Under general supervision, Recreation Specialists provide direct supervision of participants and assist with age-appropriate recreational, enrichment, and physical activities in compliance with California Community Care Licensing (Title 22) requirements and City policies. San Mateo County Health’s Behavioral Health and Recovery Services Division (BHRS) is excited to launch a new and innovative role supporting individuals newly eligible for services under Senate Bill (SB) 43.  This position is part of a brand-new team created specifically to serve a historically underserved population, expanding access to care for individuals with severe mental illness (SMI) and/or severe substance use disordered (SUD). 

This role offers a unique opportunity to help shape how SB43 is implemented locally, from building systems and partnerships to developing policies, procedures and outcome measures that will define success for this pilot program and beyond. 

The SB43 Program Specialist will work collaboratively with the Facilities Utilization Management, Collaborative Care teams and partners across San Mateo County Health, including Aging and Disability Services, San Mateo Medical Center and regional hospitals and licensed facilities. This position requires strong clinical judgement, systems thinking and the ability to build trust across disciplines and organizations.

There is currently one vacancy for this program.  The position is based in San Mateo, with travel throughout the county and greater Bay Area as needed.

About SB43

Senate Bill (SB) 43 expands the definition of Grave Disability, one of the criteria used to place individuals on involuntary holds. 

Under SB43:

• Severe substance use disorder is added as a qualifying condition.
• Inability to provide for personal safety or necessary medical care is included as a criterion.

• Individuals may be considered gravely disabled when a mental health disorder and/or severe substance use disorder prevents them from meeting basic survival needs, such as maintaining housing or adequate nutrition. 

This legislation enables earlier intervention and expanded pathways to care for individuals who previously fell outside the system, requiring counties to build new processes, partnerships and clinical approaches to serve this population effectively and compassionately. 

Key Responsibilities 

The SB43 Program Specialist may be responsible for, but not limited to, the following: 

Clinical Care & Coordination

• Conduct regular visits to in-county and out-of-county (OOC) facilities to review cases and assess appropriate Level of Care (LOC)
• Meet with facility staff and clients to support engagement, transitions and treatment planning
• Participate in treatment reviews and provide clinical recommendations, including individualized behavior plans
• Initiate and coordinate case conferences for high-utilizing clients complex needs

Serve as a clinical resource related to substance use disorder and severe mental illness 

Systems Building and Collaboration

• Build and maintain strong relationships with hospitals, licensed facilities and contracted providers within and outside San Mateo County
• Act as primary liaison between BHRS, San Mateo Medical Center, Aging and Disability Services and partner hospitals
• with the SMMC, BHRS and AAS to facilitate and coordinate appropriate level of care and placement
• Participate regularly in multidisciplinary team meetings, hospital coordination meetings and SB43 meetings
• Facilitate planning groups to address SB43 implementation priorities and emerging system needs

Program Development and Oversight

• Contribute to the development, refinement and implementation of SB43 policies and procedures
• Identify Service gaps, system challenges and operational shortfalls, and support solutions in collaboration with partners

• Assist with monitoring and consulting with in-county and OOC contract providers
• Train facilities on new SB43 placement criteria and compliance requirements
• Develop, update and maintain an electronic facility database to support data tracking and outcomes analysis

Leadership and Support

• Participating in required leadership meetings
• Providing coverage and support for other supervisors as needed
• Provide clinical supervision and training to interdisciplinary staff as needed
• Apply basic knowledge of Listen, Empathize, Agree, and Partner (LEAP) Methodology and other engagement strategies to support client-centered care

The City of Lincoln is hiring up to 20 part-time Water Safety Instructors within the Recreation Department.  This position may require you to work various days, weekends or evenings.

Seasonal employees are limited to working no more than 999 hours in a fiscal year.

Under the direct or general supervision of the Recreation Coordinator, performs a variety of duties to supervise the pool, decks, and additional areas of an aquatic facility; and provides swimming instruction.

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Maintain constant surveillance as assigned to safeguard swimmers from drowning and other accidents.
• Maintain discipline and orderly conduct among patrons and enforce all pertinent City pool rules and regulations in order to maintain a safe environment. 
• Promote and enforce water safety procedures; effect swimming rescues; render first aid and CPR as required. 
• Assist in the planning, promoting and organizing of prescribed Red Cross programs and special events. 
• Perform pool facility maintenance functions as required. 
• Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.

• Conduct classes at all participant levels (beginning through advanced) and supervise students and swim lesson aide (s).

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Perform heavy manual labor; learn to operate a variety of equipment; work with tools related to recreational maintenance. The position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The incumbent needs to have the ability to hear and speak for purposes of communication. The position also requires both near and far vision when administering programs and operating equipment. The need to lift, carry and push equipment and supplies weighing 25 pounds or more is also required. The incumbent in this outdoor position works in all weather conditions, including wet, hot, and cold.

