THE OPPORTUNITY

The City of Pacifica is recruiting for a Public Works Superintendent within the Department of Public Works. Under the direction of the Field Services Manager, the incumbents will be responsible for the field services of the Public Works Department. They will plan, organize, and direct the work of field personnel and perform related work as required. The incumbents will be assigned to oversee various subdivisions such as Streets, Streams, Storm Drains, Street Lighting, and Motor Pool programs.

 

THE DEPARTMENT

The Public Works Department is responsible for maintaining and repairing the City’s infrastructure and wastewater treatment operations in an efficient and cost-effective manner while providing a high level of customer service and a safe work environment for city employees. The Department maintains parks, playing fields and medians and keeps streets and trails clean and well-maintained. The Department also coordinates the tree program, cleans beaches and coordinates the City Beautification program.

 

The Public Works Department is organized into three divisions including Wastewater Treatment Operations, Field Services and Engineering. The Wastewater Treatment Operations includes the operation of the Calera Creek water treatment plant and management of the collection system. Field Services oversees the maintenance of city streets, parks, trees, vehicles and public facilities. The Engineering Division manages public infrastructure projects, transportation planning and maintenance and repair of the City’s infrastructure. The Public Works Department is supported by 56 full-time staff and an annual operating budget of $4.6 million, along with a FY2023-2028 CIP appropriation of $ 8.6 million.

PUBLIC WORKS SUPERINTENDENT

(Streets and Streams, Parks, Building Facilities and Motor Pool)

 

 

DEFINITION

Under direction, manages the field services of the Public Works Department; to plan, organize, and direct the work of field personnel, including Parks, Trees, Streams Streets, Buildings, Rangers and/or Motor Pool Divisions.

 

DISTINGUISHING CHARACTERISITCS

This is a management class with major responsibilities for the City’s Parks, Trees, Streams Streets, Buildings, Rangers and/or Motor Pool maintenance programs, that requires significant independence, initiative, and discretion within established guidelines. This position assists in the strategic planning, organization, and management across multiple operational units.

 

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Field Services Manager or designee. Exercises general supervision over supervisory, professional, technical and administrative support staff through subordinate levels of supervision.

 

ESSENTIAL FUNCTIONS - INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:

• Plan, organize, direct, review and evaluate the work of staff involved in public works operations, including building maintenance, streams, streets, streets cleaning, storm drain maintenance, signs and signals, parking lots, and trails, janitorial service for City owned facilities, and vehicle maintenance and repair directly and through subordinate levels of supervision.
• Establish and carry out division goals, objectives, work plans, reports, policies and procedures.
• Prepare division budget and staffing requirements;
• Plan, organize and direct the work of contractors;
• Responsible for the procurement of goods and services.
• Monitor operations to ensure that operating procedures are followed.

THE POSITION:

Under the general supervision of the Youth & Family Services Clinical Supervisor and the Community Services Manager, the Intervention Counselor provides crisis intervention, individual and family counseling; identifies appropriate referral services to youth, families and individuals.

 

CLASS CHARACTERISTICS:

Intervention Counselor is a journey-level professional classification. Incumbents perform the full range of counseling duties within the Community Services division. Incumbents in this position receive occasional instruction as new or unusual situations arise. The Intervention Counselor is distinguished from the Clinical Supervisor in that the latter is responsible for overseeing clinical work, providing direct supervision to clinical staff and interns, responsible for ensuring counselors follow professional guidelines, establishes processes and procedures for the clinical side of the division, researches and provides appropriate training, and is the primary liaison with the school district and police department in regard to referrals, counseling, and crisis support. While the Intervention Counselor provides direct counseling, run group counseling and workshops, and provides intervention services and supportive tools and resources to clients.

 

ESSENTIAL DUTIES:

Duties may include but are not limited to the following: 

• Provide individual, family and group counseling to children, adolescents, and adults using a variety of therapeutic and counseling techniques. 
• Provide crisis intervention services around a variety of issues including: incorrigible youth/status offenders, child/adult abuse, domestic violence, trauma, individuals experiencing mental health issues, and families in conflict; may conduct visits at homes, schools, and juvenile detention centers. 
• Conduct assessments to identify appropriate resources, provide referral services and connect clients with additional services as needed.
• May receive, process and track all incoming case management, outreach, and counseling referrals as needed.
• Represent the City of Union City in the name of AC Probation, Centro de Servicios, Tiburcio Vazquez, Malabar House/Eden Counseling Services, NHUSD school administrators – principals, teachers, student services staff, UC Family Center,  Fremont Resource Center, (Fresh Lives for Youth (FLY), Filipinos  Advocates For Justice (FAFJ), MidPen Housing, Bay Area Community Health (BACH),  Safe Alternatives To Violent Environments (SAVE) to continue to develop and maintain relationships with these social welfare agencies and organizations. 
• Prepare and give presentations to youth, parents and community members.
• Conduct outreach to promote programs and services.
• Generate and maintain appropriate records, client files, and accurate statistical/monthly reports.
• Participate in weekly and monthly department and community meetings, trainings, and workshops as necessary.
• May provide guidance and clinical support to non-clinical staff who engage with clients. 
• Develop and implement new processes and procedures as needed. 
   

