Key Responsibilities

• Inspect public works and capital projects – including streets, storm drains, sidewalks, grading, and related infrastructure – for compliance with plans, specifications, codes, and safety standards

• Administer encroachment and transportation permits from issuance through closeout
• Prepare daily inspection reports and maintain project documentation, including support for payments and change orders
• Guide contractors on proper construction methods, materials, and standards

• Incumbents assist with activities of the Fire Prevention Division, including:

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:

Position requires sitting, standing, walking, running, reaching, twisting, turning, kneeling, bending, squatting, crouching, and lifting more than 50 pounds in the performance of daily activities. The position also requires grasping, repetitive hand movement, and fine coordination in creating reports, and using a computer keyboard. Additionally, the position requires near, far, night, and color vision in situations where there is viewing of maps and fire scenes. When providing emergency services, the position may be required to walk or run on uneven and slippery surfaces and climb ladders. The Woodland Community Services Department is seeking applications for part-time Lifeguard / Instructor's Aide positions. The City of Berkeley is seeking PE-licensed candidates who are passionate about improving infrastructure for a more sustainable and resilient city. As an Associate Civil Engineer, you'll have the opportunity to apply your engineering knowledge and experience toward the creation and maintenance of state-of-the-art infrastructure, amenities, and facilities. 

When assigned to Public Works, the Associate Civil Engineer will contribute to exciting new projects across the City. When assigned to the Parks, Recreation & Waterfront Department, the Associate Civil Engineer functions as a project leader for Capital Projects with an emphasis on engineering design. Capital improvement teams are responsible for coordinating with stakeholders and managing contracts to get projects ready for bidding and construction. 

 

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is equivalent to graduation from a four year college or university with major coursework in civil engineering and three (3) years of professional engineering experience in design and construction work at a level equivalent to the Assistant Civil Engineer class.

Progressively responsible related experience may be substituted for the college coursework on a year-for-year basis.

IDEAL CANDIDATE
The Ideal Candidate is a detail-oriented, organized, and motivated student or recent graduate with a strong interest in data management, fleet operations, and asset management. They are eager to gain hands-on experience using fleet management software to maintain accurate vehicle asset records, reserve fund balances, and fixed and variable rate information.

This individual is proficient with computer software systems, including spreadsheets and data tracking tools, and demonstrates the ability to efficiently organize, analyze, and maintain electronic records. Experience with databases or enterprise systems, as well as the ability to quickly learn and adapt to new software applications, is highly desirable.

The ideal candidate communicates clearly and professionally, both verbally and in writing, and thrives in a collaborative environment, working closely with Finance and Public Works staff. They are proactive, willing to ask questions, and committed to learning complex processes while contributing to improving data quality, record-keeping, and documentation practices.

THE POSITION OBJECTIVES/GOALS
The goals of this position are to:

1. Accurately update fleet asset data in the City’s fleet management system (RTA), including vehicle asset records, reserve fund balances, and fixed and variable rate.

2. Accurately review existing records, identifying discrepancies or missing information, and coordinating with Public Works and Finance staff to verify and correct data.

3. Standardize and document data entry practices for fleet financial and asset information, including clear procedures for rate updates, reserve balance tracking, and vehicle record maintenance.

4. Improve data quality and reporting readiness by developing procedures to ensure fleet and financial records are complete, current, and aligned with internal reporting and budget preparation needs.

5. Provide technical support to other staff related to system use, data requests, and basic reporting from the fleet management system.

6. Develop a working understanding of municipal fleet operations and funding structures, including equipment replacement planning and reserve funding practices.

7. Contribute to continuous process improvement by identifying opportunities to improve data workflows, documentation, and coordination between Public Works and Finance.

DEFINITION

Under the direction of the Transit Manager, the Transit Analyst II is responsible for carrying out a variety of analytical and technical assignments; and working on administrative and operational activities, analysis and special projects in support of Union City’s transit programs and services.