The Case Management Nurse -Utilization Review will manage patient admission and ongoing stay reviews for patients with chronic or complicated medical conditions and oversee appeals with third-party payors. The incumbent will be responsible for retrospective and concurrent Utilization Review activities and for monitoring order status accuracy, documentation, and clinical compliance, in accordance with State and Federal regulations. • At least two years of recent, direct, and proven experience in Nurse Case Management in an acute care setting or at least two years of acute care hospital nursing experience. 
• At least two years of experience with industry published standard level of care (i.e. InterQual or Milliman, etc.).
• InterQual interpretation and application of health industry utilization review criteria
• Experience providing the full range of Case Management nursing duties and responsibilities

DEFINITION

Under general supervision, the Assistant/Associate Planner performs professional-level work in current and/or advanced planning and special projects. Completes technical assessments and studies and prepares written analyses and reports. Provides community outreach and education.

DISTINGUISHING CHARACTERISTICS

This is the entry-level class in the Planner series. Initially under close supervision, Assistant Planners learn to apply concepts and work procedures and perform professional planning work. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. As experience is gained, assignments become more varied and are performed with greater independence. Positions at this level usually perform duties required of the positions at the Associate level, but usually exercise less independent judgment and discretion in matters related to work procedures and methods.

Associate Planner

This is the fully qualified journey-level classification in the Planner Series. Positions at this level are distinguished from the Assistant Planner by the elevated performance of a full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Provide general assistance and advice to the developers and the public on current planning and zoning matters, both orally and in writing.

SUPERVISION RECEIVED AND EXERCISED

Received direct and general supervision from the Community Development Director or designee. Exercises no supervision of staff. Exercises technical and functional direction over and provides training to interns. 

ESSENTIAL FUNCTIONS - INCLUDE BUT ARE NOT LIMITED TO THE

FOLLOWING:

Assistant and Associate Planner

• Serves as project manager on planning and development projects, including processing applications and reviewing plans for routine to complex commercial, industrial, residential, mixed use, and/or tree removal projects.

• Provide general assistance and advice to the developers and the public on current planning and zoning matters, both orally and in writing.
• Process development permit and subdivision applications for hearing in accordance with State law.
• Performs plan check functions for various projects. Receives and reviews applications for building permits for completeness.
• Reviews business license applications and ensures consistency with land use standards and prior development and entitlement approvals.
• Prepare and present reports for Planning Commission and City Council action on current advanced planning projects.
• Prepare periodic major and minor revisions to the Zoning Ordinance, General Plan and Coastal Land Use Plan.
• Formulate, prepare and present ordinances, projects and studies addressing special planning problems and issues related, for example, to Community Development funding, redevelopment, commercial development, provision for low and moderate income housing, or coastal access.
• Periodically work with community groups and committees on special projects with Zoning Ordinance and General Plan revisions. May be asked to represent City at regional meetings related to Community Development.
• Provide general assistance and advice to the developers and the public on current planning and zoning matters, both orally and in writing.
• Assists the public at the front counter, on the phone, via email, and answering questions and providing information regarding zoning, land use, code interpretation, development standards, project status, and the City’s processes.
• Performs other duties as assigned.

In addition to the Assistant Planner duties, Associate Planner duties may include, but are not limited to, the following:

• Writes staff reports and collects supporting documentation for submission to the Planning Commission, City Council, Open Space and Parkland Advisory Committee, and other commissions and committees.
• Interprets and ensures compliance with City codes, General Plan, Specific Plan, and California Environmental Quality Act (CEQA).
• Attends meetings, conferences, workshops and training sessions. Attends and participates in professional group meetings. Seeks and maintains knowledge of new trends and innovations in the field of urban planning and other types of public services as they relate to the area of assignment.
• May serve as liaison to the Planning commission and other commissions and committees.
• Represents the Community Development Department and City of Pacifica in regional planning working groups, including but not limited to countywide storm water and housing working groups.
• Performs other duties as assigned.

San Mateo Medical Center is currently seeking a professional, goal-oriented full-time, regular (benefited) Clinical Services Manager I who will plan, organize, direct, and supervise the operations of our Medical-Surgical (ADC of 35), Intensive Care Unit (ADC 4), and Infusion Center. As Clinical Services Manager I, you will have the opportunity to manage patient care while ensuring appropriate quality of care and compliance with regulations. In addition, you will participate in training, coaching, and counseling activities and perform other assigned duties.

The Clinical Services Manager I will receive direction from the Chief Nursing Officer/Deputy Director and will exercise direct and indirect supervision over professional, clinical, technical, and clerical staff, including consultants and contract service providers. You will join a dynamic team of professionals committed to the mission of our safety net hospital.

This role oversees a large, complex span of control across multiple service lines and requires the ability to manage high-volume operations, competing priorities, and diverse clinical environments simultaneously. The Clinical Services Manager I is expected to operate with a high level of autonomy, making sound operational and staffing decisions while balancing quality, patient safety, and fiscal stewardship. The position requires strong experience in managing large teams, coordinating across departments, and ensuring alignment of day-to-day operations with organizational goals.

This role is grounded in a culture of continuous improvement, where leaders are expected to actively identify opportunities, lead improvement efforts, and embed sustainable changes into daily operations.

