THE DEPARTMENT
The Department of Public Works and Utilities is comprised of six divisions that work collaboratively to develop, build, operate, and maintain Hayward's infrastructure. The Department is responsible for providing engineering and transportation support to City operating departments and divisions and for implementation of the City's Capital Improvement Program, all while providing excellent customer service to the community.  

DEFINITION 
To perform a variety of paraprofessional office and field engineering work including drafting, minor design work, engineering records preparation and maintenance and operation of equipment and instruments; may work as survey crew member in support of surveying and other civil and traffic engineering functions.

DISTINGUISHING CHARACTERISTICS 
This is an entry level classification that assists higher level technical and professional engineers in all activities of the Engineering & Transportation Division. The Engineering Technician is responsible for conducting traffic, engineering and similar studies for public works projects, and for assigned technical engineering tasks, preparing plans and estimating for various design and construction activities. It is distinguished from the Assistant Civil Engineer which is the journey level classification with responsibility of the more complicated technical tasks. 

 

Essential Duties

Duties may include, but are not limited to, the following: 

Performs non-routine drafting assignments which require application of standardized drawing technique
Gathers field data for planning, design and construction. 
Prepares accurate drawings from design notes, sketches and field survey notes. 
Makes traffic counts and prepares simple diagrams of intersections showing sight distances and traffic flow. 
Makes speed surveys, polls motorists and pedestrians, and prepares diagrams of accident frequencies.

ESSENTIAL DUTIES
Makes computations to determine quantities and costs. Performs complex mathematical calculations by using accepted formulas, manuals and equipment. Reads and interprets maps and other engineering records and prepares legal descriptions of property. Corrects and re-designs construction plans for street improvements, utility installations, drainage and material quantities by using appropriate calculations, computations and engineering data and by consulting with engineers. Performs survey office work using drafting tools while employing mathematical and engineering data to prepare information for use by survey field crews, construction crews and construction inspectors. Interprets information from survey field work for use in mapping, designing construction plans, analyzing earthquake fault monitoring data and updating survey records. Performs various duties associated with land surveying including using measuring tapes and level rods to assist in determining lines, angles, points, elevations and distances. Performs various record keeping and file maintenance duties such as recording instrument readings in field survey notes, maintaining office files of notes, control data, monument records, surveyors maps, and construction drawings. Prepares and maintains accurate “as-built” plans from notes from contractors of completed projects. Computes horizontal and vertical curves. Calculates distances, earth work quantities, fees and charges. Performs plan checking by comparing drawings of proposed improvements against drawings which illustrates established engineering standards applicable to various projects.

JOB RELATED AND ESSENTIAL QUALIFICATIONS
 
Knowledge of: Algebra, geometry and trigonometry. 
Proficient in AutoCAD Civil 3D drafting including working with raw topographic survey points to build surfaces, produce maps, renderings, view graphs, cross-sections and plan and profiles.

Ability to:
Perform basic engineering and surveying calculations.
Interpret construction drawings, field survey notes, deeds, maps and other legal descriptions and to extract pertinent information. 
Maintain neat and accurate records. 
Understand and carry out oral and written instructions. 
Communicate effectively orally and in writing. 
Establish and maintain cooperative and effective relationships with those contacted in the course of work. 
Visualize the practical application of designs. 
Manage extensive public contact. 
Draft engineering plans from rough layouts. 
Prepare exhibits using a variety of software applications.

Minimum Qualifications

Any combination that would likely provide the required knowledge and abilities to perform the duties of this position would be qualifying.  A typical way to obtain them would be: 

Experience: Two (2) years of experience in engineering drafting and calculations, performing responsibilities related to engineering design, construction, inspection and or traffic.

Education: Equivalent to completion of the twelfth grade supplemented by courses in algebra, geometry, trigonometry land surveying, engineering design, construction inspection, and or traffic engineering. An Associate degree in a related field is desirable.

Training: Any recent training such as academic courses, and certification programs which are relevant to this job classification.

License and Certificates: Possession of a valid Class C California driver's license and satisfactory driving record as determined by the City.

Vaccinates animals as they are received and administers medicine under instructions from a veterinarian; prepares identification collars and places on animals for accurate records.
 
Responds to questions from the public about animal breeds, temperament and adoptions;  advises public on appropriate choices for adoption and the proper care, treatment and control of animals.
 
