The Department of Public Works of the County of San Mateo is seeking qualified applicants for the position of Assistant/Associate/Associate Civil Engineer. 
 
There are currently three (3) vacancies in the Department of Public Work’s Design and Construction Section. This recruitment will be used to fill current and future vacancies in either the Design and Construction or Utilities and Watershed Protection sections.

Design and Construction 
The Assistant/Associate/Associate Civil Engineer assigned to the Design and Construction Section would perform AutoCAD/Civil3D work and work on Public Works infrastructure projects such as roads, drainage, retaining walls, bridges, sewer, and other public works facilities including the planning, designing, preparation of construction bid documents, overseeing construction activities in the field, and performing inspection of public works infrastructures.  This position may also involve the application and management of outside grants associated with Public Works facilities.

Utilities and Watershed Protection
The Utilities and Watershed Protection Section oversees 30 Special Districts that include flood control, drainage, domestic water, sanitary sewer, and street lighting. The primary responsibilities of the position include the design and management of various capital improvement projects from the conceptual stage to construction close-out. Additional duties include assisting with the day-to-day operational tasks of administering these Districts.

Assistant Engineer is the entry or trainee level class of this series. Under immediate supervision employees perform first level professional civil engineering field and office work while acting in a trainee capacity in connection with the planning, design, construction and maintenance of a wide variety of civil engineering projects. This class is flexibly staffed with Associate Engineer and incumbents may advance to the higher level after gaining experience and demonstrating necessary proficiency.
 
Associate Engineer is the journey level job classification and is responsible for routine office or field projects. Employees are expected to be fully competent to independently perform a full range of duties requiring a high level of technical expertise, and some periodic supervisory responsibilities. Employees may also serve as a resident engineer on smaller, less complex construction projects.
 
Associate Civil Engineer is the registered journey level classification in the engineering series. At this level, a high degree of technical expertise and some periodic lead responsibilities are required. Under general supervision, incumbents may perform a variety of professional engineering tasks in such areas as planning, design, traffic engineering & operations and construction inspection of roads, park trails, bridges, drainage, sanitary sewer systems, water supply, and other public works projects. Associate Civil Engineers may provide lead direction to other staff in completing projects of greater difficulty and complexity. Incumbents will be required to perform field work in support of the planning, design, and/or construction inspection of public works projects.
 
NOTE: Assistant/Associate Civil Engineer differs from the Associate Engineer classification in that Associate Civil Engineers are registered as professional engineers in the State of California and may provide lead direction to other staff in completing projects of greater difficulty and complexity.

The salary range for Assistant Engineer is $100,318.40- $125,340.80 annually.
The salary range for Associate Engineer is $118,664.00- $148,324.80 annually.
The salary range for Associate Civil Engineer is $132,828.80- $166,025.60 annually.

The ideal candidate for this position will be:

• Technically knowledgeable and experienced in the principles and practices of civil engineering, public works design, construction, and/or maintenance. 
• An effective communicator, both orally and in writing; able to represent the County in meetings and presentations to various groups including property owners, community groups, regulatory and other governmental agencies, and the public.
• Customer-focused and interpersonally effective in dealing with staff, engineers, contractors, and the public, and in coordinating with law enforcement agencies, emergency responders, and other agencies when necessary.
• Able to provide information to the public and other governmental agencies, in person or over the telephone, regarding County procedures and regulations, facility locations, plan requirements, and property ownership, which may require the interpretation of policies and procedures.
• Able to perform development plan reviews and prepare plan review comments.
• Able to interpret and address current environmental regulations.
• Able to analyze and evaluate alternatives, make sound recommendations, and prepare concise and effective technical staff reports.
• Accountable and able to schedule and carry through with assignments with independence.
• Experienced with designing public works projects such as road improvements, bridges, drainage and flood control improvements, parks facilities, water treatment and distribution systems, and sanitary sewer systems.
• Experienced with computer aided drafting software such as AutoCAD/Civil3D or similar.
• For Assistant Engineer, possession of Engineer in Training Certificate is preferred. 

