The County of San Mateo’s Sustainability Department seeks a dynamic and experienced leader for the position of Assistant Director of Sustainability. This role supports the County’s vision to build sustainable communities that meet the needs of both present and future generations.

The Assistant Director will partner closely with the Director to manage a $40M dollar budget and a high-performing team of approximately 35 professionals to lead efforts to combat and adapt to climate change, ensure access to clean energy, water, and air, and conserve natural resources.

The City of San Mateo Public Works Department is seeking a Traffic and Lighting Technician

The Department

The Public Works Department is comprised of the Engineering and Facilities Services Division (EFSD) and the Environmental Services Division (ESD). Each division is led by a Deputy Director reporting to the Director of Public Works. The department is responsible for the City’s major capital projects and infrastructure including streets, street lights, traffic signals, sewer and storm conveyance systems, wastewater treatment plant, pump stations, a major lagoon, and dams and levees. A key player on this team is the Traffic and Lighting Technician. The Position

The Traffic and Lighting Technician performs skilled electrical and mechanical work in the maintenance and repair of traffic control signage, traffic signal equipment, and street lights; and guides the work of and trains other maintenance personnel, and performs related work as required.  Duties may include, but are not limited to, the following:

• Guide and participate in the work of other maintenance personnel.  Ability to set-up work zone safety and prepare traffic control work plans.
• Inspect, install, remove, and repair signal controls and auxiliary equipment such as light standards, control boxes, light fixtures, lamps, and circuitry; diagnose malfunctions; adjust and replace electronic and mechanical components.
• Inspect, install, remove and repair street lights and auxiliary equipment.
• Repair, replace or modify electric and electronic components, controllers, relays, switches, fuses, timers and other parts; design and construct special test equipment for shop testing of electronic components.
• Investigate complaints and reports of signal and traffic light malfunctions; adjust, repair or remove defective equipment; make field repairs of damaged equipment.
• Identify, locate and indicate with appropriate identification markers underground utilities (USA); respond to USA work orders within regulatory requirements; and document services accordingly.
• Be available for standby assignments in accordance with Department policies and procedures.
• Assist in the design of electrical circuits and systems for street lighting and traffic signals.
• Inspect the work of contractors during the course of construction and upon completion.
• Monitor traffic control computer and make adjustments as necessary.

The Traffic and Lighting Technician receives general direction from the Field Maintenance Manager and direct supervision from a Public Works Supervisor or higher level department staff and may exercise technical or functional direction over and provide work review to a Traffic Safety Worker or Maintenance Worker I/II.

EXPERIENCE AND TRAINING GUIDELINES

Training: High school graduate or equivalent qualification, and 30 semester units from an accredited college or university desired (not required)
 

Certification: Must pass a comprehensive physical examination, meeting the standards established by the California Commission on Peace Officers Standards & Training (POST)
 

License: Possession and maintenance of a California Class C driver’s license and have a satisfactory driving record.
 

Minimum requirements for lateral entry officers:

• Must meet all minimum requirements for entry level officer with the exception of written and agility examination requirements.
• Must possess a POST Basic Certificate.
• A minimum of one-year satisfactory past police patrol experience within the past three years.
• Must have no record of felony criminal convictions or misdemeanor convictions that could affect credibility as a witness in a court of law.
• Vision and hearing capabilities consistent with guidelines by POST and/or the City.
• Must be of good moral character to be determined by a thorough background investigation, which will be conducted under POST guidelines.

The Maintenance Instructor is responsible for all the classroom and on-the-job training activities relating to current bus maintenance for the San Mateo County Transit District (SamTrans), Caltrain, and the San Mateo County Transportation Authority (TA).

• Develops classroom on-the-job training and exit examinations relating to SamTrans Core Maintenance Training Curriculum: Shop Safety and PM Procedures, Core Repair Skills, Air Brake Systems, HVAC Systems, Basic Electrical Systems, Multiplex and Charging Systems, Diesel Engine Electronic Controls, Diesel Engine Tune-up and Troubleshooting, Light Duty (hydraulic) Brake Systems, Vehicle Subsystems, HD Steering Hydraulic Systems, and Suspension Systems, Automatic Transmission, ACS Diagnostics & Repair, Fare Collection Equipment, Hybrid Drive Systems, Battery Electric Drive Systems and Fuel Cell Battery Electric Bus Systems, Camera System Maintenance & Repair, Medium Duty Gasoline Engines.
• Serves as one of the principal instructors.  Oversees and evaluates vendor provided training activities.
• Oversees on-the-job training activities, mentors, coaches, guides, and directs progressive maintenance training. Maintains written and electronic records and performs proficient evaluations.

