Primary Responsibilities

• Identifies and performs a variety of maintenance, troubleshooting, repairs, installations, and modifications on wastewater treatment plant mechanical equipment and facilities, including but not limited to:
  • Mechanical grinders, pumps, valves, engines, blowers, motorized valves actuators, lab equipment, air compressors, etc.
  • Industrial grade machinery, boilers, digester equipment, bulk chemical storage and delivery systems, hydraulic and pneumatic systems and devices.
  • Fabricates and or modifies equipment mounts, brackets, supports, utilizing welding, drilling, milling, tapping, etc. 

• Coordinates activities with operations personnel and contractors to ensure efficient and streamlined operations
• Completes and maintains maintenance logs on the City's Computerized Maintenance Management System (CMMS)
• Responds to night and weekend emergency calls as needed

The City of Millbrae has an exciting opportunity for one (1) full-time Plant Senior Treatment Operator (Operator III) to join our team. This critical role is responsible for operating, maintaining, and monitoring the City’s water pollution control plant to ensure the efficient and effective treatment of wastewater. As a Treatment Plant Operator III, you will regulate wastewater flow, adjust treatment processes, inspect and repair equipment, and maintain accurate records of plant operations. Additionally, you will conduct laboratory tests, perform preventive maintenance, and serve as Operator of the Day as assigned.

DEFINITION

DISTINGUISHING CHARACTERISTICS

Treatment Plant Operator III is the advanced journey-level position in the Treatment Plant Operator class series.  This classification is distinguished from the Treatment Plant Operator II in that the Treatment Plant Operator III requires a higher level of licensure.

Receives general supervision from the Chief Treatment Plant Operator.

DUTIES AND RESPONSIBILITIES

• Reads and applies Operations and Maintenance (O&M) manual(s); reads and applies equipment manuals as needed;
• Cleans tanks and containers, sweeps, sands, and paints plant equipment and facilities; performs general groundskeeping such as litter pickup and weed abatement tasks, including trimming weeds and spraying herbicides; performs building custodial and maintenance work, such as sweeping, mopping, dusting, disinfecting, and replacing waste bin liners as needed to maintain orderly plant and facilities operations;
• Serves as Operator of the Day, as assigned;
• Trains and instructs others in plant operations and maintenance processes; and   
• Performs related duties as assigned.

JOB-RELATED QUALIFICATIONS

Knowledge of: Design, operation, and maintenance principles of valves, pumps, motors, plumbing, and electrical systems; sewage treatment processes and general treatment plant operations; basic equipment maintenance and specialized tool operation used in maintenance and repairs; chemicals used in treatment plant operations; applicable State Water Resources Control Board (SWRCB) rules & regulations;  safe work practices and use of safety equipment in relation to the job duties and operational functioning of wastewater processes; basic laboratory practices and procedures; SCADA supervisory control and acquisition control systems.

EDUCATION AND TRAINING GUIDELINES

Any combination of experience and training that would likely provide the required knowledge and abilities. A typical way would be: 

Education: High school diploma or equivalent (GED).  Technical training in treatment plant operations and maintenance, environmental science, or a related field is desirable.

Experience: Two (2) year of experience in a position equivalent to a Treatment Plant Operator II with the City of Millbrae,

Licenses: Possession and maintenance of a valid Class C California Driver's License with a satisfactory driving. Possession and maintenance of a Grade III Operator Certificate issued by State of California Water Resources Control Board. 

SPECIAL REQUIREMENTS

The ability to sit, stand, walk, kneel, crouch, stoop, squat, twist upper body, climb, lift 60 pounds, and drive a standard motor vehicle.  Work weekends and holidays. Ability to maintain records; learn and see operation of plant equipment, ability to access remote areas of the Treatment Plant using ladders, walk ways, and stairs.

The Public Works Maintenance Superintendent (Streets) is a management-level role within the Maintenance Division of the Public Works Department. This position is responsible for overseeing the operation of construction and maintenance equipment, street and sidewalk repairs, street drainage system maintenance, and graffiti abatement.

Key duties for this role include:

The Department of Public Works of the County of San Mateo is seeking qualified applicants for the position of Assistant/Associate/Associate Civil Engineer. 
 
There are currently three (3) vacancies in the Department of Public Work’s Design and Construction Section. This recruitment will be used to fill current and future vacancies in either the Design and Construction or Utilities and Watershed Protection sections.

Design and Construction 
The Assistant/Associate/Associate Civil Engineer assigned to the Design and Construction Section would perform AutoCAD/Civil3D work and work on Public Works infrastructure projects such as roads, drainage, retaining walls, bridges, sewer, and other public works facilities including the planning, designing, preparation of construction bid documents, overseeing construction activities in the field, and performing inspection of public works infrastructures.  This position may also involve the application and management of outside grants associated with Public Works facilities.

