THE POSITION

To perform a variety of semi-skilled and skilled tasks in the construction, maintenance, and repair of water lines, sewers, storm drains, and pump stations. 

The purpose of this recruitment is to fill multiple vacancies in both the Water Distribution Division and the Sanitary Sewer/Storm Drainage Systems Divisions of the Public Works Department, as well as establish an eligibility list for future vacancies.  Initial position/assignment and salary of the selected candidate will be based on previous work experience and valid licenses/certificates. 

IDEAL CANDIDATE

The City of Woodland is looking to fill multiple Utilities Maintenance Worker I/II positions in the Public Works Department.  The Ideal Candidate for the current vacancy is someone who has a good understanding of all aspects of underground utilities maintenance and repairs and is familiar with the operation of light and heavy equipment.  This position requires a “team player” with good interpersonal, time management, and communication skills.  Candidate must be able to follow direction and display good judgment, as well as be organized, flexible, approachable, resourceful, and a positive team contributor.  Current and valid distribution certifications and Class A/B commercial driver’s license are highly desirable.

Utilities Maintenance Worker I:

This is the entry level class in the Utilities Maintenance Worker series. The Utilities Maintenance Worker I often performs many of the duties required of Utilities Maintenance Worker II but is not expected to have the depth of experience, skill level and certifications of the Utilities Maintenance Worker II. As a result, the Utilities Maintenance Worker I will have fewer opportunities to exercise independent discretion and judgment on matters related to work procedures and methods.

Utilities Maintenance Worker II:

This is the journey level in the Utilities Maintenance Worker series. This class differs from Utilities Maintenance Worker I in that incumbents perform more complex maintenance duties including working independently, exercising judgment, and operating the full range of tools and mechanical equipment related to a specific assignment. The Utilities Maintenance Worker II may also be expected to assist in the oversight and training of less experienced personnel. Positions in this class are flexibly staffed and are normally filled by advancement from level I, or by candidates with prior work experience elsewhere.

ESSENTIAL JOB FUNCTIONS 

The following are typical illustrations of duties encompassed by the job class; this is not an all-inclusive or limiting list:

Operate a variety of light and moderately heavy construction and maintenance equipment such as a loader, dump truck, water truck, steel rollers, High Velocity Vacuum Cleaner, mole trencher, and rubber-tired tractor with all attachments; Operate a forklift as assigned and trained; Perform general maintenance and repair on water distribution and/or storm and wastewater collection facilities including (but not limited to) installation, testing, and backfill of service laterals

Sanitary Sewer/Storm Assignments

Use the Closed-Circuit Television Truck, sewer cable machine, flush sewer laterals and mains, assist in sewer tap installations, clean storm drain lines and catch basins.

Water Distribution Assignments

Assist in water tap installations; Install, remove, and repair water meters, hydrants, service valves, and mainline valves.

All Utilities Maintenance Worker I/II

Operate equipment and vehicles with possession of all necessary licenses and certificates; Take meter and gauge readings; Accurately maintain records and reports; Utilize proper safety precautions related to all performed work; Comply with the policies and procedures in the department Injury & Illness Prevention Program (IIPP); Regular, predictable, consistent and timely attendance is an essential function of the position, in that the employee must be present to work on facilities and equipment impacting on the public’s health and safety

OTHER JOB FUNCTIONS 

Respond to inquiries from the general public; Prepare as-built sketches when required to convey information to engineering for graphic documentation; Check water meters for proper operation; Troubleshoot registers and repair as necessary; Initiate and discontinue water service to customer accounts as directed; Operate telemetering and flow monitoring equipment; Work cooperatively with others; Perform related duties as assigned; Both assignments will require employees to be “On Call” as needed

QUALIFICATIONS

Utilities Maintenance Worker I

Education: 

• Requires a High School Diploma or equivalent. 

Experience:

• Requires at least one (1) year of experience in construction or related field.

License and Certificate: 

Sanitary Sewer/Storm Assignments

• Grade I Wastewater Collections System Maintenance certificate issued by California Water Environment Association upon permanent employment

Water Distribution Assignments

• Possession of a California State Drinking Water Operator Certification Program (DWOCP) Grade I Water Distribution Operator (D1) upon permanent employment

All Utilities Maintenance Worker I/II

• Possession of a valid California Driver's License
• Class B Driver’s permit and DMV Medical Certification are required within three (3) months of hire

Utilities Maintenance Worker II

Education:

• Courses in, or graduation from, the American Public Works Association’s Public Works Institute is desirable.

