DEFINITION
Under general direction of the Human Resources Director, the Human Resources Manager oversees and coordinates the day-to-day human resources operations and is expected to perform professional human resources and administrative work. The Human Resources Manager manages, reviews and evaluates the work of subordinate staff.

CLASS CHARACTERISTICS
The Human Resources Manager (HRM) is a single position classification in the Human Resources Department responsible for the supervision of staff in a number of program areas including recruitment and selection, classification and compensation, benefits administration, disability and leave management, employee and labor relations, investigations, risk management, human resource information systems and record keeping and retention.

EXAMPLES OF DUTIES (illustrative only)

• Plans, directs, and coordinates work activities of staff in the Human Resources Department.
• Assists the HR Director in the planning, development, and carrying out of high-quality operations for the Department; assists in the development and implementation of initiatives.
• Provides information and assists with the development and implementation of various policies and procedures.
• Coordinates human resources and staffing planning activities with the various City Departments. Monitors and reviews personnel activities for consistency and propriety with regard to the City’s goals, policies, and procedures.
• Represents the City in and participates in the City's labor relations and labor contract (MOU) negotiation activities.
• Manages and participates in the full recruitment cycle; determines and develops examination materials; oversees the certification and hiring process.
• Supervises and participates in leave management activities including but not limited to: FML/CFRA administration, temporary modified work, reasonable accommodation, worker’s compensation and return to work programs.
• Under direction, conducts classification and compensation studies including desk audits; recommends and executes the creation and revision of classification specifications and salaries.
• Responds to and directs necessary actions to resolve matters identified by the Human Resources Director, City department staff, and employee organizations.
• Assists in meet and confers and the planning and conducting of labor negotiations.
• Conduct investigations in response to allegations of harassment, discrimination, workplace violence, and retaliation.
• Responsible for overseeing risk management activities including the various insurance programs.
• Develop and facilitate trainings and development opportunities within the workforce, on relevant subject matter as directed
• Represents and acts in the absence of the Human Resources Director.
• Facilitates the City’s Safety committee and coordinates related training and development programs.
• Performs related duties as assigned.

QUALIFICATIONS:

Knowledge Of:

• Principles and practices of public sector human resources administration.
• Health and welfare benefits administration.
• Principles and practices of employer-employee relations (Meyers-Milias-Brown Act), classification and compensation relative to Merit System Principles, recruitment and examination, affirmative action and staff development.
• Workers Compensation law, regulations and procedures applicable to municipal agencies, for safety and non-safety employees.
• Principles of supervision and management.

Ability To:

• Analyze complex personnel and organizational problems, and develop effective resolutions, and implement effective courses of action.
• Plan, organize, direct and coordinate a complex and comprehensive human resources management programs.

MINIMUM QUALIFICATIONS:

Education and Experience:
Any combination of experience and education:

Education: A bachelor's degree with a major in Business or Public Administration, Social or Behavioral Science, Human Resources Management, Organizational Development, or related.

And

Experience: five (5) years of full-time human resources experience including at least one (1) year in a supervisory capacity.

PREFERRED QUALIFICATIONS:

• Additional years of experience in supervising others.
• Possession of a professional credential in Human Resources, such as PHR/SHRM-CP, PHR/SPHR or program specific credentials such as L&D, ARM, CEBS, CPSP, or similar.
• Experience working in a public agency is highly desirable.

DEFINITION

Under the general direction of the Director and City Engineer, the Civil Engineering Associate/Project Manager – Capital Projects leads the delivery of complex capital infrastructure and facility projects for the Town of Danville.  This role focuses on high-value construction and modernization projects, including buildings, utilities, and public infrastructure. The position serves as a critical liaison between Town departments, consultants, contractors, regulatory agencies, and community stakeholders to ensure successful execution of capital projects within scope, schedule, and budget.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Director and City Engineer. Exercises supervision over Public Works Inspectors and contractors.  This is a journeyman-level, first line supervisory position requiring substantial independent judgment, technical expertise, and leadership in managing capital improvement projects. The position reports to the City Engineer and may supervise professional and technical staff. 

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Train, direct and manage Public Works Inspectors to perform and document daily inspections of construction projects, private development projects, encroachment permits and clean water inspections to ensure compliance with project plans, specifications, permit conditions of approval and Town standards.
• Oversee day-to-day operations for paving construction projects ensuring project is completed safely, on schedule, according to quality specified and within budget.
• Plans, organizes, directs and controls all parts of projects from permitting, bidding, and construction to the closeout for a portfolio of complex capital improvement projects.
• Prepares and monitors project budgets, including support for obtaining funding.
• Facilitates work of a multi-disciplinary development team across organizational boundaries, including designers and construction professionals.
• Develops and maintains detailed project schedules and budgets, tracks expenditures, and recommends cost control strategies.
• Reviews and processes change orders, ensures quality control, and oversees contractor compliance with plans, specifications, and safety standards.
• Prepares reports, presentations, and communications to inform internal and external stakeholders, including Town Council.
• Ensures that contractors are maintaining safe work sites and that the needs of the staff at each project are being protected.
• Coordinates final project closeout including punch list items, documentation, and transfer to operations.
• Manages consultant contracts and coordinates with engineers, architects, construction managers, and inspectors.
• Facilitates cross-departmental coordination and public outreach related to project scope, impacts, and progress.

