Summary:
Under supervision, performs routine semi-skilled to skilled grounds landscaping and maintenance work; performs preventive maintenance of District properties; and performs other related duties as assigned.

• Performs a variety of routine landscape and ground maintenance tasks, including maintaining areas around District facilities, hardscapes and playgrounds, and removing debris and graffiti; maintains assigned areas in a clean, safe and orderly condition.
• Maintains turf and landscaped areas by mowing, edging and weeding; learns and assists with fertilizing, spraying with insecticides and herbicides, aerating and watering.
• Blows, sweeps and washes sidewalks, roadways, parking lots, tennis courts, and other hard­scapes to maintain a clean, safe and orderly condition.
• Assists with planting and removing trees, shrubs and plants; prunes shrubs and trees to shape and encourage growth, using hand and power saws as assigned.
• Assists with the installation, repair and maintenance of irrigation systems.
• Assists with athletic field preparation and the maintenance of play areas and related facilities.
• Operates a variety of power tools, hand tools and motor-driven equipment such as trucks and tractors.
• Loads and unloads equipment, supplies and refuse.
• Maintains daily work records, hazardous materials records and restricted pesticide-use records.
• Attends meetings; participates in safety training.
• Weekend work and rotating schedules may be required.

Other Duties and Responsibilities:

• Participates during disasters or when emergency response is needed.
• May be required to drive District or personal vehicle.

Qualifications:

Education/Experience:
A typical way to obtain the knowledge and abilities would be: graduation from high school or GED equivalent, and one year of related grounds maintenance experience and/or training; or an equivalent combination of education and experience.

Language Ability:
Ability to read and comprehend basic instructions, short correspondence and memos. Ability to write simple correspondence. Ability to effectively present information in one-on-one and small group situations to park visitors and to other employees.

Math Ability:
Ability to add and subtract two-digit numbers and to multiply and divide with 10s and 100s. Ability to perform these operations using units of money and weight measure­ment, volume and distance.

Reasoning Ability:
Ability to use common-sense understanding to carry out instructions provided in written, oral or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

Certificates and Licenses:

• Valid California driver’s license with a good driving record and current automobile insurance.

Summary:
Under general supervision, plan, conduct, and participate in recreational program activities according to established programs, schedules, and standards, in accordance with District policies and procedures.

Essential Duties and Responsibilities: 

• Develop, conduct, and participate in various athletic, craft, social, cultural, and instructional activities
• Prepare facilities for programming, special events, or rental group usage
• Greet visitors, direct participants to the appropriate location, and respond to general inquiries
• Ensure safety of environment and equipment for staff, volunteers, participants, and visitors
• May open or close and secure facilities in compliance with District policies and procedures
• Issue and collect recreation equipment and supplies used by instructors, participants, or visitors

Minimum Qualifications:

Under general supervision, coordinates, conducts and participates in the delivery of recreational program activities and executes day-to-day operations in assigned units according to established programs, schedules and standards; and performs other duties as assigned.

• Develops interest, enthusiasm and fair play among participants; addresses challenging behaviors and follows proper channels to document contacts and results; recruits assistance and guidance from immediate supervisor when escalation is needed; reports all compliance issues per District standards.
• Establishes schedules; responds to general inquiries; assists with program registration; initiates payment and refund procedures.
• Oversees and supervises the use and care of equipment, supplies, materials and facilities; assists in initiating equipment procurement and maintenance; manages forms related to facilities and equipment use.
• Supervises special events, field trips and other group activities; ensures safety of environment and equipment for participants.
• May be assigned to camp programs.

Math Ability:
Ability to add, subtract, multiply and divide whole numbers, fractions and decimals.

Under general supervision, provides varied and complex office administrative assist­ance to a Director and associated division staff; creates and maintains division-specific publica­tions, contracts, tracking systems, reports, records and files required for work processes; acts as a liaison between the Director and other departments, customers and community/business groups; and performs other related duties as assigned.

