About the Department

The Central Garage is part of the Public Works Maintenance & Operations Division. Our three-bay facility maintains more than 260 units—including patrol vehicles, Class 5 and above apparatus, newly integrated electric vehicles, heavy equipment, generators, and small engines to ensure City operations can deliver essential services 24/7.

About the Role 

As a Mechanic I/II, you will:

• Planned and carried out preventive maintenance schedules for all city vehicles and equipment.

• Diagnose and repair gasoline, diesel, and alternative-fuel engines; hydraulic, electrical, fuel, ignition, exhaust, and brake systems.

• Operate computerized diagnostic instruments plus a full range of hand, air, and electric tools.

• Maintain concise and clear repair records in our repair management software.

• Perform welding, metal fabrication, tire work, and minor body repairs.

• Provide emergency field assistance and respond to critical fleet issues on a 24-hour standby.

• (Mechanic II only) Lead and review the work of assigned staff and manage garage inventory, purchasing, and repair/maintenance planning

Minimum Qualifications & Certifications

• Education - Associate degree (or equivalent coursework) in automotive technology, mechanics, maintenance management, or related field

• • Mechanic II - 4 years progressively responsible automotive diagnosis & repair

• License - Valid CA Class B driver’s license or ability to obtain within 6 months of hire

• • Mechanic I - ASE certifications are preferred; Master Mechanic is highly desirable

ABOUT THE ROLE

Reporting to the Executive Director, the Deputy Director will oversee department-wide administrative operations and strategic initiatives including organizational planning, program performance, budget development, financial accounting, procurement, contracting, human resources, recruitment, and other administrative functions. This role will supervise three staff members in the Operations Division and closely collaborate with other staff to achieve the Commission’s strategic goals.

The Deputy Director must be willing to forego involvement in all local political activity while a member of the Commission staff and publicly file an annual Statement of Economic Interests (Form 700).

ESSENTIAL DUTIES

Essential duties of the position include, but are not limited to the following:

• Establish and implement departmental goals, policies, and strategic plans as directed by the Executive Director.
• Develop and maintain a broad understanding of the Commission’s laws, policies, programs, procedures, and operations.
• Oversee daily administrative operations of the department including financial management, procurement, accounting, payroll, and related office operations.
• Effectively plan, coordinate, supervise, and evaluate the work of direct reports.
• Manage the department’s hiring initiatives including tracking vacancies, producing hiring-related documents, coordinating recruitment functions with staff and DHR, and supporting onboarding activities.
• Manage the department’s HR and personnel functions and lead initiatives to promote staff engagement and professional development.
• Direct the department’s annual budget development process by working with Commission staff and City stakeholders to get necessary funding approved through the City’s budgeting process.

• Manage services from other departments to support the Commission’s operations and serve as a liaison for departments and other stakeholders.
• Prepare management reports, annual reports, agency publications, and financial reports to provide regular progress updates regarding departmental goals and operations. Provide presentations at Commission meetings as needed.
• Maintain information on the Commission’s website, including budget, operational reports, and Commission information, in compliance with the City’s language access and digital inclusion standards.

• Support Commission-related operations including assisting with public meetings and onboarding new Commissioners.
• Act on behalf of the Executive Director when requested to provide business continuity for other programmatic and business functions.
• Maintain absolute confidentiality of sensitive information obtained through the course of completing assignments while working comfortably in an open government environment.

Minimum Qualifications

• Bachelor's degree from an accredited college or university, AND

Substitution: Additional experience as described above may substitute for the required degree on a year for year basis up to a maximum of two (2) years.

Desired Qualifications

• A Master's degree in public administration, business administration, public policy, or a closely related field of study, or a juris doctor degree.

• Two or more years of demonstrated experience with public sector management, budgeting, financial accounting, procurement, contracting, and/or recruitment functions.
• Experience in the fields of campaign finance and governmental ethics.
• Experience working objectively, efficiently, and effectively under strict deadlines and highly visible, sensitive, or politicized settings.
• Extensive knowledge and expertise in organizational policies, systems, and issues in a government setting.

The Assistant Civil Engineer is an entry-level class in the Civil Engineer series. This class is distinguished from the Associate Civil Engineer by the performance of the more routine tasks and duties assigned to positions within the Civil Engineer series. Incumbents perform less complex office and field engineering work and assignments are generally routine or closely related within a framework of established procedures. The Assistant Civil Engineer receives general supervision from higher level professional engineers and may exercise technical or functional supervision over technical engineering staff. The Assistant Civil Engineer position does not require registration as a civil engineer or professional engineer.  This position will have a focus in development review but will also participate in Capital Project delivery.

