What we are seeking 

The ideal candidate will possess: 

• Solid clinical treatment, assessment, diagnostic and evaluation skills. 
• Experience/interest in providing treatment to youth (individual therapy, family therapy, and case management). 
• Experience/interest in working with youth with emotional disturbances and with varying degrees of functional impairment and psychiatric presentations.
• Knowledge of Special Education and Individualized Education Plans
• Experience/interest in risk assessments, crisis assessments, and triage.
• Knowledge of principles, techniques and trends in counseling, psychotherapy, clinical case management, crisis management as well as evidence-based practices. 
• Demonstrated ability or interest in working with a broad range of clients from diverse cultures, and backgrounds, and an ability to provide culturally appropriate clinical services. 
• Experience/interest in working in rural communities and/or migrant and seasonal farm working population. 

• Experience/interest in working collaboratively with primary care, psychiatry, and school districts. 
• Experience/interest in generating community referrals and helping clients to connect with those community resources. 
• Comprehensive and timely documentation skills: assessments, progress notes, client care plans, discharge plans, etc. 
• The ability to make sound decisions based on the exercise of judgment and the consideration of all available information. 

Minimum qualifications include: 

Licensure/Certification:

• Psychiatric Social Worker I: Registration with the California Board of Behavioral Sciences as an Associate Clinical Social Worker.  If an individual is not registered with the California Board of Behavioral Sciences as an Associate Clinical Social Worker at the time of hire, they must have submitted the application, and must obtain and provide the registration number within 90 days of hire.  An individual hired in this classification must become licensed within six years from the date of employment as a Clinical Social Worker issued by the State of California within three years of appointment.
• Psychiatric Social Worker II:  Current California license as a Clinical Social Worker.

• Marriage and Family Therapist I:  Registration with the California Board of Behavioral Sciences as an Associate Marriage and Family Therapist. The San Francisco Municipal Transportation Agency (SFMTA) is a department of the City and County of San Francisco responsible for the management of all ground transportation in the City. The SFMTA has oversight over the Municipal Railway (Muni) public transit, as well as bicycling, paratransit, parking, traffic, walking, and taxis.

The Transit Division is currently in the process of developing and procuring a new train control system, as well as streamlining operations at the new Transportation Management Center (TMC). The Program Delivery and Support Unit within the Transit Division was created in 2018 to oversee capital program and project budgets, manage vehicle and onboard equipment projects, testing and acceptance of rolling stock and technology projects. These projects will deliver high-quality, cost-effective solutions which improve safety and the Agency’s ability to deliver quality transit service. Under the general direction of the Train Control Upgrade Project Manager, the Vehicle Train Control Engineer will lead the integration of the new train control system with the Siemens LRV4 vehicles. The Vehicle Train Control Engineer will be responsible for the successful design, fitment, and testing of all onboard equipment necessary to fully install the system on the LRV4 fleet and will represent the SFMTA in all project review and discussion related to onboard equipment installation.

The Train Control Upgrade Project will be delivered through a series of contracts with the technology vendor and other firms providing installation, construction support, technical expertise, and professional services. The Vehicle Train Control Engineer will coordinate the design activities related to onboard vehicle equipment between the supplier, the vehicle manufacturer, and the onboard equipment installer. The Vehicle Train Control Engineer will work closely with these three parties to ensure that the delivery and installation of onboard train control equipment is completed according to the project schedule. The position will participate in the development of an installation plan to facilitate this process and assist with the selection, training, monitoring, evaluating, and development of project staff, as it relates to the installation of the system on the LRV4 fleet.

In addition, the Vehicle Train Control Engineer will act as the SFMTA representative to review, accept, or when necessary, audit, project submittals and deliverables provided by the supplier and other project contractors as it relates to the installation of onboard equipment. As the SFMTA representative, the Vehicle Train Control Engineer will have a strong understanding of the project contract requirements and be able to identify key project staff and agency stakeholders for review when evaluating submittals and project deliverables.