Duties for these positions may include, but are not limited to:

• Serving as resident engineer on routine construction projects.
• Preparing designs, plans, and specifications for routine projects.
• Assisting in drafting and preparing instructions for bidders, proposals, affidavits, bonds, specifications, change orders, and other documents and reports involved in the construction of engineering projects.
• Gathering, compiling, and computing data using engineering, drafting, and calculating instruments and techniques to prepare designs, plans, estimates, technical reports, and specifications for the construction, alterations, maintenance, and operations of a variety of engineering projects.
• Supervising subordinate personnel in a variety of capacities.
• Inspecting construction projects for conformance with specifications, safety standards, and federal, state, and local regulations.
• Conducting economic cost and quantity estimates for assigned projects.
• Performing related duties as assigned.
• Managing and coordinating with various consultants.

Licensure/Certification: Candidates for Associate Civil Engineer must possess a valid Certificate of Registration as a Professional Civil Engineer in the State of California at the time of hire. Some positions require possession of a class C California driver license or equivalent.
   
Education and Experience: 
 Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:
 

• Assistant Engineer: Bachelor’s degree in Civil Engineering OR twenty-four semester units in civil engineering courses and three years of civil engineering experience in office, field or survey party work OR possession of an Engineer in Training Certificate. 
• Associate Engineer: Two years of professional civil engineering experience which has included field and office work in the planning, design, construction, and maintenance of a variety of civil engineering projects.
• Associate Civil Engineer: In addition to possession of a valid Certificate of Registration as a Professional Civil Engineer in the State of California at the time of hire, two years of professional civil engineering experience which has included field and office work in the planning, design, construction, and maintenance of a variety of civil engineering projects.

About the Position

The City of San Carlos is seeking a full-time Associate Engineer in our Public Works Department. This position performs professional and technical civil engineering work in support of the City’s public works and private development projects. Responsibilities will range from simpler projects and to more complex ones. Employees in this job class provide general engineering support and direction to a variety of public and private projects. Projects worked on may include civil works projects including: roads, drainage, grading, buildings, water and wastewater pipelines and treatment facilities, tanks, generators, parks and landscaping, bike paths, environmental mitigation and other related subjects.

The Associate Engineer is distinguished from the Assistant Engineer by the level of experience in the field of municipal engineering and the level of job knowledge.  This is a more specialized class wherein incumbents are charged with performing a wide variety of complex engineering assignments and having a much broader range of knowledge, skills and abilities.

Employees in this classification work under general supervision of the Principal Engineer. Employees in the Engineer positions are not directly responsible for the supervision and evaluation of other engineering staff; however, they may provide supervision of work product to other engineers, inspectors, technicians or intern staff.

Essential Duties

• Plans, directs, participates and effectively completes moderately complex projects. This technical work involves engineering, surveying, construction or other activities related to the civil engineering profession.

• Coordinates work with regulatory agencies and private entities, completing public relations work as needed or assigned.

• Applies for and administers grants.

The County of Yuba is currently recruiting for the position of Senior GIS Technician in the Community Development & Services Agency. This position provides lead direction and technical assistance to assigned staff and/or project management; performs a variety of technical office and field work duties that require specialized knowledge related to the creation and maintenance of maps, tables, graphs, and other geographic source data with the use of enterprise GIS, permitting, and asset management systems; provides technical support and queried data to department staff, other County departments, outside agencies, consultants, contractors, developers, and the public; and performs related work as assigned.

This position is the advanced journey lead/specialist level position that reports directly to the Public Works Director.

Examples of Duties:

• Provide direction and guidance as a lead worker regarding data collection and GIS utilization; may review the work of technical staff assigned to a variety of GIS duties; assist supervisor with training program and identifying training needs; provide staff training in the use of and applications of GIS information.  
• Perform accurate and timely updates to County GIS s files and data management records related to streets, sewer, water, and storm systems, asset inventory, plats, parcels, right-of-ways, easements, and data layers.
• Perform quality control checks to integrity of GIS data and applications; review and resolve conflicts in data; evaluate currency, usefulness, and completeness of data.
• Create, compose, modify, and edit GIS spatial and attribute data, export data for a variety of special projects.
• Produce maps, tables, and graphs for internal and external use; determine and execute the appropriate sequence of data processing tasks; use established GIS and permitting systems to query data and produce documents.
• Update and maintain GIS databases according to department’s policies and procedures; clean up data and make corrections in response to changes and additional data sets integrated into GIS.

