HUMAN RESOURCES ANALYST I:  Salary:  ($8,473 - $10,078/month)

The Human Resources Analyst I is the entry-level class in the professional Human Resources Analyst series. Incumbents in this class provide varied professional clerical and technical support in the administration of personnel programs.

Positions in the professional Human Resources Analyst series are flexibly staffed. Incumbents may advance to the higher level after gaining the knowledge, skill, experience, licenses, and certifications which meet the qualifications for and demonstrating the ability to perform the work of the higher-level class.

EXAMPLES OF DUTIES (illustrative only):

• Works with hiring manager to fill vacant positions. Prepares recruitment plans and announcements, develops and implements recruitment strategies, examination components and other related material for vacant positions.
• Responsible for full cycle of recruitment including reviewing applications for examinations; conducting job analyses for the validation of examinations; developing and conducting examinations; analyzing and interpreting exam results.
• Reviews and revises job descriptions to ensure they are current and accurate.
• Conducts job audits; interviews subject matter experts and develops and/or modifies class descriptions.
• Conducts salary surveys to obtain necessary data and make recommendations.
• Prepares written and oral reports including recommendations for actions; develops cost information as needed.
• Administers the benefit programs for all employees and specified retirees; collaborates regularly with the California Public Employees’ Retirement System (CalPERS).
• Administers the City’s workers’ compensation and safety programs, including monitoring workers’ compensation claims and collaborating with supervisors regarding various workers’ compensation and safety issues.
• Manages employee leaves of absence, including reviewing medical documentation and tracking the duration of leaves.
• Actively prepares for and participates in labor negotiations activities.
• Interprets and applies relevant laws, rules, policies, procedures, MOU’s and ordinances for managers, supervisors, employees.
• Reviews and processes personnel forms and changes.
• Provides information and data as requested; responds to subpoenas, public request acts and other requests for information developed and/or maintained within the department.
• Organizes and maintains automated and manual personnel record systems.
• Develops and maintains forms as needed.
• Performs onboarding and off boarding duties as needed.
• Composes letters, reports, memoranda and other written material as directed or on own initiative.

POSITION

To assist in planning, implementing, coordinating, and evaluating recreation programs and events, including but not limited to Teen Programs, Youth Programs, Aquatic Programs, Senior Programs, Adult Programs, promotional events, special events and excursions. The purpose of this recruitment is to fill a vacancy in the Community Services Department, as well as establish an eligibility list for future vacancies. This current position will be assigned to recreation duties.

Issue, secure and maintain program equipment and supplies. Ability to work flexible hours. Ability to drive a large van to transport materials, and participants to various activities. Regular, predictable, consistent and timely attendance is an essential function of the position, in that employee must be present to work to complete assigned tasks.

OTHER JOB FUNCTIONS

For all work assignments:

• Enforce all rules and regulations and lead youth programs as assigned.
• Teach aquatic programs and perform lifeguard duties as assigned.
• Certify lifeguards when requested.
• Serve as staff in Department programs (i.e., Summer Camp, Senior Programs, Youth Programs, Teen Programs, and Adult Programs).
• Maintain recreation equipment.
• Work cooperatively with others.

QUALIFICATIONS

When assigned to Aquatics:

The Recreation Coordinator will be responsible to perform lifeguarding duties, ensuring the safety of patrons, enforcing pool regulations, and responding to emergencies as needed. Additionally, they will need to train, certify, supervise and schedule lifeguards. During operating hours, on-site presence is required to ensure smooth operations and safety compliance.

When assigned to Youth Program(s) (i.e. Teen Programs, Youth Programs, etc.):

The Recreation Coordinator will be responsible for developing, coordinating, and supervising youth-oriented programs. Specific duties include: Planning and implementing recreational, educational, and enrichment activities tailored to different age groups. Recruiting, training, scheduling, and supervising program staff, volunteers, and instructors. Ensuring a safe and inclusive environment by enforcing program policies and addressing behavioral issues, as needed. May be required to perform lifeguard duties, as needed.

Minimum Education and Experience:

Education: High School diploma or equivalent. Bachelor's Degree from an accredited college or university with major course work in recreation or a related field is preferred.

Experience: Two (2) years of increasing responsible experience in the delivery of recreation services. A bachelor’s degree may be substituted for one (1) year of experience.

Licenses or Certificates: Required upon hire: Valid California Driver’s license

Required within six (6) months of hire:

Possession and maintenance of a current American Red Cross First Aid Certificate or equivalent.

Current American Red Cross Community CPR Certificate (or equivalent)

When assigned to aquatics (in addition to recreation programs), the following are required and must be maintained during the course of employment:

Required upon hire: Valid California Driver’s license, American Red Cross Lifeguard Training with CPR and First Aid (or equivalent)

THE POSITION

To monitor City facilities during programs and rentals; to open and close facilities; to set up and take down equipment; to provide information and assistance to the public in person and on the phone; to perform general administrative tasks when assigned; to perform certain custodial duties; to ensure user compliance with policies, regulations, and laws pertaining to facility use; and to perform other duties as assigned. License and Certificates:  Possession of a valid California Driver's License is required upon hire.

