Under general supervision of a Police Sergeant, the non-sworn Community Service Aide provides technical police services in crime prevention, crime investigation, and crime response which do not require full police powers and assists police officers in the maintenance of law and order.

CLASS CHACTERISTICS
The Community Service Aide is a journey-level classification, fully competent to independently perform a variety of patrol and special assignment support duties. A Community Service Aide may be assigned to an organizational unit including Community Oriented Policing and Problem Solving (COPPS) and Investigations. This classification has clear guidelines to help with independent decision-making, and supervision is available when unusual or complex situations arise.

EXAMPLES OF DUTIES (illustrative only):

• Receive and transmit calls for service over the police radio.
• Issue vehicle parking and registration citations.
• Mark, arrange tow, and maintain files for abandoned vehicles; cite vehicle/owner for violation after a given period of time of being marked.
• Direct traffic at major injury collisions, chemical spills, malfunctioning traffic signals, and special events.
• Drive a marked police vehicle; transport children to foster care facilities, citizens including stranded motorists, and city staff; deliver messages, property, and evidence as dispatched to court, citizens, or other agencies.
• Interview witnesses or others involved search for, collect, and identify evidence; and write reports for crimes with no suspect, lost and found cases, and non-injury collisions.
• Engage in general patrol observation; report any suspicious activity to dispatch and patrol officers.
• Patrol and enforce animal regulation laws and ordinances, which include receiving and investigating complaints and reports regarding stray, dangerous, unwanted or improperly controlled dogs, livestock and other animals; answering emergency calls and investigating persons bitten and quarantining the animal; and impounding, transporting and giving first aid to animals.
• Verify and certify mechanical violations receiving a citation have been corrected.
• Search files for information to aid in apprehending a criminal, returning lost property, determining the disposition of a vehicle and other problem resolution.
• Assist in the processing of evidence to include crime scene photography, sketching, video, evidence collection, and preservation as well as other duties associated with evidence processing. Assist in routine equipment/vehicle maintenance.
• Assist with clerical functions such as entering data and conducting file searches on the computer and typing filing, and form completion.
• Provide municipal code updates and additions for best practices and law changes.
• Coordinate training of both current employees (CPT) and new employees (FTO).
• Testify in court.
• Inspect and clean the holding facilities and radio-equipped vehicles in order to maintain health/safety standards.
• Search and/or obtain specimens from same-sex prisoners.
• Performs related work as required.

Community Oriented Policing and Problem Solving (COPPS):

• Perform community outreach.
• Assist, participate, and support community events (e.g., Shop with a Cop Coffee with Cops, National Night Out, Summer Sandlot etc.).
• Assist with the neighborhood watch program/meetings.
• Assist with COPPS unit projects.
• Liaison with Youth and Family Services (YFS).
• Performs related work in COPPS as required.

Investigations:

• Ensure registration of habitual sex and narcotic offenders are complete and organized.
• Attend a basic POST approved Crime Scene Investigation course and other applicable, advanced trainings.
• Assist with the collection and preservation of evidence to include taking crime scene photographs, searching and dusting for latent fingerprints, crime scene diagrams, laser scanning of crime scenes, and attending autopsies. Arrange for proper identification of evidence.
• Assist Detectives with basic investigative follow-up (e.g. no identified suspect fingerprint results, gather surveillance footage, etc.)
• Performs related work in Investigations as required.

THE POSITION

To monitor City facilities during programs and rentals; to open and close facilities; to set up and take down equipment; to provide information and assistance to the public in person and on the phone; to perform general administrative tasks when assigned; to perform certain custodial duties; to ensure user compliance with policies, regulations, and laws pertaining to facility use; and to perform other duties as assigned. The purpose of this recruitment is to fill current temporary/part-time positions.

Temporary / Part-Time employees work no more than 130 hours per month

AND 960 hours per fiscal year.

ESSENTIAL JOB FUNCTIONS

The following are typical illustrations of duties encompassed by the job class, not an all-inclusive or limiting list:

Follow established facility use guidelines, policies, and procedures.  Open and close facilities.  Meet, greet, and monitor facility users.  Act as liaison between facility users and City staff.  Patrol facilities as needed.  Perform facility check-in and check-out as needed.  Provide information and assistance in person and over the phone.  Check availability of facilities upon request by customers.  Assist patrons with enrolling in City recreation programs.  Ensuring users are in compliance with facility rules.  Assist maintenance staff with room setups.  Perform certain custodial duties.  Maintain reports as necessary, like incident reports or vandalism reports.  Use Microsoft Office tools for communication and assignments.  Provide nightly feedback to Supervisor of facility activity.  Perform related duties as assigned

QUALIFICATIONS

Age Requirement:  At least 18 years of age

Education:  Possession of a high school diploma or equivalent

Experience:  At least one (1) year of experience in resource management, parks & recreation, or other relevant customer service positions.

License and Certificates:  Possession of a valid California Driver's License is required upon hire.

SALARY

$19.25 - $20.25 per hour (based on years of experience)

BENEFITS

All of these positions are temporary/part time. Temporary employees work no more than 130 hours per month AND 960 hours in a Fiscal Year.

