The City of San José Information Technology Department seeks an experienced City Information Security Officer (CISO) to lead cybersecurity Citywide initiatives.
 
The CISO will direct the Cybersecurity Office as the City’s principal executive leader for information and systems security. In partnership with the Chief Information Officer (CIO), they will manage risk identification, protection and compliance, threat detection, incident response (IR), and recovery services for all City departments to ensure business resilience.
 
The City’s CISO must be able to apply expertise in security strategy, cybersecurity frameworks, managing staff and vendor services, leading incident management, and optimizing resources to achieve desired security outcomes.
 
Key responsibilities include but not limited to:

• Lead and mentor the Cybersecurity team, offering expertise and support to foster growth and a collaborative environment. 
• Collaborate with business units and solution providers to provide optimal security measures and achieve a balance between sustaining business operations and achieving security compliance.
• Coordinate with stakeholders within the City and partners/vendors outside of the City to ensure information and systems meet the City’s standards for threat identification, protection, and risk detection.
• Develop, operationalize, and enhance the City’s cybersecurity strategic plan, programs, policies, and architecture, including vulnerability, risk, and threat management programs through remediation.
• Conduct training programs to educate City personnel on relevant security best practices, foster diligence, and ensure compliance.
• Provide expert security guidance to City departments and officials in service planning, procurements, contract negotiations, vendor management, and project management.
• Provide expert guidance on regulations and standards (FISMA, FedRAMP, CJIS, PCI-DSS, HIPAA, etc.) the City must meet in providing municipal services, as well as security frameworks (NIST, ISO, IEEE, etc.) to shape City operations.
• Oversee and lead incident management/response processes in coordination with City departments to respond and recover from incidents.
• Resolve security-related audits in partnership with City staff.
• Ensure comprehensive security strategies align with resilience plans and emergency management exercises.
• Oversee vendor relationships and manage the City’s procurement and utilization of cybersecurity products and services across departments.
• Lead the annual Cybersecurity Assessment of the City’s technology infrastructure.
• Provide strategic and operational leadership to address cybersecurity in the City’s emerging Internet-of-Things, smart communities, privacy, and equity through data initiatives. 
• Collaborate with the Digital Privacy Officer to address privacy challenges emerging from new technologies, including AI. 
• Implement governance policies to ensure responsible AI usage across the organization, aligning with ethical standards and risk management protocols.

San Francisco International Airport (SFO) is seeking, under the administrative direction of the Chief Digital Transformation Officer (CDTO), an ITT Project Management & Delivery Director to provide strategic oversight and direction for every technology project, change, and product to ensure continuous improvement to the End-user Experience. They will oversee the portfolio of projects and technology services for priorities that span across the Airport as well as help ensure the successful delivery of complex, multi-faceted projects involving internal/external resources, cross-functional teams, and a variety of project funding sources.

5. Implement governance structures to ensure transparency, accountability, and alignment with public sector mandates. Collaborate closely with cross-functional project teams, internal clients, and external stakeholders to define objectives, develop comprehensive project plans, and allocate resources effectively. Leverage emerging technologies such as smart infrastructure, passenger analytics, IoT, and cloud-based platforms to modernize airport systems, improve service delivery, and support data-driven decision-making.
6. Provide strategic leadership in developing and implementing transparent, citizen-focused frameworks for prioritizing ITT initiatives and optimizing resource utilization across the public sector enterprise. Champion continuous improvement in project intake, evaluation, and work request processes to ensure alignment with agency mandates and public service goals. Oversee cross-functional resource planning and budget stewardship to drive operational excellence, fiscal responsibility, and equitable service delivery across the ITT portfolio.
7. Provide visionary leadership for the ITT Project and Delivery function, driving the successful execution of complex, multi-agency technology initiatives that advance public service outcomes. Act as a catalyst for organizational change by aligning project delivery with strategic priorities, policy mandates, and community needs—ensuring every initiative contributes to a more responsive, efficient, and equitable government.
8. Direct and lead enterprise-level product analysis for technologies delivered across the public sector ITT portfolio. Develop and maintain strategic roadmaps for system implementations, and upgrades to ensure financial investments are optimized and aligned with industry standards, vendor product lifecycles, and long-term agency objectives. Drive informed decision-making by evaluating technology performance, sustainability, and future readiness, ensuring that solutions support mission-critical outcomes and deliver measurable public value.
9. Lead cross-functional teams through the full lifecycle of digital transformation programs, applying rigorous governance, agile delivery methodologies, and stakeholder-centric planning. Facilitate strategic decision-making and consensus-building across executive leadership, enabling timely, data-informed choices that balance innovation with accountability.