The Redwood City Police Department is currently accepting applications for Per-Diem COMMUNICATIONS DISPATCHERS.  Using a sophisticated Computer Aided Dispatch terminal, the Communications Dispatcher receives emergency calls from within the public requesting police, fire, medical, or other emergency service; determine priority, and dispatch police, fire, ambulance, or other emergency units as necessary and in accordance with established procedures. About the Position
Under administrative direction, the position manages the Air Quality Modeling and Analysis (AQM&A) Section in the AIM Division. The manager is responsible for: maintaining a positive work environment within the AQM&A Section to promote a culture of excellence; directing the development and evaluation of air quality modeling analyses at both regional and local scales, including modeling assessment of potential health impacts from various air pollutants and emission sources; with support from AIM Division staff, developing, evaluating, and reporting modeling-based assessments of community exposure and health impacts from air pollution; interacting with the Board of Directors, Advisory Council, and Air District management and staff on air quality modeling assessments; and performing related work as assigned.

Incumbents in this class make decisions that have impacts on daily operations and implementation of established procedures and policies and solve problems requiring analyses of issues that may result in deviations from routine processes, new technology, and additional resources.  Incumbents make recommendations for program planning and directing, as well as organizing new and future resource needs.

About the Division
The Assessment, Inventory, and Modeling (AIM) Division prepares comprehensive source emission inventories for the Bay Area and conducts air quality modeling at both regional and community scales. AIM prepares technical assessments that evaluate equity in air pollution exposures and health impacts in support of Air District programs. AIM coordinates and implements programs to improve and report estimates of emissions of criteria pollutants, toxic air contaminants, and climate forcing pollutants. AIM maintains the Bay Area photochemical grid modeling platform and functions, developed and analyze modeled concentrations, exposures of toxic air contaminants, particulate matter, ozone and their precursors, to support targeted strategies that reduce impacts of air pollution both regionally and within communities, especially where Assembly Bill (AB) 617 community action plans are being developed and implemented. AIM reviews and provides guidance on environmental health risk assessments within environmental review documents prepared pursuant to California Environmental Quality Act (CEQA).

The incumbent will assume responsibility for leading and managing multiple programs and functional areas within the AIM Division and assisting the Division Director in implementing the Air District’s policies and best practices, as well as making decisions regarding program planning, project prioritization, and staff resources allocation. The incumbent will also lead or support collaborative projects across Divisions and provide technical assessments of modeled air pollutant concentrations and health risk associated with stationary and mobile sources.

Minimum Qualifications

A typical way to obtain the knowledge and skills is:

Equivalent to graduation from a four (4) year college or university with major coursework in a job related field, including atmospheric and environmental science, environmental modeling, or environmental engineering, and four (4) years of professional level work experience preferably in a public agency, of which at least two (2) years were at a supervisory level. Some positions may require specialized training, education and experience.

THE POSITION:

This is a division head management position at the Hayward Executive Airport, reporting to the Airport Manager. The incumbent is responsible for the management of the business and accounting functions at the airport and provides second-line supervision and direction of staff within the Airport Division. This position is distinguished from the Airport Operations Supervisor classification which is responsible for the direct supervision of staff performance of Airside and Landside operations and maintenance tasks at the airport. Under general direction, the Airport Business Supervisor, oversees the airport business function including budget preparation, the real property program, tenant compliance with contract provisions, collections, preparation of grant applications, and other administrative duties.

Experience:  Five (5) years of experience in real property management, appraisals, negotiations, and budgeting.  Including two (2) years of supervisory or lead experience.  Experience in an airport business office preferred.
 
Education:  Equivalent to a Bachelor's Degree from an accredited college or university with major work in Public or Business Administration, or a closely related field.
 
Licenses and Certificates:  Possession of either an FAA Private Pilot Certificate or standing as a Certified Member (CM) of the American Association of Airport Executives is desirable.

The Department

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The Parks and Recreation Department is composed of a Director and 22 full-time management positions. The department is comprised of the Recreation, Parks, and Building Maintenance divisions. The Parks and Recreation Department mission is to provide opportunities for physical, cultural and social well being; protect and enhance the physical environment; and ensure the effective and efficient use of public facilities and open space.