Utilities and Watershed Protection
The Utilities and Watershed Protection Section oversees 30 Special Districts that include flood control, drainage, domestic water, sanitary sewer, and street lighting. The primary responsibilities of the position include the design and management of various capital improvement projects from the conceptual stage to construction close-out. Additional duties include assisting with the day-to-day operational tasks of administering these Districts.

Assistant Engineer is the entry or trainee level class of this series. Under immediate supervision employees perform first level professional civil engineering field and office work while acting in a trainee capacity in connection with the planning, design, construction and maintenance of a wide variety of civil engineering projects. This class is flexibly staffed with Associate Engineer and incumbents may advance to the higher level after gaining experience and demonstrating necessary proficiency.
 
Associate Engineer is the journey level job classification and is responsible for routine office or field projects. Employees are expected to be fully competent to independently perform a full range of duties requiring a high level of technical expertise, and some periodic supervisory responsibilities. Employees may also serve as a resident engineer on smaller, less complex construction projects.
 
Associate Civil Engineer is the registered journey level classification in the engineering series. At this level, a high degree of technical expertise and some periodic lead responsibilities are required. Under general supervision, incumbents may perform a variety of professional engineering tasks in such areas as planning, design, traffic engineering & operations and construction inspection of roads, park trails, bridges, drainage, sanitary sewer systems, water supply, and other public works projects. Associate Civil Engineers may provide lead direction to other staff in completing projects of greater difficulty and complexity. Incumbents will be required to perform field work in support of the planning, design, and/or construction inspection of public works projects.
 
NOTE: Assistant/Associate Civil Engineer differs from the Associate Engineer classification in that Associate Civil Engineers are registered as professional engineers in the State of California and may provide lead direction to other staff in completing projects of greater difficulty and complexity.

The salary range for Assistant Engineer is $100,318.40- $125,340.80 annually.
The salary range for Associate Engineer is $118,664.00- $148,324.80 annually.
The salary range for Associate Civil Engineer is $132,828.80- $166,025.60 annually.

The ideal candidate for this position will be:

• Technically knowledgeable and experienced in the principles and practices of civil engineering, public works design, construction, and/or maintenance. 
• An effective communicator, both orally and in writing; able to represent the County in meetings and presentations to various groups including property owners, community groups, regulatory and other governmental agencies, and the public.
• Customer-focused and interpersonally effective in dealing with staff, engineers, contractors, and the public, and in coordinating with law enforcement agencies, emergency responders, and other agencies when necessary.
• Able to provide information to the public and other governmental agencies, in person or over the telephone, regarding County procedures and regulations, facility locations, plan requirements, and property ownership, which may require the interpretation of policies and procedures.

• Experienced with computer aided drafting software such as AutoCAD/Civil3D or similar.
• For Assistant Engineer, possession of Engineer in Training Certificate is preferred.

• Serving as resident engineer on routine construction projects.

Licensure/Certification: Candidates for Associate Civil Engineer must possess a valid Certificate of Registration as a Professional Civil Engineer in the State of California at the time of hire. Some positions require possession of a class C California driver license or equivalent.

The Manager, Track & Structures reports to the Deputy Director of Infrastructure Engineering and is responsible for overseeing railroad track and structures engineering support for the Peninsula Corridor Joint Powers Board (Caltrain)

Essential Functions & Duties:

Essential Functions:

• Acts as agency lead on matters related to track and structures.
• Oversee the track and structures engineering tasks for design/construction of Caltrain Capital and SOGR projects and provide technical support for planning on grade separation projects.
• Ensure the capital and maintenance projects comply with the contract agreement and implement the approved design for compliance with JPB standards and specifications. 
• Lead the advanced technical reviews of projects to assess constructability, examine design details, perform quantity audit, and recommend construction sequencing.
• Establish effective relationships and liaise with Caltrain operation contractors, consultants, internal departments, and other agencies (CPUC, FRA, UPRR, etc.) on railroad track and structures related to influence design and project development.
• Supervise staff.  Hire, mentor and take appropriate corrective and/or disciplinary action.  Ensure EEO policies and procedures are followed. Participate in selection of staff. Coordinate staff training and professional development. Establish performance objectives. Monitor and evaluate employee performance.

Examples of Essential Duties: 

• Plan, develop and implement the group’s work plan, budget, goals, and objectives to be consistent with the Engineering Department’s goals.

