THE POSITION:

The City of Hayward is excited to announce an opportunity to join its progressive and dynamic Transportation Division as an Associate Transportation Engineer. Reporting to the Deputy Director of Public Works, the Associate Transportation Engineer will manage the delivery of transportation projects to provide a safer and more sustainable transportation system in the City. These innovative and safety-focused projects will help advance the City’s Vision Zero and Climate Action Plan goals. Typical projects involve multi-modal roadway design, traffic calming, traffic engineering analysis, and intelligent transportation systems.

The ideal candidate will possess a Professional Engineer’s (PE) license with a strong education and technical background in transportation and traffic engineering. The candidate will have strong project management skills and excel in a collaborative working environment, working effectively to manage projects from inception to completion. The candidate will represent the City in a professional manner with community members and regional stakeholders.

 

 

Essential Duties

What you will do: 
In addition to the qualifications for Assistant Transportation Engineer and depending on assignments:
ESSENTIAL DUTIES (could include but not limited to):

• Plan, direct, review and participate in professional and technical work of a functional group of  the Engineering & Transportation Division with principal assignments involving traffic  circulation design, traffic safety studies, geometric design of streets and interchanges, and  traffic operation studies.
• Direct, assist, and participate in traffic analysis, circulation design, and design transportation engineering projects, such as traffic signals, signs, and markings, channelizations, street lighting and parking facilities.
• Provide consulting services and advice to City departments, divisions, and other groups on matters related to transportation engineering.
• Answer inquiries, investigate complaints, and provide information to the general public.
• Meet with individuals and groups as necessary.
• Investigate, analyze, and prepare reports including those for the City Engineer on claims against the City related to transportation matters.
• Testify in court on claims against the City related to transportation issues.
• Act as Project Manager on both City and consultant-designed transportation related projects.
• Prepare applications for State and Federal grant funding.
• Select consultants for consideration for City projects; write and process requests for proposals and consultant agreements and contracts.
• Make recommendations on street lighting design and wattage.
• Manage City traffic calming (speed hump) program.
• Make recommendations on Engineering and Transportation responses to requests from Neighborhood Focus Process.

• Street lighting layout and design.
• Major elements of transportation design and traffic operations.

Minimum Qualifications

You have: 
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Experience: Three (3) years of engineering experience in transportation with one (1) year of the experience being after acquiring the Professional Engineering License. 

Education: Equivalent to a Bachelor's Degree from an accredited college or university with major course work in transportation engineering or closely related field. 

License: Possession of a valid Class C California Driver's license at time of appointment. Possession of a certificate of registration as a Civil Engineer, Electrical Engineer, or Traffic Engineer in the State of California.  

OTHER REQUIREMENTS 
Essential duties require the following physical abilities and work environment: ability to sit, stand, walk, kneel, squat, climb and lift up to 30 pounds and to work outdoors or in a confined workspace.

What You’ll Do

This is position will perform professional engineering work in the design, investigation, and construction of public works and related projects; to act as project manager in assigned capital projects; and to do related work as required.

Assistant Engineer - This is the journey level class in the professional engineering series not requiring registration. Positions in this class are normally filled by advancement from the lower class of Junior Engineer. Incumbents of this class perform the moderately difficult professional engineering work. Assistant Engineers are normally considered to be on a continuing training status and as assigned responsibilities and breadth of knowledge increase with experience and registration is received, may reasonably expect their positions to be reassigned to the next higher class of Associate Engineer. The Assistant Engineer position receives general supervision from higher level professional engineers and may exercise technical or functional supervision over technical engineering staff.

Associate Engineer - This is the journey level class within the professional engineering series and highly encourages professional engineering license registration. Employees within this class are distinguished from the Assistant Engineer by the greater complexity of the assignments received and by the greater independence with which an incumbent is expected to operate. Incumbents are expected to complete complex engineering assignments requiring the use of judgment and initiative in developing solutions to problems, interpreting general policies, and determining work assignments. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Positions in the class are flexibly staffed and are normally filled by advancement from the lower class of Assistant Engineer, or when filled from the outside, require prior advanced technical or professional engineering work experience. This position receives direction from higher level engineering staff. It may exercise technical supervision over lower-level staff within the work unit and exercises technical or functional supervision over technical engineering staff.

