Position Summary

Under general direction of the Secretary of the District, performs complex and highly analytical work for the Secretary of the District, members of the Board of Directors and associated committees.   Departmental lead on government tort claims, legal documents and communications and participating in complex, sensitive, and detailed analytical work in the areas of budgets, historical preservation and economic, regulatory and administrative policy. Provides internal customer service by assisting managers and executive level staff in complex analysis.  This position requires a high degree of accuracy, discretion, confidentiality, excellent communication skills, and robust customer service skills. 
 

Essential Responsibilities

• Serves as the primary analytical support to the District Secretary;
• Interprets meeting proceedings and prepares draft meeting minutes, with minimal oversight and as assigned, may attend meetings in the absence of the District Secretary;
• Performs legal functions of the office and guidance to office staff in the absence of the District Secretary;
• Performs a wide variety of complex legal analysis, research and briefings about claims for the District, Bridge, Bus and Ferry Divisions, and works with legal counsel in the areas such as government tort claims, subpoenas, Brady requests, small claims and lawsuits;
• Provides a wide variety of complex, confidential analytical duties in support of the District Secretary, Board of Directors, and standing Board committees;
• Independently composes, researches, compiles, summarizes, and prepares a variety of complex correspondence, reports and documents; reviews finished materials for completeness and accuracy; ensures documents comply with District standards, policies and procedures;
• Perform special studies for the District, and coordinates assigned activities with other District departments, and divisions, and outside entities;
• Independently responds to and resolves difficult and sensitive citizen inquiries and complaints;
• Coordinates and assists in the development of the annual budgets of the Board and District Secretary’s Office and monitors, reviews and approves department expenditures, and performs financial analysis for budgetary purposes;
• Assists the District Secretary with providing direct support in varied, analytical administrative projects related to the Board and its committees;
• Independently prepares and presents a variety of oral and written reports, correspondence, and statistical analyses with extreme attention to detail and accuracy;
• Works with Procurement to select vendors and purchase department services as needed for projects, and participates on panels for various District procurements especially those related to the District’s third party administrators for public liability and workers compensation, insurance advisors and e-document conversion;
• Has an in-depth understanding of the department’s functions and especially its role with the Board of Directors such as the steps involved in planning and executing Board events and maintaining key Board documents such as Rules of the Board, Master Ordinance and record of the Board’s proceedings;
• Autonomously draft client correspondence and legal documents, using proper format and appropriate language and content;
• Oversees newspaper advertisements for public hearings/meetings;
• Monitors activities and ensures maintenance of files related to insurance and accident claim matters to fulfill department records retention schedule;
• Engages with a wide variety of District representatives including the Board of Directors, Executive Team, mid-managers and staff in a wide variety of roles including those engaged in specialized trades;
• Performs additional related duties as assigned; and
• Regular and reliable performance and attendance is required.

The Engineering Group Manager – Facilities will oversee a diverse and talented team responsible for managing the planning, design, and construction of capital projects at the Santa Clara Valley Transportation Authority (VTA). This individual will lead the delivery of high-impact projects ranging from transit infrastructure upgrades to the improvement and rehabilitation of maintenance yards and other critical facilities. The role includes overseeing staff, consultants, and stakeholders in the successful execution of these projects, while also ensuring compliance with VTA’s overall objectives and community needs.

Description

The Town of Colma Recreation Services Department is currently accepting applications for Recreation Leaders for Summer 2025.  The Recreation Department provides programs and activities for Colma residents of all ages ranging from infants to seniors. Program elements include fitness, enrichment, cultural events, special events, sporting events, trips, and community events. The Code Enforcement Officer is distinguished from the Supervisor by performing work of moderate difficulty and more routine tasks and duties assigned to this position within this classification series. These tasks involve inspections and enforcement of applicable ordinances pertaining to residential and commercial properties, housing, building construction, and other related regulations.  

The Code Enforcement Officer will respond to citizen concerns and proactively identify violations such as property maintenance issues, and zoning infractions. POSITIONS

The City Manager’s Office is recruiting for two Management Analysts that will be assigned respectively to the Office of Economic Development & Sustainability and Santa Clara Stadium Authority (Stadium Authority). There will be opportunities for cross-functional projects and assignments.

Office of Economic Development & Sustainability 

The City Manager’s Office of Economic Development & Sustainability is a newly formed strategic unit to improve and enhance business growth and success and community sustainability and resilience.  The Office also oversees the City’s real estate assets and activities.

Reporting to the Director of Economic Development and Sustainability, the Management Analyst will be chiefly responsible for advancing interdepartmental sustainability initiatives citywide including the implementation of the City’s adopted Climate Action Plan (CAP). Immediate assignments will include creation of a CAP Dashboard to track and display the City’s progress toward CAP goals and outreach to stakeholders on sustainability efforts such as updating the City’s Reach Codes. The Management Analyst will also work on policy development to propose and implement best practices and coordinate with partners in the business, university, and the broader community to champion sustainability efforts. 

As a member of a cross functional team, the Management Analyst will also conduct RFPs, oversee vendor agreements, conduct technical analysis for sustainability efforts and provide support for the Office’s initiatives regarding economic development and real estate.

