The City of Dixon is looking to fill one full-time, regular position of Accountant in the Finance Department. This position performs professional level accounting functions such as recording and reporting financial transactions, review of financial records; provides fiscal control for assigned areas of operation, preparation of financial report statements and analyzes. This is not a remote position and work schedule will be Monday through Friday, onsite.

Accountant - This classification is the entry level, mid-management position in the accounting series. Professional level work is performed, and incumbents are expected to perform the full range of accounting duties with minimal supervision. Successful performance in this position requires a thorough knowledge of governmental accounting procedures and the ability to exercise sound judgement within established guidelines.

Old Meadows Community Center - Therapeutic Recreation Unit
Serving youth, teens and young adults with physical and intellectual disabilities

Part-Time position: up to 28 hours/week (may include evening/weekend hours)

Summary:
Under general supervision, coordinates, conducts and participates in the delivery of recreational program activities and executes day-to-day operations in assigned units according to established programs, schedules and standards; and performs other duties as assigned.

Essential Duties and Responsibilities:

• Researches class ideas and structure and forecasts participation; organizes and implements various athletic, craft, social, cultural, instructional and community service programs.
• Instructs recreation classes to various age groups; modifies and adapts activities specific to specialized programs or populations; facilitates programming at onsite and offsite locations; provides pre- and post-event assistance.
• Develops interest, enthusiasm and fair play among participants; addresses challenging behaviors and follows proper channels to document contacts and results; recruits assistance and guidance from immediate supervisor when escalation is needed; reports all compliance issues per District standards.
• Establishes schedules; responds to general inquiries; assists with program registration; initiates payment and refund procedures.
• Oversees and supervises the use and care of equipment, supplies, materials and facilities; assists in initiating equipment procurement and maintenance; manages forms related to facilities and equipment use.
• Supervises special events, field trips and other group activities; ensures safety of environment and equipment for participants.
• May be assigned to camp programs.

Other Duties & Responsibilites:

• May be required to drive a District or personal vehicle.
• Applies behavior modification and appropriate social modeling techniques.
• May attend community events to promote recreational programs and events.
• May assist with transportation in specialized programs.

Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty satisfac­torily. Any combination of experience and training that would likely provide the required knowledge, skill and/or ability listed below is qualifying.

Education/Experience: 
A typical way to obtain the knowledge and abilities would be: graduation from high school or GED program, and at least 1,500 hours of relevant work experience, with at least 30 units completed in recreation or a related field preferred; or an equivalent combination of education and experience. Candidates must be at least 18 years old.

Language Ability:
Ability to communicate effectively in English in both written and oral form. Ability to write routine correspondence using correct spelling and grammar.

Math Ability:
Ability to add, subtract, multiply and divide whole numbers, fractions and decimals.

Reasoning Ability:
Ability to use common sense and exercise good judgement in solving problems. Ability to establish effective relationships with fellow employees, volunteers, participants and parents/guardians.

Certificates and Licenses: 

• First Aid & CPR/AED within 90 days of employment with ability to maintain certifications thereafter as a condition of employment.
• Valid California driver’s license with a good driving record and current automobile insurance. For Therapeutics unit: ability to obtain a commercial driver license within one year of employment (for a 15-passenger van).
• Department of Justice fingerprint clearance.
• Proof of a negative TB skin test.

Supervisory Responsibilities:
This position has no supervisory responsibilities. This position may direct the activities of contract workers and volunteer staff.

Firefighters are expected to uphold the City and Department’s mission, values, and goals while performing skilled emergency service work. DISTINGUISHING CHARACTERISTICS

The ability to work effectively under supervision and within a team structure is a significant element of the position.  Effective communication skills are needed work safely and be successful in the position.  The Firefighter should be self-motivated, able to complete work assigned in an effective, efficient, and safe manner, and be able to exercise independent judgment.  The capability of performing duties during various emergency operations is essential.  Firefighters must be able work for extended periods of time at emergency incidents that may involve physical exertion often under adverse environmental conditions.

SUPERVISION RECEIVED AND EXERCISED

Supervision is received from a Fire Captain.  Work is inspected in process and upon completion.  A Firefighter is responsible for their personal actions and conduct.  Evaluations are provided on a regular schedule and are based on individual performance as well as their interactions with other Company and Department members.

