The City Council appoints the City Manager and City Attorney as well as members of the City’s numerous Commissions and Committees. The City Manager appoints all executive and management level positions. City staff report to one of six departments: the City Manager’s Office, Administrative Services, Community Development, Library and Community Services, Police, and Public Works, which includes Menlo Park Municipal Water. Fire protection and sanitary services are provided by separate special districts. THE DEPARTMENT

The Administrative Services Department plays a vital role in supporting the City’s day-to-day operations by delivering essential internal services. These include Finance, Human Resources, and Information Technology, which are crucial in ensuring the City is well equipped to succeed. The Finance Division oversees a wide range of responsibilities including budget development, general accounting, financial reporting and audits, payroll, tax and revenue collection, and business licensing.

THE POSITION

Under the general direction of the Administrative Services Director, the Assistant Administrative Services Director is responsible for overseeing the Finance Division with 10 full-time staff and supporting citywide fiscal and budget operations. This role involves high-level coordination, analysis, and liaison work across City departments, divisions, and external agencies. This position requires deep expertise in financial management, public policy, and municipal operations, including knowledge of the roles of the City Council and the Finance and Audit Commission, exercising independent judgment in policy development and fiscal oversight. The Assistant Director’s daily duties include general accounting, financial reporting, budgeting, payroll, and business licensing, as well as long-term fiscal planning. This role is instrumental in achieving departmental and citywide goals, improving resource efficiency, and delivering high-quality customer service. Primary duties include but are not limited to the following:

• Planning, managing, and overseeing the daily functions, operations, and activities of the Finance Division; areas of responsibility include general accounting, budget, payroll, treasury, business license, tax and revenue collection, and financial reporting.
• Directing and participating in the development of the City-wide operating and capital budget; working with departments to provide data and support for their budget development; monitoring departmental budget performance and making recommendations for adjustments as needed; and conducting ongoing analysis of the City's financial condition, reporting to, and advising, executive management on fiscal matters.
• Directing the preparation of, and participating in developing fiscal reports including monthly, quarterly and annual reports as well as the City's Annual Comprehensive Financial Report (ACFR), ensuring adherence to mandated rules, regulations and professional standards.
• Preparing and updating the five-year financial forecast and other long-term projections and plans.
• Participating in the development and implementation of goals, objectives, policies, and priorities for the division; recommending appropriate service and staffing levels; recommending and administering policies and procedures.
• Developing and standardizing procedures and methods to improve and continuously monitoring the efficiency and effectiveness of assigned programs, servicing delivery methods, and procedures; assessing and monitoring workload, administrative and support systems, and internal reporting relationships; identifying opportunities for improvement and recommending to management.
• Participating in the selection of, training, motivating, and evaluating assigned personnel; providing or coordinating staff training; working with employees on performance issues; implementing discipline and termination procedures.
• Developing and implementing adopted finance and budget services strategic plans, policies, and standards.
• Establishing and maintaining internal control procedures and ensuring that state and national standard accounting procedures are maintained.
• Communicating complex financial data in a clear, concise manner to a variety of internal and external audiences.
• Overseeing the treasury function, including managing the City’s investment portfolio, ensuring availability of City funds, and preparing investment reports with consultant assistance.
• Overseeing the City’s debt issuance and management policy.
• Overseeing the development of consultant requests for proposals and qualifications for professional services; evaluating proposals and recommending project award; developing, negotiating, and reviewing contract terms and amendments; ensuring contractor compliance with City and department standards and specifications and time and budget estimates; analyzing and resolving complex problems that may arise.
• Providing highly complex staff assistance to the Administrative Services Director; conducting a variety of organizational and operational studies, special projects, and investigations; preparing and presenting staff reports and other necessary correspondence related to assigned activities and services; presenting reports to various commissions, committees, and boards.
• Attending and participating in professional group meetings; staying abreast of new trends and innovations in the financial field; monitoring changes in regulations that may affect business systems operations; implementing policy and procedural changes after approval.
• Receiving, investigating, and responding to difficult and sensitive problems and inquiring in a professional manner; identifying and reporting findings and taking necessary corrective action.