Examples of Important and Essential Duties:

• Oversees the successful integration of the train control system with the Siemens LRV4 vehicles, including design, fitment, and testing.
• Leads a team of SFMTA vehicle engineers assigned to the project.
• Coordinates the design activities of the Train Control System Supplier with the car manufacturer (Siemens) and the vehicle onboard equipment installer.
• Represents SFMTA during technical discussions between the Train Control System Supplier, the vehicle manufacturer, and the onboard equipment installer.
• Responds to technical RFIs, resolves clarifications from vendors and addresses their requests by issuing addendums.
• Reviews all technical documents and correspondence from the Train Control System Supplier, the car manufacturer, and other project contractors.
• With the train control system supplier, develops and manages the migration and installation plan for equipping the entire LRV4 fleet with train control system equipment.
• Works with Rail Maintenance and SFMTA staff at the transit yards to coordinate and schedule work activities by the onboard equipment installer for fitting of equipment on the vehicles.
• Supervises the testing of train control system equipment on the vehicles and assists the project QA team in assessing the quality of installed components.
• Tracks completion of technical requirements and evaluates the system and individual subsystems and components for acceptance.
• Analyzes and solves electrical and vehicle sub-systems problems such as power, EMI connectivity, and fitment for onboard train control system components.
• Analyzes related project workloads and budgets.
• Communicates with Train Control System Supplier for technical support as needed to address system issues under warranty.
• Works with Supplier, SFMTA operations and maintenance staff to ensure both the designed and finished onboard train control system meets operations and maintenance needs and works within their stated constraints.
• Participates in the selection, training, monitoring, evaluating, and counseling of project staff.
• Reviews and manages workload assignment to consultants, junior staff and interns as required.
• Performs other duties as required.

Minimum Qualifications:

1. Five (5) years of verifiable professional electrical engineering experience, which includes two (2) years experience equivalent to City and County of San Francisco class 5207 Associate Engineer as a licensed Professional Engineer in the specialty you are applying for; AND
2. Possession of a current Certificate of Registration as a Professional Engineer in the State of California in Electrical Engineering.

Qualifications

Certification Requirement:
Possession of a Medical Assistant Certificate or a certificate of completion or degree from an accredited medical assisting program is required. A certificate of completion of an approved medical assisting program must be submitted at the time of application.

Bilingual Fluency:
Some positions may require bilingual skills. Fluency in both English and Spanish is required to be considered for a bilingual position.

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.  A typical way to qualify is:

One year of experience in an outpatient clinic or doctor's office as a nurse's assistant or medical assistant.

The Senior Instrument Control Technician installs, maintains, calibrates, tests and repairs a variety of data acquisition, radio communications, and instrumentation and control equipment for wastewater collection and treatment plant systems; principal oversight of Supervisory Control and Data Acquisition (SCADA) computer systems and Programmable Logic Controllers (PLC); assists in the oversight of the Computerized Maintenance Management Systems (CMMS); performs highly skilled electrical, electronic and mechanical work related to in-plant metering equipment and remote controlled devices; operates, monitors, and controls an advanced wastewater treatment (tertiary) system; and performs other related work as required.

Depending upon assignment, duties may include, but are not limited to the following:

• Assist in the installation, calibration, maintenance and troubleshooting of electronic and electromechanical equipment to ensure proper operation; assist in the troubleshooting and repairing of control system and electrical power failures in the WWTP, pump and lift station.
• Install, calibrate, maintain, troubleshoot and repair electronic and electromechanical equipment to ensure proper operation; maintain and troubleshoot computerized process control equipment such as PLCs, RTUs, and SCADA system devices; troubleshoot control system and electrical power system failures in plants, lifts and pump stations; and maintain awareness of new related technology.
• Develops and implements improvement projects for the instrumentation and controls systems and equipment by contractors or in-house staff. Clean, oil and paint equipment.
• Maintain documentation and records for the department’s SCADA system and instrumentation/control systems at the wastewater treatment plant (schematics, licenses, etc.).  Perform regular technical programming of the SCADA system to provide programming and troubleshooting assistance as needed during special testing and operations. Confer with operators, mechanics, project engineers and supervisors regarding SCADA issues.
• Respond to and resolve internal customer complaints and issues; provide documentation as required. Communicate in advance with affected staff on programming and related SCADA work.
• Provide oversight, technical support, inspection and coordination over control system modification made by contractors. Maintain documentation and plans of modifications.
• Prepare reports on technical issues as required.
• Develop, implement, and maintain procedures for documenting activities in instrumentation and control areas related to programming of RTUs and HMI software, field implementation of programming change, and process control improvements.
• Provides safety and skills training to apprentice instrumentation technicians, electrician and other plant staff.
• Write basic PLC programming for the implementation of system modifications and process enhancements. Interpret, prepare, and verify control schematics, diagrams and prints.  Provide technical assistance and guidance to staff. Program control systems, instruments and computer operated devices.
• Read, understand and perform minor modifications to existing PLC code. Download PLC programs to PLCs and RTUs.
• Perform as lead person on Instrumentation/Controls projects; effectively provide training and direction to the Instrument Control Technician, calibration Technician and other plant staff.
• Install, troubleshoot, modify, and implement computer hardware and software applications and components. Analyze and correct data communication and acquisition system problems.
• Design, install, test, repair, calibrate and maintain complex electrical, electronic and mechanical equipment such as meters, telemeters, integrators, tone control equipment, temperature control devices, fire alarm equipment, water quality analyzers, life safety equipment, and remote controlling devices, including relays, rectifiers, and manometers.