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Be an advocate for the mission statement, core values, and goals of the City of Lincoln and the Lincoln Fire Department.
• Communicates and establishes positive working relationships with the general public in order to deliver service of all types including emergency response, business inspections, participating in school programs, answering questions, and assessing customer needs.
• Completes tasks as assigned.
• Responds to emergency and non-emergency calls for service as a member of a fire company.
• Assisting in the fire suppression activities including operating electric generators, ventilation fans, deploying and connecting hose lines; holding nozzles and directing water streams; raising and climbing ladders; using portable fire extinguishers, axes, bars, hooks, ropes, power-driven tools, and other equipment; use of salvage covers to prevent water damage; overhauling and cleaning up after a fire.
• Operate fire department vehicles and apparatus.
• Donning and working in personal protective equipment including self contained breathing apparatus.
• Upon return to the fire station, clean, service, and ensures apparatus and equipment are available for emergency response.
• Administer first aid and operate various emergency medical devices.
• Perform rescue operations of persons in life and non-life threatening situations.
• Proper use of fire department communication equipment.
• Cleans and maintains station quarters and grounds; performs first-line preventive maintenance on apparatus; cleans, maintains and tests equipment.
• Participates in fire drills and training exercises.
• Become familiar with City streets, fire hydrants, building occupancies and contents.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

The physical demands here are representative of those that must be met by an employee to successfully perform the essential functions of this job.  Position requires: sitting, twisting and reaching for equipment; perform various tasks that require standing, walking, bending, stooping, squatting, climbing, kneeling, simple and power grasping, pushing, pulling, and fine manipulation; wear appropriate personal protective equipment; perform physical activities of a strenuous nature; see and hear with sufficient acuity; may lift heavy objects, especially when responding to or operating at emergency situations or incidents.

Education

• High School Diploma or equivalent.  Fire Science Certificate from a regionally accredited college or university is highly desirable.

Experience

• The knowledge, skills and abilities necessary for a Firefighter can be obtained by any combination of the following: successful work experience history involving significant public contact with customer service responsibilities, course work in fire science, experience as a paid or volunteer Firefighter, or successful completion of a Fire Training Academy.

License/Certificate

• If no prior firefighting experience is possessed, applicants must be current on the Firefighter Candidate Testing Center (FCTC) Statewide Eligibility List (SEL) as of 09/26/2025.

DEFINITION

Under general direction, performs complex and highly responsible professional and technical human resources work in the areas of recruitment, examinations, classification and compensation, benefits administration, and provides support to the Human Resources Director.

DISTINGUISHING CHARACTERISTICS

The Senior Human Resources Analyst is a professional level class in which the incumbent is expected to perform a wide range of the most complex human resources activities.  As the advanced journey level classification within the Human Resources Analyst series, positions at this level are distinguished from other classes within the series by the greater level of responsibility assumed, complexity of duties assigned, independence of action taken and by the nature, scope and impact of the work performed.  Employees perform the most difficult, confidential and advanced level type of duties assigned to classes within the series, which may include providing direct supervision over assigned personnel and performing complex professional analytical work in support of internal and external customers with sound judgement and minimal supervision.

SUPERVISION RECEIVED/EXERCISED

Receives general supervision from the Human Resources Director.  Incumbents may supervise technical or support staff.

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Administers the City’s selection process; plans and coordinates recruitments; conducts labor market analyses and determines length of recruitments; prepares job bulletins and recruitment information; determines and places advertising in appropriate media; coordinates participation in career and job fairs; and reviews and evaluates applications; determines appropriate written, oral and/or performance examination programs; develops, evaluates and validates selection instruments; supervises the administration and scoring of examinations and the establishment of eligible lists; receives, researches and responds to candidate appeals; manages the employee onboarding and separation processes and develops and implements recruitment processes and procedures.
• Prepares or oversees the preparation of all personnel action forms, including new hires and separations, and submission of payroll for processing.
• Administers the City’s employee benefit program including retirement, health, dental, life insurance and voluntary employee benefits; evaluates program and vendor effectiveness; assists in resolving difficult or sensitive problems; serves as intermediary for employees and vendors/providers and administers the City’s open enrollment process.
• Conducts position classification studies; performs job audits and analyses of individual positions, classes and series of classes; participates in organizational and staffing studies of City departments; prepares and revises class specifications and proposes appropriate salary ranges for newly established and revised classifications.
• Conducts salary and employee fringe benefit surveys, analyzes data and recommends adjustments and internal relationships.
• Develops, implements and manages the use of the City’s HRIS system; analyze and develop forms and procedures associated with human resources processes and HRIS applications; maintain the department internet and intranet pages.
• Provides professional and technical advice regarding memorandum of understanding (MOU), language, Personnel Rules and Regulations, policies, procedures, laws, rules and regulations to City departments, employees, employee organizations, job applicants and the general public and responds to complaints and requests for information from employees, management, outside agencies and the public.
• Designs and conducts employee training and orientation programs and assesses training effectiveness and modifies training programs as needed.
• Supports the Human Resources Director with employee and labor relations matters to include handling investigations, disciplinary matters and labor relations duties; assists in the collection and preparation of data used in negotiations.
• Supports the Human Resources Director with conducting formal and informal inquiries into discrimination, harassment and equal opportunity related complaints.
• Coordinates leave management programs; advises employees on their rights under the Family Medical Leave Act (FMLA), California Family Rights Act (CFRA), State Disability Insurance (SDI), Paid Family Care Leave (PFL), long-term disability and disability retirement; receives and processes requests for FMLA, CFRA and other leaves; determines eligibility and sends initial notices; requests additional information and prepares other leave-related correspondence; recommends approval or denial of leaves.
• Supports the Human Resources Director with monitoring compliance of the Department’s various programs with applicable laws, guidelines and regulations; tracks and analyzes proposed legislation to determine impact on human resources operations and programs; researches, develops and proposes updates to, and/or establishment of new, City policies, administrative regulations and personnel rules.
• Establishes highly effective working relationships with clients, employees and union representatives, representatives of community organizations, state/local agencies and associations, City management and staff and the public.
• Performs related duties as required.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking, reaching, twisting, turning, kneeling, bending, stooping, and squatting in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports using a computer keyboard. Additionally, the position requires near and far vision in reading written reports and work related documents. Acute hearing is required when providing phone and personal service. Additionally, the incumbent in this position may work in all weather conditions including wet, hot and cold. The need to lift, drag and push files, paper and documents weighing up to 25 pounds is also required.