Position Summary

Under general direction of the Secretary of the District, performs complex and highly analytical work for the Secretary of the District, members of the Board of Directors and associated committees.   Departmental lead on government tort claims, legal documents and communications and participating in complex, sensitive, and detailed analytical work in the areas of budgets, historical preservation and economic, regulatory and administrative policy. Provides internal customer service by assisting managers and executive level staff in complex analysis.  This position requires a high degree of accuracy, discretion, confidentiality, excellent communication skills, and robust customer service skills. 
 

Essential Responsibilities

• Serves as the primary analytical support to the District Secretary;
• Interprets meeting proceedings and prepares draft meeting minutes, with minimal oversight and as assigned, may attend meetings in the absence of the District Secretary;
• Performs legal functions of the office and guidance to office staff in the absence of the District Secretary;
• Performs a wide variety of complex legal analysis, research and briefings about claims for the District, Bridge, Bus and Ferry Divisions, and works with legal counsel in the areas such as government tort claims, subpoenas, Brady requests, small claims and lawsuits;
• Provides a wide variety of complex, confidential analytical duties in support of the District Secretary, Board of Directors, and standing Board committees;
• Independently composes, researches, compiles, summarizes, and prepares a variety of complex correspondence, reports and documents; reviews finished materials for completeness and accuracy; ensures documents comply with District standards, policies and procedures;
• Perform special studies for the District, and coordinates assigned activities with other District departments, and divisions, and outside entities;
• Independently responds to and resolves difficult and sensitive citizen inquiries and complaints;
• Coordinates and assists in the development of the annual budgets of the Board and District Secretary’s Office and monitors, reviews and approves department expenditures, and performs financial analysis for budgetary purposes;
• Assists the District Secretary with providing direct support in varied, analytical administrative projects related to the Board and its committees;
• Independently prepares and presents a variety of oral and written reports, correspondence, and statistical analyses with extreme attention to detail and accuracy;
• Works with Procurement to select vendors and purchase department services as needed for projects, and participates on panels for various District procurements especially those related to the District’s third party administrators for public liability and workers compensation, insurance advisors and e-document conversion;
• Has an in-depth understanding of the department’s functions and especially its role with the Board of Directors such as the steps involved in planning and executing Board events and maintaining key Board documents such as Rules of the Board, Master Ordinance and record of the Board’s proceedings;

The Department of Public Works is seeking well-qualified candidates for the position of Stationary Engineer II.

About the Department
The Department of Public Works plans, designs, constructs, operates, and maintains facilities and equipment that are safe and accessible to the clients of County agencies, the general public, and County employees. The Department advises the Board of Supervisors on all public works issues, including rates and charges for services that are fair to both the users and service providers.
 
Public Works has a budget of approximately $200 million and is comprised of over 300 employees in four divisions: Administrative Services and Airports, Engineering and Resource Protection, Facility and Capital Projects, and Road Services.
 
Facilities Maintenance & Operations
FM&O, short for Facilities Maintenance & Operations, ensures County facilities are safe, comfortable, and clean. From historic landmarks to modern offices, we keep things running smoothly.

The FM&O Stationary Engineers perform maintenance and repairs to the various plumbing, mechanical, and lighting systems throughout County facilities. These include boilers, chillers, pumps, motors, lamps, ballasts, drivers, toilets, sinks, and faucets as well as utilizing the lighting and building control systems to schedule and adjust run times of the various pieces of equipment. There are multiple Stationary Engineer I/II vacancies in FM&O.

Our team turns the screws, tightens the bolts, hammers the nails, paints the walls, and types in the codes to keep all the buildings and their systems working. If it's loose, stuck, hot, cold, light, or dark FM&O gets the call. Whatever it takes, our team does it with professionalism, care, and heart!
 
The Position
Under the direction of a Supervising Stationary Engineer, Stationary Engineers are responsible for a wide variety of repair and maintenance work in the areas of HVAC, electrical, plumbing, refrigeration, emergency power systems, water treatment systems, boiler equipment, and piping repair, building automation systems, and miscellaneous equipment repair. Stationary Engineer II is a journey-level classification, and incumbents are expected to have proficiency, perform independently, and solve complex problems in all of the areas listed above.