• Conducts skills gap assessments.  Develops a comprehensive training curriculum for all mechanic classifications, including Utility Workers, and reviews and updates as needed based on current technologies.
• Stays current with new technologies as they pertain to District fleets.
• Collaborates on all maintenance programs regarding quality assurance, makes recommendations where necessary to ensure the quality of the workforce training programs, and works with appropriate maintenance management staff to ascertain requirements and changes within industry best practices.
• Helps plan, organize, and execute the SamTrans Maintenance Rodeo and competition teams.  Mentors and coaches the maintenance team at the regional and international competition.
• Assumes the duties of Chair and/or Secretary of the joint Labor-Management Maintenance Training Committee.
• Ensure core curricula follows all regulatory and safety requirements, and best practices.
• Develops and implements training programs for newly hired employees.
• Performs all job duties and responsibilities in a safe manner to protect self, fellow employees, and the public from injury or harm.  Promotes safety awareness and follows safety procedures in an effort to reduce or eliminate accidents.

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to: 

• High School Diploma or equivalent
• Six (6) years of related progressive full-time experience as an automotive/truck diagnostic technician, repair technician, or instructor.
• Experience assessing and training others in a classroom or shop environment is required.
• Experience with powertrain electronic controls, on-board Hi-Voltage systems, on-board Hi-pressure systems, ABS, HVAC, and PLC systems is required. 
• Strong oral and written communications skills.  Knowledge of word processing and spreadsheet programs.
• Demonstrated journey level mechanic experience showing knowledge, expertise and ability to troubleshoot advanced systems and make repairs.

Preferred Qualifications

• Zero emission technology including battery electric and hydrogen fuel cell experience highly desired.
• Experience in conducting skills and needs assessment surveys desired.

Conducts and monitors Department facility and site inspections, job hazards analyses and other evaluations to identify hazards and potential risks; makes recommendations to assigned supervisor and implements appropriate and approved corrective actions for compliance with Federal, State, and local safety, health, and environmental regulations, as well as industry standards. Conducts audits of corrective action to ensure compliance with regulations and corrective actions. Develops and maintains the Department’s Injury and Illness Prevention Program, Safety Manual, and Training Program. Performs related report preparation and record maintenance for Environmental Protection, Fire Protection, Hazardous Waste Management, and Occupational Safety. Develops and maintains Department’s hazardous material business plans (HMBP) and petroleum storage tank permitting in compliance with Environmental and local Fire Department Regulations. Maintains and updates the Department’s Safety Data Sheet (SDS) database. Conducts thorough audits, investigations and analysis of accidents, incidents and injuries; develops findings, prepares reports, and makes recommendations to assigned supervisor of corrective actions and preventative measures; assesses incident statistics to determine requirements for new or modified training. Maintains a library of reference materials on training records and coordinates the acquisition of training materials, including manuals, technical resources, videos, recordings, and self-instruction workbooks. Coordinates necessary safety certification and license obtainment and renewal for Department employees. Develops and administers contractor safety program, including reviewing contractor health and safety work plans for Department projects, serving as the Department’s subject matter expert, and working with vendors and consultants for matters related to safety compliance, and providing contractors with appropriate hazardous materials communication in compliance with applicable regulations. Builds and maintains positive working relationships with co-workers, other City employees, and the public: performs other duties as assigned.