KNOWLEDGE, SKILLS AND ABILITIES

Description 

We are seeking an innovative and proactive Sustainability Manager who will be responsible for leading and managing important environmental programs and projects for the City of Thousand Oaks! As a key Division Head and member of the Public Works Senior leadership team, the Sustainability Division Manager will lead and guide professional staff and will be instrumental in integrating the City’s vision, goals, and people strategy. This is an essential senior management position reporting to the Deputy Public Works Director. 

Primary Responsibilities: 

Oversee, coordinate, and manage key programs and projects in solid waste, organic/food and hazardous waste, water conservation, drought contingency planning and implementation, energy conservation and efficiency, distributed energy resources including solar, battery energy storage and microgrids, clean energy procurement, and electric vehicle charging infrastructure citywide. 

• Plan, develop, implement, and manage strategies to reduce resource use and waste, and minimize the City’s environmental footprint.  

• Promote innovative practices which are economically, socially, and environmentally sustainable. 

• Plan, develop and manage activities for electric vehicle support within the City.  

• Lead implementation of City’s climate action plan including tracking, monitoring and reporting of performance metrics and greenhouse gas inventory. 

• Develop and implement methods and procedures to monitor projects, research strategies, analyze findings, create progress reports, and inform leadership and partners of status to ensure effective collaboration.  

• Promote, gather and communicate sustainability resources and the City’s sustainability efforts within the community. 

• Facilitate community engagement, education, and partnerships, and foster productive relationships to advance sustainability goals.  

• Plan, develop and manage programs for energy conservation and efficiency, clean/renewable energy, and distributed energy resources. 

• Plan, develop and manage activities for a variety of water conservation and efficiency projects, and drought contingency.  

• Plan, develop and manage programs for waste management and waste reduction including organic waste, food recovery and distribution, recycling, and household hazardous waste. 

• Manage the preparation of plans, studies and reports relating to current and long-range City sustainability and resource conservation.  

• Develop, review, analyze and evaluate proposals to determine best value. 

• Select, mentor and supervise staff to deliver optimum services. Provide regular and supportive feedback to staff to assist in their development.  

• Coordinate and drive working relationships with key internal and external partners to achieve collaboration and results. 

• Develop and implement key performance indicators and metrics to measure operational effectiveness, identify areas of success and areas for improvement.  

• Evaluate external sustainability developments, advancements and opportunities to improve customer/user satisfaction, and enhance City’s sustainability program. 

• Perform other duties as required.

Deputy Fire Marshal
Salary Range: $6,750.00 to $13,383.33 Monthly
 

This position will report directly to the Fire Marshal. The Deputy Fire Marshal is an advanced level position. Duties include, but are not limited to reading, interpreting, and enforcing all State statutes and regulations under the authority of the State Fire Marshal (SFM), and all standards as adopted by SFM as well as UCDH policies. This position will act as a technical leader with a high degree of knowledge in the overall field and recognized expertise in specific areas. This position will regularly lead projects of critical importance to the organization; these projects carry substantial consequences of success or failure. May direct programs with organizational-wide impacts that include formulating strategies and administrating policies, policies, processes, and resources. In this position, the individual will perform detailed inspections of buildings under the authority of the UCDH Fire Marshal’s Office. Provide fire and life safety education to occupants. Analyze hazardous materials and functional use of space during construction plan review and validate post-occupancy use for compliance. This position may serve as State Fire Marshal (SFM) Designated Campus Fire Marshal (DCFM) for the UCDH Hospital and other UCDH medical¬ related facilities. Note, that SFM has the sole authority to approve a candidate as an SFM DCFM.

