The WWTP serves a population of more than 140,000 with an annual operating budget in excess of $15 million and has a staff of 28 professional and technical personnel. The Position

• Install, maintain, repair and research a variety of supervisory controls and replacement electrical components that are part of advanced wastewater treatment processes such as aeration, filtration, disinfection and dichlorination, sludge dewatering, odor control, and an environmental laboratory.
• Perform wiring required for the installation of electronic equipment; electrical conductors in conduits; splice high and low voltage cables utilizing hand taping and pre- molded splice kits.
• Design, install, maintain, repair, test and construct electrical assemblies.
• Troubleshoot plant electrical systems, controls and related process equipment. Provide technical support for other work groups within Public Works.
• Specify, install, program, and repair various types of variable frequency motor drive systems.
• Fabricate, maintain, install, service, and calculate power load distributions to various motors and related equipment.
• Install and repair programmable logic controllers and install related hardware and software for control systems in conjunction with controls technician.
• Maintain and repair automatic control valves and associated control functions.
• Implement preventive maintenance and repair on motors from fractional to over 400 horsepower. Record and calculate current requirements for new electrical installations.
• Troubleshoot, perform inspections, preventive maintenance and repairs on industrial switchgear and high voltage equipment such as transformers, breakers, circuits, switches, relays, regulators and distribution panels.
• Specify, install, and inspect various types of conduit; isolate breakers and switches for major repairs; coordinate repairs and scheduled outages with operations staff.
• Conduct surveys to gather field data.
• Use aerial lifts, scaffolding and ladders.
• Prepare requisitions and associated documents for purchase of repair parts and supplies.
• Maintain accurate records of work performed, materials used, and associated costs.
• Perform other duties as assigned.

The WWTP Electrical Technician receives general supervision from the WWTP Maintenance Superintendent or higher level personnel and exercises technical and functional supervision over assigned technical and maintenance personnel.

The Department

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The department is comprised of the Recreation, Community Services, Parks, Facilities and Common Greens divisions.

The Parks Division is in charge of planning and maintaining the city’s parks, playgrounds, sports fields, and other landscaping. There are approximately 25 parks and play lots, including Sign Hill Park, which has 60 acres of open space, and Centennial Way Linear Park, a 3-mile pedestrian and bicycle trail. Amenities include Centennial Dog Park, bocce ball courts, an above-ground skate park, a variety of ball fields, tennis and basketball courts, picnic shelters and group picnic areas.

IDEAL CANDIDATE SECTION:

The ideal Park Maintenance Worker will be able to prioritize work and coordinate multiple tasks while working cooperatively with a variety of people, consistently ensuring excellent customer service. Capable of organizing duties, meeting critical deadlines, and following up on assignments with minimal supervision to maintain parks and public facilities according to established standards. Additionally, the ideal candidate will have knowledge of basic techniques, tools, equipment, and materials used in park and landscape maintenance, as well as an understanding of occupational hazards and related safety practices.

Typical Duties and Responsibilities:

• Maintains all types of landscaped areas through mowing, watering, planting, trimming, weeding, and fertilizing.
• Applies insecticides, herbicides, and fertilizers.
• Operates trucks, tractors, mowers, chippers, and related grounds and tree maintenance equipment.
• Cleans and perform minor repairs to park and recreation equipment, buildings, and related facilities; maintains and prepares athletic fields.
• Assists in the maintenance of sprinkler systems; assists in the maintenance and minor repair of power-driven equipment.
• As assigned, works extended or irregular hours.
• Assists in the general cleaning and maintenance of the Corporation Yard.
• Performs other related duties as required.

QUALIFICATIONS: Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience: One year of experience in parks and landscape maintenance work is preferred. 

Training: Equivalent to graduation from high school.

Licenses/Certificates: All licenses and certificates must be maintained as a condition of employment.

• Possession of an appropriate valid California driver’s license and a satisfactory driving record.

The Public Works Department is comprised of the Engineering and Facilities Services Division (EFSD) and the Environmental Services Division (ESD). Each division is led by a Deputy Director reporting to the Director of Public Works. The Position

The Traffic and Lighting Technician performs skilled electrical and mechanical work in the maintenance and repair of traffic control signage, traffic signal equipment, and street lights; and guides the work of and trains other maintenance personnel, and performs related work as required.  Duties may include, but are not limited to, the following:

• Guide and participate in the work of other maintenance personnel.  Ability to set-up work zone safety and prepare traffic control work plans.
• Inspect, install, remove, and repair signal controls and auxiliary equipment such as light standards, control boxes, light fixtures, lamps, and circuitry; diagnose malfunctions; adjust and replace electronic and mechanical components.
• Inspect, install, remove and repair street lights and auxiliary equipment.
• Repair, replace or modify electric and electronic components, controllers, relays, switches, fuses, timers and other parts; design and construct special test equipment for shop testing of electronic components.
• Investigate complaints and reports of signal and traffic light malfunctions; adjust, repair or remove defective equipment; make field repairs of damaged equipment.
• Identify, locate and indicate with appropriate identification markers underground utilities (USA); respond to USA work orders within regulatory requirements; and document services accordingly.
• Be available for standby assignments in accordance with Department policies and procedures.
• Assist in the design of electrical circuits and systems for street lighting and traffic signals.
• Inspect the work of contractors during the course of construction and upon completion.
• Monitor traffic control computer and make adjustments as necessary.