The Human Resources Administrator (Classification & Compensation) reports to the Director, Human Resources and is responsible for administering the District’s classification and compensation categorization system including performing highly confidential and professional level analytical work and advanced data analysis. This position makes recommendations based on studies and market data for professional-level administrative positions within the San Mateo County Transit District (SamTrans), Peninsula Joint Powers Board (Caltrain), and the San Mateo County Transportation Authority (TA) agencies.

The Senior Engineer, Railroad Structures reports to the Manager, Engineering Structures and Facilities, and is responsible for Caltrain corridor engineering, construction support of capital improvement projects, engineering design and maintenance support of facilities, including maintenance facilities and historical stations, project planning support, and design studies support for railroad structures including railroad stations, and railroad facilities for the Peninsula Corridor Joint Powers Board (Caltrain).

THE POSITION

The main role for this position of Network Administrator I/II will focus on Cybersecurity.  The candidate that fills the role will assist in defining enterprise cybersecurity policies, standards, guidelines, and procedures to ensure a robust and current cybersecurity program. They will also be responsible to monitor and analyze cybersecurity incident-related data and determine the appropriate response.

DEFINITION

Network Administrator I: Under general supervision, performs skilled technical work on the City’s data and voice networks, including LAN/WAN equipment, Windows servers, department-specific client/server applications, switching equipment, and UPS devices. This position reports to the Senior Network Administrator under the Department of Finance and Administrative Services. Performs other duties as needed.

Network Administrator II: Under limited supervision, performs complex technical work on the City’s data and voice networks, including LAN/WAN equipment, Windows servers, department-specific client/server applications, telecommunications infrastructure, switching equipment and UPS devices. Manages Microsoft 365 cloud services (O365, Azure, Intune) and enterprise security environments. Provides professional level work, including the design, implementation, evaluation, and daily management of security systems and solutions; and performs duties related to threat detection and prevention, education, risk assessment, compliance, governance, business recovery, forensics, and incident response. Other duties would include, but are not limited to aiding other Network Administrators. Positions in this class require frequent use of a high degree of independent judgment and interpretive ability.

Positions in the Network Administrator II classification are flexibly staffed and normally filled from advancement from the Network Administrator I class, or when filled from the outside, require specific technology experience. Appointment to this class requires the employee to be performing substantially the full range of Network Administrator duties and to meet the qualifications for the class. The class requires the ability to work independently exercising judgment and initiative and a greater knowledge of the City’s data and voice networks. This position reports to the Senior Network Administrator under the Department of Finance and Administrative Services.

EXAMPLES OF DUTIES

Administration of the City’s Data and voice networks, including maintaining, upgrading, and troubleshooting LAN and WIFI network switches, routers, and servers. Maintains network security and data integrity. Researches, implements, and maintains physical and wireless data networks. Configures, maintains, and manages upgrades to client/server software applications. Researches, recommends, installs, and maintains server and network software. Administers and maintains Cloud-based Microsoft 365 solutions. Administers and maintains Virtual Infrastructure (Compute, Storage, and Network).

Develops and maintains the documentation regarding configurations, operations and diagnostic procedures for servers, network, and applications. Maintains system and hardware support contracts. Architects, implements, monitors, maintains, and troubleshoots various security systems that protect the City’s networks, IT/OT systems (including SCADA), applications and critical infrastructure. Designs, organizes, modifies, installs, secures and supports security infrastructure; and provides technical support for network and security issues associated with enterprise applications. Analyzes both raw and processed security alerts, logs and event data to identify potential security incidents, threats, mitigations, and vulnerabilities. Architects, implements, maintains, and troubleshoots the City’s business continuity plan and emergency response plan as it relates to redundant, secure infrastructure. Investigates, analyzes, produces reports, and remediates security incidents that occur on City systems and applications, both onpremises as well as in the cloud. Confirms viable backups, tests, maintains and monitors both on-premises and within the cloud. Performs other duties as required.

MINIMUM QUALIFICATIONS

Knowledge of: Network firewall, VPN, layer 2/3 switching, VLAN, IP subnetting, Microsoft Online and related services, M365, Azure, Teams, Intune, Exchange, ADFS SSO, Server Virtualization VMware/Hyper-V, Windows Services (GPO,AD, LDAP, NTFS, DFS, DNS, DHCP,NPS, IIS), Enterprise Storage, Data Backup and Recovery, Patch management, Network and System Endpoint Security, System Monitoring, High availability. Microsoft Windows operating systems and Office suites, UPS systems, voice communication technology including PBX, public safety, and voice recording/logging systems. Relevant industry requirements and government regulations (e.g., PCI-DSS, CJIS, NIST, NERC CIP, ISO 27000, etc.)

