Under supervision, a Police Cadet is a non-sworn, part-time classification that assists police personnel in a variety of operations in order to gain practical knowledge of law enforcement. They will obtain practical work experience that supports their career goals.

Employees in this classification may receive training and experience in each of the below duties.

CLASS CHARACTERISITICS:

Incumbents in this position are interested in law enforcement (and the Union City Police Department will provide the opportunity to learn various aspects of police work where they can integrate academic philosophies with practical experience. This position will provide incumbents on-the-job training and the ability to develop professional networking relationships for future service in government or law enforcement.

EXAMPLES OF DUTIES (illustrative only):

Positions assigned to Records may be responsible for:

• Copying, indexing, assembling, filing, distributing, and retrieving various documents files, records, and reports.
• Providing information to individuals at the front counter or over the phone.
• Conducting transactions from cash drawer for purchasing reports.
• Inputting, tracking, retrieving, accessing, and purging data in various logs, systems, and databases.
• Conducting research projects and drafting reports and memos.

Positions assigned to Animal Control may be responsible for:

• Transporting animals to the shelter or if injured to the veterinary hospital.
• Disposing of deceased animals.
• Quarantining animals that have bitten people and complete associated forms.
• Investigating cruelty to animal calls.
• Placing animals under protective custody.
• Drafting animal control citations.
• Appearing and testifying in court when subpoenaed.
• Inspecting animal control vehicles and equipment for damage and inventory prior to use on shift.

Positions assigned to Parking Enforcement and Vehicle Abatement may be responsible for:

• Patrolling an assigned area by vehicle or on foot to ensure public compliance with existing parking ordinances.
• Maintaining communication with dispatch.
• Writing warnings and citations for illegally parked vehicles.
• Observing and reporting hazardous conditions such as missing traffic signals, signs, and street markings that need to be repainted.
• Maintaining assigned equipment and supplies such as hand-held citation computers, citation books, rain gear, street cones, flares, etc.
• Performing traffic control duties such as setting up barricades and temporary signs, directing traffic, and placing inoperative bags on broken parking meters.

Positions assigned to Fleet Maintenance may be responsible for:

• Reviewing and reporting vehicle deficiencies.
• Scheduling repair of vehicles and equipment.
• Transporting vehicles and equipment to repair shop.
• Arranging for tows.
• Entering and maintaining vehicle inventory/status log.
• Coordinating service, oil changes, and cleaning of vehicles.
• Maintaining supplies such as stocking first aid kits, fingerprint kits and flares, ensuring fire extinguishers are full and appropriately charged, etc.
• Registering undercover vehicles with DMV.

The Position

The City of Fremont is seeking applicants to fill full-time, temporary positions within the Fremont Urban Forestry Service Corps. These positions are paid and have a five-month duration, starting February 3, 2025, and ending June 27, 2025. These positions work five days a week in small cohorts completing a combination of in-class learning and in-the-field service projects.

Examples of Duties

• Learn and study a variety of topics related to urban forestry, public greenspace, and sustainability.
• Work within cohorts to complete urban forestry service projects in local Fremont neighborhoods.
• Ensure safety and high quality of work.

The Position

The City of Fremont is seeking a full-time Urban Forestry Service Corps Supervisor. This position is temporary, starting January 6, 2025, and ending December 19, 2025. This position works five days a week supervising and instructing small cohorts of Urban Forestry Service Corps members through a combination of in-class learning and in-the-field service projects. This position reports to the city Urban Forestry Manager.

Examples of Duties

• Educate corps members on a variety of topics related to urban forestry.
• Develop instructional materials.
• Plan urban forestry service projects.
• Supervise and instruct corps members during completion of service projects.
• Assist in grant-related administrative activities such as data collection and reporting.
• Ensure safety of service members and high quality of work.

The Department:
The Parks Division provides planning, development, operation, maintenance, and rehabilitation of City parks and open spaces. The Recreation Division provides classes and programs for all ages and abilities. We aim to promote the use of safe, clean, and attractive facilities for enjoyment and quality of life for all ages and abilities. The Cemetery Division maintains 33,000 internment sites in a peaceful public park.  
 
The Position:
Providing customer service at Recreation Facility Front Desk (CRC, YAC, Senior Center, Reed & Grant Sports Park, Warburton and ISC Pools). The job responsibilities include data input, processing program registrations, opening and closing the desk reception area and keeping accurate records of daily sales. Daily check in of patrons, adhering to established protocols and ensuring the safety of customers as they enter and exit the facilities. Work assignment shifts will include, days, evenings and weekends.

 As an as-needed employee, this is an "at-will" position and there is no guarantee of hours.  Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants

The Recreation Office Assistant has an emphasis on performing a variety of clerical and customer service duties at a recreation facility.  An incumbent in this classification is responsible for demonstrating a high level of customer service while performing basic clerical duties including financial transactions, maintaining documents, and assisting others.  Assignments are generally limited in scope, contain fairly routine duties, and are performed within a procedural framework established by higher-level employees.