DESCRIPTION 

We are seeking a collaborative, proactive Revenue Operations Manager who will be responsible for the direction and management of the Public Services Division of the Finance Department! 

The primary focus of this position is to manage and provide oversight of Citywide Revenue Operations, including billing, delinquency processing, and collection duties; oversees tax collection, the issuance of licenses and regulatory permits; cashiering and the receipt of payments. The position leads and guides the Public Services Division’s staff of nine, and is an essential senior management position reporting to the Deputy Finance Director. 

PRIMARY RESPONSIBILITIES 

• Plans, organizes, and manages the operations and staff of the Public Services Division of the Finance Department.   

• Develops, implements, and monitors long-term plans, goals, and objectives focused on achieving the department’s mission and priorities.   

• Directs the development, implementation, and evaluation of policies, procedures, systems, and work processes to achieve annual objectives and service standards.  

• Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends appropriate services and staffing levels.  

• Provides leadership, supervision, and mentorship to staff to ensure a high-performance, customer service-oriented work environment.  

• Forecasts, monitors, and directs Citywide revenue collection; oversees delinquency reviews, collection activities, cashiering functions , and appeals of enforcement actions.  

• Administers the Utility Billing program, including initiation and termination of customer accounts, delinquency processing, collections, and lien recommendations.  

• Coordinates water and wastewater utility rate administration, including working with consultants on financial and cost of service studies, verifying research and recommendations, and presenting findings to the Finance and Public Works Directors, City Council workshops, and Proposition 218 hearings.  

• Administers and oversees tax programs, including Transient Occupancy Tax, Business Tax and Licensing; reviews renewals, remittances, and applications; conducts audits; and ensures compliance.  

• Administers and oversees the parking citation adjudication program, including administrative reviews, procurement of hearing officers, and scheduling and conduct of hearings for various local programs on contested citations.  

• Oversees billing and collection of False Alarm fines.  

• Monitors and evaluates the impact of proposed legislation and regulations; researches and recommends new policies, procedures, and programs to ensure compliance with changing requirements.  

• Researches, prepares, and presents management studies, staff reports, and related documents to departmental leadership and City Council. 

• Manages procurement and contract administration for division programs and services, including development of RFPs, vendor selection, contract compliance, insurance requirements, and timely processing of vendor payments. 

• Provides staff assistance to the Deputy Finance Director; completes special projects as assigned; and represents the City at various meetings, workshops, and events. 

• Establishes and maintains appropriate internal controls; directs staff responsible for cash control, accounts receivable, revenue collection, and customer service.

About the Opportunity

The City of Millbrae is looking for a full-time Deputy Finance Director based in Millbrae, California.

Reporting to the Finance Director, you will play a pivotal role in managing the day-to-day operations of the Finance Department and supporting citywide financial initiatives.

In this position, you will be primarily responsible for overseeing departmental functions, supervising staff, and supporting the Finance Director in budget development, auditing, and financial planning activities.

More About You

Education: Graduation from a four-year college or university with major coursework in accounting, finance, business administration, public administration, or a closely related field.

Experience: At least 5 years of progressively responsible professional experience in accounting, finance, or a related field, including 3+ years in a supervisory or management capacity.

Licenses: Possession of a valid California Driver's License and a satisfactory driving record. A Certified Public Accountant (CPA) license and a Certified Public Finance Officer (CPFO) certificate are highly desirable.

Speak clearly and understandably; operate standard computer programs and financial systems. Ability to work in a standard office environment, travel to various locations within and outside the City of Millbrae to meet program needs, and work additional hours to meet deadlines. When driving on City business, maintenance of a valid California Driver’s License and a satisfactory driving record is required. AC Transit is seeking a Finance Systems Project Manager. Under general direction serves as the project manager leading a variety of complex, finance systems-related projects. This position works with department end-users, Innovation and Technology (IT) staff, consultants and, vendors to translate business and operational requirements into workable finance system solutions. Incumbents in this position provide training and technical assistance in the use of the system software.

