The City of Marysville is seeking qualified candidates for the position of a Public Works Director; this recruitment will fill 1 vacancy and create an eligible list.  

Reporting directly to the City Manager, this position is responsible for executive direction, strategic leadership, and management of the Public Works Department, including City maintenance workers and capital improvement projects. 

As the principal administrator of the Public Works Department, the Director; plans, organizes, directs, reviews and manages all department activities and functions including Engineering, Parks and Recreation, Streets, Public Facilities, Wastewater Treatment/Sewage, and Storm Water Management.

The Director also coordinates departmental activities with other City departments, outside agencies, community groups and individuals; and provides highly complex professional advice and support to the City Manager and City Council; assures department compliance with and enforcement of applicable federal, state, and local laws, ordinances, and codes; manages and supervises staff; serves as a member of the City’s Executive Team.

REQUIREMENTS

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Education and Certification

Education: Graduation from an accredited four-year college or university with a degree in Engineering, Construction Management or similar major.

Licenses: Possess valid California Class C Driver’s License.

Experience

Incumbents must have a minimum of three (3) years of managerial experience directly involving municipal services such as public works, public utilities, capital improvement project management, parks maintenance and management, and/or street and facilities maintenance.

DEFINITION:

Under general administrative direction of the City Manager, plans, directs, manages, and  oversees the activities and operations of the Public Works Department including streets, utilities, water treatment and wastewater treatment, ensures all resources within each division are  properly allocated and managed; provides long range planning for department programs, projects, and needs; coordinates assigned activities with other departments and outside  agencies; and provides highly responsible and complex administrative support to the City  Manager.

CLASS CHARACTERISTICS:

The Director of Public Works is considered a Department Director with responsibility for directing the activities of a Department within the City. Positions at this level serve as a member of the City's senior management team and provide advice and counsel to the City Manager regarding strategic policy and problem-solving issues relating to the assigned Department and the City overall. The incumbent is responsible for accomplishing the City's goals and objectives related to assigned program areas.

EXAMPLES OF DUTIES:

• Assumes full management responsibility for all Public Works Department services and activities including streets, utilities, water treatment, and wastewater treatment.
• Manages the development and implementation of departmental goals, objectives, and priorities for each assigned service area; recommends and administers policies and procedures.
• Establishes, within City policy, appropriate service and staffing levels; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; allocates resources accordingly.
• Assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs and implements changes.
• Plans, directs, and coordinates, through subordinate level staff, the Public Works Department’s work plan; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures; meets with key staff to identify and resolve problems.
• Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates 

• staff training; works with employees to correct deficiencies; implements discipline and termination procedures.

• Oversees and participates in the development and administration of the Public Works Department budget; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary.
• Directs the activities and operations of the City's utilities, streets, and equipment maintenance programs; ensures maintenance activities are completed on time and within budget.
• Provides staff assistance to the City Manager; prepares and presents staff reports and other necessary correspondence.
• Represents the Public Works Department to other departments, elected officials, and outside agencies including community organizations; develops community resources; coordinates assigned activities with those of other departments and outside agencies and organizations.
• Explains, justifies, and defends department programs, policies, and activities; negotiates and resolves sensitive and controversial issues.
• Responds to and resolves difficult and sensitive citizen and business owner inquiries and complaints.
• Performs related duties as required.

This position is located in the Public Health Division of the Health and Human Services Agency. The Program Manager position has managerial and supervisory responsibility for County programs in the Women, Infants, and Children (WIC) Division. Program Managers are held accountable for the success of the programs and may act on behalf of the Public Health Division. This position exercises direct and in-direct supervision over professional, technical, and clerical staff. This position is full-time, and is scheduled for forty (40) hours per week.

THE POSITION

Tri-City is looking to fill vacancies for a Psychiatric Technician I/II for the Adult Outpatient Program/Adult Full-Service Partnership (FSP) Program. The Psychiatric Technician I/II will appeal to individuals who are inspired by challenges and opportunities presented in working with an engaged and active community by providing all manner of adjunctive medication support services. The Psychiatric Technician I/II will report to the Medication Support Team Supervisor and the Crisis & Medication Support Manager and work a 9/80 schedule.