Depending upon assignment, duties may include, but are not limited to, the following: 

• Design and prepare plans and specifications and cost estimates for public works projects including pumping stations, streets, storm drains, sewer lines, and related projects. 
• Research project design requirements: perform complex calculations and prepare estimates of time and material costs. 
• Design and prepare plans and specifications for the installation of traffic signals, traffic control devices, and street lighting systems. 
• Review field projects being studied, designed, or constructed. 
• Assign routine investigation, design and drafting tasks to technical subordinates, requests survey, mapping and data collection; review completed work; assist in the solution of difficult problems. 
• Research publications and industry information sources to remain current with modern developments, principles, and procedures.

San Mateo County Health's Public Health, Policy and Planning Division has exciting field-based opportunities for well-qualified and motivated Nurse Practitioners to provide both primary and urgent care to adults from vulnerable populations within our community—people experiencing homelessness and/or in shelters, monolingual Spanish speakers and other new immigrants, and those without insurance or underinsured. These services are provided through various Mobile Clinic modalities and venues, including but not limited to street medicine, shelter medicine, and the mobile coach. We are looking for collaborative Nurse Practitioners to work in and lead various multidisciplinary service teams in the field to provide comprehensive, low-threshold, client-centered care and engagement.

Teams are staffed by a Nurse Practitioner (NP), Psychiatrist, Medical Services Assistant, AOD Case Manager, and Patient Services Assistants. These teams work closely with our community partners from the Human Services Agency and community-based organizations who locate and identify clients needing medical and/or mental health services, as well as provide additional health, housing, and social services in the field.

Under general supervision, Nurse Practitioners provide urgent care and primary health care services such as physical examinations, chronic disease management (e.g., diabetes and hypertension), and referrals/linkages to specialty clinics as appropriate.

Currently, Public Health Clinics has one full-time, regular, 40-hour-per-week vacancy for a bilingual Spanish Nurse Practitioner and two 40-hour-per-week, Limited-Term Nurse Practitioner vacancies, requiring flexible schedules and field-based work at different locations. Sixty-five percent of the NP’s time will be in the field, with the remainder spent in the office documenting notes, placing orders, and coordinating with other staff as needed.

The ideal candidate has experience:

• In family practice addressing chronic disease management

Qualifications

Education and Experience

The Role:

The City of Redwood City is seeking Firefighter/Engineers who are licensed paramedics. Under direction of the Fire Captain, the Firefighter/Engineer will perform firefighting and fire prevention duties aimed at protecting life and property, operate and maintain firefighting equipment, and provide basic medical assistance.  Firefighter/Engineers also provide Advanced Life Support first responder pre-hospital emergency medical care and emergency medical assistance, perform minor station maintenance, and participate in training to maintain skills.  Please see the Firefighter/Engineer job description for more details.

Required Qualifications:

Experience and Training Guidelines:
A typical way to demonstrate the applicant possesses the required knowledge and ability may be obtained through the following ways:

1. Two years (2) of full-time firefighting service.
2. Possession of a California State Fire Training Firefighter I certificate is required.

ABOUT THE POSITION

Engineering primarily reviews and processes new permit applications and renewals. There are about 10,000 facilities with about 26,000 devices and operations that have Air District permits. Engineering also processes, reviews, issues, and renews Title V (Major Facility Review) permits for about 79 facilities. In addition to processing permits, Engineering manages programs to assess and reduce risks from toxic air contaminants through implementation of: (1) Regulation 11, Rule 18, Reduction of Risk from Air Toxic Emissions at Existing Facilities, (2) the State Air Toxics Hot Spots Program, and (3) Regulation 2, Rule 5, New Source Review of Toxic Air Contaminants. Engineering provides technical support to rule development, emissions inventory, compliance and enforcement, planning, monitoring and measurement, and technology implementation programs as well as the Air District’s Regional Climate Action Plan.

Compliance & Enforcement:

Compliance and Enforcement ensures the Air District will achieve the emission reductions through the air quality regulations adopted by the Board of Directors, and permit conditions issued by the Executive Officer/APCO. Compliance with Air District, state, and federal regulations is achieved through a robust Compliance Assurance and Enforcement Program. The program includes comprehensive inspections and investigations and a complementary Compliance Assistance Program that supports compliance objectives by maintaining operations and assisting industry with air quality regulations and requirements.