Minimum Qualifications

Education

Overview:

The Plant/Pipeline Mechanical Technician II will perform maintenance and repair functions on industrial equipment used in water treatment, recycled water, water purification plants, pumping stations, and hydroelectric plants. This position will also work on related mechanical equipment components used for water treatment, storage, distribution, and flood control. They will be required to perform maintenance and repair duties on water conduits and equipment. As well as performing a variety of tasks relative to assigned areas of responsibility. This position will be assigned to work at one of Valley Water’s three water treatment plants in Santa Clara County and can be assigned to work rotating on-call weekends after approximately 1-2 years.

Treatment Plant Maintenance Unit (Position Code 235)
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to work within 150 miles of their primary physical work location located in San Jose, California by their start date.  

This position requires the individual to be onsite and is typically not a teleworking position.

We have an exciting opportunity for a full-time Chief Building Official to join our team in Millbrae, San Mateo County.  

Reporting to the Community Development Director, you will help lead Millbrae’s growth by directing fieldwork, ensuring compliance with building regulations, facilitating major construction projects, and upholding high safety standards.

In addition to administrative duties, this customer-service-oriented position includes providing education and guidance to residents and contractors, performing hands-on plan checks and building inspections, and overseeing a support team of contracted permit technicians, plan checkers, and inspectors.

Definition: This division head classification is responsible for managing the City’s building inspection activities, enforcing the state building codes and regulations, plan check services and advising builders and homeowners on construction design and standards.

Essential Duties: Depending upon assignment, the duties of the Building Official include:

• Managing and directing the division staff. Through inspections, ensures that all structures comply with applicable state and local laws, codes and ordinances.  Ensuring prompt review of plans for proposed building construction or alterations, and the timely inspection of structures.
• Reviewing and recommending revisions of the City codes to comply with federal, state and local requirements.
• Developing policies and procedures designed to improve plan checking and the code enforcement program. Streamlining permit issuance procedures, when applicable, and developing updated forms as needed.
• Effectively monitoring division workloads to ensure adequate and timely plan checks and building inspections.
• Providing technical assistance and advice to architects, engineers, contractors and homeowners on matters pertaining to building plans, zoning regulations, construction methods, materials, procedures and building and related codes.
• Maintaining a competent and motivated work force by training, developing, disciplining and evaluating the performance of subordinates. Objectively and constructively evaluating the performance of subordinates, promptly apprizing subordinates of how well they are performing and/or in what specific areas they should seek improvement.
• Ensuring financial soundness of the division by developing, justifying and effectively managing the division budget.
• Generating monthly reports for the City Manager regarding building activity and workload, and other reports as necessary.  Maintaining work records related to the development of such reports.
• Responding to and resolving complaints from the public in a tactful and courteous manner.  Investigating problems to determine responsibility and methods for resolution as appropriate.
• Interpreting and making decisions on technical problems related to building, plumbing, electrical, mechanical codes and related federal, state and local laws and ordinances.
• Ensuring that checks and analysis of new construction and building alteration plans for residential, commercial, industrial buildings are done in a timely manner to ensure compliance with codes and policies. Ensuring plan checks accurately identify corrections, corrections notices are prepared and forwarded to applicant, maintaining plan check log for up to date information and current status of the plan check. Approving plans and issuing permits when appropriate.
• Maintaining and developing the electronic permitting and inspection system.
• Maintaining and developing the City street file system.

Special Requirements: Physical agility adequate to inspect construction sites.  Requires physical flexibility and dexterity, including the ability to continually stand, bend, stoop, reach and crouch.  Must be able to communicate effectively, both orally and in writing, hear voices and operate telephones.  Must have the ability to quickly and accurately see, review, and interpret plans and diagrams and make inspections.

Minimum Qualifications:

Knowledge of: Building, plumbing, electrical, and mechanical codes and ordinances enforced by the City; principals, practices and techniques of combination inspection, building materials, accepted safety standards; State laws regulating building construction and zoning; precautionary safety and fire prevention methods in occupancy of buildings; building construction and materials, particularly structural construction materials and specialized terminology used in connection therewith; general knowledge of accepted methods of training; and knowledge of the construction industry and of modern supervisory principals and practices.