Psychiatric Technician I: This is the entry-level classification in the Psychiatric Technician series. Initially under close supervision, incumbents learn and perform routine medication monitoring, administration, and support, while learning Authority policies and procedures. 

Psychiatric Technician II: This is the journey-level classification in the Psychiatric Technician series. Positions at this level are distinguished from the Psychiatric Technician I by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.

EXAMPLES OF ESSENTIAL DUTIES:

• Under the direction of clinical staff, provides medication management services to a caseload of clients in the office and in the field; ensures the proper acquisition and administration of medication.

• Provides education and training to clients, their families, and/or staff on the proper care and use of medications, including symptoms of, reactions to, or side effects of, specific medications; informs clients of the impact of abuse and/or misuse of medications.

• Conducts home/field visits to evaluate client’s physical environment and behavior such as anxiety, withdrawals, and behavioral health progression/regression.

• Takes and records measures of clients’ vital signs, physical condition, and behaviors; assists and observes clients self-dispense medication as prescribed by a psychiatrist and administers scheduled injections.

• Conducts medication checks on clients to assess their overall medication management capabilities; takes appropriate action if client poses danger with respect to the use or abuse of medication; observes, evaluates, records, and reports to professional staff changes in client’s condition.

• Within the scope of authority, assesses, diagnoses, and treats a variety of clients with mental health disorders; collaborates with clients and creates individualized treatments plans according to client’s needs and circumstances.

• Initiates and conducts individual, group, and family counseling and biopsychosocial therapy sessions utilizing a variety of techniques and modalities; provides case management services in the office and in the field.

About the Position:

The County of Yuba is currently accepting applications for Building Inspector I/II/III in the Building Department of the Community Development & Services Agency. This is a multi-level class series in which incumbents may be assigned to any one of the three levels depending on organizational needs, professional experience, individual expertise and skill, proficiency gained and complexity of assignments. The Building Inspector series is flexibly staffed through level III.

Building Inspector I – Initially under close supervision, incumbents learn structural, framing, plumbing, electrical, energy consumption, disability access, zoning, and related codes and inspection techniques. As experience is gained, inspections become more complex and are performed under more general supervision. This is the entry level in the building inspection series.   

Building Inspector II – Under limited supervision, this is the journey level in this class series, fully qualified to independently perform diverse inspections. This is the journey level in the building inspection series.  

Building Inspector III – is the advanced journey/lead level in this class series. Incumbents at this level receive general supervision as new or unusual situations arise. As employees progress through these levels, they will be assigned more complex, difficult and/or contentious inspections.

Building Inspector I:

• Perform basic principles and practices of the Building Department for inspections, investigations, code interpretation, permit application intake, review and permit issuance, including record keeping and case management.  Also learns zoning, land use, fire-safe and water quality related regulations.
• Inspect new and existing residential properties, and other building and construction elements for conformance to codes, regulations, plans, specifications and standards related to foundations, framing, electrical, plumbing and other structural and functional elements.
• Maintain professional development and continuing education activities, study for and pass certification exams to maintain certification requirements.

Building Inspector II:

• Learn inspection practices and procedures for non-residential commercial and industrial projects, new and existing.
• Perform inspections of new and existing buildings, building and construction elements and structures with limited supervision.
• Investigate complaints regarding existing buildings or new construction to determine if code violations or problem conditions exist; resolve problems or refer them to the supervisor for resolution.

Building Inspector III:

• Provide lead direction, training and work review to professional and technical staff; organize and assign work, set priorities and follow-up to ensure coordination and completion of assigned work; provide input into performance evaluations.
• Perform plan reviews and field inspections of a complex and difficult nature; respond to highly sensitive, complex, or technical complaints; make on-site visits to validate the nature of the complaint and recommend solutions.
• Independently perform full range of Building Inspection duties including conducting and documenting multiple inspections; maintain accurate and separate records for each inspection.
