THE POSITION

Under administrative direction, the City Engineer plans, organizes, coordinates and directs all Engineering Division activities of the various functional units including capital project design and construction administration, development review, traffic engineering, signal and streetlight maintenance and storm water program administration; provides professional assistance to City staff in areas of responsibility; performs related work as required.

CLASS CHARACTERISITICS

The City Engineer is a single incumbent class at the middle management level. The City Engineer is responsible for the direction and management of activities and achievement of division goals established for the Engineering Division.

EXAMPLES OF DUTIES (illustrative only)

• Assists in the development of the division’s work plan and implementation of goals, objectives, policies, procedures and work standards.
• Assigns work to professional, technical and clerical staff; reviews work to assure overall quality
• Provides for the training, evaluation and professional development of staff; interprets administrative policies and procedures; is responsible for morale and productivity of assigned staff.
• Prepares and administers the division’s budget; monitors authorized expenditures.
• Performs professional engineering work directly; reviews plans, specifications, proposals, contracts, estimates and other materials submitted by design professionals; reviews and approves projects for construction.
• Assists in the development and administration of the City’s Capital Improvement Program (CIP); determines the scope and cost of engineering projects, monitors project expenditures and forecasts annual funding needs.
• Directs the preparation of a variety of analytical studies and reports related to current and future public infrastructure and facility needs; reviews findings and makes recommendations. 
• Oversees the preparation and management of the consultant agreements, construction and vendor contracts that support the City’s CIP.
• Performs final review and approval of street improvement and grading plans for private development projects. 
• Reviews parcel and final subdivision maps for completeness and conformance with tentative maps and conditions of approval.
• Conducts site visits and meets with property owners, engineers, contractors or attorneys to review and resolve development or capital project issues or disputes as needed.
• Reviews and resolves traffic engineering related issues.
• Administer the scope of work and review studies and analysis conducted by traffic consultants.  
• Oversees the contract for street lighting and traffic signal system maintenance and related facilities and appurtenances.
• Oversees the activities of the local utility companies that support the City’s CIP projects, regional transportation projects, development projects and utility improvements.
• Oversees the activities of the City’s Stormwater/Clean Water Program, including the preparation and submission of the annual report.
• Understanding of federal, state, county and local transportation funds and the requirements and policies for project implementation including planning, environmental, design, right of way, construction and project close-out and may serve as City’s technical advisory member for the Alameda County Transportation Commission monthly funding meetings.
• Performs all activities related to the preparation and administration of grant proposals; coordinates with grant program staff to satisfy grant requirements and achieve funding reimbursements.   
• Ensures that the City is in continuing compliance with applicable laws and regulations related to municipal engineering and public works matters; reviews and recommends revisions to applicable policies and ordinances. 
• Advises the Public Works Director, City Manager’s Office and others on the planning and implementation of capital projects, land development or other related activities. 
• Prepares and presents engineering recommendations to the City Council in conformance with applicable codes, rules, regulations, and other legal requirements; functions as the Public Works staff representative to the Planning Commission and other City committees as required. 
• Represents the City in meetings and coordinates division activities with those of other City departments, divisions and outside public and private agencies
• Responds to citizen inquiries, requests and complaints.
• Serves as the Public Works Director on a relief basis.

The County of Yuba is currently recruiting for the position of Social Worker Supervisor III in the Child and Adult Protective Services division of the Health and Human Services Department. Under general supervision this position plans, assigns, supervises, trains, reviews and evaluates the work of Social Workers assigned to adult and child protective services; oversees and performs social services case work of a complex and difficult nature in providing a variety of social services to County residents; performs case work of varying scope and complexity and may provide program leadership and consultative services; responsible for program planning and implementation as well as performance of the most complex work and the full range of work supervised on a relief or overflow basis and performs other duties as assigned. This position is the specialized supervisory professional level in the social worker series and reports directly to a Health and Human Services Program Manager.

Examples of Duties:

• Plan, organize, assign, supervise, review and evaluate the work of various levels of professional social work staff in the area of adult and child protective services.
• Provide direction and coaching, through regular feedback sessions; create individual development plans with employees, discuss job performance problems to identify causes and issues, and work on resolving problems; and offer advice and assistance as needed.
• Recommend and administer discipline and implement discipline procedures as needed/directed.
• Recommend selection of staff; provide or coordinate staff training and provide for their professional development.
• Interpret regulations and rules to staff; provide for consistency of staff interpretation and application of such rules and regulations.
• Provide technical assistance to staff regarding difficult case problems.
• Prepare and modifies procedures related to assigned activities; inform staff of such changes.
• Perform the full range of professional work, often in difficult or complex circumstances.
• Interview and counsel a diverse population referred for services; handle the most complex and sensitive child welfare services cases.

The County of Yuba is currently recruiting for the classification of Social Worker II. Under general supervision, incumbents perform moderately complex social services case work by providing a variety of services to County residents; conducting field visits; identifying, assessing and arranging alternative solutions to clients’ needs and obstacles; carry a moderately complex caseload; prepare and monitor plans; prepare court reports, depending on area of assignment; and perform related work as assigned. The work may be related to a specific program area or to more general social service benefit provision.

Example of Duties:

• Interview and counsel a diverse population of clients; isolate barriers to self-sufficiency; and evaluate need for services and/or make appropriate referrals to training, public assistance and social services programs.
• Perform case management of moderately complex cases.
• Conduct field/home visits, assessments, and reassessments as required to monitor and investigate progress and compliance
• Prepare and review court pleadings, depending on area of assignment.

The Department

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships; engaging with and building the capacity of the community to do its own problem-solving; and leveraging financial and volunteer resources.

The Position

The Multipurpose Senior Service Program (MSSP) Case Manager will perform professional and clinical social work tasks and duties for older adults living with complex medical conditions to assist them to obtain optimum health, financial, and/or social services. As a member of the Human Services Department, this position reports to a Clinical Supervisor in the Aging and Family Services Division.

This is a regular, part-time position (32 hours/week) and will receive pro-rated benefits.

EXPERIENCE AND TRAINING
Any combination of education and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Education/Training:

• Equivalent to a Bachelor’s degree from an accredited college or university with major course work in civil engineering or a related field.

Experience:

• Five (5) years of increasingly responsible experience in professional civil engineering work, including two years of supervisory and project management responsibility.

License:

• Possession of a valid driver license and a satisfactory driving record throughout employment.
• Current registration as a Civil Engineer in the State of California.

The Department

The Community Services Department plays a key role in enhancing the community and ensuring the citizens of Fremont receive excellent customer service through the management of recreation facilities, quality recreation and environmental programs, and park planning.

The Position

The Park Ranger/Naturalist will provide information and assistance to the public, as well as enforce laws, rules, regulations, and the Fremont Municipal Code. The primary focus of the position will be to assist with implementing the initiatives of the Homeless Task Force. Additionally, the incumbent may conduct natural resource protection and environmental education programs.

Examples of Job Duties

• Work in prescribed uniform and is responsible for general patrol and supervision of City of Fremont’s parks, plazas and trails.
• Interact and engage with unhoused populations on a daily basis, providing guidance and encouragement, enforcing laws and regulations and connecting community members with service providers.
• Perform homeless response strategies and mitigation efforts, such as posting notice to abate nuisance tags, collection on unattended property and removal of debris.