This classification is distinguished from other finance classifications by the assigned project management responsibilities leading District-wide, finance systems-related projects and studies of considerable size and complexity. Incumbents at this level are expected to operate with a high degree of professional judgment and independence, providing technical and functional direction to vendors, professional, technical, and contract staff.

Assumes responsibility within the finance department for enterprise systems, activities, and operations, including system architecture, applications support, data security and integrity, network and system integration, disaster recovery, and application/user support. Oversees the development and delivery of training for end-users, including identifying training needs and determining training methods; plans and oversees change management communications and methods; coordinates departmental implementation of enterprise finance system updates and upgrades.
Analyzes current and future enterprise finance system needs; prioritizes, manages, and oversees system updates and enhancements; develops requests for proposals, selects vendors, and administers contracts; acts as final approver in the change control process. Evaluates system issues and conditions for risk; develops contingency plans to cover various finance systems failure scenarios and application software systems recovery and restoration procedures.

Analyzes testing criteria and results to support development, evaluation, and configuration of existing and new systems.

Works with IT staff on the development and implementation of finance systems security protocols, including policies and procedures on security, disaster recovery, standards, and best practices.
Oversees the finance software and hardware acquisition and procurement process; develops cost estimates for hardware and software components, connectivity solutions, system integrations, and ongoing support, maintenance, and training for assigned systems and databases.

Serves as staff on a variety of committees; consults with District staff and consultants concerning information technology, finance system issues, work progress, and priorities; coordinates and runs periodic meetings; ensures adherence to standards and procedures; presents recommendations for strategic initiatives, long range planning, and process improvements.

Performs project management functions and activities and is responsible for the full lifecycle of the assigned projects overseeing scope, timeline, budget, and quality standards from the project’s inception to completion; manages the activities of outside vendors and contractors.

Provides consultation and professional, technical advice to executive staff, management teams, and other District departments; represents the Department on various external committees and projects.
Prepares and presents a variety of reports on finance operations, activities, and special projects; presents findings to the Board of Directors, executive management, other District staff, and various public and private entities.

Evaluates and recommends professional consulting services for assigned projects; develops and disseminates Requests for Proposals (RFPs), Request for Qualifications (RFQs), and Invitation For Bids (IFBs) and develops proposal evaluation criteria; assists in the negotiation, preparation, and administration of professional services and contracts; recommends and prepares amendments to professional services contracts.

Prepares, reviews, and maintains a variety of project-related information and documentation, including project schedules, Statements of Work (SOWs), status reports, detailing issues, risks, and deliverables; monitors agreements and projects for compliance with relevant codes, ordinances, rules, and regulations.
Attends and participates in professional group meetings and committees; stays abreast of new trends and innovations in the field of project management and market research. Provides technical and functional direction to professional, technical, and contract staff and participates in the formation, planning, review, and management of assigned projects.

Performs related duties as required.

MINIMUM QUALIFICATIONS:
Education: Equivalent to a bachelor’s degree from an accredited four-year college or university in a field directly related to the area to which assigned.
For the Finance Systems Project Manager position the following are applicable fields of study: business administration, public administration, accounting, finance, management information systems, or a related field.

Experience: Eight (8) years of experience in the professional field required by the assigned special projects. The Finance Systems Project Manager position requires accounting support experience utilizing and supporting financial systems and/or two (2) years that involved responsibilities at a level equivalent to the District's classification of Project Manager II. Years of experience may be substituted for the educational requirement on a two for one basis (two years experience may be submitted for one year of education).

ADDITIONAL INFORMATION:
Physical Requirements: Must maintain the physical condition necessary to perform tasks in an office setting operating a computer, keyboard, and other peripheral equipment; safely drive a District automobile; and walk, stand, and climb short distances in construction settings in order to inspect the progress of assigned projects.