Ability to: Apply current industry-standard technologies toward the administration of public sector data and voice networks; provide broad and narrow analyses of systems and recommend improvements; manage multiple tasks and projects simultaneously; communicate effectively both orally and in writing; document current status and progression of systems; assist in training of team members and the user community; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Experience:

NETWORK ADMINISTRATOR I: A minimum of three years of full-time, responsible experience in administering server and network infrastructure, storage, and security.

NETWORK ADMINISTRATOR II: A minimum of five years of full-time, increasingly responsible experience in administering server and network infrastructure, storage, and security.

Education:

NETWORK ADMINISTRATOR I: High school graduation or equivalent. Graduation from college or university with emphasis in computer science, information technology, or related field, and current certification (CCNA, MCSE, CCSA, CCSE, CEH, Security+) desirable.

San Mateo County Health's Public Health, Policy and Planning Division has exciting field-based opportunities for well-qualified and motivated Nurse Practitioners to provide both primary and urgent care to adults from vulnerable populations within our community—people experiencing homelessness and/or in shelters, monolingual Spanish speakers and other new immigrants, and those without insurance or underinsured. These services are provided through various Mobile Clinic modalities and venues, including but not limited to street medicine, shelter medicine, and the mobile coach. We are looking for collaborative Nurse Practitioners to work in and lead various multidisciplinary service teams in the field to provide comprehensive, low-threshold, client-centered care and engagement.

Teams are staffed by a Nurse Practitioner (NP), Psychiatrist, Medical Services Assistant, AOD Case Manager, and Patient Services Assistants. These teams work closely with our community partners from the Human Services Agency and community-based organizations who locate and identify clients needing medical and/or mental health services, as well as provide additional health, housing, and social services in the field.

Under general supervision, Nurse Practitioners provide urgent care and primary health care services such as physical examinations, chronic disease management (e.g., diabetes and hypertension), and referrals/linkages to specialty clinics as appropriate.

Currently, Public Health Clinics has one full-time, regular, 40-hour-per-week vacancy for a bilingual Spanish Nurse Practitioner and two 40-hour-per-week, Limited-Term Nurse Practitioner vacancies, requiring flexible schedules and field-based work at different locations. Sixty-five percent of the NP’s time will be in the field, with the remainder spent in the office documenting notes, placing orders, and coordinating with other staff as needed.

The ideal candidate has experience:

Examples of Duties

Duties may include, but are not limited to, the following:

• Provide low-threshold, comprehensive care for San Mateo County’s most marginalized and vulnerable populations, including people experiencing homelessness, those in shelters, migrant and immigrant farmworkers, the recently incarcerated, the uninsured, and those with financial challenges.

• Provide comprehensive and urgent care in a variety of non-traditional settings, including homeless encampments, outdoor locations, shelters, and a mobile RV clinic.

• Demonstrate the ability to work closely and collaboratively with a small team in often challenging environments (e.g., homeless encampments, shelters, extreme weather, individuals under the influence, or those with mental health challenges).

• Take stewardship of medical care for assigned geographic populations and/or shelters.

• Outreach to and build long-term, trust-based relationships with vulnerable populations.

• Assess patients’ physical, emotional, and social status through medical history, physical examinations, and diagnostic screenings; evaluate clinical findings and lab results.

• Identify and manage common illnesses and other health problems.

• Refer urgent issues beyond scope to appropriate specialists.

• Deliver longitudinal care in assigned areas.

• Collaborate with other health professionals following protocols for diagnosis and treatment.

• Build relationships with community partners to improve health outcomes and expand services.

• Counsel families regarding health maintenance and care.

• Coordinate referrals to other health or social agencies.

• Maintain accurate records of assessments, follow-ups, and evaluations.

• Supervise subordinate health workers and participate in meetings.

• Actively participate in quality improvement efforts.

Qualifications

Education and Experience
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

• Education: Completion of an advanced nursing degree from a program accredited by the Commission on Collegiate Nursing Education (CCNE) or the National League for Nursing Accrediting Commission (NLNAC), with emphasis in a Nurse Practitioner specialty area.

• Experience: Minimum of one (1) year of paid experience in an acute and/or ambulatory care setting.

Licensure