The Traffic and Lighting Technician receives general direction from the Field Maintenance Manager and direct supervision from a Public Works Supervisor or higher level department staff and may exercise technical or functional direction over and provide work review to a Traffic Safety Worker or Maintenance Worker I/II.

PROJECT DESCRIPTION

The Woodland Joint Unified School District (WJUSD) Maintenance, Operations, and Facilities Department is seeking a motivated Civic Fellow to support the district’s sustainability and environmental stewardship efforts. This role offers a hands-on opportunity to gain experience in sustainability practices, facilities operations, and process improvement within a public education setting.

The Civic Fellow will assist in assessing current district practices related to recycling, waste reduction, and resource conservation. This may include reviewing recycling programs, observing waste management practices at school sites, and identifying opportunities to improve sustainability efforts. Working closely with Maintenance, Operations, and Facilities staff, the Fellow will help research best practices and develop practical recommendations to improve environmental outcomes and operational efficiency.

This fellowship provides practical exposure to sustainability planning, facilities management, and public sector operations, equipping participants with valuable skills in research, data analysis, environmental practices, and process improvement while contributing to the district’s commitment to responsible resource management.

SUPERVISION RECEIVED AND EXERCISED

Receives general directions from the designated WJUSD host-site employee.

IDEAL CANDIDATE

The ideal candidate is a motivated and detail-oriented individual with an interest in sustainability, environmental science, public administration, and/or facilities operations. The Civic Fellow should be comfortable conducting research, making observations, and working collaboratively with staff across multiple departments.

The successful candidate will demonstrate strong organizational and problem-solving skills, curiosity, and a willingness to learn about sustainability practices. Interest in environmental responsibility, waste reduction, or operational efficiency is desirable. Experience with research, data collection, or spreadsheets is helpful but not required.

This position is well suited for someone who enjoys identifying practical solutions, working on real-world challenges, and contributing to efforts that improve environmental responsibility within a large organization.

THE POSITION OBJECTIVES/GOALS

The goals of the position are to:

1. Assess current sustainability practices within Maintenance, Operations, and Facilities, including recycling programs, waste disposal practices, and resource conservation efforts.

2. Review existing procedures and practices related to recycling and waste reduction, identifying opportunities to improve efficiency and environmental impact.

3. Research best practices from other school districts or public agencies related to sustainability, recycling programs, and waste reduction strategies.

4. Support the development of recommendations to improve recycling participation, reduce waste, and promote sustainable practices across district sites.

5. Assist in developing simple guidance materials or communication tools to help staff and students better understand sustainability practices.

6. Develop a working understanding of school district facilities operations and the role of sustainability in supporting efficient and responsible operations.

7. Contribute to continuous improvement efforts by identifying practical opportunities to strengthen sustainability practices and reduce environmental impact.

A Mechanic performs diagnostic, maintenance and repair services on light and heavy city vehicles and equipment, such as automobiles, storm/sewer trucks, aerial bucket trucks, dump trucks shuttle buses, construction equipment, lawn mowers, small equipment and stationary generators; and performs other duties as assigned.

The Mechanic performs a range of skilled tasks requiring journey level or advanced journey-level class mechanical ability and aptitude. Work assignments are performed according to established rules and procedures. Independent judgment is required and is supported by supervisory review and direction.

Equipment Mechanic

This is the journey-level class in the Equipment Mechanic classification series responsible for performing the full range of mechanical, electrical, hydraulic, pneumatic, gasoline and diesel repair and maintenance required for City vehicles, and equipment. Responsibilities include inspecting and attending to assigned areas in a timely manner, and performing a wide variety of tasks in the maintenance and repair of assigned vehicles and equipment. Incumbents are expected to work independently and exercise judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from other maintenance class series in that it performs more highly skilled technical and mechanical maintenance activities. This class is distinguished from Senior Equipment Mechanic in that the latter leads, trains, and oversees assigned work and performs the more complex and difficult work in mechanical maintenance and repair of City vehicles and equipment.

Senior Equipment Mechanic

This is the advanced journey-level class in the equipment mechanic classification series performing the most complex duties required to ensure that City vehicles and equipment are maintained in a safe and effective working condition and provide the highest level of safety for City use, and providing lead direction and training to full-time and temporary staff. Incumbents regularly work on tasks that are varied and complex, requiring considerable discretion and independent judgment. Positions in this classification rely on experience and judgment to ensure the efficient and effective functioning of the assigned section. The work involves problem-solving of unique issues or increasingly complex problems without precedent and/or structure. Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines, and methods to deliver work products. Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements. This temporary, parttime position requires working up to 20 hours per week. Essential Responsibilities

• Working with computers on a daily basis for work scheduling, work order entry and work order reporting on the Districts electronic maintenance system in addition to notifications and communications.
• Conducts tests, analyses and measurements as directed to diagnose any unusual, erratic or malfunctioning occurrence in any shipboard or terminal system or component.
• Reports any unusual wear patterns, noise, pressure, temperature, or changes in voltage, current, cycles, resistance or any other indication of potential malfunction.
• References manufacturer schematics including blueprints, drawings and specifications to resolve maintenance issues.
• References parts catalogues and other sources to determine correct parts for specific applications.
• Performs inspections, preventive maintenance, repairs and overhauls as directed.
• Documents and records work performed and parts and materials used in the electronic maintenance system. 
• Reports all safety hazards and corrects unsafe situations immediately where possible.
• Immediately reports to supervisor any potential maintenance problem or condition which could cause a possible schedule delay.