There are multiple vacancies to be filled throughout the Department. Work locations will include Redwood City Government Center, San Mateo Medical Center, Youth Services Center, and Maple Street Correctional Facility.
Candidates hired as Stationary Engineers must be willing to work evenings, weekends, and alternate shifts. They must also successfully obtain and maintain a Sheriff's Office security clearance as a condition of employment. 
 
The ideal candidates for these positions will have:

• At least three years of journey-level experience as a Stationary Engineer.
• A minimum of three years of journey-level experience in mechanical, electrical, and plumbing systems.
• Extensive knowledge and experience working with boiler and HVAC systems.
• Proficiency in a wide variety of installations and repairs on plumbing, gas system piping, chiller/boiler piping, and wastewater systems, including the ability to operate a large sewer snake.
• Certification as a Backflow Prevention Tester.
• Experience in energy management and computer-controlled systems.
• The ability to troubleshoot, repair, and maintain a variety of equipment, including air conditioning, electric motors, heating units, heat pumps, light commercial furnaces, burners, fresh air and exhaust fans, economizers, and humidifiers.
• Experience with Fire Alarm testing, troubleshooting, and NFPA codes.
• Experience in a hospital or healthcare setting.

Examples Of Duties:

Duties may include, but are not limited to, the following:

• Operate, maintain, install, and repair electrical, refrigeration, plumbing, heating, air conditioning, and ventilating systems.
• Operate, maintain, and repair boiler equipment.
• Repair and replace pipes, fittings, and other equipment used in plumbing, gas, and steam systems.
• Repair electrical equipment, including lamps, fixtures, and switches; adjust electrical controls, motors, and auxiliary equipment up to 480 volts.
• Test, operate, maintain, and repair emergency power systems, including UPS, emergency generators, and associated equipment.
• Use hand and power tools, including cutting and threading tools, grinders, reamers, wrenches, welders, saws, and other special tools.
• Make minor carpentry repairs to doors, windows, floors, and other parts of buildings.
• Do touch-up painting on repaired equipment.
• Remove or arrange for the removal of trash, pests, and other hazardous materials or debris in the course of performing work. 
• Properly place, set, and inspect traps, and collect and remove insects and pests.
• Reclaim or recycle refrigerant using Freon recovery systems.
• Operate water treatment facility, including wastewater and potable water.
• Adjust and calibrate boiler burners and controls.
• Adjust and calibrate chiller controls.
• Test, calibrate, and repair backflow devices.
• Calibrate HVAC controls and associated equipment.
• Monitor building management systems.
• Replace pumps and pump seals, and repair and replace motor valves.
• Repair and replace air conditioning units.
• Troubleshoot HVAC, plumbing, electrical, and energy power systems.
• Conduct preventative maintenance.
• Understand fire alarm systems.
• Repair and install chemical monitoring stations.
• Repair, test, and record data on generators.

If designated as the certified water treatment operator:

• Operate water treatment facility, including wastewater and potable water, consistent with performance standards, federal and state regulations, and variable operating conditions and emergencies.
• Make periodic inspections and reports of facility conditions to ensure adherence to maintenance procedures.
• Perform water sampling in coordination with the health laboratory.
• Maintain logs of facility operations, test results, scheduled maintenance, and other operating conditions.
• Control filter operations.
• Coordinate special projects related to water treatment and distribution, in close coordination with supervisor/manager.
• Troubleshoot complex technical problems related to water treatment and develop recommendations to improve water quality standards, facility effectiveness, and efficiency.
• Perform quality analysis of raw and treated water.
• Compile data concerning flows, chemical dosages, levels, pressure, volume, water quality, and other operational information.
• Prepare reports.

Qualifications:

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.  
 

• Completion of courses related to maintenance, installation, and repair of electrical, HVAC, plumbing, refrigeration, and power equipment.
• Two years of journey-level experience as a stationary engineer or equivalent, AND demonstrated experience in maintaining, installing, and repairing electrical, HVAC, plumbing, refrigeration, and power equipment in a large building, plant, or vessel.
• Two years of experience can be substituted with the completion of an apprenticeship program.

Licensure/Certification:

• Must obtain and maintain Sheriff's Office security clearance.
• Universal Certification in Freon recovery upon hire.
• Obtain Backflow Certification within six months of hire and maintain certification.
• If designated as the water treatment operator, possession of or ability to obtain a valid Grade II Water Treatment Operator Certification issued by the State of California within six months of employment is required.
