ABOUT THE ROLE

As a Senior Human Resources Analyst, you will be an integral member of a focused team of four within the Human Resources Department, which is dedicated to delivering specialized services across various functions including:

DEFINITION

Under general direction, performs complex and highly responsible professional and technical human resources work in the areas of recruitment, examinations, classification and compensation, benefits administration, and provides support to the Human Resources Director.

DISTINGUISHING CHARACTERISTICS

The Senior Human Resources Analyst is a professional level class in which the incumbent is expected to perform a wide range of the most complex human resources activities.  As the advanced journey level classification within the Human Resources Analyst series, positions at this level are distinguished from other classes within the series by the greater level of responsibility assumed, complexity of duties assigned, independence of action taken and by the nature, scope and impact of the work performed.  Employees perform the most difficult, confidential and advanced level type of duties assigned to classes within the series, which may include providing direct supervision over assigned personnel and performing complex professional analytical work in support of internal and external customers with sound judgement and minimal supervision.

SUPERVISION RECEIVED/EXERCISED

Receives general supervision from the Human Resources Director.  Incumbents may supervise technical or support staff.

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Administers the City’s selection process; plans and coordinates recruitments; conducts labor market analyses and determines length of recruitments; prepares job bulletins and recruitment information; determines and places advertising in appropriate media; coordinates participation in career and job fairs; and reviews and evaluates applications; determines appropriate written, oral and/or performance examination programs; develops, evaluates and validates selection instruments; supervises the administration and scoring of examinations and the establishment of eligible lists; receives, researches and responds to candidate appeals; manages the employee onboarding and separation processes and develops and implements recruitment processes and procedures.
• Prepares or oversees the preparation of all personnel action forms, including new hires and separations, and submission of payroll for processing.
• Administers the City’s employee benefit program including retirement, health, dental, life insurance and voluntary employee benefits; evaluates program and vendor effectiveness; assists in resolving difficult or sensitive problems; serves as intermediary for employees and vendors/providers and administers the City’s open enrollment process.
• Conducts position classification studies; performs job audits and analyses of individual positions, classes and series of classes; participates in organizational and staffing studies of City departments; prepares and revises class specifications and proposes appropriate salary ranges for newly established and revised classifications.
• Conducts salary and employee fringe benefit surveys, analyzes data and recommends adjustments and internal relationships.
• Develops, implements and manages the use of the City’s HRIS system; analyze and develop forms and procedures associated with human resources processes and HRIS applications; maintain the department internet and intranet pages.
• Provides professional and technical advice regarding memorandum of understanding (MOU), language, Personnel Rules and Regulations, policies, procedures, laws, rules and regulations to City departments, employees, employee organizations, job applicants and the general public and responds to complaints and requests for information from employees, management, outside agencies and the public.
• Designs and conducts employee training and orientation programs and assesses training effectiveness and modifies training programs as needed.
• Supports the Human Resources Director with employee and labor relations matters to include handling investigations, disciplinary matters and labor relations duties; assists in the collection and preparation of data used in negotiations.
• Supports the Human Resources Director with conducting formal and informal inquiries into discrimination, harassment and equal opportunity related complaints.
• Coordinates leave management programs; advises employees on their rights under the Family Medical Leave Act (FMLA), California Family Rights Act (CFRA), State Disability Insurance (SDI), Paid Family Care Leave (PFL), long-term disability and disability retirement; receives and processes requests for FMLA, CFRA and other leaves; determines eligibility and sends initial notices; requests additional information and prepares other leave-related correspondence; recommends approval or denial of leaves.
• Supports the Human Resources Director with monitoring compliance of the Department’s various programs with applicable laws, guidelines and regulations; tracks and analyzes proposed legislation to determine impact on human resources operations and programs; researches, develops and proposes updates to, and/or establishment of new, City policies, administrative regulations and personnel rules.
• Establishes highly effective working relationships with clients, employees and union representatives, representatives of community organizations, state/local agencies and associations, City management and staff and the public.
• Performs related duties as required.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking, reaching, twisting, turning, kneeling, bending, stooping, and squatting in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports using a computer keyboard. Additionally, the position requires near and far vision in reading written reports and work related documents. Acute hearing is required when providing phone and personal service. Additionally, the incumbent in this position may work in all weather conditions including wet, hot and cold. The need to lift, drag and push files, paper and documents weighing up to 25 pounds is also required.

KNOWLEDGE, SKILLS AND ABILITIES

SUMMARY DESCRIPTION

DISTINGUISHING CHARACTERISTICS

A paraprofessional classification requiring administrative, analytical, and specialized technical skills to perform semi-complex municipal planning duties. The role is distinguished from lower classifications by its scope of work and requirements for specialized training and technical proficiency in planning. This classification performs recurring tasks and solves problems independently under general supervision from the department director or assigned supervisor, and does not exercise supervision over staff.

REPRESENTATIVE DUTIES

• Perform a wide range of administrative, operational, and technical tasks supporting planning programs and functions.
• Process, review, and evaluate plans, required planning documents and construction plans for completeness, consistency, and regulatory compliance.

The City of Dixon is recruiting to fill a full-time position of a Community Service Officer I/II and to establish an Eligibility List for future use. Duties include a wide variety of professional law enforcement functions which do not require peace officer training, including youth services, crime prevention, records management, property and evidence management, information gathering and report writing, code enforcement, office support, operation of jail facilities and parking and traffic control.

Community Service Officer I: This is the entry level class in the Community Service Officer series.

THE POSITION
To perform a variety of tasks in the maintenance of City-owned buildings, equipment and facilities.

