DISTINGUISHING CHARACTERISTICS:

Reserve Fire Inspectors serve in a volunteer capacity and are expected to participate regularly in assigned duties, training, and development activities, typically over a one-year period. Incumbents must exercise sound judgment, demonstrate professionalism, and work effectively within a team environment while supporting fire prevention and community risk reduction objectives., typically over a one-year period.

SUPERVISION RECEIVED/EXERCISED:

Supervision is received from the Fire Marshal, Battalion Chief, or Company Officer. Incumbents do not exercise supervisory responsibility over other personnel.

ESSENTIAL FUNCTIONS: (include but are not limited to the following)

• Incumbents assist with activities of the Fire Prevention Division, including:
• Participating in public education, community outreach, and fire prevention programs.
• Assisting with business inspections and related fire prevention activities.
• Responding to public inquiries regarding fire and life safety requirements.
• Performing administrative and support functions at the Fire Company or Fire Prevention level.
• Preparing written and electronic inspection reports, correspondence, and related documentation.
• Maintaining communication and awareness of assignment through City and Department communication systems, including assigned email accounts.

• Supports the mission, goals, and core values of the City and Fire Department.
• Communicates with management, staff, and members of the public regarding inspection activities and

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:

Position requires sitting, standing, walking, running, reaching, twisting, turning, kneeling, bending, squatting, crouching, and lifting more than 50 pounds in the performance of daily activities. The position also requires grasping, repetitive hand movement, and fine coordination in creating reports, and using a computer keyboard. Additionally, the position requires near, far, night, and color vision in situations where there is viewing of maps and fire scenes. When providing emergency services, the position may be required to walk or run on uneven and slippery surfaces and climb ladders. Position may be required to work outdoors in all weather conditions; around loud siren noise; and moving vehicles. This position’s responsibilities will work around fires, chemicals, pesticides, blood, and other potentially toxic exposures. Position may be subject to stressful situations and work unusual and prolonged hours during emergencies, including multiweek mutual aid assignments. These duties may include an occasional demand for extraordinarily strenuous activities in emergencies under adverse environmental conditions.

SRFECC is preparing for a Dispatcher Academy, beginning February 2026! As a Dispatcher I, you will be a key player in the public safety network, managing both emergency and non-emergency calls. Your role involves receiving critical information, dispatching appropriate Fire and Emergency Medical Services (EMS) resources, providing live-saving instructions, relaying facts, and ensuring effective communication throughout the incident. This is an entry-level position ideal for individuals with no prior public safety dispatching experience. Advancement to Dispatcher II is expected within two years, and offers greater responsibility and higher pay.

This position requires the ability to work well under pressure, demonstrate exceptional communication skills, and think quickly during emergency situations. Shift work is required, and you must be available for nights, weekends, and holidays.

Key Responsibilities:
Dispatch Operations:

• Operate a Computer-Aided Dispatch (CAD) console with a multi-line telephone system, radio console, and office computer terminal.
• Answer incoming calls and gather necessary information to evaluate the nature and urgency of the situation, and triage the call appropriately.
• Following applicable policies, procedures, and guidelines, dispatch appropriate Fire and EMS units, ensuring a prompt and accurate response.
• Keep track of the location and status of fire apparatus, units, and investigators, updating as needed.

Communication and Coordination:

• Transmit critical messages to Fire/EMS units responding to emergencies.
• Provide emergency medical self-help instructions to citizens while EMS units are en route.
• Coordinate with external agencies, such as utility companies, water services, and law enforcement agencies, as needed.

Support and Documentation:

• Answer general inquiries or refer calls to the appropriate department for non-emergency concerns.
• Complete department forms, maintain accurate logs, and ensure compliance with procedures.
• Participate in regular training, drills, and public education programs.

Customer Service and Continuous Improvement:

• Demonstrate continuous effort to improve the application of operations and work processes, ensuring high-quality customer service.
• Collaborate effectively with colleagues, responders, and other departments to provide seamless service.

These positions are grant-funded, seasonal positions assigned to a 40-hour work week. These positions are returning to the fire district in 2025, and we’ll be hiring three people to operate the chipping crew.  This position is expected to be active from approximately May through November.  The actual start and end dates will be dependent on weather and snow conditions and may be extended beyond 6 months, but no more than 9 months from the employment start date.  The eligibility list established from this recruitment will be used to fill current and future vacancies.  

The Chipping Crew Members work under the direct supervision of the Division Chief of Fire and Life Safety or their designee.  

The primary purpose of this crew is to operate a residential chipping program for the local community. This includes responding to chipping requests, traveling to those addresses with a truck and chipper, chipping the material, ensuring a clean site upon leaving, potentially hauling and dumping the material at a temporary holding site, assisting with loading, and ensuring activities are adequately tracked. The applicant must be comfortable working in outdoor environments under varying weather conditions and lifting objects frequently up to 25 pounds and occasionally up to 50 pounds.  Chipping crew members will also assist with community workdays utilizing the truck and chipper or assisting with cutting and hauling combustible materials and filling green waste dumpsters.