THE POSITIONS

The Recreation Leader I is an entry level classification in the Recreation Leader series designed for high school students whose skill level in several broad types of recreational activities is sufficient to assume responsibility for an entire recreation program or area. Under immediate supervision, an incumbent is responsible for the promotion, organization, and leadership of a variety of recreation activities.   The Recreation Leader I is distinguished from the Recreation Leader II in that the latter is designed for college level students.

The Recreation Leader II will supervise children, youth, teens, and other program participants in many facilities, including but not limited to the Reed & Grant Sports Park, Youth Soccer Park, Youth Activity Center & Teen Center, and Community Recreation Center. In this role, the successful incumbents will help conduct health and safety checks, open/closing facilities, serve as Disaster Service Worker while adhering to COVID-19 protocols.  Recreation Leader IIThe Recreation Leader II is an intermediate-level classification in the Recreation Leader series.  This classification is designed for high school graduates whose skill level in several broad types of recreational activities and is sufficient to assume responsibility for an entire recreation program or area. Under general supervision, an incumbent is responsible for the promotion, organization, and leadership of a variety of recreation activities. This class is distinguished from the Recreation Leader III in that the latter holds responsibility for planning and developing recreation activities. 
 Recreation Leader IIIThe Recreation Leader III is an advanced-level classification in the Recreation Leader series designed for college students who are skilled in several broad types of recreational activities.  Under general supervision,  an incumbent in this classification is responsible for the planning, organization, development, and leadership of a specific recreation activity or group of several closely related activities in specialty areas such as athletics/sports, aquatics, drama, arts and crafts, music, dance, therapeutics, nature, and camping . The Recreation Leader III may oversee the work of lower-level personnel and may lead and/or conduct clinics, programs, seminars, and similar gatherings in the specialty area.   The Recreation Leader III is distinguished from the Recreation Specialist in that the latter  exercises a higher degree of independence and holds greater overall program responsibility.

• Advises and assists other recreation leadership staff members involved with the specialty activity to meet the specific needs and interests of the people involved
• Demonstrates and explains techniques, procedures, materials, equipment, and supplies used in the activity field
• Keeps records and accounts of attendance, inventory, financial charges and receipts, personnel, special events, accidents, and other matters requiring systematic recording
• Reports to supervisors on groups or individuals, plans, and problems; recommends action and carries out departmental policies in leading the special activity
• Issues, receives, and oversees the use of equipment by individuals and groups in the activity; recommends the acquisition or disposal of such equipment and materials
• Ensures all appropriate safety precautions are observed in the activity

• Education equivalent to completion of the tenth grade; and
• No experience required; and
• Must be at least 16 years of age at time of application

LICENSES AND/OR CERTIFICATES
• In accordance with State of California law, a valid California Work Permit is required at time of appointment for candidates under the age of 18 who have not graduated from high school or been awarded a certificate of proficiency

OTHER REQUIREMENTS

• Completion of forty-five (45) semester units of coursework, or equivalent, from an accredited college or university, preferably with an emphasis in Recreation, Physical Education or a related field; or
• Six hundred (600) hours of recreation leadership experience equivalent to the level of Recreation Leader II with the City of Santa Clara; and
• Must be at least 18 years of age at time of application

LICENSES AND/OR CERTIFICATES
 Possession of the following is desirable:

• A valid California Class C driver's license
• A valid American Red Cross First Aid certificate 

OTHER REQUIREMENTS

• As a condition of employment, incumbents will be required to be fingerprinted in accordance with State of California law
• Must be able to perform all of the essential functions of the job assignment

• Design transportation engineering projects, including specifications for traffic signals, street signs and markings, street lighting, channelization, and parking facilities with full awareness of traffic safety principles.
• Perform calculations and computations related to traffic design and analysis.
• Check construction plans and design detours around construction sites.
• Confer with contractors, engineers, property owners, courts and other agencies.
• Answer inquiries, investigate complaints, and provide information to the general public.
• Attend project meetings and engineering conferences.
• Read and interpret local, state, and federal traffic ordinances and regulations.
• Prepare grant applications for special funding.
• Direct and review work of other professional and technical personnel.
• Assist with implementation of City traffic calming (speed hump) program.

• Engineering principles and practices as they relate to transportation planning, design and traffic operations.
• Street geometric design, including Federal, State and City standards.

• Apply statistical principles to transportation engineering problems.
• Analyze traffic characteristics relative to volume, speed, and accidents.
• Identify intersection or street capacity levels, and prepare level of service analysis for existing and proposed projects.
• Communicate, both verbally and in writing
• Work cooperatively and develop effective relationships at all levels, especially the public.
• Work independently, bringing projects to completion within established time guidelines.

Minimum Qualifications

You have: 
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Experience: Two (2) years in engineering related to transportation engineering or closely related field.

Education: A Bachelor of Science Degree in Civil or Traffic Engineering from a recognized college or university.

License: A Bachelor of Science Degree in Civil or Traffic Engineering from a recognized college or university.

Ability to obtain an Engineer-In-Training (E.I.T.) Certificate issued by the California Board of Registration for Civil and Professional Engineers within one year of hire.

OTHER REQUIREMENTS 
Essential duties require the following physical abilities and work environment; ability to sit, stand, walk, kneel, squat, climb and lift up to 30 pounds and to work outdoors or in a confined space.