MINIMUM QUALIFICATIONS Knowledge of: The basic principles of training policies, regulations, specifications, and requirements governing industrial safety, environmental compliance, and accident prevention for industrial and office environments; principles and practices of assessments, inspections, and investigations as related to job responsibilities; principles and practices of employee training and instructional methods and techniques; practices of water system operations, wastewater treatment plant operations, and general office activities; rules and regulations pertaining to the handling, storage, and disposal of hazardous and toxic materials; practices, methods, materials, and equipment used in air and noise exposure monitoring; occupational hazards and standard safety procedures; modern office practices, methods, and computer equipment; applicable Federal and State laws; City, District, Department, and Division regulations, codes, policies, and procedures; recordkeeping principles and procedures; principles and practices of program development, implementation, review, and evaluation; computer applications related to the work, including asset management, word processing, spreadsheet and database applications; techniques for effectively representing the Department in contacts with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations; techniques for providing a high level of customer service to public and Department staff, in person and over the telephone.

Education: Graduation from High School or equivalent. Bachelor’s or Master’s degree majoring in industrial engineering, safety engineering, occupational health, or closely related field desirable.

Experience: Three (3) years of experience in the areas of workplace safety and employee training, including at least one (1) year of which involved administration of a comprehensive safety and accident prevention program. Five (5) years of experience in the areas of workplace safety and employee training, including at least three (3) years of which have involved administration of a comprehensive safety and accident prevention program desirable.

License/Certification: Possession of a valid Class C California Driver's License; possession of a Cardiopulmonary Resuscitation and Emergency Cardiac Care Provider certificate and First Aid certificate or the ability to obtain one within 12 months of appointment.

The following certifications are highly desirable:

• Certification by the Board of Certified Safety Professionals as a Certified Safety Professional (CSP) and an Associate Risk Manager (ARM)
• Certification by the State Water Resources Control Board in Water Treatment, Water Distribution, or Wastewater Treatment
• Certification by the California Water Environment Association in Mechanical Maintenance, Electrical/Instrumentation, or Environmental Compliance Inspection
  Physical Requirements: Moderate and sometimes strenuous exertion required, including sustained walking, standing, bending, kneeling, climbing, lifting and carrying. May have to work on ladders, in tunnels and confined spaces, hazardous atmospheres and in protective garments. The Opportunity:

To perform technical inspection and investigative work in enforcing compliance with laws, ordinances and regulations pertaining to the prevention and control of fires; and do related work as required. The Fire Prevention Inspector I/II position is flexibly staffed based on experience.

This is the entry level class in the Fire Prevention Inspection series. This class is distinguished from the Fire Prevention Inspector II by the performance of the more routine tasks and duties assigned to positions within the series including weed abatement and smoke detector inspections, which do not require prior specialized experience. Generally, work is observed and reviewed both during performance and upon completion, and changes in procedures and exceptions to rules are explained in detail as they arise. Since this class is typically used as a training class, employees may have only limited or no directly related work experience.

What You’ll Do:

• Interpret and enforce provisions of fire prevention and fire safety laws, ordinances, and other regulations.
• Perform periodic inspections of new and existing buildings, structures and installations requiring fire clearances; identify fire hazards; recommend corrective actions; perform follow-up inspections to see that corrective actions have been taken.
• Investigate complaints pertaining to violation of fire prevention laws; issue correction orders as necessary.

What You’ll Do

The Associate Engineer will perform professional engineering work in the design, investigation, and construction of public works and related projects; to act as project manager in assigned capital projects; and to do related work as required.

This is the journey level class within the professional engineering series and highly encourages professional engineering license registration. Employees within this class are distinguished from the Assistant Engineer by the greater complexity of the assignments received and by the greater independence with which an incumbent is expected to operate. Incumbents are expected to complete complex engineering assignments requiring the use of judgment and initiative in developing solutions to problems, interpreting general policies, and determining work assignments. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Positions in the class are flexibly staffed and are normally filled by advancement from the lower class of Assistant Engineer, or when filled from the outside, require prior advanced technical or professional engineering work experience. This position receives direction from higher level engineering staff. It may exercise technical supervision over lower-level staff within the work unit and exercises technical or functional supervision over technical engineering staff.

Depending upon assignment, duties may include, but are not limited to, the following: 

• Design and prepare plans and specifications and cost estimates for public works projects including pumping stations, streets, storm drains, sewer lines, and related projects. 
• Research project design requirements: perform complex calculations and prepare estimates of time and material costs. 
• Design and prepare plans and specifications for the installation of traffic signals, traffic control devices, and street lighting systems. 
• Review field projects being studied, designed, or constructed.