The Building Maintenance Division maintains 32 facilities totaling more than 563,000 square feet and over 275 acres of park land. The division provides janitorial, preventative maintenance services, and necessary building and related equipment repairs to all of the City's facilities, including interior and exterior work. The division also performs a variety of tasks, which include moving furniture, set-ups, and many other miscellaneous tasks as required. 

Ideal Candidate

The ideal candidate will have knowledge of methods, materials, tools, equipment, and techniques used in performing custodial repair and maintenance; occupational hazards and safety practices and procedures related to the work; and techniques for dealing with the public, City staff, and representatives of contractors in an effective manner. The ideal Building Maintenance Custodian will also have the ability to maintain proper standards of cleanliness in assigned areas; follow written and verbal instructions; maintain basic records; and use materials, tools, and equipment safely and effectively form physical labor, including periodic heavy labor.

The Position

TYPICAL DUTIES AND RESPONSIBILITIES (may include but are not limited to the following):

• Sweeps, mops, waxes and polishes floors; shampoos and cares for carpets and rugs.
• Dusts and polishes woodwork, furniture, fixtures and equipment; wash windows, walls and other fixtures.
• Empties and cleans trash containers and wastebaskets; picks up paper and other debris.
• Cleans rest rooms and maintain supplies.
• Locks and unlocks doors, as necessary, provides for other forms of building security.

• May deliver materials and supplies to and from City locations.

QUALIFICATIONS: Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience: One year of janitorial experience 

Training: Equivalent to graduation from high school.

Licenses/Certificates: Possession of, or ability to obtain, an appropriate, valid California driver’s license and a satisfactory driving record, which must be maintained as a condition of employment.

Waterfront Resilience Program

The Waterfront Resilience Program (WRP), led by the Port of San Francisco, is a multi-decade initiative to strengthen the Port's 7.5-mile Bay urban waterfront against climate and seismic hazards. The WRP addresses coastal and combined flooding, sea level rise, earthquakes, shoreline erosion and other threats facing this vital stretch of infrastructure and public space. Wherever possible, the WRP examines opportunities to enhance City infrastructure and services; increase the resilience of lifeline corridors along the waterfront; promote equitable access, enjoyment and use of the Port’s public waterfront; and encourage enhancements to habitat and the public realm along what is largely a human-made shoreline.  Altogether, WRP efforts reflect the Port’s commitment to creating a resilient, equitable, and vibrant waterfront for current and future generations.

A key component of the WRP is the San Francisco Waterfront Coastal Flood Study (Flood Study), developed in partnership with the U.S. Army Corps of Engineers (USACE). Released for public review in 2024, the Flood Study includes a $13.5 billion Draft Plan that outlines coastal flood defenses, floodproofing, water management measures, and potential future actions designed to defend the waterfront through 2140. The Port and USACE are preparing a Recommended Plan and Final Report for congress consideration by 2026. If approved, the Federal government may fund as much as 65% of the design and construction cost. The USACE Flood Study and Plan are one piece of the Port’s overall strategy to build a waterfront that is more resilient to flooding and seismic risks. The Port is also advancing planning, design and construction of Early Projects funded through the 2018 Proposition A Seawall Earthquake Safety Bond to reduce near-term seismic and flood risk and strengthen the Embarcadero Seawall in targeted areas. In some cases, these are interim fixes, and in others, they are a first step toward future adaptation. Early Projects are being prioritized using criteria developed with community input, such as improving life safety and citywide disaster/emergency response capabilities; enhancing economic and ecological opportunities; supporting an adaptable, equitable waterfront; ensuring public access to the waterfront; and preserving historic and maritime resources.  Additional workstreams within the WRP for the next three years (mid-2025 to mid-2028) include the Living Seawall Pilot, permitting and environmental review, community engagement, design and engineering, and alignment with local, state, and federal policy.

  Role description

Under direction from the WRP Deputy Program Manager (Environmental), the Principal Environmental Planner will work collaboratively with the WRP Team, Port staff, including the Port’s Planning & Environment Division staff, and other City staff and consultants to identify and reduce WRP program and project environmental impacts and support environmental regulatory compliance on WRP projects and sites. Over the next three years, the Principal Environmental Planner will help develop programmatic and project-level regulatory permitting strategies, help advance environmental reviews under the National Environmental Policy Act (NEPA) and California Environmental Quality Act (CEQA) for the USACE Flood Study and Plan, its early implementation actions and projects, as well as some of the WRP Early Projects that are not part of the Recommended Plan, and assist WRP Project Managers by facilitating project-level environmental review and helping obtain regulatory permits for their projects.