The ideal candidate will:

• Possess a Baccalaureate degree in Nursing with certification in a specialty
• Have three years of progressive management/supervisory experience in an accredited hospital or clinic
• Have a background that includes experience in an ICU
• Bring strong clinical and operational leadership experience in acute care settings, with the ability to manage across multiple service lines, including Medical-Surgical, ICU, and infusion services
• Demonstrate experience managing large, complex teams (approximately 75–100+ FTEs), ideally across multiple departments or programs
• Have experience with budget development, financial oversight, and resource management, including labor and operational expense management
• Demonstrate the ability to independently prioritize and manage competing operational demands in a fast-paced, high-acuity environment
• Have experience leading through complexity and change while maintaining staff engagement and accountability
• Demonstrate strong critical thinking, with the ability to assess operations, identify gaps, and implement and sustain improvements, including continuous improvement efforts
• Have experience working in environments with high regulatory expectations and maintaining continuous survey readiness
• Demonstrate the ability to build effective working relationships across disciplines, including physicians, ancillary departments, and executive leadership
• Exhibit a leadership style that emphasizes visibility, communication, accountability, and staff engagement
• Demonstrate the ability to coach, develop, and support staff while addressing performance issues appropriately
• Bring established leadership experience with the ability to step into a complex environment, quickly stabilize operations, prioritize effectively, and lead with minimal ramp-up

• Participate in the development and implementation of goals, objectives, policies, procedures, and priorities within a defined nursing area or program

• Organize, supervise, and monitor the provision of nursing care and related services within assigned units or programs 
• Ensure continuous quality improvement and ongoing regulatory readiness of assigned units or programs

• Prepare cost estimates and justifications for budget recommendations; monitor and control expenditures to ensure objectives are achieved within an approved budget

• Represent the department in and/or chair relevant committees and work groups
• Provide staff support and subject matter expertise to executive leadership on nursing and operational issues
• Maintain effective working relationships with internal and external stakeholders, including Health System divisions, County departments, medical staff, and community partners 
• Supervise the enforcement of applicable nursing standards, codes, and regulations
• Respond to inquiries and provide information to the public, as appropriate
• Perform related duties as assigned

Qualifications

Licensure/Certification: Possession of a valid California license as a Registered Nurse (R.N.).  Must possess a Basic Life Support (BLS) and Advanced Cardiac Life Support (ACLS) certificates approved by the American Red Cross or American Heart Association. 

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is;

• Three years of professional nursing experience in an accredited hospital or clinic, of which at least one year included responsible supervisory experience, unless otherwise specified below in the additional qualifications.
• Two years of the required experience must have been in acute care and surgical nursing and includes experience in infusion, including chemotherapy, telemetry, antibiotics, blood transfusions and pediatrics.

Knowledge of:

• Nurse Practice Act.
• Principles and practices of nursing and clinical systems, including safety and infection control practices.
• Principles and practices of community health care including current trends in research, treatment, prevention, education and related services.
• Principles and practices of program management, including planning, implementation, and evaluation.
• Principles of budget preparation and monitoring.
• Principles of personnel training, supervision and evaluation.
• State and other regulatory requirements for assigned unit or program.
• Emergency Medical Services Act (EMS), relevant EMS regulations and functions, and public safety/law enforcement organizations, if assigned to EMS.
• Principles and practices of public health, public health nursing, epidemiology, communicable disease control and prevention, emergency preparedness response and environmental health, if assigned to disease control and prevention and public health nursing programs.
• Non-profit public/private entities, community/faith-based organizations and related state and federal agencies, as well target population for assigned program, if assigned to public health nursing programs.
• Treatment and intervention practices for acute psychiatric population, if assigned to psychiatric nursing.
• Third-party reimbursement systems, revenue streams, and other principles relevant to the financial management of operating rooms, if assigned to perioperative nursing.

Skill/Ability to:

• Organize, direct, coordinate and evaluate nursing services that ensure quality patient care and conform to all prescribed standards.
• Work cooperatively with other County departments and public and private organizations, including private medical providers.
• Analyze service delivery problems accurately, develop recommendations and take appropriate action to resolve them.
• Develop, evaluate and maintain accurate records; prepare complex and detailed written reports, procedures and contracts.
• Communicate effectively with administrative, medical, professional, clinical and citizen groups.
• Train staff and coordinate activities of contractors, volunteer groups and staff, as appropriate.
• Conduct field public health investigations; administer immunizations, TB skin tests, and chemoprophylaxis; and perform venipuncture and collect diagnostic specimen, if assigned to disease control and prevention and public health nursing programs.
• Maintain medical stability of acute and chronic conditions in a 24/7, non-medical setting, if assigned to correctional health nursing.
• Lead multi-disciplinary patient care conferences, if assigned to psychiatric nursing.
• Provide unit management and support during evening, off hours and weekends, if assigned to administration and designated as nursing supervisor.
• Surgical scheduling systems, if assigned to medical-surgical nursing.