License and Certificate:

Sanitary Sewer/Storm Drainage Systems Assignment

• Requires possession of Grade II Wastewater Collections System Maintenance certificate issued by California Water Environment Association within 18 months of hire.
• A Pipeline Assessment and Certification Program certificate issued by the National Association of Sewer System Companies (NASSCO) is desirable.

Water Distribution Assignments

To perform a variety of tasks in the maintenance of City-owned buildings, equipment and facilities.  The purpose of the recruitment is to fill a current vacancy at the Woodland Community & Senior Center (primary duties focus on event setups and janitorial duties/oversight), as well as establish an eligibility list for future vacancies.

ESSENTIAL JOB FUNCTIONS

Maintain and repair City buildings, equipment and facilities by performing a variety of semi-skilled carpentry, plumbing, painting, heating/air conditioning, mechanical repair and electrical work as necessary.  Inspect City buildings to locate conditions indicating the need for repairs and maintenance; assist in establishing and implementing preventative maintenance programs.  Operate and maintain a variety of heavy tools and equipment, including small power and hand tools.  Work cooperatively with others.  Regular and consistent attendance. 

OTHER JOB FUNCTIONS

Remodel and repair a variety of building components such as counters, tables, desks, bookshelves, cabinets, partitions, walls, windows and doors; boilers, water pumps, exhaust fans, compressors, and other water and sewage system plumbing as required.  Perform electrical work such as wiring and rewiring; replace switches, ballast and receptacles as required.  Prepare simple activity and related reports; maintain inventory and work records as required.  Requisition supplies and materials.  Perform general janitorial duties as needed.  Perform other facility maintenance duties as assigned.

ESSENTIAL JOB FUNCTIONS

Assist in the operation of the Water Pollution Control Facility to ensure compliance with State regulations. Interpret alarms, meters, gauges, SCADA system and test results to determine process and control criteria.  Perform routine maintenance and repair work on pumps, valves, Ultraviolet Disinfection equipment and filtration equipment.  Participate in ongoing preventative maintenance program and accurately maintain and compile records and reports.  Work weekends and holidays as assigned.  Regular and consistent attendance required. 

OTHER JOB FUNCTIONS 

Follow all safety precautions and regulations.  Serve in a stand-by status after regular working hours and respond to emergency callouts.  Perform related duties as assigned.

QUALIFICATIONS

Water Pollution Control Operator-in-Training

Education: High School diploma or equivalent, supplemented by training or coursework in the areas of chemistry, biology or related wastewater operations.

Experience: One (1) year of experience in handling mechanical equipment and tools.

WOODLAND JOINT UNIFIED SCHOOL DISTRICT HOST SITE

Woodland Joint Unified School District (WJUSD) is partnering with the City of Woodland to host two fellows as part of this year’s Civic Fellowship Program. The fellows will work on-site at WJUSD Business Services Office and receive day-to-day guidance and supervision from WJUSD staff while remaining part of the fellowship cohort and participating in program-wide activities.

This posting is for the Environmental Impact Analyst Fellow within the Business Services Department, specifically in the Maintenance, Operations and Facilities at WJUSD.  

Typical work hours are from 8:00 a.m. to 6:00 p.m., Monday through Thursday; and 8:00 a.m. to 12:00 p.m. Friday, up to 40 hours per week.

PROJECT DESCRIPTION

The Woodland Joint Unified School District (WJUSD) Maintenance, Operations, and Facilities Department is seeking a motivated Civic Fellow to support the district’s sustainability and environmental stewardship efforts. This role offers a hands-on opportunity to gain experience in sustainability practices, facilities operations, and process improvement within a public education setting.

The Civic Fellow will assist in assessing current district practices related to recycling, waste reduction, and resource conservation. This may include reviewing recycling programs, observing waste management practices at school sites, and identifying opportunities to improve sustainability efforts. Working closely with Maintenance, Operations, and Facilities staff, the Fellow will help research best practices and develop practical recommendations to improve environmental outcomes and operational efficiency.

This fellowship provides practical exposure to sustainability planning, facilities management, and public sector operations, equipping participants with valuable skills in research, data analysis, environmental practices, and process improvement while contributing to the district’s commitment to responsible resource management.

SUPERVISION RECEIVED AND EXERCISED

Receives general directions from the designated WJUSD host-site employee.

IDEAL CANDIDATE

The ideal candidate is a motivated and detail-oriented individual with an interest in sustainability, environmental science, public administration, and/or facilities operations. The Civic Fellow should be comfortable conducting research, making observations, and working collaboratively with staff across multiple departments.

