The Position:
The Accountant performs professional work involved in first line supervision of accounting functions, complex account development, maintenance, modification, and reporting. Under direction, the position is responsible for applying generally accepted accounting principles to analyze, maintain, reconcile and verify a variety of budgetary, accounting and other fiscal records. The position supervises daily operations in a variety of functional accounting areas and maintains adequate oversight and internal controls over such operations. Public contact is extensive and involves staff at various levels within the organization, local government agencies and other outside entities for the purpose of exchanging technical accounting procedural and policy information. A high degree of independent judgment and creativity are required to analyze data and develop resolutions to a variety of minor and major problems that occur. The consequences of errors in judgment can be costly in employee time, public relations and/or institutional funding; however, administrative controls limit the risk of serious consequences in loss of revenue. An Accountant can direct the work of accounting paraprofessional, clerical and other staff as assigned.

Duties and Responsibilities:
The duties below are representative of the duties of the classification and are not intended to cover all of the duties performed by the incumbent(s) of any particular position. • Uses a variety of spreadsheet and other software to analyze complex financial, statistical data
• • Composes and prepares correspondence, recommendations and reports using a variety of computer software
• Posts revenue, abatement, expenses, accounts receivable and liabilities to the ledger
• Monitors and records various investments, certificates of deposit, and other fund instruments as assigned
• Monitors, reconciles and balances expenditure and revenue control accounts and general ledger accounts
• Provides regular financial reports
• Researches, compiles data for, and prepares complex fiscal reports to local, state, and federal agencies as required
• Provides input into the development and modification of database programs, screens, data formats and record keeping
• Prepares cash reconciliations
• Prepares monthly income analysis summaries, cash flow statements, and fund balance statements as needed
• Maintains chart of accounts
• Sets up and maintains database and other online resources of data
• Plans and reviews report data and conclusions with management staff
• Monitors and evaluates performance of internal and external computerized financial record systems and develops recommendations, in conjunction with information technology staff, to implement system improvements and upgrades and to maintain effective integration of systems
• Plans, coordinates and supervises daily operations in functional accounting areas, including the training, staff development, direction and evaluation of accounting and support staff
• Compiles financial data for internal and external audits as needed
• Coordinates required changes in district fiscal records, policies, and procedures, in conjunction with senior management and other staff
• Updates and drafts procedures as necessary
• Monitors and interprets federal and state regulations and guidelines and assures compliance with requirements
• Exchanges information with college and district staff at all levels regarding policies and procedures related to the assigned functional accounting area; provides technical information as a resource to various offices within the district
• Implements financial requirements of contractual agreements made by the district
• Assists staff in fiscal year-end closing of district records and preparation of year-end reports
• Assists internal and external auditors in preparation of final reports as needed
• Attends, meetings, workshops, and other gatherings to obtain most current information
• Drives a motor vehicle to visit off-site locations for meetings, conferences, workshops and other activities
• Performs other related duties as assigned

Minimum Qualifications:

• Bachelor’s degree in accounting, business administration, finance or a closely related field OR an equivalent combination of education and experience
• Successful work experience of increasing responsibility that has included government fund accounting, financial analysis and reporting; project budgeting, planning, and design
• Experience in the coordination of workloads with people at various levels within an organization
• Skill in complex data research, analysis and reporting
• Skill in the use of spreadsheets and a variety of computer software to compose and prepare data analysis, reports, summaries, correspondence and other materials
• Demonstrated cultural competence, sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, faculty, and staff
• Demonstrated skills in written and oral communication, including public speaking and persuasive communication
• Skill in directing the work of others
• Possession of a California Driver’s License (or the ability to obtain one) and the ability to drive a motor vehicle to off-campus locations

Physical Requirements:
This classification requires multi-level tasking and strategic planning, attention to detail and organization of financial data, active listening; individual to large-group communication, persuasion, good memory, tact, patience, flexibility and the ability to drive a motor vehicle to off-site locations in order to perform the essential functions.