Ability and skills: To direct the work of others; provide technical supervision and training to division staff; read and

quality control building plans, diagrams, specification and building codes; enforce laws, codes and regulations with tact;

maintain records and prepare clear and concise reports and correspondence; supervise plan checking; analyze facts and exercise good independent judgement; read, interpret and perform analysis of plans for various structures; formulate and apply uniform policies and standards for the building inspection program; deal tactfully and effectively with contractors and the public; learn, retain, interpret and use technical knowledge related to federal, state and local laws related to building codes. Communicate clearly and concisely, both orally and in writing. Establish, maintain and foster cooperative teamwork within the division, within various departments and other agencies that are associated with building construction.

Education and Training Guidelines: Sufficient education and experience to satisfactorily perform the duties of this classification. A typical qualifying background would be four (4) years of progressively responsible experience in combination inspections, including two (2) years at a supervisory level. An Associate of Arts or Science Degree in Building Inspection Technology or a bachelor’s degree in civil engineering or a related field is desirable.

Experience: Four (4) years of progressively responsible full-time experience as a Building Inspector with a Municipal Building Department with at least two (2) years in a supervisory position.

Supervision Exercised and Received: The Building Official supervises the Building Inspector/Plan Checker and the Permit Technician.  The Building Official reports to the Community Development Director. 

License: Must possess and maintain a valid California Operator’s License issued by the State Department of Motor Vehicles and a satisfactory driving record.

Certification: Must possess and maintain certifications by the International Conference of Building Officials (ICBO): Plans Examiner and Combination Inspector. Must possess, or obtain within one year of employment, certification by the International Code Council (ICC) as a Building Official. A Certified Access Specialist (CASp) certification is highly desirable. Registration as an architect, civil, or structural engineer is highly desirable.

THE POSITION

Under the general direction of the Administrative Services Director, the Assistant Administrative Services Director is responsible for overseeing the Finance Division with 10 full-time staff and supporting citywide fiscal and budget operations. This role involves high-level coordination, analysis, and liaison work across City departments, divisions, and external agencies. This position requires deep expertise in financial management, public policy, and municipal operations, including knowledge of the roles of the City Council and the Finance and Audit Commission, exercising independent judgment in policy development and fiscal oversight. The Assistant Director’s daily duties include general accounting, financial reporting, budgeting, payroll, and business licensing, as well as long-term fiscal planning. This role is instrumental in achieving departmental and citywide goals, improving resource efficiency, and delivering high-quality customer service. Primary duties include but are not limited to the following:

• Planning, managing, and overseeing the daily functions, operations, and activities of the Finance Division; areas of responsibility include general accounting, budget, payroll, treasury, business license, tax and revenue collection, and financial reporting.
• Directing and participating in the development of the City-wide operating and capital budget; working with departments to provide data and support for their budget development; monitoring departmental budget performance and making recommendations for adjustments as needed; and conducting ongoing analysis of the City's financial condition, reporting to, and advising, executive management on fiscal matters.
• Directing the preparation of, and participating in developing fiscal reports including monthly, quarterly and annual reports as well as the City's Annual Comprehensive Financial Report (ACFR), ensuring adherence to mandated rules, regulations and professional standards.
• Preparing and updating the five-year financial forecast and other long-term projections and plans.
• Participating in the development and implementation of goals, objectives, policies, and priorities for the division; recommending appropriate service and staffing levels; recommending and administering policies and procedures.

What You’ll Do
The Development Review Technician I/II/Senior performs a wide variety of technical, paraprofessional support, and customer service duties related to building permits and development or planning applications; serves the public at the Community Development Department Permit Center; and performs other related work as required. 

Development Review Technician I - This is the entry level class in the Development Review Technician series that allows the employee to develop journey-level knowledge and skills. Positions in this class typically have little or no directly related work experience. The Development Review Technician I class is distinguished from the II level by the performance of less than the full range of duties assigned to the II level. Incumbents work under immediate supervision while learning job tasks, progressing to general supervision as procedures and processes of assigned area of responsibility are learned. Employees are expected to demonstrate proficiency and advance to the Development Review Technician II classification. Development Review Technician I receives immediate supervision from the Permit Center Supervisor or higher-level department personnel and may receive training and guidance from a Development Review Technician II or Senior Development Review Technician.