SALARY

$19.25 - $20.25 per hour (based on years of experience)

BENEFITS

All of these positions are temporary/part time. Temporary employees work no more than 130 hours per month AND 960 hours in a Fiscal Year.

The pay cycle is bi-weekly.  Except for worker's compensation coverage and sick leave accrual, no other benefits are provided. Employees must contribute 1.45% of salary to Medicare and 7.5% to a retirement plan in accordance with Federal Law.

The City of Dixon is looking to fill one full-time, regular position of Accountant in the Finance Department. THE POSITION:

Under general supervision, the Shelter Volunteer Coordinator assists in the planning, organization, implementation and review of the Animal Care Volunteer Program; assists with recruiting, training, scheduling and evaluation of volunteer staff; performs community liaison functions, coordinates public relations activities; humane education programs and performs related work as required.

 

You are:

The ideal candidate will have prior experience as a volunteer coordinator working in an animal shelter. The candidate will have experience handling shelter animals and be able to train volunteers how to safely handle animals. The candidate will have experience in volunteer program development as well as the ability to analyze volunteer program data for retention. The ideal candidate will have some experience using the Chameleon software for animal management.  

 

 

 

Essential Duties

What you will do: 
Duties may include but are not limited to the following:

• Recruits, interviews, recommends, orients, trains and evaluates volunteers; schedules their daily work assignments and activities to assure maximum program coverage and effectiveness; 
• Ensures that all departmental procedures are followed. 
• Under direction from the Animal Services Administrator, responds to volunteer complaints and conflicts that may arise. 
• Maintains a system for tracking volunteer program hours, schedules, skills and abilities, as well as performance measures. 
• Maintains and physically organizes volunteer work areas, files and records. 
• Prepares annual report on volunteer hours and activities.
• Under  general direction, develops and implements policies and procedures for implementing various volunteer, shelter and community programs; works with Animal Services Bureau Administrator to identify needs and opportunities for utilization of unpaid staff, and to design programs to fill those needs.
• Designs and develops training and orientation programs in a variety of areas including volunteer program procedures, applicable laws and department policies, techniques for dealing effectively with the public, and the proper and humane handling of animals. 
• Assists with production and update of volunteer training manuals and volunteer job descriptions. 
• Coordinates ongoing training opportunities for volunteers to enhance their skills and keep them engaged; implements a system to provide volunteers with consistent recognition to increase volunteer retention. 
• Coordinates volunteer meetings and annual Volunteer Recognition event. 
• Coordinates and attends meetings with Volunteer Coordinators from other Animal Care Services and volunteer organizations in the Bay Area.
• Maintains good communication with volunteer staff through personal contact, email and newsletters to keep volunteers apprised of changes, accomplishments and opportunities. 
• Represents the Bureau's various programs to the public and news media through public service announcements, conferences, outreach events and personal contacts with community leaders. 
• Provides Humane Education presentations to local groups, schools and civic organizations.
• Assists with gathering and review of articles for volunteer produced quarterly "All Fur Love" community newsletter. 
• Coordinates the acquisition and distribution of Animal Services Bureau Volunteer uniforms.
• Coordinates and oversees volunteer planning committees for events and fundraisers.

Minimum Qualifications

You have: 
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Experience: Two (2) years progressively responsible experience in volunteer program management, public relations, project management or similar field. At least one (1) year of professional animal handling experiences is highly desired.

Education: Equivalent to the completion of the twelfth (12th) grade. Education and coursework related to Public Administration, Animal Behavior, and Veterinary Office Assisting or similar is highly desired.

License: Possess and maintain a valid California Class C Driver's License.

OTHER REQUIREMENTS 
Essential duties require the mental and/or physical ability to: work in a standard office environment and use standard office equipment and current software including power point; work in a field environment in various weather conditions; grasp, perform repetitive hand movements and fine coordination to prepare documents and data using a computer keyboard and mouse/trackball; sit for prolonged periods of time; walk, stand, crouch, reach, twist, turn, kneel, bend, squat, stoop, and safely lift and move equipment and material weighing up to 50 pounds; converse by telephone, by email, in person, and to small or large groups and be clearly understood; read and comprehend legal, technical, and complex documents, interact with the public and all different levels of City staff in and effective and professional manner; not have any serious allergies or fears of animals, and safely drive to various locations throughout the City and County to fulfill assigned duties and to conduct work outdoors. AHA is seeking a Facilities and Maintenance Technician I to perform a range maintenance and alterations on Housing Authority buildings and facilities, HVAC, and other electrical and mechanical systems; identifying and evaluating construction-related problems; performing installation and repairs on plumbing systems; conducting property inspections, and coordinating with vendors on maintenance replacement and repair projects. Under the general supervision from the Assistant Director of Administrative Services, this position will work on tasks that include carpentry, plumbing, roofing, painting, heating & air conditioning, mechanical and electrical trades.
