The Senior Manager of Human Resources leads the organization’s HR function, managing the daily activities of the Manager, HR and partnering with senior leadership to build a compliant, high-performing, and engaging workplace. Reporting to the Director of Operations, with close collaboration with the CEO, this role oversees talent strategy, employee relations, HR policies, compensation and benefits, performance management, and organizational development for our team of ~65-70 employees in a hybrid work environment. This role will supervise the HR team, build infrastructure for a scalable team, and be hands-on when needed.

ABOUT THE POSITION
The City is recruiting for a full-time Housing and Community Services Manager (HCSM) to advance and strengthen the City’s efforts in affordable housing production and preservation, homelessness response, tenant protections, and coordination of supportive services for vulnerable community members. Since the creation of the Housing and Community Services Division, it has become a key part of the City’s strategy to address city-wide housing challenges. This leadership position offers a unique opportunity to make a meaningful impact on housing accessibility, homelessness response, and community well-being in Gilroy. 

Under the general direction of the Community Development Director, the HCSM will plan, direct, and oversee the operations and programs of the Housing and Community Services Division and provide leadership and oversight of the development and administration of housing programs and grant-funded initiatives that support long-term housing affordability and stability for residents, including unhoused and at-risk populations. Working collaboratively with public agencies, nonprofit organizations, regional partners, and community stakeholders, the HCSM will help implement innovative housing solutions and advance strategic initiatives aligned with City goals and community priorities.

This position is an exempt, mid-management level position that must exercise competent discretion and judgement in the performance of duties and interactions with others. This position will be included with the Gilroy Management Association employee group.

Additional steps (Step F, Step G, and Step H) included in the salary range listed above are available to employees in this job classification after completion of five years of service (Step F), ten years of service (Step G), and 15 years of service (Step H), and one year at the prior step, and good performance evaluation. Initial salary placement is typically at the entry point of the range unless the candidate has prior Code Enforcement Officer experience which may warrant initial placement at a higher step.

This is a full-time, on-site position, designed for direct collaboration with the team and active participation in daily operations.

This position works varied hours/shifts/days of the week to meet the code enforcement needs of the agency. The regular work schedule may include varied days of the week, including weekends, and work hours (days/swings to 2 a.m.) and overtime availability is required often in the evenings (to include late night hours such as 2 a.m.) or on the weekends for targeted enforcement.

ABOUT THE POSITION
The City of Gilroy is recruiting to fill the position of Code Enforcement Officer in the Community Development Department. 

In this exciting opportunity, the Code Enforcement Officer will work under the supervision of the Deputy Director of Community Development and will serve as a frontline ambassador for city standards, working directly with residents, businesses, and property owners to ensure compliance with local codes and ordinances. This position offers a meaningful opportunity to help uphold community standards and ensure compliant neighborhoods. The Code Enforcement Officer will respond to resident concerns and proactively identify violations such as property maintenance issues, and zoning infractions. You will educate the public on code requirements through clear and respectful communication and work collaboratively with other city departments and external agencies to resolve issues. Tasks involve inspections and enforcement of applicable ordinances pertaining to residential and commercial properties, housing, building construction, and other related regulations. Additionally, the Code Enforcement Officer will issue notices, citations, and follow up on compliance efforts in a fair and consistent manner. It is also imperative that the Code Enforcement Officer maintain accurate case files and documentation for possible legal proceedings.

FIRST YEAR PROJECTS/ASSIGNMENTS:

• Learn and understand the City of Gilroy code enforcement processes and help solve problems to foster community pride. 
• Engage in real-world code enforcement assignments by working on active cases and assisting in clearing the backlog to ensure safe and well-maintained neighborhoods.
• Participate in special enforcement details as assigned which may include varied work hours and weekends.
• Participate in specialized training and obtain certifications to enhance your expertise and knowledge of code enforcement. 

CANDIDATE PERSPECTIVE/ LEARNING OPPORTUNITIES 
As a Code Enforcement Officer, you will have the opportunity to be part of and work with a dedicated team in maintaining and improving the quality of life of the diverse community with the City of Gilroy. Your responsibilities will include investigating complaints, documenting violations, and ensuring strict compliance with codes and regulations. You will interpret and explain City codes and ordinances, issue notices of violations, issue administrative citations, prepare written reports, administrative abatement orders, and record abatement notices. You will actively contribute to the team by assisting customers, taking the lead with some cases that may require the cooperation of other departments, attend community meetings, and work evenings and weekends.

$8,429.47 – $11,577.50 Monthly, Plus Excellent Benefits

However, initial salary placement will typically be at the lower end of the range and will not exceed 97% of the range maximum. Placement within the range will be based on the candidate’s relevant experience and qualifications. Progression through the range may occur over time, subject to continued service, good performance evaluations, and the City’s administrative policies.

This is a grant funded position that is funded through February 4, 2029.

ABOUT THE POSITION
Join the City of Gilroy and help shape the future of community preparedness, recovery, and resilience. The City is recruiting for a full-time dynamic and forward-thinking Community Resilience Coordinator (CRC) to join the Administration Department in a role that makes a real impact.

In this exciting opportunity, the CRC will lead innovative efforts to strengthen how the City prepares for, responds to, and recovers from natural disasters and emergency situations. Under direct supervision of the Assistant City Administrator, the Community Resilience Coordinator will develop, implement and lead comprehensive local resilience vision, strategy and planning related to the community’s emergency preparedness and responsive programs. Emphasis will be placed on services and programs for populations that are more at-risk during disasters due to lack of resources and education. Additional responsibilities include developing solutions to reduce disaster risks, securing and managing mitigation grant funding, delivering community resilience education and training, and effectively engaging, partnering, and collaborating with a variety of officials, local, state, and federal agencies, businesses, community services, both public and private, concerning the related work and goals of the City. Moreover, the CRC will undertake related special projects with citywide significance, and perform other related duties as required. This position is considered essential personnel during City emergencies and is expected to be available to staff and support the Emergency Operations Center.
