About The Position

Each day, Deputy Probation Officers (DPOs) have the opportunity to contribute to community safety by actively engaging with at-risk youth and adults. DPOs work in close cooperation with the County's criminal justice system and partner with Community Based Organizations to offer guidance and support to the population we serve.

Deputy Probation Officer II is the journey level class of this series. Under direction, incumbents independently perform a variety of complex assignments primarily in the areas of intake, investigation, or supervision. This class is distinguished from Deputy Probation Officer III in that the latter has acquired greater work experience and technical competence and handles the exceptionally difficult cases requiring a high level of intensive probation casework. The III level may also mentor or train other staff in areas in which they possess expertise, provide lead direction or substitute for the supervisor on a short-term basis.

Successful candidates must have two years of full-time (2080 hours) experience working in a California County Probation Department as a Deputy Probation Officer AND have successfully completed a California POST OR STC-certified P.C. 832 Arrest and Control course AND a STC-certified Probation Officer Core course to qualify.

IMPORTANT: Individuals who are not currently employed full-time as a Deputy Probation Officer but have a minimum of two years of full-time experience in a California County Probation Department should not have a separation date greater than six months from the date of application.

To qualify for this position, you must possess all of the following:

• Two years of full-time (2080 hours) experience working in a California County Probation Department as a Deputy Probation Officer.
• Graduation from an accredited four-year college or university. A degree in sociology, psychology, corrections, criminal justice, counseling or a closely related social or behavioral science is preferred.
• *Completion of a certified California POST or STC approved P.C. 832 Arrest and Control course.
• *Completion of a certified Probation Officer Core training course as prescribed by the California Board of State and Community Corrections (BSCC).

*Course certificates or proof of completed course are outlined above MUST be attached to the application when submitted or else the application will not be considered.

As a Deputy Probation Officer, you will be responsible for, but not limited to, the following duties:

• Interview adults or juveniles, their families, and other relevant individuals to assess the nature of their marital, domestic, employment, financial, environmental, or other challenges.
• Formulate probation plans and present recommendations to supervisors and the court.
• Set up and recommend payment schedules for restitution and fines; evaluate restitution claims submitted by victims and assess the probationer's ability to pay.
• Explain procedures, rights, and responsibilities to probationers.
• Inform juveniles, adults, or their families of available community resources.
• Propose alternative probation plans as needed.
• Obtain releases for medical, psychiatric, or other necessary information about probationers.
• Supervise the welfare and conduct of adults on probation and juveniles under the jurisdiction of the Juvenile Court, assisting them in complying with court orders.
• Identify treatment, educational, employment, or other programs required by probationers; make referrals and follow up to verify and evaluate services received.
• Take necessary legal actions to report non-compliance with court orders.
• Initiate court processes when probationers violate probation terms.
• Consult with professionals in law enforcement, medicine, religion, law, and mental health.
• Collaborate with state and local welfare, school, and law enforcement agencies.
• Stay informed of departmental policies and procedures.
• Maintain records and prepare reports.
• Participate in mandatory training programs.
• Perform related duties as assigned.

Qualifications

Experience:

Two years of experience performing duties comparable to those of an entry level Deputy Probation Officer I in San Mateo County.

Education:

Graduation from an accredited four-year college or university. A degree in sociology, psychology, corrections, criminal justice, counseling or a closely related social or behavioral science is preferred.

Licensure/Certification:

• Possession of a class C California driver license or equivalent.

Other Requirements:

• Must be at least 21 years of age on or before date of appointment.
• Must be legally authorized to work in the United States by federal law.
• Must not have been convicted of a felony.
• Must successfully pass a background investigation prior to employment.

San Mateo County Health's Behavioral Health and Recovery Services Division is seeking a well-qualified individual for the position of Supervising Mental Health Clinician - Adult and Youth Services. Supervising Mental Health Clinicians supervise and coordinate the professional work of mental health professionals, paraprofessionals and interns in San Mateo County and participate in program planning, administration and evaluation; and provide specialized psychiatric casework counseling and therapeutic services to adults and youth in the field.
 
The current vacancy is in Behavioral Health and Recovery Services (BHRS) Crisis and Outreach Team including the Psychiatric Emergency Response Team, the Crisis Response Team (CRT), Healthcare for the Homeless (HCH), Homeless Engagement Assessment Linkage (HEAL) team, and the law enforcement, mental health partnership within multiple cities in the County.

Supervising Mental Health Clinicians are members of the Behavioral Health and Recovery Services Leadership Team and work with collaborative partners on system wide initiatives focused on improving services and service delivery. This position reports directly to a Clinical Services Manager.
 