Stadium Authority Executive Director’s Office

The City Manager’s Office also operates as the Santa Clara Stadium Authority (Stadium Authority) Executive Director’s Office. The Stadium Authority owns Levi’s Stadium and contracts with the Forty Niners Stadium Management Company (Stadium Manager) for the management of Non-NFL Events and facility operations and maintenance. The Executive Director’s Office is responsible for the day-to-day management of Stadium Authority operations and providing oversight of the Stadium Manager’s responsibilities. 

The Stadium Authority Management Analyst will assist the Executive Director’s Office with day-to-day Stadium Authority operations and oversight efforts. This includes responding to inquiries from the public and stadium patrons, assisting with the development of the Executive Director’s Office budget for the annual Stadium Authority Operating, Debt Service, and Capital Budget, reviewing and preparing a variety of documents including agreements, Requests for Proposals, and agenda reports to the Stadium Authority Board, providing staff support for meetings, coordinating with departments on financial, legal, and/or public safety matters, supporting community outreach and engagement efforts, conducting research, tracking various assignment and project updates, and working on special projects as assigned.

Minimum Qualifications

Education

Graduation from an accredited college or university with a bachelor's degree in Public Administration, Business Administration or closely related field. A Master's degree in Public or  Business Administration or closely related field is desirable. 

Experience

One (1) year of experience performing analytical work.
 
CERTIFICATIONS/LICENSES
 Possession of an appropriate, valid California Class C driver's license is required at time of appointment and for duration of employment.

What You’ll Do

This is position will perform professional engineering work in the design, investigation, and construction of public works and related projects; to act as project manager in assigned capital projects; and to do related work as required.

Assistant Engineer - This is the journey level class in the professional engineering series not requiring registration. Positions in this class are normally filled by advancement from the lower class of Junior Engineer. Incumbents of this class perform the moderately difficult professional engineering work. Assistant Engineers are normally considered to be on a continuing training status and as assigned responsibilities and breadth of knowledge increase with experience and registration is received, may reasonably expect their positions to be reassigned to the next higher class of Associate Engineer. The Assistant Engineer position receives general supervision from higher level professional engineers and may exercise technical or functional supervision over technical engineering staff.

Associate Engineer - This is the journey level class within the professional engineering series and highly encourages professional engineering license registration. Employees within this class are distinguished from the Assistant Engineer by the greater complexity of the assignments received and by the greater independence with which an incumbent is expected to operate. Incumbents are expected to complete complex engineering assignments requiring the use of judgment and initiative in developing solutions to problems, interpreting general policies, and determining work assignments. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Positions in the class are flexibly staffed and are normally filled by advancement from the lower class of Assistant Engineer, or when filled from the outside, require prior advanced technical or professional engineering work experience. This position receives direction from higher level engineering staff. It may exercise technical supervision over lower-level staff within the work unit and exercises technical or functional supervision over technical engineering staff.

Depending upon assignment, duties may include, but are not limited to, the following: 

• Design and prepare plans and specifications and cost estimates for public works projects including pumping stations, streets, storm drains, sewer lines, and related projects. 
• Research project design requirements: perform complex calculations and prepare estimates of time and material costs. 
• Design and prepare plans and specifications for the installation of traffic signals, traffic control devices, and street lighting systems. 
• Review field projects being studied, designed, or constructed. 
• Assign routine investigation, design and drafting tasks to technical subordinates, requests survey, mapping and data collection; review completed work; assist in the solution of difficult problems. 
• Research publications and industry information sources to remain current with modern developments, principles, and procedures. 
• Develop revised design and construction standards for public works structures and appurtenances. 
• Investigate field problems affecting property owners, contractors, and maintenance operations. Prepare estimates and feasibility reports for new or modified services and structures.

• May supervise and train professional and technical staff. 
• Provide staff assistance to the Department Head or Division Manager, including special projects, complex project management, reports, prepare staff reports, and represent the City at City Council meetings. 
• Maintain current knowledge of new trends and innovations in the professional fields, participate in professional groups. 
• Research, negotiate, manage select and monitor contracts with vendors. 
• Advise the public or other city staff in processing transactions in the area his/her professional expertise or maneuvering city policies or responds to inquiries and requests by public, departments, press, or other department staff. 
• Develop and/or deliver high level materials, trainings, or presentations widely disseminated to the City or the public.

About the Position

Position is responsible for a wide variety of recreation activities, including supervising Youth Center gym rentals and scorekeeping for adult and youth sports leagues (softball, basketball, flag football soccer, bocce ball, kickball, corn hole). Responsibilities during scorekeeping will include head on site supervisor, set up and cleanup of facility or field, maintain score and game time. Receives general supervision from a full-time Recreation Department staff member; may work under functional supervision of a Program Coordinator as assigned.

Schedule will vary depending on sports season; mornings, nights, and weekends as scheduled. Monday-Friday between hours 5:00pm-10:30pm, and weekends as scheduled.

