.
• Resolve difficult and complex code interpretation, enforcement, and inspection problems, issues, and conflicts.
• Prepare and maintain accurate records, reports, and files.
• Write clear and concise letters as needed.
• Provide staff assistance to the public at the department’s service counter as needed.

 Minimum Qualifications (Knowledge and Abilities):

• Knowledge of state and local building, electrical, plumbing, mechanical, energy, accessibility, and fire codes and local building, fire and zoning ordinances.
• Principles and techniques of building construction, building materials and accepted safety standards; Principles and techniques of building inspection.
• Ability to read, analyze and interpret building plans and specifications; understand, interpret and apply codes, ordinances, and regulations; communicate clearly and concisely in English, both orally and in writing.
• Use windows-based computer programs such as MS Word and Excel.
• Operate a car and pickup truck safely, back vehicle a long distance, and steer through narrow roadways and hillsides.

Experience and Training:

• Five years of progressively responsible experience in building inspection, including commercial inspection and/or plan check experience, of which two (2) years must be at full journey level.
• Three years of experience as a building inspector or related field involving inspection or code enforcement.
• Graduation from high school or equivalent to the completion of 12th grade – college training in the field of civil engineering, architecture, or building technology may be substituted for equivalent year of work experience. Associated of Arts degree preferred.
• Possession of, or ability to obtain within 3 months, a valid California driver’s license
• Possession of, or ability to obtain within 6 months, certification, through the International Code Council, as a California Residential Building Inspector- J1 and California Commercial Building Inspector- I1

Special Requirements/Physical Demands:

• On-site field inspections and office work require a moderate amount of physical agility. Intermittently walk, stand, twist, squat, kneel, climb, and bend both in the office and in the field.
• On a continuous basis, sit at a desk or stand at a counter to answer questions of the public.  Write by long hand and use a computer keyboard to communicate through written means.
• Frequently lift or carry a weight of up to 10 pounds and occasionally up to 50 pounds.
• The nature of the work requires the individual to climb 30’ to 40’ ladders or scaffolding to reach high areas such as roofs, balance on narrow walkways or steep-pitched roofs, crawl through narrow openings and in confined spaces.
• During inspections, the individual may be required to walk on uneven surfaces. Work will require exposure to intermittent uncomfortable working conditions such as dust, noise, and extreme cold or heat. Inspections are done out-of-doors year-round.

• Upon successful completion of the Public Safety Officer in Training requirements, incumbents promote to Public Safety Officer I ($136,764 - $158,321).
• Upon successful completion of all phases of training, members of the Public Safety Officer I classification promote to Public Safety Officer II ($144,724 - $180,310).
• This position has an excellent benefit package, including 2.7% at 57 retirement plan.

Under immediate supervision of a Public Safety Lieutenant or Captain, either currently attends the California POST Basic Academy and is learning to perform a wide range of public safety work involving the protection of life and property including law enforcement, crime prevention, fire suppression, rescue, and basic life support activities; or has graduated from the California POST Basic Academy within the last 12 months; and performs related work as required.

DISTINGUISHING CHARACTERISTICS 

The position of Public Safety Officer Academy Attendee/Graduate is the training level classification for general police and fire work for those incumbents not affiliated with an agency and currently enrolled in a police academy. Incumbents are not sworn personnel and are generally in this classification until successful completion of the police academy. Assignment to this classification is temporary. If incumbents do not successfully complete a police academy, they will be terminated.  Incumbents hired after the graduation from the California POST Basic Academy are not sworn personnel and are generally in this classification until they are promoted to Public Safety Officer I.

Public Safety Officer Academy Attendee/Graduate is distinguished from the higher-level Public Safety Officer I in that the latter is a sworn position where incumbents continue training for both police and fire duties. Incumbents must successfully complete the police academy prior to being promoted to the classification of Public Safety Officer I.
