ABOUT THE AIR DISTRICT

The Bay Area Air District (Air District) created in 1955, is the state’s first regional agency to regulate air pollution. The Air District was created during this time, as the air in the Bay Area was often unhealthy to breathe due to burning, vehicle exhaust, and factories polluting the air.

The Air District is tasked with regulating stationary sources of air pollution in the nine counties that surround the San Francisco Bay: Alameda, Contra Costa, Marin, Napa, San Francisco, San Mateo, Santa Clara, southwestern Solano, and southern Sonoma counties. It is governed by a 24-member Board of Directors composed of locally elected officials from each of the nine Bay Area counties, with the number of board members from each county being proportionate to its population.

The Board of Directors oversees policies, adopts regulations, and promotes and incentivizes clean air actions to reduce air pollution in communities within the Air District jurisdiction. The Board also appoints the Air District’s Executive Officer/Air Pollution Control Officer (EO/APCO), who implements these policies, gives direction to staff, and provides air quality thought leadership on a state, national and global scale. The Air District consists of 538 dedicated staff members, including engineers, inspectors, planners, scientists, and other professionals.

The Air District has a mission to improve air quality to protect public health, reduce historical and current environmental inequities, and mitigate climate change and its impact. This mission cannot be realized without a clear focus on our most impacted communities and addressing the environmental injustices that they experience.  Six core values that drive the Air District are: transparency, partnership, environmental justice, equity, trust, and integrity. The Air District also aims to achieve its mission through many strategic goals including: reducing and eliminating health problems caused by air pollution, achieving and maintaining air quality standards for all criteria pollutants, creating high-quality regulatory programs, establishing the Bay Area as a leading area for emissions reductions, and applying environmental best practices in all operations.

The Air District has made vast improvements in the quality of air we breathe by controlling air pollution from stationary emission sources such as factories, refineries, and power plants, and from small facilities like gas stations and dry cleaners. However, new approaches are needed to reduce the disproportionate and cumulative environmental impacts that remain in overburdened communities.  The Air District oversees one of the most robust air monitoring networks in the nation with more than 30 air monitoring stations that measure air quality throughout the Bay Area and inform daily air quality forecasts. The Air District also ensures that businesses comply with some of the nation’s most stringent air pollution laws and regulations, provides incentives and grants to encourage clean air alternatives and actions, and prioritizes our work in communities on the frontlines of pollution exposure. On days where ozone or fine particulate pollution levels are high, the Air District issues “Spare the Air” alerts to warn the public of the potential health hazards. While the Air District has improved air quality over the past seven decades, there are still challenges today due to the growing population, traffic, catastrophic wildfires driven by climate change, and the legacy of concentrated burdens in underserved communities.

ABOUT THE POSITION

The Air District is currently accepting applications for the position of Deputy Executive Officer of Information Management. There is one (1) vacant full-time position. This at-will position is appointed by the Executive Officer/Air Pollution Control Officer and serves a term of three (3) years which may be extended.  

Under direction of the Executive Officer/Air Pollution Control Officer, the Deputy Executive Officer of Information Management provides high-level technical, policy, and strategic direction in the management of the Air District's programs and activities.  The position oversees the modernization of the Air District’s technology infrastructure, improvement of core business processes, and coordination of strategic cross-functional projects. It oversees the following functions:
 

Enterprise Technology Solutions
Enterprise Technology Solutions identifies, develops, and implements both custom and off-the-shelf technologies that enhance the Air District’s core operations. Key examples include systems, which enable permitting, inspection, and enforcement processes for regulated facilities, grants management tools, the Air District’s financial system, and the technology powering the public-facing website. Enterprise Technology Solutions works closely with other service areas to streamline business processes, promote innovation, and ensure that technology solutions effectively meet staff and community needs.

Information Services
Information Services is responsible for designing, implementing, and maintaining the Air District’s information technology infrastructure. This includes managing servers and networks, telecommunications, cybersecurity, business continuity, and disaster recovery systems. Information Services also provides user support to Air District staff and technical assistance to external stakeholders, ensuring seamless and secure access to online services. By focusing on resilience and continuous improvement, Information Services safeguards the Air District’s data and systems against evolving threats and disruptions and fosters effective implementation of initiatives to improve air quality, protect public health, and address environmental challenges in the Bay Area.