The pay cycle is bi-weekly.  Except for worker's compensation coverage and sick leave accrual, no other benefits are provided. Employees must contribute 1.45% of salary to Medicare and 7.5% to a retirement plan in accordance with Federal Law.

Under supervision, a Police Cadet is a non-sworn, part-time classification that assists police personnel in a variety of operations in order to gain practical knowledge of law enforcement. They will obtain practical work experience that supports their career goals.

Employees in this classification may receive training and experience in each of the below duties.

CLASS CHARACTERISITICS:

Incumbents in this position are interested in law enforcement (and the Union City Police Department will provide the opportunity to learn various aspects of police work where they can integrate academic philosophies with practical experience. This position will provide incumbents on-the-job training and the ability to develop professional networking relationships for future service in government or law enforcement.

EXAMPLES OF DUTIES (illustrative only):

Positions assigned to Records may be responsible for:

• Copying, indexing, assembling, filing, distributing, and retrieving various documents files, records, and reports.
• Providing information to individuals at the front counter or over the phone.
• Conducting transactions from cash drawer for purchasing reports.
• Inputting, tracking, retrieving, accessing, and purging data in various logs, systems, and databases.
• Conducting research projects and drafting reports and memos.

Positions assigned to Animal Control may be responsible for:

• Transporting animals to the shelter or if injured to the veterinary hospital.
• Disposing of deceased animals.
• Quarantining animals that have bitten people and complete associated forms.
• Investigating cruelty to animal calls.
• Placing animals under protective custody.
• Drafting animal control citations.
• Appearing and testifying in court when subpoenaed.
• Inspecting animal control vehicles and equipment for damage and inventory prior to use on shift.

Positions assigned to Parking Enforcement and Vehicle Abatement may be responsible for:

• Patrolling an assigned area by vehicle or on foot to ensure public compliance with existing parking ordinances.
• Maintaining communication with dispatch.
• Writing warnings and citations for illegally parked vehicles.
• Observing and reporting hazardous conditions such as missing traffic signals, signs, and street markings that need to be repainted.
• Maintaining assigned equipment and supplies such as hand-held citation computers, citation books, rain gear, street cones, flares, etc.
• Performing traffic control duties such as setting up barricades and temporary signs, directing traffic, and placing inoperative bags on broken parking meters.

Positions assigned to Fleet Maintenance may be responsible for:

• Reviewing and reporting vehicle deficiencies.
• Scheduling repair of vehicles and equipment.
• Transporting vehicles and equipment to repair shop.
• Arranging for tows.
• Entering and maintaining vehicle inventory/status log.
• Coordinating service, oil changes, and cleaning of vehicles.
• Maintaining supplies such as stocking first aid kits, fingerprint kits and flares, ensuring fire extinguishers are full and appropriately charged, etc.
• Registering undercover vehicles with DMV.

The Position

The City of Fremont is seeking applicants to fill full-time, temporary positions within the Fremont Urban Forestry Service Corps. These positions are paid and have a five-month duration, starting February 3, 2025, and ending June 27, 2025. These positions work five days a week in small cohorts completing a combination of in-class learning and in-the-field service projects.

Examples of Duties

• Learn and study a variety of topics related to urban forestry, public greenspace, and sustainability.
• Work within cohorts to complete urban forestry service projects in local Fremont neighborhoods.
• Ensure safety and high quality of work.

The Position

The City of Fremont is seeking a full-time Urban Forestry Service Corps Supervisor. This position is temporary, starting January 6, 2025, and ending December 19, 2025. This position works five days a week supervising and instructing small cohorts of Urban Forestry Service Corps members through a combination of in-class learning and in-the-field service projects. This position reports to the city Urban Forestry Manager.

Examples of Duties

• Educate corps members on a variety of topics related to urban forestry.
• Develop instructional materials.
• Plan urban forestry service projects.
• Supervise and instruct corps members during completion of service projects.
• Assist in grant-related administrative activities such as data collection and reporting.
• Ensure safety of service members and high quality of work.

THE POSITIONS

Under direct supervision, the Public Service Assistant II will perform litter/trash pick-up, barbeque maintenance, leaf/debris pick-up, and miscellaneous park duties in Central Park and other community parks.  The Public Service Assistant II will also perform related duties as assigned.
 
WORK SCHEDULE

The positions work up to a full-time schedule of 40 hours per week and may be required to work a regular shift that includes evening and weekend hours. These temporary assignments are limited to 999 hours per fiscal year (July 1 - June 30).

- Pick up and remove trash and litter from various City of Fremont parks
- Maintain park barbeques
- Leaf/debris cleanup
- Perform other related duties as assigned.

Education/Training:

• Equivalent to a Bachelor’s degree from an accredited college or university with major course work in civil engineering or a related field.

Experience:

• Five (5) years of increasingly responsible experience in professional civil engineering work, including two years of supervisory and project management responsibility.

License:

• Possession of a valid driver license and a satisfactory driving record throughout employment.
• Current registration as a Civil Engineer in the State of California.