This Principal Environmental Planner will also assist on investigation and remediation of contamination and hazardous materials as well as assist with developing and evaluating nature-based adaptation strategies for San Francisco’s waterfront, working with consultants and agencies.

The essential duties may include, but are not limited to the following:

• Provides regulatory and environmental input to inform WRP project plans and help prepare scopes of work, schedules and budgets for consultants working on WRP projects’ environmental analysis and regulatory permitting.
• Manage consultants in the preparation of environmental technical studies, quantitative analyses, proposed mitigation, cost estimates and timelines to comply with regulatory agency permits.
• Provides input on project-related contract specifications for construction best management practices, environmental compliance requirements, and permit conditions. In addition, monitors progress to assure quality, timeliness, and cost effectiveness of environmental consultant work, and resolving change order management issues.
• Serves as the environmental regulatory permitting lead for multi-disciplinary project design and delivery teams.
• Collaborates with a solutions-oriented approach.
• Develops environmental regulatory permitting strategies.
• Schedules individual or joint regulatory agencies pre-application meetings, preparing pre-application meeting materials and permit applications.
• Provides expert permitting advice to project teams during project development, including on schedules and risks.
• Reviews and finalize consultant products.
• Manages consultant scopes, schedules, budgets related to environmental review, regulatory permitting, and environmental site investigation and remediation.
• Assists with the planning and execution of environmental studies, including coordination and preparation of environmental impact analyses under NEPA and CEQA; and monitoring and reporting compliance related to environmental mitigation measures.
• Prepares project applications to the San Francisco Planning Department for environmental determinations.
• Prepares materials to submit to pertinent NEPA lead agencies.
• Assists with coordinating input of City, Port and WRP staff into relevant technical studies and regulatory permitting materials and deliverables prepared for WRP’s upland and in-water construction projects, including demolition, dredging, infrastructure repair and replacement, environmental site investigation and remediation, and hazardous waste abatement.
• Works on planning and execution of investigation and remediation of contamination and hazardous materials related to specific WRP Flood Study and Plan’s implementation actions and Early Projects.
• Manages implementation of hazardous materials surveys (including lead, asbestos, PCBs) for projects involving demolition.
• Assists with regulatory compliance, monitoring and reporting.
• Coordinates with the Port’s Planning & Environment Division staff on managing scope of work for consultant services for site sampling and analysis of environmental media (soil, soil gas, groundwater, sediment) and hazardous building materials (lead, asbestos, PCBs) to characterize site conditions, delineate nature and extent of impacts, determine proper management of environmental media and waste handling, storage, treatment and disposal procedures, and implement and support risk management plans and vulnerability assessments.
• Supports WRP projects on compliance with mitigation monitoring and reporting programs for construction dust, naturally occurring asbestos, stormwater, biological resources impacts, underwater and above-ground noise and vibration, water quality monitoring, waste classification and disposal, and clean and contaminant dredge monitoring and inspection, to ensure permit conditions and specifications are properly implemented before, during and after construction.
• Assists with the Engagement Plan for the Resource Agency Working Group, i.e., regulatory and resource agencies with jurisdiction over development and construction activities in San Francisco Bay, including the San Francisco Department of Public Health, Bay Area Air Quality Management District, Bay Conservation and Development Commission, San Francisco Regional Water Quality Control Board, California Department of Fish and Wildlife, U.S. Army Corps of Engineers, National Marine Fisheries Service, and U.S. Environmental Protection Agency.
• Responds to agency information requests, negotiating project permit conditions and mitigation requirements, and preparing materials for stakeholder meetings.
• Works collaboratively with all members of the Port and WRP team to identify and resolve issues promptly, escalating issues for resolution appropriately. 

How to qualify

1. Possession of a baccalaureate degree from an accredited college or university in environmental studies, environmental sciences, earth sciences, water management, planning, geology, architecture, civil engineering, law, public administration, or a related field; AND
2. Five (5) years of progressively responsible experience in the areas of planning, environmental review, environmental regulatory review or environmental law; AND
3. Possession of a valid California driver’s license (to be presented at time of appointment).  Employees must be insurable under the Port’s automobile liability insurance.  Insurability must be maintained throughout employment; AND
4. Incumbents in class 5299 Planner IV-Environmental Review position will be required to have, or to obtain 24-hr Hazardous Waste Operations and Emergency Response (HAZWOPER) training within one year of employment at the Port of San Francisco.

Substitution

Education Substitution: Additional qualifying work experience as described above may substitute for the education requirement on a year-for-year basis, up to two (2) years (One year of work experience is equal to 30 semester units or 45 quarter units).