The Challenge

As a Police Officer your duties will typically include patrolling assigned areas; interacting with the public; conducting criminal investigations; enforcing laws; investigating collisions; preserving the peace and writing reports. You will be assigned to one of three shifts spanning the 24-hour day and these shifts will periodically change. In the Patrol Section you will work three 12 hour and 20-minute workdays and have four days off. If you are assigned to any other Section, you will work four 10-hour workdays with three days off. Public Health Policy and Planning includes Edison HIV Clinic and Mobile Health Clinic/Street and Field Medicine program. Edison Clinic provides comprehensive patient-centered HIV primary care services to persons living with HIV (PLWH) within San Mateo County as well as provides services in diagnosis and treatment of sexually transmitted infections (STIs) to all San Mateo county residents. The Mobile Health Clinic/Street and Field Medicine program provides field-based medical care focusing on homeless, formerly incarcerated, and farmworker/farmworker family member individuals. The program provides medical care in the field at encampments and homeless congregation sites, homeless shelter, peripheral sites outside of San Mateo County Clinics, and on a mobile medical clinic vehicle that parks at scheduled sites throughout the county.

The San Mateo Medical Center is a public hospital and clinic system fully accredited by the Joint Commission. The Medical Center operates outpatient clinics throughout San Mateo County and also an acute-care hospital. We serve the healthcare needs of County residents, serving as the healthcare home for underserved and underinsured residents, with an emphasis on education and prevention. The Wastewater Treatment Plant (WWTP) is a 15.7 MDG sub-regional facility that serves an estimated 164,545 customers  administering the annual operation and maintenance budget over $12.8 million with a staff of 34 professional and technical personnel.  The City of San Mateo is building a team tasked with the safe and continuous operation of the current expansion of this conventional activated sludge plant by introducing new facilities including; preliminary treatment, primary treatment, enhanced biological nutrient removal/membrane bioreactors (BNR/MBR), biological and chemically enhanced treatment (BioACTIFLO), and additional upgrades to existing process equipment. A vital and instrumental member of this team is the WWTP Operator III.

The Position

This position will receive general direction from the Chief Plant Operator and instruction from their Shift Supervisor to provide daily guidance to lower level operators and trainees. The WWTP Operator III will be responsible for supporting these efforts to guide, develop and mentor staff on their assigned shift, act in a supervisory capacity in the absence of the Shift Supervisor, and is the assigned lead in getting both scheduled and unscheduled work completed. Those who have prepared themselves and are ready for the challenge to use their skills as a journey-level wastewater professional should seriously consider this opportunity.

This position is assigned rotating shifts working nights, weekends, and holidays with on-call emergency response 24 hours per day.  However, along with this challenge is the benefit of working  a 12-hour shift that results in a very favorable work/life balance and requires the minimum commuting days as compared to other standard 8-hour shifts.

The Duties

Depending upon assignment, duties may include, but are not limited to the following.

Operate wastewater treatment facilities to control flow and processing of wastewater, sludge and effluent; monitor gauges, meters and control panels; observe variation in operating conditions, interpreting meter and gauge readings and test results to determine process requirements.

• Operate valves and gates; start and stop pumps, engines and electric motors to control and adjust flow and treatment processes; operate and maintain boilers; perform routine maintenance work on valves, tanks, related equipment and facilities to optimize performance.
• Maintain appropriate plant records to support water quality goals.
• Perform the duties of the Designated Operator-in-Charge when required in accordance with State regulations.
• Operate rolling vehicles and stationary machinery as required to perform essential job functions.
• Foster and maintain good working relationships and provide excellent customer service in the course of their work.
• Assist in the inventory, requisition, and purchase of supplies and materials.
• Supervise and train less experienced operators on assigned shift.

As you progress in your role, you'll perform a wide range of peace officer tasks under the direct supervision of experienced officers.

As you gain experience and expertise, you'll have the opportunity to advance to the journey-level Deputy Sheriff classification, where you'll play a crucial role in facilitating community interaction, utilizing collaborative problem-solving techniques, investigating crimes, and patrolling assigned areas. Additionally, you may also have the opportunity to engage in tasks such as receiving, supervising, and transporting inmates, acting as a bailiff or civil deputy, and fulfilling various law enforcement and crime prevention duties assigned under general supervision.

The required test score for Deputy Sheriff Trainee applicants must be completed before submitting an on-line application.  The following describes the required application materials: 

 

Step 1:  Application Submission: All applicants are required to submit an online application to be considered. Step 2:  Written Examination: Applicants for the Deputy Sheriff Trainee have four options for meeting the written examination requirement – (a) submittal of a valid and passing T-Score on the POST Entry-Level Law Enforcement Test Battery (PELLETB) exam dated within the last 12 months prior to the date of application or (b) possession of a passing score on the National Testing Network (NTN) Frontline Law Enforcement written examination dated within the last 12 months prior to the date of application or (c) possession of a Basic Police Academy certification meeting POST requirements will be accepted in lieu of PELLETB scores or (d) possession of an associate’s degree or higher from an accredited U.S. college or university. 