Cleans, disinfects and maintains kennels and kennel area; performs dishwashing and laundering tasks.
 
Maintains a computerized log and record of all animals at shelter.
 
Reports any animals exhibiting symptoms of ill health or communicable disease.
 
Maintains inventories and supplies of food, medicines and controlled drugs, completing the necessary forms.

Assists in supervising volunteers.
 
Lifts and loads animals weighing up to seventy-five pounds.
 
Performs related tasks as required.

THE POSITION:

The City of Hayward is excited to announce its recruitment for the position of Family Counselor in a limited term and permanent full-time vacancy.  Under general direction, the Family Counselor provides crisis intervention, counseling, and referral services to youth, families, and individuals and performs other related duties as required, such as school based, case management, and gang prevention/intervention services. 

The current vacancies are for a limited term position as well as a permanent full-time opportunity.  Future vacancies can also be filled by the resulting eligible list. The ideal candidate has experience providing short-term family counseling and case management services to youth and their families who are involved in the juvenile justice system or at elevated risk for involvement.  They are skilled at completing safety assessments and intervening with people experiencing mental health crisis.  They have the ability to work well across disciplines, particularly with law enforcement and other emergency response teams and in schools.  They are knowledgeable about local community resources and skilled at forming relationships quickly.

Provides crisis intervention services to youth, families, individuals, and couples including but not limited to crises involving incorrigible youth, dependent children under the court's custody, domestic violence, first time offenders, and the hospitalization of individuals dangerous to self and others.

Maintains crisis intake log, case files and service statistics.
 
Provides referral information to the public, and other agencies.

Participates in division, department, community and school meetings.

Experience:    One (1) year providing counseling or psychotherapy to youth, families, groups and individuals.  Experience with probation involved or at-risk youth and experience with school based mental health services are highly desirable; experience working in school settings is highly desirable.

One (1) academic year of graduate level internship experience. One (1) relevant clinical internship placement is desirable.

Education:  Equivalent to a Master's Degree from an accredited college or university in Counseling, Clinical Psychology, Clinical Social Work or a closely related field or a Doctorate in Clinical or Counseling Psychology. The City of Hayward is seeking a Senior Utilities Engineer with a water and/or wastewater background to supervise, direct, plan, and coordinate the activities of the Utilities Division. The Senior Utilities Engineer is a mid-management level position that performs, oversees, and directs engineering activities including planning, conceptual design, final design, cost estimating, project bidding, services during construction and construction management for a variety of projects in wastewater treatment, water storage and distribution, sewer collection, and storm water management. The ideal candidate will possess in-depth knowledge of wastewater treatment and related water/wastewater infrastructure projects. This position will serve as a key member of the team that will manage and deliver a $100 million treatment system upgrade for the City’s Water Pollution Control Facility (WPCF) to incorporate nutrient removal into the treatment process.  
 
DEFINITION
Under general direction, supervise, direct, plan, and coordinate the assigned functions and activities of the Engineering Section of the Utilities Division.
 
DISTINGUISHING CHARACTERISTICS
This is a mid-management level position that performs, oversees, and directs all assigned activities of the Utilities engineering section, including planning, conceptual design, final design, cost estimating, project bidding process, services during construction and construction management for variety of projects in water distribution, sewer collection, storm water management, and wastewater treatment.  This position is distinguished from that of subordinate Associate Civil Engineer position by its responsibility for the supervision of assigned engineering and technical staff, in addition to engineering and technical responsibilities for project development, design, and construction management for more complex projects.  This position is distinguished from Deputy Director of Public Works for Utilities by the latter position's overall responsibility for all aspects of the Utilities Division functions.

Education:   Bachelor's degree or equivalent from an accredited college or university in civil engineering, or a closely related field with major work in civil engineering.  A master's degree is desirable.
 
Licenses and Certificates: Possession and maintenance of a certificate of registration as a Professional Engineer (Civil or Mechanical) in the State of California.
 
Possession and maintenance of a valid Class C California driver's license.

The Newark Recreation and Community Services Department is looking for Pool Service Technician for our fantastic swim lesson and aquatic programs, to work at the Silliman Activity & Family Aquatic Center. We are looking for someone to perform a wide variety of duties related to maintaining the City’s Aquatics facilities, pools, water slides and property. Swimming experience is desired. Those that are successful in the application review will be invited to attend an interview either in person, or via ZOOM. The Shallow Water Lifeguard is responsible for the supervision of on-site recreation activities at the Aqua Adventure Waterpark and safe operations of all rides (in water 4 ft or less). This responsibility may include public assistance, public education, enforcement of rules and regulations, administration of first aid and life support, and light maintenance. The Lifeguard is expected to work weekends and holidays on a regular basis.