• Performs a variety of complex procedural and administrative duties in support of the division including coordinating office functions and processes.
• Provides information in response to inquiries and performs important public relations duties over the phone, in person and online; provides information and handles issues that may require sensitivity and use of tact and independent judgment; research requests or complaints and refers matters to appropriate staff and/or takes or recommends action to resolve issues.
• Creates and maintains spreadsheets and databases; calculates, invoices and tracks requests for payment for services, leases and fees; processes and records payments for fees.
• Coordinates the assembly, posting and tracking of requests for proposals (RFPs) for the procure­ment of equipment, goods and services; tracks certificates of insurance and vehicle insurance and ensures coverage meets District criteria.
• Assists with solicitation of and tracks donations, sponsorships and other sources of funding; may participate in grant administration functions including collecting program data and generating performance reports.
• Assists with processing special-event and encroachment permits; ensures all required documents are submitted and meet District requirements; notifies field staff.
• Designs, proofs, revises and distributes material for the Division, including flyers, sche­dules, news­letters, tickets and brochures; may assist with maintaining unit website page and with social media.
• Maintains inventory and orders operational and office supplies for the unit following established procedures.
• Processes monetary transactions, including collecting fees, issuing receipts, handling credit card transactions, reconciling cash journal sheets and receipts, and preparing bank deposits.
• Provides administrative assistance to District Boards and Ad Hoc Committees as assigned, preparing and posting agendas and taking minutes of meetings.
• Provides backup for the executive assistant and other support staff and performs reception duties.

Summary:
Under general supervision, coordinates, conducts and participates in the delivery of recreational program activities and executes day-to-day operations in assigned units according to established programs, schedules and standards; and performs other duties as assigned.

Essential Duties and Responsibilities:

• Develops interest, enthusiasm and fair play among participants; addresses challenging behaviors and follows proper channels to document contacts and results; recruits assistance and guidance from immediate supervisor when escalation is needed; reports all compliance issues per District standards.
• Establishes schedules; responds to general inquiries; assists with program registration; initiates payment and refund procedures.
• Oversees and supervises the use and care of equipment, supplies, materials and facilities; assists in initiating equipment procurement and maintenance; manages forms related to facilities and equipment use.
• Supervises special events, field trips and other group activities; ensures safety of environment and equipment for participants.
• May be assigned to camp programs.

Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty satisfac­torily. Any combination of experience and training that would likely provide the required knowledge, skill and/or ability listed below is qualifying.

Education/Experience: 
A typical way to obtain the knowledge and abilities would be: graduation from high school or GED program, and at least 1,500 hours of relevant work experience, with at least 30 units completed in recreation or a related field preferred; or an equivalent combination of education and experience. Candidates must be at least 18 years old.

Language Ability:
Ability to communicate effectively in English in both written and oral form. Ability to write routine correspondence using correct spelling and grammar.

Math Ability:
Ability to add, subtract, multiply and divide whole numbers, fractions and decimals.

Reasoning Ability:
Ability to use common sense and exercise good judgement in solving problems. Ability to establish effective relationships with fellow employees, volunteers, participants and parents/guardians.

Certificates and Licenses: 

• First Aid & CPR/AED within 90 days of employment with ability to maintain certifications thereafter as a condition of employment.
• Valid California driver’s license with a good driving record and current automobile insurance. For Therapeutics unit: ability to obtain a commercial driver license within one year of employment (for a 15-passenger van).
• Department of Justice fingerprint clearance.
• Proof of a negative TB skin test.

Supervisory Responsibilities:
This position has no supervisory responsibilities. This position may direct the activities of contract workers and volunteer staff.

DESCRIPTION 

We are seeking a collaborative, proactive Revenue Operations Manager who will be responsible for the direction and management of the Public Services Division of the Finance Department! 

The primary focus of this position is to manage and provide oversight of Citywide Revenue Operations, including billing, delinquency processing, and collection duties; oversees tax collection, the issuance of licenses and regulatory permits; cashiering and the receipt of payments. The position leads and guides the Public Services Division’s staff of nine, and is an essential senior management position reporting to the Deputy Finance Director. 