The successful candidate will demonstrate strong organizational and problem-solving skills, curiosity, and a willingness to learn about sustainability practices. Interest in environmental responsibility, waste reduction, or operational efficiency is desirable. Experience with research, data collection, or spreadsheets is helpful but not required.

This position is well suited for someone who enjoys identifying practical solutions, working on real-world challenges, and contributing to efforts that improve environmental responsibility within a large organization.

THE POSITION OBJECTIVES/GOALS

The goals of the position are to:

1. Assess current sustainability practices within Maintenance, Operations, and Facilities, including recycling programs, waste disposal practices, and resource conservation efforts.

2. Review existing procedures and practices related to recycling and waste reduction, identifying opportunities to improve efficiency and environmental impact.

3. Research best practices from other school districts or public agencies related to sustainability, recycling programs, and waste reduction strategies.

4. Support the development of recommendations to improve recycling participation, reduce waste, and promote sustainable practices across district sites.

5. Assist in developing simple guidance materials or communication tools to help staff and students better understand sustainability practices.

6. Develop a working understanding of school district facilities operations and the role of sustainability in supporting efficient and responsible operations.

7. Contribute to continuous improvement efforts by identifying practical opportunities to strengthen sustainability practices and reduce environmental impact.

To perform a variety of semi-skilled and skilled work involving the trimming, removal, installation and general maintenance of trees.  The purpose of this recruitment is to fill a current vacancy in the Community Services Department, as well as establish an eligibility list for future vacancies.

IDEAL CANDIDATE
The Ideal Candidate will possess an in-depth knowledge of practices and procedures identified by the International Society of Arboriculture (ISA) as they relate to a municipal setting. The Ideal Candidate will also possess good communication, customer service and writing skills, as well as demonstrate competence working with computers and related software, e.g., maintenance management and MS Outlook. Additionally, they will have a strong work ethic, ability to climb trees, work out of an aerial truck, be available to work overtime and perform standby duty as needed. The Ideal Candidate should have knowledge in operating chain and hand saws, operating a chipper, a background in landscaping with planting trees, and experience with setting-up and tearing-down of traffic control. The Ideal Candidate also has knowledge of safety & best management practices used in operating and maintaining tree pruning equipment and trucks.

Tree Trimmer I:
This is the entry level class in the Tree Trimmer series.  Positions in this class will usually perform most of the duties required of Tree Trimmers I and II; however, as compared to the Tree Trimmer II, is not expected to function at the same skill level and will usually exercise less independent discretion and judgment on matters related to work procedures and methods.

Tree Trimmer II:
This is the journey level class in the Tree Trimmer series.  This class differs from Tree Trimmer I in that incumbent performs more complex duties.  This incumbent Tree Trimmer II may also be expected to assist in the oversight and training of less experienced personnel.

ESSENTIAL JOB FUNCTIONS
Prune trees and shrubbery to provide clearance of streets, sidewalks, signs, and lights, and as necessary to ensure continued health of the plant.  Remove fallen trees, dead limbs, and other debris resulting from storm damage and general conditions.  Participate in the large-scale application of herbicides and pesticides.  Clean and maintain trimming equipment.  Work both independently and as a crew member in removing trees and stumps.  Plant, stake, spray and inject trees.  Operate a chipper, aerial truck, mist sprayer and miscellaneous equipment which could include routers, loaders, forklifts, and dump trucks.  Use a variety of hand tools including hand saws, pole saws, chain saws, and pole loppers.  Regular and consistent attendance.

OTHER JOB FUNCTIONS
May perform street drainage maintenance or other public works maintenance work when not assigned to tree trimming duties.  Respond to emergency situations after regular working hours.   Perform related duties as assigned.

QUALIFICATIONS
Tree Trimmer I
Education: High School diploma or equivalent.

Experience: Six (6) months of work experience involving tree maintenance or landscaping work including some tree trimming.

License and Certificate: Required upon hire, possession of a valid California driver's license.  Must obtain a valid Class B California driver’s license, Work Zone Safety I certificate from the International Municipal Signal Association (or Department approved equivalent), First Aid and CPR certification prior to permanent appointment.

Tree Trimmer II

Experience: Eighteen (18) months of work experience involving tree maintenance work including pruning, trimming and caring for trees.

The City of Lincoln is hiring up to 6 part-time Assistant Pool Managers within the Recreation Department.  This position may require you to work various days, weekends or evenings.

Seasonal employees are limited to working no more than 999 hours in a fiscal year.