The Senior Instrument Control Technician receives supervision from the Wastewater Treatment Plant Maintenance Superintendent.  This position performs lead duties over the Instrumentation Control Technician and Calibration Technician and may provide technical or functional supervision related to the impacted systems to Plant operations or maintenance personnel, contractors or other designed personnel as required.

Project Name: Train Control Upgrade Project

The Transit Division is currently in the process of developing and procuring a new train control system, as well as streamlining operations at the new Transportation Management Center (TMC). The Program Delivery and Support Unit within the Transit Division was created in 2018 to oversee capital program and project budgets, manage vehicle and onboard equipment projects, testing and acceptance of rolling stock and technology projects that will deliver high-quality, cost-effective solutions which improve safety and the Agency’s ability to deliver quality transit service. Within the Program Delivery and Support unit, the Transit Technology Group handles the delivery, acceptance, and management of technology systems which are critical to transit operations.

The Train Control Upgrade Project is an 8-year, multimillion dollar project with the goal of modernizing the existing Automatic Train Control System in Muni’s subway as well as expanding the supervision and limited control aspects of a Communication-Based Train Control System to the entire Muni light rail system.

Under the general direction of the Train Control Upgrade Project Manager, the Lead Project Engineer manages the Train Control Upgrade Project engineering team and acts as the SFMTA lead for the overall system design. The Lead Project Engineer assists the Project Manager with oversight duties related to project design and scheduling to facilitate the procurement, development, and maintenance of the future train control system. 1. Seven (7) years of verifiable professional electrical engineering work experience of which four (4) years of that experience must be as a licensed professional engineer. Two (2) of the seven (7) years must be equivalent to the City and County of San Francisco class 5241 Engineer; AND

• Inform juveniles, adults, or their families of available community resources.
• Propose alternative probation plans as needed.
• Obtain releases for medical, psychiatric, or other necessary information about probationers.
• Supervise the welfare and conduct of adults on probation and juveniles under the jurisdiction of the Juvenile Court, assisting them in complying with court orders.
• Identify treatment, educational, employment, or other programs required by probationers; make referrals and follow up to verify and evaluate services received.
• Take necessary legal actions to report non-compliance with court orders.
• Initiate court processes when probationers violate probation terms.
• Consult with professionals in law enforcement, medicine, religion, law, and mental health.
• Collaborate with state and local welfare, school, and law enforcement agencies.
• Stay informed of departmental policies and procedures.
• Maintain records and prepare reports.
• Participate in mandatory training programs.
• Perform related duties as assigned.

Qualifications

Experience:

Two years of experience performing duties comparable to those of an entry level Deputy Probation Officer I in San Mateo County.

Education:

Graduation from an accredited four-year college or university. A degree in sociology, psychology, corrections, criminal justice, counseling or a closely related social or behavioral science is preferred.

Licensure/Certification:

• Possession of a class C California driver license or equivalent.

Other Requirements:

• Must be at least 21 years of age on or before date of appointment.
• Must be legally authorized to work in the United States by federal law.
• Must not have been convicted of a felony.
• Must successfully pass a background investigation prior to employment.