Source Test

Source Test conducts analytical source tests and performance audits, reviews third party source tests, researches and develops new analytical source test procedures, and oversees refinery fence-line monitoring programs. These data are used to produce engineering studies to determine compliance status for specific source categories, determine whether to issue Permits to Operate, update the emissions inventory, determine actual abatement control effectiveness, provide data & technical assistance for Air District studies including AB 617, and develop applicable standards and produce emissions data for new or revised regulations.

The Deputy Executive Officer of Science & Policy oversees the following functions:

Assessment, Inventory & Modeling

Assessment, Inventory, and Modeling (AIM) prepares comprehensive inventories of air pollution emissions and conducts air quality modeling at both regional and community scales. AIM prepares technical assessments that evaluate equity in air pollution exposures and health impacts in support of Air District programs. AIM coordinates and implements programs to improve and report estimates of emissions of criteria pollutants, toxic air contaminants, and climate forcing pollutants. AIM assess emissions, concentrations, and exposures to toxic air contaminants, particulate matter, ozone, and their precursors, to support targeted strategies that reduce impacts of air pollution both regionally and within communities.

Planning & Climate Protection

Planning and Climate Protection prepares plans to meet state and federal air quality standards, leads and implements climate protection activities, and develops and implements local community emissions reduction plans per AB 617. Planning and Climate Protection advances local and regional environmental justice initiatives by providing support for General Plan Environmental Justice Element development and implementation (per SB 1000) centering equity in climate action planning and developing and delivering plan and policy resources such as model ordinances, technical resources, and best practices to accelerate action. Planning and Climate Protection supports local lead agencies, regional agencies, and others in applying the Air District CEQA thresholds and using guidelines to ensure plans and projects are protective of local health and reduce climate impacts.

Meteorology & Measurements

Meteorology and Measurements (M&M) provides emissions, air quality, and meteorological data chemical analysis and forecasting to support the enforcement, permitting, rule development, communications, and environmental justice programs of the Air District. In addition to operating monitoring instruments and conducting testing and analysis, M&M develops rigorous monitoring and testing plans, develops and maintains instruments and systems, conducts quality assurance and quality control, and analyzes and communicates data.

Rules & Strategic Policy

Rules and Strategic Policy is responsible for the development of regulations to implement Air District plans to attain federal and state air quality standards and to protect public health. In addition to the development of rules derived from planning documents, Rules and Strategic Policy assists with the preparation of air quality plans. Other measures are developed to further protect public health and safety and reduce emissions of greenhouse gases. Rules and Strategic Policy reviews existing regulations and develop amendments to improve clarity, efficiency, and effectiveness.

Public Health

Public Health leads the latest understanding of science regarding public health impacts of air pollution and provides support to the permitting, compliance, communication, rule development, and community engagement programs.

This appointed, at-will position is accountable for overseeing and establishing priorities and goals for the assigned functions and for furthering Air District goals and objectives in an effective manner; acts as the Executive Officer/Air Pollution Control Officer as assigned or delegated; and performs related work as assigned including but are not limited to:

The County of San Mateo's Information Services Department seeks an IS Systems Specialist III to serve in the Security Division. Under general supervision, the individual in this position performs the most complex and varied technical tasks related to the configuration, troubleshooting, maintenance, and monitoring of the County's security infrastructure. This position serves as a technical leader and technical subject matter expert in specific security area(s) and is called upon to analyze existing and future computing environments and ensure that all solutions comply with County policy, frameworks and industry accepted best practices.

As an integral part of the Security team, the IS System Specialist III will be responsible for system administration across a variety of platforms and services such as: Firewalls (Palo Alto); Intrusion Detection and Prevention (Palo Alto Threat Prevention and Wildfire); Endpoint Protection Suite/XDR; Security Orchestration Platform (XSOAR); Cloud Security services; XDR SIEM monitoring and management; Vulnerability identification and mitigation/remediation.

The position also requires support in ancillary systems that support IAM/ARM platforms such as SolarWinds, Active Directory, OKTA. Additionally, this position will perform intrusion event investigative and reporting activities as required. Equivalent to graduation from an accredited four-year college or university with major coursework in management information systems, computer science, or a related field and four (4) years of increasingly responsible experience in supporting and implementing information technology infrastructure and/or server administration and specific to the specialty area assigned which includes data center management, IT facilities management, storage and backup, server management and server operating systems, and/or configuration management and event management. Additional related experience may substitute for education requirement on a year-for-year basis, up to four (4) years.