CLASS CHARACTERISTICS

This is the experienced-level class in the Transit Division. Work given to an incumbent in this class involves various tasks including, but not limited to, scenario planning, performance-based planning, financial forecasting, regional policy research and analysis, transportation demand management, general analysis and development of transit programs and services, research of new trends in public transit and comparing how Union City provides service delivery, and participation in coordination events or meetings on behalf of Union City. Incumbents in this class perform advanced analytical work while following City and departmental policies while exercising the performance of more complex duties. The Transit Analyst II has general knowledge of the operating procedures and policies of transit and/or transportation planning. The Transit Analyst II is distinguished from the Transit Analyst I in that it is the full journey-level, professional class in the division and works more independently.

• Principles of structural design, engineering mathematics, flood and soil engineering, knowledge of unreinforced masonry structures and concrete tilt-up and soft story retrofit practices.

Minimum Qualifications:

You have: 
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Experience: Five (5) years of increasingly responsible experience of a supervisory, administrative, or professional nature in the design, construction, and inspection of public, commercial, industrial or residential buildings. 

Education: Equivalent to a Bachelor's Degree from an accredited college or university with major work in structural, mechanical, or civil engineering, architecture, or a closely related field. 

License: Possession and maintenance of a valid Class C California Driver's License. Possession of Certification as Building Official by International Code Council (ICC) is required within one (1) year of appointment. Possession of a Certificate of Registration as a professional engineer in the State of California is desirable.  

OTHER REQUIREMENTS 
Essential duties require the mental and/or physical ability to: work in a standard office environment and use standard office equipment and current software; safely drive to various locations throughout the City and County to manage, direct, coordinate and/or participate in meetings and community events in a variety of community settings and weather conditions; make effective presentations to public audiences; perform building inspections in the field on an infrequent, as-needed basis; conduct City business during day and evening hours, including occasional weekend and irregular hours; grasp, perform repetitive hand movements and fine coordination to prepare documents and data using a computer keyboard and mouse/trackball; sit for prolonged periods of time; stand, walk, reach, bend and safely lift and move equipment and materials weighing up to 35 pounds; converse by telephone, by email, in person, and before small and large groups, and be clearly understood; read and comprehend legal, technical and complex documents; interact with the public and all different levels of City staff in an effective and professional manner. Under the supervision of the Fire Marshal, is responsible for performing plan review, inspections, and other duties as required.  The position will also be involved to varying degrees with public education, public relations, exterior hazard abatement, engine company pre-fire planning, record keeping, and report writing.

EXAMPLE OF DUTIES
This position is responsible for the review of plans, to ensure compliance with applicable Federal, State, and local fire safety laws, ordinances, and codes.  Although not all inclusive, the following serve to represent the various types of plans to be reviewed: planning applications; applications for the subdivision of land; site plans for access and water supply; building and tenant improvement plans; fire protection systems including fire sprinkler, fire alarm, kitchen hood extinguishing systems; and other types of plan reviews that are part of various fire code permitted activities.  

Other duties include attending meetings with other local government agencies such as planning and building departments, architects, contractors, developers, and the general public.  Utilizes the District’s citation process when appropriate and when other means of gaining voluntary compliance are unsuccessful. This position is responsible for conducting in-house training and updating of field inspection staff members on changes occurring in codes enforced by the District.  This position is also responsible for the formulation of standardized field inspection guidelines and record keeping systems for construction projects. Provides supervision, work direction, and technical assistance as directed. Participates in the code change process at the state and international levels. Utilizes tools and technology identified by the District related to performance of tasks. Supports emergency operations as requested and appropriate.

The position is responsible for performing inspections of both new and existing buildings; witnessing various tests required for sophisticated fire protection equipment and verifying proper operation and compliance with applicable codes and standards; prepares necessary correspondence, reports, and records; with regards to projects, confers with architects, engineers, developers, etc.; attends training courses and meetings of professional organizations as directed; performs surveys of fire hazards and processes complaints; conducts and participates in public education and public relations programs; performs other related duties as directed.