  

PRIMARY RESPONSIBILITIES 

• Plans, organizes, and manages the operations and staff of the Public Services Division of the Finance Department.   

• Develops, implements, and monitors long-term plans, goals, and objectives focused on achieving the department’s mission and priorities.   

• Directs the development, implementation, and evaluation of policies, procedures, systems, and work processes to achieve annual objectives and service standards.  

• Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends appropriate services and staffing levels.  

• Provides leadership, supervision, and mentorship to staff to ensure a high-performance, customer service-oriented work environment.  

• Forecasts, monitors, and directs Citywide revenue collection; oversees delinquency reviews, collection activities, cashiering functions , and appeals of enforcement actions.  

• Administers the Utility Billing program, including initiation and termination of customer accounts, delinquency processing, collections, and lien recommendations.  

• Coordinates water and wastewater utility rate administration, including working with consultants on financial and cost of service studies, verifying research and recommendations, and presenting findings to the Finance and Public Works Directors, City Council workshops, and Proposition 218 hearings.  

• Administers and oversees tax programs, including Transient Occupancy Tax, Business Tax and Licensing; reviews renewals, remittances, and applications; conducts audits; and ensures compliance.  

• Administers and oversees the parking citation adjudication program, including administrative reviews, procurement of hearing officers, and scheduling and conduct of hearings for various local programs on contested citations.  

• Oversees billing and collection of False Alarm fines.  

• Monitors and evaluates the impact of proposed legislation and regulations; researches and recommends new policies, procedures, and programs to ensure compliance with changing requirements.  

• Researches, prepares, and presents management studies, staff reports, and related documents to departmental leadership and City Council. 

• Manages procurement and contract administration for division programs and services, including development of RFPs, vendor selection, contract compliance, insurance requirements, and timely processing of vendor payments. 

• Provides staff assistance to the Deputy Finance Director; completes special projects as assigned; and represents the City at various meetings, workshops, and events. 

• Establishes and maintains appropriate internal controls; directs staff responsible for cash control, accounts receivable, revenue collection, and customer service. 

The Watershed Planning Project Manager (Class: Project Analyst II or Project Analyst III) will manage projects related to urban river restoration, public access, and open space conservation, master planning, and park development, including design and construction of new park amenities, creation of parkland in urban neighborhoods, renovation of infrastructure and buildings, acquisition of land, and planning in a watershed context. Capital projects include renovation of existing facilities, new construction by contractors and force account, and fee acquisition of land interests.

This is professional and technical work pursuant to the terms of grants, contracts, and applicable regulations, involving frequent communication with others, for a flexible person at an intermediate level. Project managers must also build community and political support, seek funding opportunities, actively cooperate with other government agencies and non-profit organizations, and keep abreast of related planning processes. The work performed will support MRCA’s capital Workprogram for improvements, land acquisition, and major maintenance projects in nature parks within greater Los Angeles, and other MRCA efforts related to public access, open space conservation, habitat restoration, and urban park development.

This is a full-time, non-exempt, at-will position.

Supervision

This position may report to the Chief of Watershed Planning, Chief of Park Development, or other Executive-level staff depending on MRCA's needs. Assorted tasks may be supervised by Executive Staff and may include participation in multi-division teams. The position supervises no other staff.