QUALIFICATIONS

Knowledge of:

• Financing, estimating and budgeting, including planning and estimating, calculating overhead, design and construction costs.  General knowledge of various funding sources and restrictions.
• Regulations and regulatory agencies and commissions affecting planning, zoning, design and construction.
• Requirements of final bid packages.
• Construction management techniques and practices.
• Americans with Disabilities Act Accessibilities Guidelines (ADAAG), and California accessibility requirements that are in Title 24 of California Code of Regulations.

The Program Services Specialist position primarily consists of fieldwork to perform site inspections of commercial and multifamily properties and office-based program support for implementation of a county-wide ordinance designed to reduce the amount of recyclable and compostable materials going to the landfill. On occasion, the position will also include site visits to monitor the use of compliant carry-out bags, field sampling for scientific studies, and program support for the Agency’s Facility Fee project. The position will receive direction from staff working on these projects. StopWaste offices are located at 1537 Webster Street in downtown Oakland, and the Program Services Specialist will also be performing fieldwork throughout Alameda County.

Work Environment:  This position is part of the Natural Resources Department at Midpen’s administrative office in Los Altos, California.  Fieldwork is seasonally dependent, project-driven, and is an integral part of this position. Therefore, in addition to working in the office, the Ecologist III will sometimes work in the field. Fieldwork will require driving in remote areas on dirt roads, working in all weather conditions, and hiking through steep terrain and wildland areas. Ideal candidates will be comfortable working in these types of field conditions, as well as in an office environment.

Following onboarding and successfully meeting job performance expectations, the Ecologist III will be eligible to work a hybrid schedule (work from home 2 days per week and in the office 3 days per week). 

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be equivalent to graduation from an accredited four-year college or university with major coursework in natural resource management, ecology, biology, environmental design, or a closely related field and:

Position Duties

The Department of Transportation is currently seeking to fill 1 vacancy for the Principal Construction Inspector position in the Pavement Maintenance Division. The Pavement Maintenance Division plays a critical role in the maintenance and rehabilitation of approximately 2,500 (30-ft equivalent) miles of pavement, overseeing the maintenance of approximately 250 bridges, and over 29,000 ADA curb ramps citywide. 

In the DOT Pavement Maintenance Division, the Principal Construction Inspector performs  the following duties:

• Assist in project scoping, planning, and delivery services through close collaboration with the Pavement Engineering team

• Supervise the pavement maintenance inspection team that consists of Senior and Associate Construction Inspectors

• Plan, coordinate, and allocate inspection resources across multiple projects to ensure adequate coverage, balanced workloads, and timely completion of assignments, while effectively managing competing deadlines and priorities

• Coordinate work of the inspection staff with the Senior Engineers

• Conduct spot check inspections on the pavement maintenance and ADA curb ramp projects, review, and interpret construction plans and specifications ensuring that contractor work meets City Standards Specifications, and signs final inspection notices

• Cross train field inspection staff across programs to ensure proficiency in a variety of inspection areas

• Provides administration and oversight of project management system by assisting users, reviewing project daily logs, ensuring continuity across projects, reviewing and approving pay letters, and troubleshooting software issues

In the DOT Sidewalks team, the Principal Construction Inspector performs the following duties:

• Supervise and track inspection team performance

• Provide quarterly performance measures reports

• Verify inspectors assigning maintenance work are within the allocated budget 

• Knowledge of contract specifications as it pertains to sidewalk, curb/gutter, etc. repair criteria

• Knowledge of ADA requirements as applicable to contract requirements

• Knowledge of concrete mixture specifications, limitations, and requirements as it relates to contract specifications

• Completion of performance appraisals

• Review and approve contractor invoices

Minimum Qualifications

Education: Any combination of training and experience equivalent to successful completion of high school

Experience: 

• Nine (9) years of increasingly responsible sub-professional engineering/construction inspection work, including three (3) years at the level of Senior Construction Inspector, Senior Engineering Technician, Party Chief, or equivalent 

• (Completion of a terminal curriculum in engineering technology equivalent to that given in an accredited California junior college or two (2) years of college engineering courses may be substituted for two (2) years of the required remaining experience)

Certifications/Licenses: Possession of a valid driver's license in the State of California

HOUSING OFFICER

The City of Sunnyvale is seeking a Housing Officer to oversee the Housing Division in the Community Development Department, responsible for the City's affordable housing programs, human services funding, federal grants and homeless services. The ideal candidate will be a passionate affordable housing professional known for being creative and solution-oriented and will be well-versed in state and federal housing legislation and familiar with the unique challenges presented by California's housing market. This position manages the City's varied federal, state and local housing programs and projects and is responsible for managing the technical, fiscal and policy aspects of complex projects and programs. This position serves as liaison to the Housing and Human Services Commission which advises the City Council on funding and policy related to affordable housing and human services.