Additionally, persons in this position are expected to perform plan reviews, construction inspections, and existing building inspections, participate in the Incident Command System, and understand and apply Joint Commission and CMS requirements, NFPA Standards, and California Code of Regulations.

Required Qualifications 
Applicants are encouraged to upload license and certification if required of the position. 

• OSFM Fire Inspector 2A- 2D training class series and/or ICC Building Code Certification.
• Must possess a valid California Driver’s License
• Five (5) years of experience in building, fire, or hazardous materials inspections.
• College education/training equivalent to a BS level in Fire Science, Construction, Chemistry, or similar related field.
• Experience working within “Authority Having Jurisdiction” for enforcement of regulations, or someone who has completed an apprenticeship (time/experience) and is fully educated/experienced in construction.

Preferred Qualifications 

• OSFM Certification as a Fire Inspector 2
• ICC Building Code Official Certification
• Hazardous Material Inspection experience.
• Experience in hospital inspections &/or construction.
• Thorough knowledge and skill in one or more of the following fields: Hazardous Materials Inspections, Laboratories, Hospital &/or Construction Inspections.
• Demonstrates excellent working knowledge of the California Health and Safety Code sections under the authority of the Office of the State Fire Marshal, California Code of Regulations Title 24, NFPA, and other standards required for Fire Prevention activities within the state of California.
• The ability to manage programs that include formulating strategies and administering policies, processes, and resources while functioning with a high degree of autonomy.
• Decision-making is based on established procedures and integration/interpretation of relevant laws, regulations, and organizational policy; professional best practices; relevant science methodology, impact on other UCDH programs; and senior management approvals. Decisions may impact other programs, departments, segments of the organization, and/or organization wide.
• Knowledge and understanding of all aspects of the job; ability to intermittently analyze work papers, reports, and special projects; identify and interpret technical and numerical information; observe and problem solve operational and technical policies and procedures; determine compliance; identity, interpret, explain, and enforce violations; review and interpret codes and rules; maintain awareness of safety at all times.
• Excellent interpersonal, oral, and written communication skills to effectively communicate with UCDH Administrators, Contractors, Consultants, and Regulatory Agencies.
• Demonstrates ability to manage numerous details simultaneously and work under severe time constraints, competing deadlines, conflicting demands, and frequent interruptions.
• Ability to exercise independent judgment in solving issues and adhering to the UCDH Policies and Procedures.
• Analytical and problem-solving skills to handle a wide variety of assignments in different phases to determine appropriate action.
• Ability to recognize when a problem or emergency must have an immediate response and then be able to initiate action.

Special Requirements 

• Must participate in the department’s DMV Pull Notice Program. Must pass a pre-employment Live Scan Fingerprinting Background check.
• Administrative deadlines or emergency incidents will require the incumbent to work a certain amount of unscheduled non-paid overtime.
• Typically, this position provides services during normal business hours of operation; however, the individual must be able to work flexible hours that can include days, nights, weekends, and holidays. Occasional overtime as required to meet operational needs.
• Ability to work in a high-stress structured environment.
• Ability to maintain maximum confidentiality and professionalism while working with complex issues.
• Ability to work in a non-smoking environment.
• The incumbent will be exposed to alarms and other auditory warning devices. Must be able to function in a multi-disciplinary and fast-paced work environment while maintaining the need for quality, accuracy, completeness, and timelines.

• Will be required to work outdoors in a variety of weather conditions; tolerate very hot and very cold temperatures; walk over rough, uneven, or rocky surfaces; work at heights greater than 10 feet; climb ladders or steps to reach objects; work in small, cramped areas; bend or stoop repeatedly or continually over time; discriminate among colors or match colors of wiring systems and color-coded valves and piping; stand or walk for extended periods of time with the inability to rest at will and use arms above shoulder level. When not performing duties in the field, incumbents work in an indoor office setting and are required to enter data into a terminal, PC, or keyboard device; produce written documents using proper grammar, punctuation, and spelling; use graphic instructions, blueprints, and layouts as part of the plan review process when checking for code compliance; and sit for extended periods of time with the ability to move at will.

This position may be subject to a criminal background investigation, drug screen, Live Scan fingerprinting, medical evaluation clearance, and functional capacity assessment.