ESSENTIAL FUNCTIONS

• Implement multiple projects simultaneously: The project manager is the central point of contact on all issues concerning assigned projects and will be responsible for project quality. Perform project tracking, scheduling, and budget management.
• Analyze various planning documents and processes for consistency and impacts on MRCA's watershed planning priorities. Write formal comment letters and informal memoranda.
• Participate in planning processes related to the Los Angeles River and other local watersheds, at both regional and individual project scales.
• Identify potential projects and assess feasibility.
• Write and coordinate grant proposals and research new funding opportunities for land acquisition, park development, and related planning efforts.
• Oversee consultants and contractors, manage contracts, coordinate project team and collaborate with coworkers to ensure that the project scope is completed according to grant agreements, schedules, and cost limits. Assist in selection of consultants/contractors.
• Determine project scope, options, and alternatives to overcome constraints. Revise as often as needed to address unexpected conditions.
• Perform day-to-day administration of grants, prepare required reports and ensure conformance with grant agreements.
• Cooperate with other team members to accomplish project goals.
• Produce written materials including staff reports, text for publication, proposals, progress reports, and a variety of other documents.
• Manage project budgets with funding from multiple sources, keeping abreast of status and expense eligibility requirements, identifying solutions to shortfalls, and keeping up to date as projects evolve.
• Prepare Requests for Proposals/Requests for Bids, and review bids. Select and manage contractors and consultants in conjunction with other staff. Ensure bidding process meets applicable regulations. Assist with estimating and selection of vendors for best value.
• Maintain files, including documentation and authorization for expenses, project progress, contracts and grant agreements, project budgets, contacts, board actions and all other items related to a project’s development.
• Provide support to coworkers on other projects.
• Analyze, verify and obtain payment approvals for invoices.
• Maintain good habits of answering and responding to incoming telephone calls, correspondence, and when communicating and providing customer service to citizens who seek assistance.
• Maintain positive relationships with coworkers, representatives of other government agencies, non-profit organizations, homeowner’s associations, and the public at large.

• Lead and participate in group hikes, project site tours, and kayak trips with project stakeholders.

Depending on the MRCA's needs, park development may be emphasized in the specific job duties, including:

• Assist with coordination of construction. Achieve budget goals by monitoring vendor costs, change orders, and material and supply costs.
• Coordinate as needed with Construction Supervisors to monitor progress of in-house staff (force account).
• Manage the CEQA compliance process for potential projects.

Depending on the MRCA's needs, management of maintenance funding sources may be emphasized in the specific job duties, including:

• Analyze proposed expenses for eligibility and determine appropriate funding sources for expenses.
• Assist with budget development and monitoring for multiple locations and funds.
• Liaison frequently between operations and maintenance staff and finance staff to ensure smooth administrative processes.

JOB SPECIFICATIONS

Physical Demands

While performing the duties of this job, the employee is regularly required to remain in a stationary position, occasionally move about inside the office to access supplies and office machinery, frequently communicate and exchange information, review handwritten, electronic and facsimile documents, observe site conditions, and operate a computer and other office productivity machinery. The employee must occasionally move items weighing up to 20 pounds inside the office.

Required Hours and Location

Monday through Friday, 8 hours per day, 40 hours per week with some scheduling flexibility. Occasional overtime work in evenings or weekends upon prior approval by supervisor. The position will work out of the Los Angeles River Center and Gardens but may be required to travel to various other locations. Offices at the River Center are spread among multiple buildings and floors. Remote working or a hybrid schedule may be allowed, subject to supervisor approval.

Public Contact

As public parklands, the majority of MRCA properties are open to the general public during operating hours. This position is likely to have physical contact with members of the public in public areas such as parking lots and shared public/office restrooms and during in-person public meetings. MINIMUM QUALIFICATIONS

COMPENSATION

Wages

The range of hourly rates for a Project Analyst II is $27.27 to $33.15.

The range of hourly rates for a Project Analyst III is $30.57 to $37.15.

Classification Level

The selected candidate may be hired as a Project Analyst II or Project Analyst III, depending on experience. A Project Analyst II will perform the functions with a moderate level of supervision, making some judgments independently, and regular check-ins for guidance and task prioritization. A Project Analyst III will perform the functions with a low level of supervision and less frequent check-ins to verify tasks and decision support. A Project Analyst III shall have the ability to advance into a team leadership role and determine project direction.