EXAMPLES OF DUTIES (This is a general description of duties and is not all-inclusive.)

• Provide outstanding customer service while performing assigned duties, including interpreting and conveying information throughout the Waterpark
• Supervise public use to enhance recreation activities and insure safe and legal uses
• Ensure the safety of all guests and staff within the Waterpark

DEFINITION: Under general supervision, responsibilities will include but not be limited to light office tasks, customer service, set up and take down of facility equipment and janitorial tasks. Perform related work as required.

Lead Facilities Attendants are expected to oversee Facility Attendant staff, supporting ongoing training, communication, and tracking of facility rentals, as well as speak and respond to rental related needs/ issues.   This is a part-time, year-round position.

• Set up and take down tables, chairs, audio-visual equipment, and other related material and equipment.

The Waterpark EMT is responsible for responding to emergencies and providing efficient and immediate care to the critically ill/injured at Adventure Waterpark. In addition, The EMT provides security services as needed. The EMT is expected to work weekends and holidays on a regular basis.

EXAMPLES OF DUTIES (This is a general description of duties and is not all-inclusive)

• Functions within the scope of care as defined by state, regional, and local regulatory agencies
• Provide outstanding customer service while performing assigned duties, including interpreting and conveying information throughout the Waterpark
• Ability to open/maintain an airway, administer CPR, control hemorrhage, bandage wounds, immobilize extremities, administer oxygen, and other duties within the scope of practice
• Respond to emergencies in a timely and safe manner
• Recognize hazardous situations and contain area until help arrives
• Produce competent reports of incidents and injuries
• Provide public security services during the course of the day and for Admin at closing
• Uphold all rules and regulations of the Waterpark
• Maintain a high degree of confidentiality, professionalism, and integrity while performing all aspects of assigned responsibilities
• Attend training and staff meetings as assigned
• Assist other City departments in the event of major emergencies
• Perform other duties as assigned

SUPERVISION EXERCISED AND RECIEVED

The position is supervised by the Waterpark Operations Manager and/or Recreation Supervisor

MINIMUM QUALIFICATIONS

• Must be 18 years or older
• Possess E.M.T. certification with experience in the field, and submit verification upon hire
• Possess excellent communication skills, both written and oral
• Ability to establish and maintain productive relations and positive attitude with and toward others
• Possess good organizational skills and be able to multi-task
• Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals
• Willingness to work nights, weekends, holidays, and overtime as required
• Ability to secure and retain valid California driver's license
• All candidates must meet the following physical requirements:
  • Must not be allergic to chlorine or other pool chemicals
  • Sit or stand for long periods of time (100% of assigned shift, and/or in excess of 10 hours)
  • Ability to walk up and down stairs
  • Ability to lift and maneuver at least 50 pounds
  • Ability to bend, kneel, stoop, push, and pull
  • Work in an outdoor environment with wet conditions and extreme heat
  • Work in direct sunlight

SELECTION PROCESS

The Newark Recreation and Community Services Department is looking for Lifeguards for our fantastic swim lessons and aquatic programs at the Silliman Activity & Family Aquatic Center. We are looking for positive, patient, motivated, self-driven individuals that have a passion for working with children and wish to make a difference! Those that are successful in the application review will be invited to attend an in-person interview. Please note that this position requires you to work in an indoor aquatic environment subject to warm/humid temperatures.

• Applicants should be able to work at least 12-20 hours September through April, including weekends and holidays, with mandatory trainings.

• Must be flexible regarding scheduling as it is based on business demands to include some weekend and holiday availability. We are flexible around school schedules.

RESPONSIBILITIES:

• Under direct supervision of the Aquatics Coordinator, Lifeguards will ensure the safety of facility patrons by preventing and responding to emergencies
• Maintaining constant surveillance of patrons in the facility
• Acting immediately and appropriately to ensure the safety of patrons in the event of an emergency/Providing emergency care and treatment as required until the arrival of emergency medical services
• Performing various maintenance duties as directed to maintain a clean and safe facility
• Having a thorough knowledge of rescue techniques