Qualifications:

Must be at least 15 years old and have the ability to obtain a work permit, if under the age of 18. Applicants must have completed and passed the Lifeguard Training class that includes CPR, and AED by June 1, 2025. WSI (Water Safety Instructor Certification) is highly recommended.

Lifeguard Job Responsibilities:

• The primary responsibility of a lifeguard is to protect lives by using their skills to prevent injury among patrons. This duty does not only include rescuing drowning victims or administering CPR and first aid. Being alert and proactive also helps to prevent dangerous situations from ever occurring in the first place.
• Enforcing the rules fairly and consistently is a close second major duty and could even be considered to be a part of patron surveillance. Help the patrons to keep themselves safe by monitoring and putting an end to dangerous behaviors.
• Maintenance and cleaning tasks are also part of the lifeguard’s duties. These can include monitoring chemical levels in the pool, picking up trash and organizing equipment, or inspecting the facility for unsafe conditions.

Swim Instructor Job Responsibilities:

• The swim instructor is responsible for instructing swim lesson participants in a variety of swim levels.
• This position is also responsible for the safety of the participants in their own class.
• Work hours as scheduled which includes beginning and ending class on time; remaining after class to answer participant and/or parent questions as needed and clean up supplies.
• Instructs and evaluates students participating in swim lessons.
• Submits completed report cards, skills sheets, and attendance information on time.

The Santa Clara County Housing Authority (SCCHA) is seeking an Asset Management Coordinator to support the agency's affordable housing initiatives and asset management goals. The Coordinator handles a mix of technical and administrative tasks, including responding to inquiries, researching and compiling information, and managing specialized reporting projects. Additionally, the role involves tracking and reconciling financial, operational, and statistical records. The Coordinator also provides confidential support to management, staff, and various boards. This position requires knowledge of asset management, property maintenance, construction project management, capital planning and systems management, budget preparation, and financial modeling to analyze portfolio performance. 

What Our Team Is Looking For: 

Any equivalent combination of education and/or experience likely to provide the required core competencies may be considered. A typical combination that is qualifying may include: 

A bachelor’s degree from an accredited four-year college or university with major coursework in community development, business, economics, urban planning, civil engineering, architecture, or a related field; and

A minimum of two (2) years of progressively responsible experience performing asset management, real estate development, property management, and/or construction management functions.

Certification as a California Notary public is desirable.

Certifications in Section 8 and LIHTC compliance, Fair Housing and Excel experience is desirable.

Possession of a valid California Driver's License and satisfactory driving record at the time of appointment is required as a condition of initial and continued employment only if the operation of a vehicle, rather than the employee's ability to get to/from various work locations promptly, is necessary to perform the essential functions of the position. 

DESCRIPTION:

The Department:

The Parks and Recreation Department provides planning, development, operation, maintenance, and rehabilitation of the City's neighborhood parks, open space, water sites, recreation buildings, and trails.

The Position:

Under supervision, to perform a variety of unskilled and semi-skilled tasks in connection with the development and maintenance of City parks and recreational facilities.

As an As-needed Laborer, the successful incumbent will work in the department, performing routine maintenance on various parks and facilities including the city-owned cemetery. This position will assist in maintenance and repair using a variety of tools and specialized equipment. 

The Laborer position performs varied, unskilled and skilled manual tasks related to landscape maintenance and sanitization. Typical tasks include cleaning and sanitizing restrooms and buildings, loading trash and leaves in truck, litter abatement, mowing, edging, cleaning park sites, graffiti abatement, and operating a variety of hand/power tools and heavy equipment as needed. This position may require working weekends, holidays, and after hours. Must be able to read, speak, and write English at a basic level, follow written and oral instruction, and perform heavy lifting.  

As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

The annual salary range for this position is $17.75 - $24.85.  This position will be filled at or near the bottom of the salary range.

TYPICAL DUTIES:

Under direct supervision, performs varied, unskilled manual tasks often requiring considerable physical strength and the use of hand tools and hand power tools; loads rubbish and leaves on trucks; excavates and fills trenches and ditches; assists in the removal, trimming and spraying of trees and shrubs; prepares surfaces for paving; mixes cement; breaks up paved surfaces; helps place forms and pour concrete; lays pipes; uses such tools as shovel, rake, and jackhammer; operates trucks and heavier equipment as needed. Performs construction, maintenance and sanitation duties as required; and does related work as required.

MINIMUM QUALIFICATIONS:

EDUCATION AND EXPERIENCE

Minimum Education Requirements:

Sufficient education to provide the ability to read, write and speak English at a basic level. 

Minimum Experience Requirements:

No experience is required.

Acceptable Substitution:

None.

License/Certifications:

Possession of a valid California Class C driver’s license is required.

Desirable Qualifications:

• Landscape maintenance experience.
• Experience working with the public in a service environment.

Other Requirements:

Ability to work odd and irregular hours including weekends and holidays.

KNOWLEDGE, SKILLS, AND ABILITIES: 

Some knowledge of: the purposes, use, and maintenance of simple hand tools; construction and maintenance methods and materials. Good ability to: learn to use simple hand tools; follow oral and written instructions; and perform heavy physical labor.

Works under the direct supervision of an assigned supervisor.