The Supervising Clinician oversees daily operations and directs a multidisciplinary team providing recovery-based behavioral health services, outreach and linkage for BHRS' crisis and outreach teams. Services provided include: supervising mobile clinicians who are working in tandem with city law enforcement at behavioral health crises and/or with homeless outreach programs throughout the County, supervise the program specialist for the Crisis and Outreach Team, and conduct trainings and presentations to law enforcement and the community.
 
The teams include psychiatrists, social workers, marriage and family therapists, law enforcement officers and community workers who are consumers or family members. The clinical teams may also work with clinical interns.  
 
The ideal candidate will possess:

• Knowledge of system of care principles.
• Knowledge of program management techniques and practices.
• Knowledge of crisis de-escalation, crisis evaluation, 5150-hold application, and community crisis response.
• Knowledge of crisis continuum of care.
• Strong supervisory/leadership skills, which demonstrate an ability to direct and motivate a multi-disciplinary team some of whom will be mobile and in disparate parts of the County.
• The ability to establish and maintain productive working relationships with consumers, families, professionals, law enforcement, Psychiatric Emergency Services, SMART Medics and the public; including close collaboration with and engagement of community partners to plan for, implement and coordinate needed services.
• Ability to make sound decisions based on the exercise of judgment and the consideration of all available information often with very little time during active crises.
• Demonstrated expertise and skill in clinical work with adults and youth with serious mental illnesses who may also have had contact with law enforcement and psychiatric emergency services.
• Knowledge of evidence based clinical practice modalities, e.g. motivational interviewing, solution focused brief treatment, cognitive behavioral therapy, wellness and recovery principles, and trauma informed care, for examples.
• Knowledge of Medi-Cal and Medicare regulations and managed mental health care.
• Strong knowledge of Avatar, Soarian and other tools used by BHRS for information and charting.
• Strong clinical assessment, diagnostic and evaluation skills.
• Experience working with clients of diverse cultures and backgrounds.
• Inpatient and outpatient clinical experience.
• Experience working with clients on the streets and in shelters.
• Collaborative experience or knowledge of the Criminal Justice system.

 

Examples Of Duties

Duties may include, but are not limited to, the following: 

• Consult with clinicians in the field to determine a course of action during active crises that may involve law enforcement.
• Tracking of data for established and pilot programs and report these statistics out to leadership.
• Facilitate regular meetings with clinicians and all other systems partners that Crisis and Outreach Team collaborates with.
• Ongoing clinical training for field clinicians and law enforcement including the Quarterly Crisis Intervention trainings.
• Respond to active crisis scenes when required.
• Respond to and support requests involving the deployment of BHRS Crisis Response Team.
• Day to day oversight of the programs under the Crisis and Outreach umbrella.
• All other duties or projects as assigned.

Qualifications

Licensure/Certification:  
Possession of a valid California license in at least one of the following:  Registered Nurse; Clinical Psychology; Clinical Social Worker; or Marriage, Family and Child Counseling.

Education and Experience: 
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is a Master's degree in a mental health specialty, such as social work, nursing, or clinical counseling and two years of professional post-graduate experience in a mental health setting.

Knowledge of: 
Basic program management techniques and practices; principles and practices of supervision and training; human and health services system in the County including private agencies and their community resources; current philosophy, principles and practices for services to clients with serious mental illness; legal and policy aspects of community mental health methods; techniques of family, individual and group counseling and diagnosis; individual, group and family psychodynamics; current principles and practices of psychiatric casework; mental health consultation and education; and problems, needs, attitudes and behavior patterns of patients/clients.

Skill/Ability to: 
Supervise, train and evaluate multi-disciplinary staff; work collaboratively with other senior professionals in planning and developing programs in San Mateo County; prepare and deliver written and oral reports; plan, implement and evaluate all operations of assigned area; oversee/provide treatment to adults; establish and maintain positive working relationships with consumers, family advocates and stakeholders.

About The Position

We are seeking highly motivated, highly skilled, innovative and enthusiastic individuals to join the Recreation and Human Services Division with the City of Half Moon Bay.  As a critical member of this team you’ll be responsible for assisting in organizing and conducting a variety of recreation programs and activities.

What You Will Do

• Open, secure and close City facilities.
• Arrange chairs, tables and other equipment for events held at City facilities.
• Arrange audio system and room set-up for City Council, Planning Commission and Recreation Committee meetings.
• Monitor activities during the facility rentals and other facility usage including monitoring the time of access and departure of the group, monitoring set up and clean up quality provided by the group to ensure that department standards are met. Inspect facilities after usage ends. 
• Accept and file facility rental paperwork and drop in fees. 
• Provide customer service in person or by phone by orienting users, answering questions and resolving problems.
• Enforce department rules including facility rental policies.
• Communicate with the community in both English and Spanish (preferred).
• Work evenings and weekends as needed. 
• Perform related duties as assigned.