GENERAL INFO

Under general supervision, the Recreation Specialist provides essential support to recreation programs and services by performing custodial tasks, event setup and teardown, program support, and minor maintenance duties at various facilities, including parks and community centers. GENERAL INFO

Under general supervision, the Recreation Leader I/II provides essential support to recreation programs and services by performing custodial tasks, event setup and teardown, program support, and minor maintenance duties at various facilities, including parks and community centers. This temporary, parttime position requires working up to 20 hours per week. The role involves ensuring the facilities are clean, safe, and operational while delivering excellent customer service. Performs other duties as assigned. 

UNIVERSAL POSITION DUTIES (Illustrative purposes only)

• Organize, inventory, and maintain facility materials and equipment.
• Assist in organizing and supervising recreational programs in any one or more of the following areas: children, adults, senior citizens, and participants with special needs at playgrounds, community centers, and other recreational areas.
• Open, close, and secure facilities, including locking gates and setting alarms.
• Set up and tear down tables, chairs, and equipment according to event/program requirements.
• Perform light maintenance and cleaning tasks to ensure facility safety and upkeep.
• Enforce policies, maintain discipline, and provide customer service to patrons.
• Monitor and report facility issues and potential hazards.
• Assist with special events and activities as needed.
• Respond to and resolve patron inquiries and complaints.
• Participate in safety training and emergency procedures.
• Monitor facility rentals and provide customer service as needed.
• Lift and move, routinely and regularly, up to 25 pounds, and occasionally lifting and/or moving over 60 pounds. Duties also include repetitive pushing; pulling; crawling; climbing; and prolonged periods of standing, lifting above the shoulders, working off a ladder, manual dexterity, and maintaining good vision and hearing.
• Perform other duties as assigned.

FACILITY ATTENDANT (Illustrative purposes only)

• Greet patrons, and provide information on programs, rentals, schedules, rules, and policies.

SERVICE DESK (Illustrative purposes only)

· Greet patrons, answer and direct calls, and provide information on programs, rentals, schedules, rules, and policies.

· Open/close the facility and monitor for safety, cleanliness, and proper use.

· Check daily facility schedules and rental setup requirements.

· Use computer systems for data entry.

· Assist patrons with registration processing and POS transactions.

· Handle office tasks including mail distribution, shipments, and deliveries.

· Support office inventory management for supplies and equipment.

· Assist facility attendants and recreation programs as needed.

SCOREKEEPER (Illustrative purposes only)

· Greet, acknowledge, and interact with children, adults, parents and sports officials in a friendly and professional manner

· Responsible for setup and breakdown of different sports at different venues i.e. The RAC, Parkside, City Parks, etc.

· Keep score and use scoreboards for different sports: Basketball, volleyball, softball, badminton, etc.

· Keeps games moving, maintains game rules and manages game conflicts

· Strength is needed to lift and carry recreation equipment weighing up to 50 pounds for extended periods of time; and flexibility to lift, carry, push, pull, or move objects

· Responsibilities include keeping score for youth, recreation, and middle school sporting events using various digital and analog forms of tracking methods

· Track score of youth sporting events via scoreboard technology or statistics booklet

· Organize, track and set-up specific sports equipment (i.e. volleyball poles and nets, basketball hoops and benches)

· Receives general supervision from the Youth and Adult Sports Coordinator

· Employees may interact with challenging staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

MINIMUM QUALIFICATIONS

Education and Experience

• Graduation from high school or GED equivalent. This provision may be waived if applicant is under the age of 18.
• One year of experience in a job-related field is preferred.
• Skills and Abilities
• Facility operations, customer service, basic event/program management, and safety practices.
• Ability to use custodial and operational equipment, communicate effectively, and work independently.

Special Requirements

• Ability to obtain a current First Aid and Cardiopulmonary Resuscitation (CPR) certification.
• Ability to obtain a current California Food Handler Card.
• Ability to obtain a current Driver’s License and clean driving record is preferred.

Tools and Equipment Used

• Various hand tools and cleaning equipment used in the operation and maintenance of a recreation or community center facility.
• Operation of city vehicle.

This critical role is responsible for leading and performing a variety of preventive maintenance, repairs, and installations of water pollution control plant equipment and sewage pumping facilities. As a Senior Maintenance Worker, you will ensure the effective operation of plant machinery, coordinate maintenance tasks, order supplies, and maintain accurate maintenance records. You will also provide lead direction, work coordination, and training to lower-level staff.

DEFINITION 

Under general supervision, leads and performs a variety of preventative maintenance, repairs, and installation of water pollution control plant, sewage pumping facilities, and equipment; maintains accurate maintenance records; orders and maintains an inventory of supplies, parts, and other frequently used items; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS

Senior Treatment Plant Maintenance Worker is distinguished from Treatment Plant Maintenance Worker II in that the Senior Treatment Plant Maintenance Worker level provides lead direction, work coordination, and training to assigned staff and requires a higher level of certification.