Development Review Technician II - This is the journey level class in the Development Review Technician series and is distinguished from the I level by the assignment of the full range of duties. Employees at this level receive occasional instruction or assistance as new, unusual or unique situations arise and are fully aware of the operating procedures and policies within the work unit. They may assist with training of employees in the Development Review Technician I classifications and perform more difficult and complex duties. The Development Review Technician II receives general supervision from the Permit Center Supervisor or higher-level department personnel and may receive technical and functional lead direction from a Senior Development Review Technician. May provide training and guidance to Development Review Technician I.

Senior Development Review Technician – This is the advanced journey level in the Development Review Technician series. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed, complexity of duties assigned, independence of action taken, by the amount of time spent performing the duties, and by the nature of the public contact made. Employees perform the most difficult and complex duties and serve as a lead worker to employees in the Development Review Technician I and Development Review Technician II classifications. Employees at this level are required to be fully trained in all procedures related to assigned areas of responsibility. Senior Development Review Technician receives direction from the Permit Center Supervisor or higher-level department personnel. Serves as a lead worker over Development Review Technicians I/II.

The Senior Development Review Technician is a flexibly staffed classification, and positions are generally filled by advancement from the journey level class of Development Review Technician II through a competitive process, or, when filled from the outside, require prior and advance development review or permit technician work experience.

Depending upon assignment, duties may include, but are not limited to, the following: 

Development Review Technician I/II 

• Assist the public at the Permit Center, provide customer service in person, by phone or by email regarding building and development review submittal/application requirements, including but not limited to applicable fees, plan review, permitting, inspection processes and project status. 
• Screen and review building permit and development review applications for completeness; enter permit data into permitting software database; route plans and specifications to all applicable City departments and/or outside agencies for review, track plan review process 
• Compile building permit and related data as directed, prepare various reports. Review and issue permits for minor applications for conformance with ordinances, applicable state law and department's standards, policies, and guidelines. 
• Calculate various fees, prepare fee estimates and apply fees to permits or other development review billings. 
• Approve and issue over-the-counter permits. 
• Build and maintain positive working relationships with co-workers, other City employees and the public using practical principles of good customer service.

This recruitment is for one (1) Manager position in the Assessment, Inventory & Modeling (AIM) Division. This is an open recruitment for one (1) full-time, exempt, management position. 

About the Position
Under administrative direction, the position manages the Air Quality Modeling and Analysis (AQM&A) Section in the AIM Division. The manager is responsible for: maintaining a positive work environment within the AQM&A Section to promote a culture of excellence; directing the development and evaluation of air quality modeling analyses at both regional and local scales, including modeling assessment of potential health impacts from various air pollutants and emission sources; with support from AIM Division staff, developing, evaluating, and reporting modeling-based assessments of community exposure and health impacts from air pollution; interacting with the Board of Directors, Advisory Council, and Air District management and staff on air quality modeling assessments; and performing related work as assigned.

Incumbents in this class make decisions that have impacts on daily operations and implementation of established procedures and policies and solve problems requiring analyses of issues that may result in deviations from routine processes, new technology, and additional resources.  Incumbents make recommendations for program planning and directing, as well as organizing new and future resource needs.

About the Division
The Assessment, Inventory, and Modeling (AIM) Division prepares comprehensive source emission inventories for the Bay Area and conducts air quality modeling at both regional and community scales. AIM prepares technical assessments that evaluate equity in air pollution exposures and health impacts in support of Air District programs. AIM coordinates and implements programs to improve and report estimates of emissions of criteria pollutants, toxic air contaminants, and climate forcing pollutants. AIM maintains the Bay Area photochemical grid modeling platform and functions, developed and analyze modeled concentrations, exposures of toxic air contaminants, particulate matter, ozone and their precursors, to support targeted strategies that reduce impacts of air pollution both regionally and within communities, especially where Assembly Bill (AB) 617 community action plans are being developed and implemented. AIM reviews and provides guidance on environmental health risk assessments within environmental review documents prepared pursuant to California Environmental Quality Act (CEQA).

The incumbent will assume responsibility for leading and managing multiple programs and functional areas within the AIM Division and assisting the Division Director in implementing the Air District’s policies and best practices, as well as making decisions regarding program planning, project prioritization, and staff resources allocation. The incumbent will also lead or support collaborative projects across Divisions and provide technical assessments of modeled air pollutant concentrations and health risk associated with stationary and mobile sources.