The Park Assistant III (Class: 180) will perform a variety of skilled park maintenance work. Specific tasks vary with location and include regular maintenance of picnic grounds, restrooms, and developed areas, trash removal, trail maintenance, plant care including mowing and brush removal, irrigation repair, fence repairs, assembly and installation of site furnishings and signs, and delivery of materials and equipment to job sites.

This is skills-based physical labor work, in all weather conditions, for a person at an entry level or intermediate level. The work performed will support MRCA’s operation of nature parks within greater Los Angeles and other MRCA efforts related to public access, open space conservation, habitat restoration, and urban park development.

Park Assistant III positions exist in the Routes, Construction and Developed Resources Divisions and specific duties may include but are not limited to:

Duties for the Developed Resources division also include repairs to utility infrastructure, building repairs, and skilled gardening, and assistance during special events.

Duties for the Construction division also include building renovation (carpentry, electrical, plumbing), utility infrastructure repairs, and new construction of park amenities and irrigation systems.

Supervision

Depending on the division, the position may report to an Operations Manager, Deputy Division Chief or Division Chief. The position does not supervise other staff but may occasionally direct the work of volunteers, court crews, seasonal workers, volunteers, and youth crews. The employee may work independently or as part of a crew.

ESSENTIAL FUNCTIONS

• Operate light equipment such as mowers, edgers, brush cutters and power tools, and perform minor mechanical repairs.
• Install various park amenities including benches, signs, fencing, landscaping, irrigation, and trails.

The Staff Landscape Architect will oversee design elements of all park development/landscape improvement projects, prepare landscape designs, construction documents and specifications, perform construction observation and troubleshooting, provide general project management and administration, and represent the agency at public meetings.

This is highly technical and professional work for a person at a senior staff/management level. • Produce landscape improvement plans, details, and specifications, at conceptual design, schematic design,  and construction document phases with both hand-drawn graphics and CAD techniques.
• Coordinate with Construction Supervisors to monitor progress of in-house staff (force account) and subcontractors, assure compliance with plans and specifications, and troubleshoot as needed.
• Coordinate with Site Managers to monitor landscape maintenance activities and improvements; troubleshoot as needed. Provide input and guidance on long-term management plans for existing and new facilities.

The Park Development Project Manager (Class: Project Analyst II or Project Analyst III) will manage park development, landscape improvement and/or watershed planning projects. The projects will be related to MRCA's capital improvement projects, which include urban river restoration, public access, open space conservation, master planning, and park development. Projects may consist of design and construction of new park amenities, creation of parkland in urban neighborhoods, renovation of infrastructure and buildings, acquisition of land, and planning in a watershed context. Capital projects include renovation of existing facilities, new construction by contractors and force account, and fee acquisition of land interests.

This is professional and technical work pursuant to the terms of grants, contracts, and applicable regulations, involving frequent communication with others, for a flexible person at an entry or intermediate level. Project managers must also build community support, seek funding opportunities, actively cooperate with other government agencies and non-profit organizations, and keep abreast of related planning processes. The work performed will support MRCA’s capital Workprogram for improvements, land acquisition, and major maintenance projects in nature parks within greater Los Angeles, and other MRCA efforts related to public access, open space conservation, habitat restoration, and urban park development.

Supervision

This position may report to the Deputy Chief of Park Development, Chief of Watershed Planning, or other Executive-level staff depending on MRCA's needs. Assorted tasks may be supervised by Executive Staff and may include participation in multi-division teams. The position supervises no other staff. 

ESSENTIAL FUNCTIONS

• Implement multiple projects simultaneously: The project manager is the central point of contact on all issues concerning assigned projects and will be responsible for project quality. Perform project tracking, scheduling, and budget management.

Classification Level

The selected candidate may be hired as a Project Analyst II or Project Analyst III, depending on experience. A Project Analyst II will perform the functions with a moderate to high level of supervision, and is not expected to make many judgments independently. A Project Analyst III will perform the functions with a low level of supervision and less frequent check-ins to verify tasks and decision support. A Project Analyst III shall have the ability to advance into a team leadership role and determine project direction.