Strategic Innovation
The position will oversee additional projects that aim to modernize Air District operations and bring innovative solutions to advance the Air District’s mission. As an example, the 2024-2029 Strategic Plan guides the Air District’s work to address air quality issues more effectively, with a focus on communities most overburdened by air pollution. It also guides how to transform our organization to align more closely with our core values of environmental justice, equity, integrity, partnership, transparency, and trust. The Air District is beginning to implement the goals and priorities across the Air District and will be reporting the results. This position will facilitate Strategic Plan implementation through a systems approach to tracking, reporting, and transparency measures. To accommodate future growth, SVP is implementing a $400 million system expansion and infrastructure replacement plan.

 

The Position:

This is a temporary, as-needed position assigned to the City of Santa Clara’s Electric Utility Department, Silicon Valley Power (SVP). The position is part of the Systems Support Group (SSG), which functions as the technology backbone of SVP and is responsible for critical technology modernization, cybersecurity, and operational support in response to rapid utility growth and evolving regulatory requirements.

We are seeking a highly skilled and experienced Network Engineer to design, implement, and support both enterprise and utility-specific network infrastructure, with a strong emphasis on Cisco technologies. The incumbent plays a critical role in ensuring the availability, performance, and security of the organization’s overall network environment, including the SVP’s utility communication and control systems.
 
In this role, the Network Administrator is responsible for administering and monitoring network services, managing a variety of advanced network and security products—including, but not limited to, Cisco firewalls and intrusion prevention systems- and maintaining compliance with Federal Energy Regulatory Commission (FERC) requirements as well as applicable state and local mandates. This position involves supporting and maintaining complex multi-protocol infrastructure components, including enterprise-grade Cisco firewalls, routers, switches, and wireless controllers. Additionally, it consists of managing secure VPN access, routing protocols, and future zero-trust network access initiatives.

 

As an as-needed employee, this is an "at-will" position, and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

Typical Duties:

Network: Design, configure, deploy, and maintain secure enterprise-grade network infrastructure, including routers, switches, wireless controllers, and access points within a large and complex high-availability multi-protocol environment.

 

Network Performance: Proactively monitor network utilization and capacity, and troubleshoot issues related to connectivity, degradation, or failure.

 

Network Security: Design, configure, deploy, and maintain, including but not limited to firewalls, VPNs, IPS systems, and zero-trust platforms, in a highly segmented environment.

 

VOIP: Support VoIP infrastructure to ensure QoS, call quality, and reliability.

 

Cybersecurity: Investigate and produce comprehensive reports on all cybersecurity incidents and threats.

 

Access Control: Maintain a zero-trust security model, implementing strict access controls, multi-factor authentication, and least-privilege principles.

 

Process and Documentation: Maintain accurate documentation of network configurations, diagrams, and change control records to ensure consistency and compliance.

 

Operational Support: Participate in the ticketing queue for service requests and after-hours maintenance windows as needed.

 

Communication: Communicate effectively on technical issues and solutions to both technical and non-technical stakeholders.

Minimum Qualifications:

Minimum Education Requirements: 

Associate degree from an accredited University.

 

Minimum Experience Requirements: 

Three (3) Years of Hands-On experience within an enterprise environment as a Network Administrator, Network Engineer, Sr. Network Engineer, or Network Architect.

 

Desirable Qualifications: 

• Bachelor’s degree in computer science, Information Technology, Engineering, or a related technical field from an accredited University.
• Five (5) Years of Hands-On experience within an enterprise environment as a Network Administrator, Network Engineer, Sr. Network Engineer, Network Architect, or equivalent, preferably within a NERC-CIP regulated public utility.
• Experience administering Cisco ASA & FTD Firewalls, Core Switches, and Edge Routers
• Experience administering HP Aruba Switches and Wireless Controllers
• Certifications: Active (non-expired) professional certifications such as Cisco (CCNA, CCNP, CCIE), Palo Alto (PCNSE), HP Aruba, Azure Cloud, and/or industry-recognized cybersecurity certifications (CISSP, CompTIA Security+, GIAC, etc.).  Proof of active certifications must be uploaded with your application submission.