SUPERVISION EXERCISED AND RECEIVED

Receives general supervision from supervisory or management staff in assigned department. Provides lead direction, work coordination, and training to lower-level staff.

DUTIES AND RESPONSIBILITIES 

The duties listed below are illustrative only and are not meant to be a full and exhaustive listing of all of the duties and responsibilities of the position.

• Leads and performs tasks related to the maintenance and repair of pumps, motors, plumbing, electrical, and exercise and lubricate machinery within the plant; records and maintains accurate maintenance records in a daily logbook;
• Orders supplies and materials; orders inventory of frequently used parts, oil, and filters for equipment used in the plant;
• Completes monthly work orders and enters information regarding maintenance tasks into the system; records SCADA; records hours on equipment and meters; makes entries into the end of the month report and prints work order summary;
• Generates new maintenance work orders for each month; prioritizes tasks to be performed on Water Pollution Control Plant equipment;
• Leads and performs cleanup of the plant, removing trash, washing down decks, and clearing leaves and branches from storm drains; cleans tools and makes sure equipment is in proper locations and power tools are in safe working condition;
• Changes oil and filters on various pumps and compressors in the plant; maintains safety inspections of fire extinguishers, eye wash stations, and ladders in the plant;
• Removes and replaces packing from various pumps in the plant; installs new rings of packing with new lantern rings if damaged; applies grease to the new set of packing for proper lubrication; removes corrosion or debris from packing gland before reinstalling;
• Evaluates pump performance and flow rate to determine if pump has excessive buildup of rags that is affecting its performance and efficiency; shuts down pumps to remove rags from impeller and clears any obstructions;
• Replaces damaged parts/fittings on leaking chemical feed pumps; makes alterations to existing supply tubing or fittings, replacing clamps or O-rings, or removing  debris caught in the check valves; inspects, tests, calibrates, adjusts, cleans, and paints equipment in the water pollution control  plant; and
• Performs related duties as assigned.

JOB-RELATED QUALIFICATIONS

Knowledge of: Principles, practices, and techniques of the installation, maintenance, and repair of water treatment plan systems; operation of various hand and power tools; proper procedures to safely perform maintenance on machinery and equipment in the plant;  principles and techniques of lead direction, work coordination, and training; maintenance for MP2 program; recording and updating repair history on water pollution control plant equipment; how to create new work orders and close out completed work orders; forklift operations and scissor lift; replacing, repairing, and installing piping, fittings, and valves on water pollution control equipment; data entry of important, vital information regarding maintenance repairs; performance and evaluation on future preventative maintenance in the WPCP MP2 program; proper protective equipment.

Ability to: Drive and operate vehicles and equipment safely; keep inventory, order, and stock  necessary parts and supplies for the maintenance shop; provide effective lead direction, work coordination, and training; ensures safe work practices are observed; establish and maintain cooperative relationships with those contacted in the course of the work; adhere to prescribed policies, procedures, routines, and practices; carry out assignments with minimal instructions; read and understand written instructions, maps, equipment operation manuals, and other written documents associated with the work; effectively schedule work; effectively keep written records. 

EDUCATION AND TRAINING GUIDELINES

Any combination of experience and training that would likely provide the required knowledge and abilities. A typical way would be:

Education: High school diploma or equivalent (GED). Technical training in a water treatment plant system or related field is desirable. 

Experience: Four (4) year of full-time experience in the installation, maintenance, and repair of pollution control plant and sewage pumping facilities with at least one (1) year of equivalent experience to a Treatment Plant Maintenance Worker II.

Licenses: Possession of a valid California Class C driver's license and a satisfactory driving record. CWEA Certification as a Grade II Mechanical Technologist. Grade II Electrical/Instrumentation Certificate issued by the California Water Environment Association. 

SPECIAL REQUIREMENTS

Respond to work at any hour of the day or night, within designated timeframe, as required during afterhours, weekend service, and/or emergency situations; carry communication equipment in order to respond after work hours.  Vision, hearing, and physical ability adequate to obtain and maintain a California Class B Driver’s License; speak clearly and understandably. Requires moderate and sometimes strenuous exertion including bending, stooping, crouching, crawling, climbing, lifting, twisting, digging, carrying, and/or handling material weighing up to one hundred (100) pounds.  Work in confined spaces and wear protective equipment. May work in conditions that require exposure to noise, odors, chemical and biological agents, gases, and contact with sanitary wastewater; work at heights up to 20 feet; work in varying temperatures of cold and heat, and in inclement weather for extended periods of time; work in conditions that may contain dust, mold, and various chemicals.