Experience Substitution: Possession of master's or doctorate degree from an accredited college or university in environmental studies, environmental sciences, earth sciences, water management, planning, geology, architecture, civil engineering, law, public administration, or a related field may substitute for one year of the required experience as described above.

The City/County Association of Governments (C/CAG) is seeking up to one full-time Transportation Program Specialist I/II to perform a variety of program administrative and technical support functions related to C/CAG transportation and land use programs.

C/CAG operates as a Joint Powers Authority and has membership that includes each of the 20 cities and the County in San Mateo County. Transportation Program Specialist I is the entry and trainee level class, which works under immediate supervision while learning job tasks.  Incumbents may be assigned to a specific area or may work in multiple areas.  As experience is gained, incumbents work with greater independence and are given more responsible assignments.  Work is typically reviewed in progress and upon completion for conformance with established procedures.

Transportation Program Specialist II is the fully experienced, journey level class, which works under general direction.  This level is capable of independently performing the full range of duties in one or several specialized areas and is expected to serve as subject matter expert in assigned duty areas.

For this position, variety and complexity of assignments, scope and complexity of transportation planning responsibility, independence of action and level of decision-making authority, level and variety of work contacts, degree of administrative responsibilities, and responsibility for program and policy implementation are expected to expand with experience.
 

Duties may include, but are not limited to, the following:

• Manage the process for development of the annual C/CAG budget, including development of the budget calendar and working with the appropriate members of C/CAG staff to provide financial updates and forecast information. 
• Manage the mid-year budget update and any required budgetary updates throughout the year. 
• Review monthly financial information provided by San Carlos to identify and address any issues that arise.
• Submit audits to appropriate agencies and annual reports to the State Controller’s office and other relevant agencies.  
• Serve as the point of contact with San Carlos for any issues that arise related to their contract work with C/CAG, including month-end/year-end close, submittal of audit documents, and production of the financial statements. 
• Develop financial forecasts and review and produce revenue projections for C/CAG funding sources to identify vulnerabilities and potential solutions. 
• Provide strategic analysis of issues that affect C/CAG’s financial stability, such as revenue sensitivity, pension and OPEB funding, and member contribution rates. 
• Serve as the liaison to the Finance Committee and be the primary point of contact. 
• Manage the annual process to submit the indirect cost rate application to Caltrans and secure approval. 
• Review the quarterly investment reports, summarize, and prepare updates for the Finance Committee.
• Assist with the development and implementation of transportation plans, policies, programs, and projects; and the linkage of transportation and land use.
• Coordinate with C/CAG partner agencies on reports, joint studies, and projects.
• Assist with preparing, updating, and administering of planning documents, grants, funding recommendations, and projects.
• Act as liaison and participate on a variety of local and regional committees/task forces related to transportation, housing, and/or land use planning.
• Maintain contract agreements, review invoices, and track budget for C/CAG projects.
• Track and analyze proposed policies from other government agencies and legislations related to transportation and housing.
• Coordinate the development of State and Federal transportation improvement plans and programs at a county level.
• Oversee request for proposal (RFP) processes.
• Monitor the regional transportation planning and delivery process for conformance with State and Federal requirements.
• Establish, maintain, purge and run reports on various office files including minutes from public or private meetings and hearings.
• Draft documents such as C/CAG Board Resolutions, Board and committee staff reports, consultant contracts and agreements, and RFPs.
• Staff various committee meetings including coordinating the distribution of agenda packets and preparation of minutes.
• Set up meetings, coordinate attendee calendars, make reservations and set up meeting rooms.
• Perform related duties as assigned.

The ideal candidate will possess the following knowledge, skills, and abilities: 

• Two or more years of professional experience directly in transportation and/or land use planning.
• Self-starter who has demonstrated the ability to independently perform the full scope of duties required.
• Familiar with making presentations and recommendations to governmental agency boards, commissions, and committees.
• Familiar with public outreach and engagement processes or gathering input from the public.

Salary Information: 
C/CAG Transportation Programs Specialist I:  $85,488.00- $106,870.40 Annually
C/CAG Transportation Programs Specialist II:  $100,380.80- $125,403.20 Annually

Note: This is an unclassified, at-will position allocated to C/CAG.  Unclassified positions are not covered by the County of San Mateo Civil Service Rules.

Education: Bachelor's Degree in Transportation Planning, Urban Planning, City Planning or Regional Planning, or related field such as Urban or Regional Studies, Public Policy, Public Administration, Environmental Policy or Studies, Geography, Sociology, Economics, Civil Engineering, or Political Science.
