Supervising Mental Health Clinicians supervise and coordinate the professional work of mental health professionals, paraprofessionals and interns in San Mateo County and participate in program planning, administration, and evaluation; and provide specialized psychiatric casework counseling and therapeutic services to adults and youth in the field. The current vacancy is in Behavioral Health and Recovery Services (BHRS) Crisis and Outreach Team including the Psychiatric Emergency Response Team (PERT), the Crisis Response Team (CRT), Healthcare for the Homeless (HCH), and Homeless Engagement Assessment Linkage (HEAL) team.

Supervising Mental Health Clinicians are members of the Behavioral Health and Recovery Services Leadership Team and work with collaborative partners on system wide initiatives focused on improving services and service delivery. This position reports directly to a Clinical Services Manager.

Services provided include supervising mental health clinicians working in tandem with city law enforcement for behavioral health crises and/or homeless outreach mental health programs throughout the county, supervising the program specialist for the Crisis and Outreach Team, and conducting trainings and presentations for various partner agencies and the community.

The teams include psychiatrist, social workers, marriage and family therapists, SUD case manager, mental health counselor, and community workers who are consumers or family members. The clinical teams may also work with clinical interns.

• Consulting with clinicians in the field to determine appropriate courses of action during active crises that may involve law enforcement.
• Tracking data for established and pilot programs and reporting these statistics to leadership.
• Facilitating regular meetings with clinicians and system partners collaborating with the Crisis and Outreach Team.
• Providing ongoing clinical training for field clinicians and law enforcement, including the Quarterly Crisis Intervention Training (CIT).

Qualifications

Licensure/Certification : Possession of a California license in at least one of the following: Clinical Psychology, Clinical Social Worker, or Marriage and Family Therapist.

The Position

The San Bruno Police Department is recruiting for Public Safety Dispatchers (Lateral.)  Public Safety Dispatchers are responsible for public safety dispatch and related records management activities. This position operates on a 24-hour, 365 days per year basis, and may be assigned to either a day, swing, or graveyard shift on a regular, rotational basis that includes nights, weekends, and holidays.  Public Safety Dispatchers perform a wide range of duties involving radio, telephone, and computers, applying various procedures and codes. What You’ll Do

The Senior Instrument Control Technician installs, maintains, calibrates, tests and repairs a variety of data acquisition, radio communications, and instrumentation and control equipment for wastewater collection and treatment plant systems; principal oversight of Supervisory Control and Data Acquisition (SCADA) computer systems and Programmable Logic Controllers (PLC); assists in the oversight of the Computerized Maintenance Management Systems (CMMS); performs highly skilled electrical, electronic and mechanical work related to in-plant metering equipment and remote controlled devices; operates, monitors, and controls an advanced wastewater treatment (tertiary) system; and performs other related work as required.

Depending upon assignment, duties may include, but are not limited to the following:

• Assist in the installation, calibration, maintenance and troubleshooting of electronic and electromechanical equipment to ensure proper operation; assist in the troubleshooting and repairing of control system and electrical power failures in the WWTP, pump and lift station.
• Install, calibrate, maintain, troubleshoot and repair electronic and electromechanical equipment to ensure proper operation; maintain and troubleshoot computerized process control equipment such as PLCs, RTUs, and SCADA system devices; troubleshoot control system and electrical power system failures in plants, lifts and pump stations; and maintain awareness of new related technology.
• Develops and implements improvement projects for the instrumentation and controls systems and equipment by contractors or in-house staff. Clean, oil and paint equipment.
• Maintain documentation and records for the department’s SCADA system and instrumentation/control systems at the wastewater treatment plant (schematics, licenses, etc.).  Perform regular technical programming of the SCADA system to provide programming and troubleshooting assistance as needed during special testing and operations. Confer with operators, mechanics, project engineers and supervisors regarding SCADA issues.
• Respond to and resolve internal customer complaints and issues; provide documentation as required. Communicate in advance with affected staff on programming and related SCADA work.
• Provide oversight, technical support, inspection and coordination over control system modification made by contractors. Maintain documentation and plans of modifications.
• Prepare reports on technical issues as required.
• Develop, implement, and maintain procedures for documenting activities in instrumentation and control areas related to programming of RTUs and HMI software, field implementation of programming change, and process control improvements.
• Provides safety and skills training to apprentice instrumentation technicians, electrician and other plant staff.
• Write basic PLC programming for the implementation of system modifications and process enhancements. Interpret, prepare, and verify control schematics, diagrams and prints.  Provide technical assistance and guidance to staff. Program control systems, instruments and computer operated devices.
• Read, understand and perform minor modifications to existing PLC code. Download PLC programs to PLCs and RTUs.
• Perform as lead person on Instrumentation/Controls projects; effectively provide training and direction to the Instrument Control Technician, calibration Technician and other plant staff.
• Install, troubleshoot, modify, and implement computer hardware and software applications and components. Analyze and correct data communication and acquisition system problems.

Selected candidates must also successfully pass a background investigation, including fingerprints, medical examination, psychological evaluation, a truth verification test and be free from any physical, emotional or mental condition which might adversely affect the exercise of the powers of a Peace Officer. Felony and misdemeanors convictions may be disqualifying depending on type, number, severity, and recency. Group Supervisors hired into permanent positions must pass PC 832 peace officer training and complete a 160 hour STC training course within one year of appointment.

There are currently various vacancies in the Probation Department. Depending on qualifications, the vacancy may be filled at the Group Supervisor I or Group Supervisor II level.

Examples Of Duties

Group Supervisors are responsible for:

• Supervising daily activities of youth in confinement.
• Observing and supervising unstable youth.
• Enforcing security and safety measures including searches of youth and their living quarters for contraband.
• May perform housekeeping tasks.
• Providing orientation for newly detained youth.
• Explaining and enforcing rules and regulations.
• Providing transportation for youth from the County's detention facilities to other facilities and medical offices.
• Supervising daily activities such as meals, showers, housekeeping, laundry, yard work, recreation, vocational work crews, and visitation.
• Providing individual and group counseling.
• Leading group discussions and facilitating rehabilitation programs.
• Maintaining daily records of observations, incidents and events.
• Logging information, writing reports and summaries of behavior and maintaining records and files.
• Physically restraining assaultive youth and de-escalating violent behavior.
• Maintaining a safe environment for the youth and staff.
• Being a positive role model and authority figure.
• Participate in staff conferences.

Qualifications

Group Supervisor I: Completion of at least 60 semester or 90 quarter units from an accredited college or university. An emphasis in sociology, psychology, corrections, criminal justice, counseling or a closely related social or behavioral science is preferred.

Group Supervisor II: Graduation from an accredited four-year college or university. A degree in sociology, psychology, corrections, criminal justice, counseling or a closely related social or behavioral science is preferred.

Licensure/Certification:

• Possession of a class C California driver license or equivalent.

Other Requirements:

• Must be at least 21 years of age on or before date of appointment.
• Must be legally authorized to work in the United States by federal law.
• Must not have been convicted of a felony.
• Must successfully pass a background investigation prior to employment.

Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, extra-help/limited term positions prior to the final filing date will receive five points added to their final passing score.