Under direction, assists in the overall operations of a swimming pool facility, and its assigned temporary employees; assists in the planning, organizing, coordination, development, implementation, promotion, and evaluation of aquatic activities and programs for all ages.

The Assistant Pool Manager is the working lead class responsible for assisting with the daily operations of the pool and aquatics program. This class is distinguished from the next higher classification of Pool Manager in that the latter has overall responsibility for the pool operations, programs, and staff.

SUPERVISION RECEIVED/EXERCISED

Receives direction from the Pool Manager. Exercises indirect supervision over temporary and seasonal aquatics personnel; may exercise direct supervision in the Pool Manager’s absence.

ESSENTIAL FUNCTIONS

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:

Position requires sitting, standing, walking, reaching, twisting, turning, kneeling, bending, stooping, squatting, grasping, and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when reading correspondence, statistical data and using a computer. The need to lift, drag and push files, paper and equipment weighing 25 pounds or more is also required. The incumbent may use cleaning chemicals, or pool chemicals, which may expose the employee to fumes, dust and air contaminants. Woodland Joint Unified School District (WJUSD) is partnering with the City of Woodland to host two fellows as part of this year’s Civic Fellowship Program. The fellows will work on-site at WJUSD Business Services Office and receive day-to-day guidance and supervision from WJUSD staff while remaining part of the fellowship cohort and participating in program-wide activities.

PROJECT DESCRIPTION

The Woodland Joint Unified School District (WJUSD) Service Center is seeking a motivated Civic Fellow to support inventory organization and management of parts and materials essential to district operations. This role provides hands-on experience in warehouse operations, inventory systems, and process improvement within a public education environment.

The Fellow will assess current storage and inventory practices and help implement a more efficient, organized system. Responsibilities may include developing labeling structures, organizing storage areas, establishing inventory tracking procedures, and improving material accessibility for staff. In collaboration with Service Center personnel, the Fellow will identify opportunities to enhance efficiency, organization, and accountability.

This fellowship offers practical experience in warehouse logistics, operational system design, and cross-functional collaboration, while building skills in organization, problem-solving, and process improvement within a public sector setting.

Receives general directions from the designated WCC host-site employee.

THE POSITION OBJECTIVES/GOALS

1. Accurately assess and document current inventory of parts and materials within the WJUSD Service Center, including storage locations, item categories, and current organizational practices.

2. Review existing storage systems to identify inefficiencies, inconsistencies, or gaps, and coordinate with Service Center, Maintenance, and Transportation staff to improve organization.

3. Develop and implement a standardized organizational structure for parts and materials, including clear storage locations, labeling practices, and logical grouping of inventory.

QUALIFICATIONS

• 4+ years of high school
• Local Woodland knowledge preferred
• Strong interpersonal and communication (oral and written) skills
• Excellent organizational skills and attention to detail 
• Strong computer skills
• Ability to build and maintain trust-based relationships with multiple internal and external stakeholders 
• Eligible to work in the United States
• Valid California driver license (if driving is an essential duty)

SALARY RANGE

$20.00 - $25.00 / hour dependent on experience.

SALARY RANGE:
Water Distribution Operator II: $39.45 – $53.27 hourly 

WORK SCHEDULE AND BENEFITS:
The District observes a 4/10 work schedule, Monday-Thursday, 10-hour days. The regular work schedule for the Water Distribution Operator II position is 6:30 a.m. – 5:00 p.m.

Water Distribution Operators also perform Standby Duty on a rotating basis. Standby Duty begins at 5:00 p.m. on Tuesday and shall end at 5:00 p.m. on the following Tuesday.

POSITION DESCRIPTION, DISTINGUISHING CHARACTERISTICS, AND QUALIFICATIONS:
Water Distribution Operators are directly involved in the installation, maintenance, and repair of valves, mains, services, and related potable water distribution system facilities and equipment. Performs related work as required.

Water Distribution Operator II - This is the journey-level class in the Water Distribution Operator series and is distinguished from the I level by the assignment of the full range of duties. Employees at this level receive only occasional instruction or assistance as new, unusual, or unique situations arise and are fully aware of the operating procedures and policies within the work unit.  Positions in this class are flexibly staffed and are normally filled by advancement from the I level once the incumbent meets the qualification standards of the II level, demonstrates an ability to perform the full scope of the work, and meets performance standards.

• Experience:
  • One year of responsible experience similar to a Water Distribution Operator I with the District
• License and Certificate:
  • California Class C Driver’s License
  • Possession of, or ability to obtain, a Grade D2 Water Distribution Operator certificate from the State of California Water Resources Control Board within one year of hire.