 

a) POST Entry-Level Law Enforcement Test Battery (PELLETB): This exam must be completed in less than 2.5 hours, and it must be passed with a minimum T-Score of 46.  To schedule for the exam, visit the South Bay Regional Public Safety Training Consortium's website at: www.theacademy.ca.gov. 

 

b) National Testing Network (NTN) Frontline Law Enforcement Written Exam: Passing scores accepted for this exam are Video Judgement Test 65% or higher; Reading 70% or higher; and Writing 70% or higher. This examination is administered directly by the National Testing Network, and it may be taken virtually or in person at testing sites nationwide. c) Possession of a Basic Police Academy certification meeting POST requirements. 

 

d) Possession of an associate’s degree or higher from an accredited U.S. college or university. NOTE: PELLETB Test scores or results from other training organizations or law enforcement agencies will be accepted so long as they meet California Peace Officer Standards and Training (POST) requirements. 

 

IMPORTANT INFORMATION ABOUT TESTING

 

PELLETB: Applicants can complete the PELLETB exam at the South Bay Regional Public Safety Training Consortium. The areas covered by the test include spelling, vocabulary, clarity, reading and CLOZE (use contextual clues to complete a passage that contains missing words). Applicants are responsible for contacting South Bay Regional Public Safety Training Consortium and self-enrolling in the required written exam. National Testing Network (NTN) Frontline Law Enforcement Written Examination (Online option): Applicants can register with NTN and schedule for the written examination by visiting www.nationaltestingnetwork.com, select “Find Jobs”, then select “Law Enforcement Jobs” and sign up for San Mateo County Sheriff’s Office. You must take the examination first before applying. Candidates who have already completed the National Testing Network (NTN) examination may submit their results through NTN to our agency. The exam must have been taken within one year of your submitted application. Candidates must meet the minimum passing scores. Acceptance of NTN exam scores are subject to verification with National Testing Network.

 

Qualifications

As required by California State Law candidates for Deputy Sheriff Trainee and Deputy Sheriff classifications must have the following qualifications:

Education:  A high school graduate or passing the General Education Development (GED) test or other high school equivalency test approved by CDE, or completion of at least 60 college units from an accredited or approved institution to apply.

Knowledge of: Civil laws, codes, ordinances and recent court decisions; principles and practices of law enforcement, criminal investigation and basic psychology, rules of evidence, laws of arrest and court procedure.

Skill/Ability to: Work collaboratively with others to solve problems; read and comprehend legal documents, law enforcement manuals, and court decisions; read standard street and highway maps; follow instructions; function effectively under stress; demonstrate leadership and control in volatile, rapidly changing environments; maintain impartiality, transparency and make accurate observations; perform repeated strenuous physical exertion; write complete and accurate reports and correspondence.; communicate clearly and respectfully with all types of people, both orally and in writing; lead by personal example by interacting professionally and compassionately with community members; meet State of California Peace Officer Standards and Training (P.O.S.T.) medical, physical and psychological standards for law enforcement.

Licensure/Certification:

• Possession of a Class C California driver license or equivalent (both classifications).

Deputy Sheriff Trainee: Eligibility for State of California P.O.S.T. law enforcement academy and field officer training OR successful graduation from State of California P.O.S.T. law enforcement academy and eligibility for field officer training.

Other Requirements:

• Must be at least 21 years of age per P.O.S.T and AB-89 Peace Officers: Minimum Qualifications.
• Refrain from using tobacco products at any time for employees hired by the County after October 1, 2004.

Step 3:  Application Appraisal (weight: 100%): Applicants who meet the written examination requirement as outlined in Step 2 and meet the qualifications for the position will be placed on the eligible list for a period of six months.

 

After placement on the eligible list, qualified candidates will be invited to participate in the following departmental process with The San Mateo County Sheriff’s Office:

Oral Interview: Qualified candidates will be invited to participate in a panel interview with the Sheriff’s Office Professional Standards Bureau.

Physical Agility Exam: Qualified candidates will be invited to participate in a physical agility test which may include, but is not limited to, the following events: weight drag, obstacle course, fence/wall climb and 1.5 mile run completed in 15 minutes or less.

Candidates must successfully pass both the departmental interview and the departmental physical agility test to be hired for the position of Deputy Sheriff's Trainee.