Deputy Fire Marshal
Salary Range: $6,750.00 to $13,383.33 Monthly
 

This position will report directly to the Fire Marshal. The Deputy Fire Marshal is an advanced level position. Duties include, but are not limited to reading, interpreting, and enforcing all State statutes and regulations under the authority of the State Fire Marshal (SFM), and all standards as adopted by SFM as well as UCDH policies. This position will act as a technical leader with a high degree of knowledge in the overall field and recognized expertise in specific areas. This position will regularly lead projects of critical importance to the organization; these projects carry substantial consequences of success or failure. May direct programs with organizational-wide impacts that include formulating strategies and administrating policies, policies, processes, and resources. In this position, the individual will perform detailed inspections of buildings under the authority of the UCDH Fire Marshal’s Office. Provide fire and life safety education to occupants. Analyze hazardous materials and functional use of space during construction plan review and validate post-occupancy use for compliance. This position may serve as State Fire Marshal (SFM) Designated Campus Fire Marshal (DCFM) for the UCDH Hospital and other UCDH medical¬ related facilities. Note, that SFM has the sole authority to approve a candidate as an SFM DCFM.

Additionally, persons in this position are expected to perform plan reviews, construction inspections, and existing building inspections, participate in the Incident Command System, and understand and apply Joint Commission and CMS requirements, NFPA Standards, and California Code of Regulations.

Required Qualifications 
Applicants are encouraged to upload license and certification if required of the position. 

• OSFM Fire Inspector 2A- 2D training class series and/or ICC Building Code Certification.
• Must possess a valid California Driver’s License
• Five (5) years of experience in building, fire, or hazardous materials inspections.
• College education/training equivalent to a BS level in Fire Science, Construction, Chemistry, or similar related field.
• Experience working within “Authority Having Jurisdiction” for enforcement of regulations, or someone who has completed an apprenticeship (time/experience) and is fully educated/experienced in construction.

Preferred Qualifications 

• OSFM Certification as a Fire Inspector 2
• ICC Building Code Official Certification
• Hazardous Material Inspection experience.
• Experience in hospital inspections &/or construction.
• Thorough knowledge and skill in one or more of the following fields: Hazardous Materials Inspections, Laboratories, Hospital &/or Construction Inspections.
• Demonstrates excellent working knowledge of the California Health and Safety Code sections under the authority of the Office of the State Fire Marshal, California Code of Regulations Title 24, NFPA, and other standards required for Fire Prevention activities within the state of California.
• The ability to manage programs that include formulating strategies and administering policies, processes, and resources while functioning with a high degree of autonomy.

Special Requirements

The Code Enforcement Officer II is the journey level class in which incumbents are expected to independently perform the full scope of assigned duties. The work requires independence and discretion in working with the public and in conducting field inspections and involves a proactive implementation of applicable codes and regulations. The Code Enforcement Officer II

• Responds to questions and concerns from the public, departmental staff and other agencies; provides information as appropriate and resolves service issues and complaints; cooperates with other agencies, neighborhood improvement groups and organizations interested in neighborhood beautification, improvement and clean up.
• May be assigned on a City-wide basis or in targeted areas of the City.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when making inspection, reading written reports and work-related documents. Acute hearing is required when providing phone and personal service. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions, including wet, hot and cold. Incumbents may frequently deal with irate members of the public.

Public Safety Dispatcher II

The Public Safety Dispatcher II is the working level class in which incumbents are expected to perform the full range of Police Dispatcher duties with minimum supervision and apply sound judgment regarding their scope of authority in dispatching personnel. This classification is distinguished from the Community Service Officer series in that the latter performs duties involving work in taking reports in the field and performing face-to-face public service activities.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily office activities. The position also requires grasping, repetitive hand movement, and fine coordination in preparing reports and retrieving and entering data using a computer keyboard. Additionally, the position requires near and far vision in reading work related documents and using the computer, and acute hearing is required when providing phone, dispatch and face to face service. The need to lift, drag, and push files, paper, and documents weighing up to 25 pounds also is required.

KNOWLEDGE, SKILLS AND ABILITIES

The following are a representative sample of the KSAs necessary to perform essential duties of the position. The level and scope of the knowledge and abilities listed below vary between the I and II levels.

Knowledge of:

Civil, criminal, and municipal provisions relating to the various activities of the Police Department; law enforcement, fire, and other operating procedures and functions of the Department as they relate to the dispatch function; geography of the City and the surrounding environment; legal and procedural techniques and regulations regarding transmission and reception of public safety radio traffic; basic radio and related equipment maintenance.

Skill to:

Operate an office computer and a variety of word processing and software applications; effectively operate specialized law enforcement automated information and communication systems; type accurately from clear copy at a rate of 35 words per minute.

Ability to:

Perform a variety of complex work with speed and accuracy; remain calm under emergency situations; learn to operate specialized law enforcement automated information and communication systems; work flexible hours including evenings, weekends and split shifts; learn basic Spanish speaking skills that allow for communication regarding addresses, locations, time descriptions, etc.; interpret, explain and apply applicable laws, codes and regulations; read, interpret and record data accurately; organize, prioritize and follow-up on work assignments; work independently and as part of a team; make sound decisions within established guidelines; follow written and oral directions; observe safety principles and work in a safe manner; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships.

THE SELECTION PROCESS

The process may include an in-basket exercise, individual interviews, panel interviews and/or other related components.  Only those candidates who have the best combination of qualifications in relation to the requirements and duties of the position will continue in the selection process. Meeting the minimum qualifications does not guarantee an invitation to the process. The candidate selected for the position will be required to complete a background check including reference checks, fingerprint check, medical/drug-test evaluation and/or other related components.