To perform a variety of semi-skilled and skilled work involving the trimming, removal, installation and general maintenance of trees.  The purpose of this recruitment is to fill a current vacancy in the Community Services Department, as well as establish an eligibility list for future vacancies.

IDEAL CANDIDATE
The Ideal Candidate will possess an in-depth knowledge of practices and procedures identified by the International Society of Arboriculture (ISA) as they relate to a municipal setting. The Ideal Candidate will also possess good communication, customer service and writing skills, as well as demonstrate competence working with computers and related software, e.g., maintenance management and MS Outlook. Additionally, they will have a strong work ethic, ability to climb trees, work out of an aerial truck, be available to work overtime and perform standby duty as needed. The Ideal Candidate should have knowledge in operating chain and hand saws, operating a chipper, a background in landscaping with planting trees, and experience with setting-up and tearing-down of traffic control. The Ideal Candidate also has knowledge of safety & best management practices used in operating and maintaining tree pruning equipment and trucks.

Tree Trimmer I:
This is the entry level class in the Tree Trimmer series.  Positions in this class will usually perform most of the duties required of Tree Trimmers I and II; however, as compared to the Tree Trimmer II, is not expected to function at the same skill level and will usually exercise less independent discretion and judgment on matters related to work procedures and methods.

Tree Trimmer II:
This is the journey level class in the Tree Trimmer series.  This class differs from Tree Trimmer I in that incumbent performs more complex duties.  This incumbent Tree Trimmer II may also be expected to assist in the oversight and training of less experienced personnel.

ESSENTIAL JOB FUNCTIONS
Prune trees and shrubbery to provide clearance of streets, sidewalks, signs, and lights, and as necessary to ensure continued health of the plant.  Remove fallen trees, dead limbs, and other debris resulting from storm damage and general conditions.  Participate in the large-scale application of herbicides and pesticides.  Clean and maintain trimming equipment.  Work both independently and as a crew member in removing trees and stumps.  Plant, stake, spray and inject trees.  Operate a chipper, aerial truck, mist sprayer and miscellaneous equipment which could include routers, loaders, forklifts, and dump trucks.  Use a variety of hand tools including hand saws, pole saws, chain saws, and pole loppers.  Regular and consistent attendance.

OTHER JOB FUNCTIONS
May perform street drainage maintenance or other public works maintenance work when not assigned to tree trimming duties.  Respond to emergency situations after regular working hours.   Perform related duties as assigned.

QUALIFICATIONS
Tree Trimmer I
Education: High School diploma or equivalent.

Experience: Six (6) months of work experience involving tree maintenance or landscaping work including some tree trimming.

License and Certificate: Required upon hire, possession of a valid California driver's license.  Must obtain a valid Class B California driver’s license, Work Zone Safety I certificate from the International Municipal Signal Association (or Department approved equivalent), First Aid and CPR certification prior to permanent appointment.

Tree Trimmer II
Education: High School diploma or equivalent.

Experience: Eighteen (18) months of work experience involving tree maintenance work including pruning, trimming and caring for trees.

License and Certificate: Required upon hire, possession of a valid Class B California Driver's License.  Possession of a Work Zone Safety I certificate from the International Municipal Signal Association (or Department approved equivalent), First Aid and CPR certification prior to permanent appointment.  Possession of a Certified Commercial Applicator license from the State of California and Certification as an Arborist by the International Society of Arboriculture is highly desirable.

Retirement:                          
CalPERS Retirement System (2 % @ 60 formula for Classic CalPERS members and 2% @ 62 formula for new CalPERS members).  The City does not participate in social security

Deferred Compensation:                   
Choice of deferred compensation plans (Traditional and Roth) with 1% City-match.  After successful completion of probation, new hires are also eligible for a 2% City contribution.

Medical:                                
CalPERS Medical Insurance Plans, including HMOs and PPOs. City gives an allowance toward the cost of insurance. Maximum Family Medical Allowance (2026): $2,463.99 per month

Position Summary

Under general supervision, performs repair, maintenance and alterations of electrical equipment including toll equipment and facilities on the bridge, shops, roadways, administration building and other District offices.

Essential Responsibilities

• Performs routine maintenance on all electrical and related equipment, according to established maintenance schedule, for bridge facilities and buildings and for other divisions as requested.
• Inspects and repairs electrical motors, transformers, switch gear, heating, ventilating and air conditioning controls, alarms, signal systems, navigation aids, roadway lighting.