Knowledge, Skills, and Abilities:  

• Expert knowledge of Cisco IOS, NX-OS, and Cisco firewall administration.
• Expert knowledge of STP, VTP, DTP, HSRP, and GLBP
• Proficient at Layer 3 routing protocols such as BGP, OSPF, and EIGRP.
• Knowledgeable of Industrial communication protocols (DNP3, Modbus, serial comms).
• Security technologies: Firewalls, VPNs, NAC, IPS/IDS, zero-trust frameworks.
• Wireless standards (802.11n/ac/ax/be) across 2.4, 5, and 6 GHz, and enterprise wireless controller management.
• IT/OT Segmentation and Best Practices for Critical Infrastructure Protection.
• Excellent communication skills and the ability to document complex network topologies.
• Excellent troubleshooting and problem-solving skills.
• Ability to clearly explain technical concepts to both technical and non-technical audiences.

 

Other Requirements:

DISTINGUISHING CHARACTERISTICS:
This is an exempt position that reports directly to the Information Systems Supervisor. The Help Desk Technician/Senior supports the Information Systems Supervisor in the delivery of services across the Agency to provide for and manage business technology and information system hardware and software, maintenance, end user support and training, and the planning and specification of business technology. This position is the Agency’s primary first-level IT support and assists end users and consultants with a variety of technological hardware and software needs, including assisting staff with selection, installation, integration, maintenance, and support of technology needs.

Work is performed within a broad framework of general policy and requires creativity and resourcefulness to accomplish goals and objectives and to apply concepts, plans, and strategies in ways which may deviate from traditional methods and practices. We are developing new tools, rethinking systems, and modernizing transportation. This is an opportunity to work with stakeholders and business units across the SFMTA and take a pivotal step in your career. In this role, you will be a crucial member of the network operations team and a critical member to promote SFMTA’s network operations.  This team is constantly looking for ways to improve operations efficiency, refining our processes, and investing in new technology. Your work will impact the lives of all San Francisco residents and many more visitors and commuters who use our transportation services and infrastructure.

 

Position Description:

Under general direction, the Network Operations Team Lead will lead the team in managing, designing, implementing, and maintaining all aspects of the Agency’s network operations and guide the team in developing a world class network.  We are looking for someone who has the proven ability to manage and inspire staff to innovate and consistently improve on the services we provide.  This position will have experience in design policies and architect a scalable network infrastructure that can keep pace with our anticipated growth.

 

Examples of Important and Essential Duties:

• Manages SFMTA network team staff, conducts performance planning and evaluations, manages resource allocation, and confirms task completion by the assigned staff.
• Engineers solutions for complex technology infrastructure challenges through establishing detailed hardware, software, and configuration standards.
• Directs and monitors technical support activities related to complex large networks.
• Plans, develops, and implements backup and disaster recovery procedures for large networks.
• Works closely with team to develop, define and manage network cybersecurity design using NIST and CISA cybersecurity practices.
• Reports to management on uptime, network health, security risks, network utilization and other KPIs as defined.
• Reports on KPIs that they have defined and manage, ensuring it represents the goals of the network team.
• Performs as project lead in major projects to monitor, coordinate and review project tasks and resources as well as provide technical assistance and guidance.
• Develops and maintains various technical documentation and provides training to technical staff.
• Engineers and designs solutions for complex problems through detailed analysis.
• Supports a full Azure (or similar cloud technology) implementation and presence.
• Analyzes and recommends cybersecurity controls and procedures in acquisition, development, and change management lifecycle of information systems, and provides oversight to ensure compliance.
• Participates in on-call rotation and maintenance of server support
• Develops and delivers best practices and procedures for network operations.
• Helps support Level 1, 2, 3 troubleshooting with 24x7 support.
• Assists in researching and recommending new technologies.
• Mentors and trains junior staff.
• Performs other related duties as assigned.

 

Nature of Work:

Incumbent must be willing to work a 40-hour week as determined by the department. The position may also require sufficient physical strength and coordination for lifting, pushing, pulling and/or carrying the weight of computer systems equipment. The position may also require the following: bending, stooping and/or crawling in order to install or repair computer systems hardware, hand/eye coordination and manual dexterity for taking apart casings, installing parts and reconnecting computer systems hardware.