The purpose of this recruitment is to hire a Temporary / Part-Time position. Applicants who do not meet the minimum qualifications for the Facility Maintenance Worker I position may be considered for employment as an Intern. Temporary / Part-Time employees work no more than 130 hours per month AND 960 hours per fiscal year. Typical work schedule will be three 8-hour shifts per week, excluding weekends and evenings.

IDEAL CANDIDATE
This position will perform semi-skilled tasks in a variety of light construction and maintenance activities. The Ideal Candidate will be customer-friendly and be a solutions-oriented professional who is flexible in dealing with shifting priorities, have good time management skills, and possess the ability to work effectively in the absence of supervision.

ESSENTIAL JOB FUNCTIONS
Maintain and repair City buildings, equipment and facilities by performing a variety of semiskilled carpentry, plumbing,  painting, heating/air conditioning, mechanical repair and electrical work as necessary. Inspect City buildings to locate conditions indicating the need for repairs and maintenance; assist in establishing and implementing preventative maintenance programs. Operate and maintain a variety of heavy tools and equipment, including small power and hand tools. Work cooperatively with others. Regular and consistent attendance.

OTHER JOB FUNCTIONS
Remodel and repair a variety of building components such as counters, tables, desks, bookshelves, cabinets, partitions, walls, windows and doors; boilers, water pumps, exhaust fans, compressors, and other water and sewage system plumbing as required. Perform electrical work such as wiring and rewiring; replace switches, ballast and receptacles as required. Prepare simple activity and related reports; maintain inventory and work records as required. Requisition supplies and materials. Perform general janitorial duties as needed. ABOUT THE POLICE DEPARTMENT

The Woodland Police Department is staffed with 72 sworn officers, 18 professional employees, and 8 part-time temporary professional employees. Our staffing is expected to expand in size as the City grows. The Department is managed by a Chief of Police, a Deputy Chief, 3 Lieutenants, 10 Sergeants, and a Police Records Supervisor. The Department has three Bureaus; Patrol, Investigations, and Community Relations. Police Officers are assigned to all Bureaus where they work in various capacities and teams.   Within the Bureaus are many specialty units including K-9, Traffic/Motors, School Resource Officers, Gang Task Force, Detectives, and Homeless Outreach Street Team.  There are a number of collateral duties available to officers including SWAT, Crisis Negotiations Team, Field Training Officer, Honor Guard, Arrest & Control Instructors, Firearms Instructors, Gang Resistance Education, and Training (G.R.E.A.T) instructors, Social Media Team, Recruitment, and Bicycle Patrol. Woodland is a city of approximately 60,000 residents. Incorporated in 1871, Woodland is conveniently located on I-5 just 12 miles northwest of Sacramento and 9 miles north of U.C. Davis. Woodland’s primary business is agriculture and light industrial, including distribution centers for Target, True Value, Payless, and Walgreens. Woodland has a community college, 2 senior high schools, 2 junior high schools, and 12 elementary schools in the public school district, supplemented by 5 private schools, grades K through 12. The area offers various recreation possibilities: water skiing and boating on the Sacramento River, Lake Berryessa, and Lake Folsom; skiing in the Sierras, hunting, and fishing; five golf courses; and many other youth and adult-oriented recreations.

The City of Auburn is hiring for the seasonal, part-time Bus Driver I position in the Auburn Transit Department.

Auburn Transit is looking for qualified individuals to join our transit team. These positions are seasonal, part-time and each has a maximum of 999 hours of work per fiscal year. The incumbent's schedule will be flexible, based on the needs of the department, community transit needs and employee availability.

WHAT YOU WILL DO

This position operates a variety of transit and General Public Paratransit (GPPV) vehicles to transport passengers in a safe, courteous and reliable manner. The incumbent will learn all transit laws, operating procedures and policies. 

Auburn Transit provides fixed and on-demand transportation services to the community. In addition to designated bus routes, Auburn Transit works with other local transit agencies to ensure adequate services are provided for school needs and special events. DISTINGUISHING CHARACTERISTICS

The Bus Driver I is an entry-level classification responsible for routine tasks and operation of specific transit vehicles. It is essential incumbents learn all transit laws, operating procedures and policies. The role is performed under direct supervision from the Transportation Supervisor or designee and does not involve supervision over other staff.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Actual work may vary based on department needs or change due to evolving business practices.

• Operates a bus or other General Public Paratransit (GPPV) vehicles on City streets and highways in all weather conditions to transport passengers on established routes with designated stops, on-demand rideshare services, field trips and special events.
• Ensures passenger safety by observing passenger behavior, verifying safety belts are secured and rendering aid to passengers in an emergency.
• Assists passengers boarding and deboarding as needed or requested, including senior citizens, individuals with disabilities and care-dependent persons.
• Operates a smart device and two-radio to respond to transit dispatch and on-demand rideshare requests requiring adjustments to existing schedules and routes.
• Operates automatic wheelchair lifts, collects fares, issues passes, secures wheelchairs and other assistive devices.
• Promptly notifies management and completes reports regarding accidents and incidents involving vehicles and passengers.
• Conducts mandatory daily pre-trip vehicle inspections adhering to state and city regulations before each route, including reporting inspection results, daily trip logs, and required vehicle repairs and maintenance.
• Performs minor maintenance, repair and cleaning of transit vehicles and fleet storage facility.
• Adheres to all public transit federal, state and local laws, rules and regulations.
• Maintains a valid California driver’s license and passenger certifications required by the state vehicle code, Department of Motor Vehicles, Department of Transportation and other applicable standards.
• Performs related duties as assigned.

SELECTION PROCESS

Candidates will be evaluated for qualifications. Those who demonstrate the strongest qualifications will be invited to interview. Meeting minimum requirements does not guarantee an interview. The selection process may also include a written exam or skills assessments. The final candidate will undergo a background check, live scan and pre-employment medical exam.