What You Bring

Sufficient education and experience to satisfactorily perform the duties of this classification. Knowing that any combination of experience and training that would likely provide the required knowledge and abilities would be qualifying. Such as:

Building Attendant I: Possession of a High School Diploma, or equivalent, and no experience working in a recreation setting.  Experience working in a recreation setting can substitute for the diploma or equivalent.

Building Attendant II: Possession of a High School Diploma, or equivalent; and two (2) year’s paid or unpaid work experience, or two (2) years of experience equivalent to the level of Building Attendant I.

Building Attendant III:  Possession of a High School Diploma, or equivalent; and four (4) year’s paid or unpaid work experience, or four (4) years of recreation leadership experience equivalent to the level of Building Attendant I.

Knowledge of:

• Basic mathematical functions.
• Equipment, facilities, operations and techniques used in a comprehensive community recreation program.
• Modern computer equipment and Microsoft Office suite programs and browsers.

Skill to:

• Set up audio and video systems and other devices as needed.
• Maintain an even disposition under pressure and trying circumstances.
• Read general diagrams for event set ups.
• Communicate clearly and understandably, both verbally and in writing.

This position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities.  The position also requires grasping, repetitive hand movement and fine coordination in preparing statistical reports and data using a computer keyboard.  Additionally, the position requires near vision in reading correspondence, statistical data and using a computer, and acute hearing is required when providing phone service and communicating in person.

Additionally, applicants must meet the following education and experience requirements to qualify:

Education : Graduation from an accredited four-year college or university. A degree in sociology, psychology, corrections, criminal justice, counseling or a closely related social or behavioral science is preferred.

Experience:

Deputy Probation Officer I ($43.07/hr-$53.84/hr) - One year of experience in a human services capacity involving communicating and interacting with a diverse population either on an individual or group basis for the purpose of interviewing, counseling or rehabilitating, such as in the role of an institutional counselor, peace officer, or mental health or social services professional.

Deputy Probation Officer II ($48.09/hr-$60.07/hr) - Two years of experience performing duties comparable to those of an entry level Deputy Probation Officer I in San Mateo County.

There are currently various vacancies in the Probation department. Depending on qualifications, the vacancy may be filled at the Deputy Probation Officer I or Deputy Probation Officer II level.

Selected candidates must be available to work flexible shifts, including graveyards, day shift, swing shift, weekends and holidays at any of the Probation Department locations. Selected candidates must also successfully pass a background investigation, including fingerprints, medical examination, psychological evaluation, a truth verification test and be free from any physical, emotional or mental condition which might adversely affect the exercise of the powers of a Peace Officer. Felony and misdemeanors convictions may be disqualifying depending on type, number, severity, and recency. Deputy Probation Officers I must complete 200 hours of core probation officer training coursework within one year of appointment.

Important Information About The Examination Process

Qualified applicants will be invited to participate in the Board of State and Community Corrections (BSCC) Selection Examination for the Deputy Probation Officer I/II position. If you have taken the BSCC exam within the last six months at another agency and you would like to utilize that T-score, please attach your exam results to the application. If your exam date is over six months from time of application, you must retake the BSCC to be considered for the Deputy Probation Officer I/II position.

Examples Of Duties

Duties may include, but are not limited to, the following:

• Interview adults or juveniles, their families, and interested individuals to determine the nature of their marital, domestic, employment, financial, environmental or other difficulties.
• Formulate plans of probation and present recommendations to supervisors and the court.
• Recommend and set up payment schedules for restitution and fines; evaluate and make recommendations on restitution claims submitted by victims and on probationer's ability to pay.
• Explain procedures, rights and responsibilities to probationers.
• Inform juveniles, adults or their families of available community resources.
• Propose alternative probation plans as needed.
• Obtain releases for medical, psychiatric or other necessary information on probationers.
• Supervise the welfare and conduct of adults on probation and of juveniles who are under the jurisdiction of the Juvenile Court and assist them to comply with court orders.
• Identify treatment, educational, employment or other programs needed by the probationer; make referrals and follow up to verify and evaluate services received.
• Take necessary legal steps to report non-compliance of probationer with court orders.
• Initiate court process when probationer violates probation terms.
• Consult with professionals in the fields of law enforcement, medicine, religion, law and mental health.
• Cooperate with representatives from state and local welfare, school, and law enforcement agencies.
• Keep informed of departmental policies and procedures.
• Maintain records and prepare reports.
• Participate in mandatory training programs.
• Perform related duties as assigned.

Qualifications