 

Incumbent will comply with the telecommuting policy at the SFMTA with four (4) days on-site. However, there may be situations where the incumbent will be required to work at other sites throughout the City of San Francisco as necessary.

How to qualify

MINIMUM QUALIFICATIONS

 

1. Education: An associate degree from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units; AND
2. Five (5) years of experience managing and monitoring a network environment; AND
3. Five (5) years of experience with network security technologies, such as firewalls, VPNs, and intrusion detection systems; AND
4. Three (3) years of experience managing and/or supervising technical personnel.

Substitution:

Additional experience as described above in MQ #2 may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units/ forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units

 

Desirable Qualifications:

The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring.

• Experience defining Key Performance Indicators for reporting and measuring Network uptime and performance
• In depth knowledge of best practices around management, control, and monitoring of network infrastructure
• Experience with network troubleshooting and Diagnosis
• Experience with RF frequencies and Cellular technologies
• Experience planning and maintaining a MPLS based metropolitan area network (MAN).
• Experience with Next Generation Palo Alto firewalls.
• In-depth knowledge of IPv4, IPv6, BGP, OSPF, IS-IS and Spanning Tree Protocol.
• Previous experience managing OT (Operational Technology) networks and associated cybersecurity design. 
• Knowledge of network cybersecurity including IDS, DDoS, Firewalls, and other distributed attack schemes.
• Expert level knowledge of RF wireless technologies and experience troubleshooting RF interference.
• Strong knowledge of VoIP and Video protocols; SIP, SS7, RTP, TLS, SCCP, H.323, H.264 and MGCP.
• Ability to design, implement, administer and optimize enterprise network management systems and Simple Network Management Protocol (SNMP) bases monitoring utilities such as, WhatsUp Gold, Nagios, SolarWinds or equivalent.
• Proven ability to automate tasks and maintenance with a combination of custom scripts and other tools.
• Experience managing and mentoring staff. Ideally candidate managing a team of 3 or more network engineers.
• Ability to initiate, drive, and/or support innovation and change.
• Must be self-motivated with time management skills.
• Ability to effectively communicate updates, issues, and resolutions to all levels of the organization.
• Excellent written and verbal communication skills with an emphasis on documentation.

This position involves supporting and maintaining complex infrastructure components such as enterprise-grade Cisco firewalls, routers, switches, wireless controllers, such as HP Aruba switches, and RSA Authentication Manager, while also managing secure VPN access and routing protocols and future state zero trust network access initiatives.

The incumbent will oversee DNS infrastructure, support VoIP systems to ensure call quality and reliability, and proactively monitor network performance to detect and resolve issues related to

connectivity, latency, or system failures. The role also requires accurate documentation of network configurations and changes, collaboration with internal teams on infrastructure projects and upgrades, and participation in organizational capacity planning.

In addition, this position supports business continuity by ensuring high availability and disaster recovery capabilities across all network components, investigates and reports on security incidents in accordance with departmental policy or direction from senior management, and provides technical leadership and mentorship to others.

• Five (5) years of network operations and administration experience in Utility Operations and/or Electric Scheduling or the equivalent, including experience in utility cyber security and facility security.

Working Conditions/Schedule: This position is based primarily in-office at our Administrative Office in Los Altos, CA, as part of the IST department. While the majority of work will be performed in an office setting, there may be occasional instances of field data collection. These field activities are infrequent but may involve travel in a district vehicle and, at times, working independently in varied outdoor conditions, including remote and rugged terrain with numerous biotic and abiotic hazards during inclement weather. Position Duties  

The Department of Public Works is recruiting to fill an Information Systems Analyst (ISA) position within the Enterprise GIS (Geographic Information Systems) team.  

Salary range(s) for this classification is $137,089.68- $167,032.32 annually. This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.  

The Enterprise GIS team operates out of the Department of Public Works but works across the city to coordinate GIS efforts, lead multi-departmental GIS projects, geospatially-enable City business systems, and administer Enterprise GIS infrastructure for citywide use. The city has standardized on a modern technology stack consisting of Windows Server, Esri ArcGIS platform, VertiGIS Studio, Safe Software FME, and SQL Server enterprise geodatabases. The city has an enterprise license agreement with Esri, and the Enterprise GIS team maintains a large Enterprise GIS server environment with public and internal-facing ArcGIS Server instances, complementary ArcGIS Portal and ArcGIS Online organizations, an SDE environment featuring a data catalog with over 1,000 feature classes, and integrations with dozens of business systems.   

The ISA is a professional-level position in the IT professional management series and responsible for GIS system administration, database design, business system integration, application development, and implementation of large-scale enterprise projects. The position requires a GIS professional with broad technical experience as well as the ability to take initiative and direct others. The ideal candidate must be a strong individual contributor that is able to take full ownership of projects, designing solutions in alignment with City Enterprise GIS standards and industry best practices and working at a hands-on level to build, implement, and support such solutions. The position also demands proven ability to troubleshoot and resolve complex technical issues with limited resources. Advanced knowledge of the ArcGIS platform and experience with GIS server administration is required. Experience with VertiGIS Studio and GIS web application development in an Esri environment is highly desirable.   

The GIS ISA reports to the Enterprise GIS Manager. This position is responsible for programming that supports the development and maintenance of major applications used citywide.  

Key responsibilities and duties may include, but are not limited to the following:   

• Administer Enterprise GIS server environment (ArcGIS Enterprise, VertiGIS Studio, FME Server), including planning for and conducting system upgrades; applying and confirming patches; capacity planning and load testing; publishing and tuning services; managing backups; troubleshooting and resolving system issues; managing security policies, user accounts, roles, and permissions; and maintaining system documentation. 

• Meet with business owners and end users to gather and document requirements for GIS solutions. Design, build, and deploy mapping applications on the ArcGIS platform. Provide documentation, training, and support to end users.  

• Develop and maintain web mapping applications using VertiGIS Studio Web 5.x, including web map authoring, site configuration, and development of print templates, reports, and workflows.  

• Develop and maintain complex geoprocessing routines and ETL workbenches using FME and/or Python.  

• Conduct data modeling and design activities for new datasets by analyzing inputs and developing appropriate schemas in alignment with City standards. 

• Build and support GIS integrations with City business systems.  

• Lead large-scale, cross-department Enterprise GIS projects. Work collaboratively with departments to reduce program redundancies and support effective use of enterprise resources. Train end users on enterprise standards and best practices; provide development oversight and guidance. 

 

In addition, this position is part of a team responsible for providing GIS support in the Emergency Operations Center (EOC) when activated.

The City of San José Information Technology Department seeks an experienced City Information Security Officer (CISO) to lead cybersecurity Citywide initiatives.
 
The CISO will direct the Cybersecurity Office as the City’s principal executive leader for information and systems security. In partnership with the Chief Information Officer (CIO), they will manage risk identification, protection and compliance, threat detection, incident response (IR), and recovery services for all City departments to ensure business resilience.
 
The City’s CISO must be able to apply expertise in security strategy, cybersecurity frameworks, managing staff and vendor services, leading incident management, and optimizing resources to achieve desired security outcomes.

The County of San Mateo's Information Services Department seeks an IS Systems Specialist III to serve in the Security Division. Under general supervision, the individual in this position performs the most complex and varied technical tasks related to the configuration, troubleshooting, maintenance, and monitoring of the County's security infrastructure. Furthermore, this position will be tasked with performing analysis and data production and reporting in support of any identified indicators of compromise, audit and policy compliance across the enterprise.

 

Qualifications

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to graduation from an accredited four-year college or university with major coursework in management information systems, computer science, or a related field and four (4) years of increasingly responsible experience in supporting and implementing information technology infrastructure and/or server administration and specific to the specialty area assigned which includes data center management, IT facilities management, storage and backup, server management and server operating systems, and/or configuration management and event management. Additional related experience may substitute for education requirement on a year-for-year basis, up to four (4) years.

Licenses and Certifications:

• Some positions may require possession of, or ability to obtain, a valid California Driver's License.
• Some positions may require possession of, or ability to obtain, industry-recognized information technology certifications.
