THE POSITION:

The City of San Rafael Police Department is recruiting for a full-time, Police Communications Dispatcher.  This is a specialized police civilian classification and performs all duties required to effectively dispatch police services including operating police radio communication equipment to communicate with the public and police.  Receives, interprets, and transmits information essential to the delivery of emergency and non-emergency police services.

• Monitors local emergency services radio transmissions; maintains contact and monitors status of field units; monitors the county mutual aid channel.
• Responds to emergency phone lines, including calls to and from fire department, alarm companies, and tow companies.
• Prioritizes needs of difficult callers, including hysterical victims, incoherent persons and suicidal subjects; assesses and evaluates emergency situations.
• Enters calls for service information into the CAD system, including type, location, nature and description of event; enters all field unit transmissions.
• Enters information into automated systems, including temporary warrants, missing persons, property, stolen vehicles, domestic violence restraining orders and firearms; searches various databases and automated systems in response to information requests.
• Performs a variety of clerical duties, including photocopying, completing forms and maintaining records; receives and responds to document requests for warrants and DMV printouts.
• Operates a variety of specialized equipment related to dispatch work.
• Answers front office non-emergency lines after hours.
• Informs on-duty shift Sergeant of street activity and pending calls for service.
• May train and evaluate new employees.
• Performs related duties as required.

THE POSITION:

The City of San Rafael is recruiting for the position of Police Cadet (3 positions available).  This is an excellent job opportunity for students interested in law enforcement.  Under direct supervision, this fixed-term/limited term, civilian position provides general and specific information and assistance to the public.  The position also provides logistical assistance to all police department functions.  The primary assignments for the Cadet position are crime prevention, patrol support, and records/front office support.

• In the absence of the City Clerk, functions as the City Clerk, attends City Council meetings and perform all of the duties of holding a public meeting, including facilitating public comment, calling roll for Council votes, etc.
• Ensures adherence to established Council meeting procedures and rules; processes Council actions in the form of resolutions and ordinances; performs research, data gathering and analysis for written reports to the City Clerk.
• Prepares Council Chambers or other rooms for meetings.
• Generates Action Agendas and finalizes official minutes. • Processes and responds to Public Records Act (PRA) requests.
• Plans, organizes, develops, implements and administers the City-wide records management system.
• Assists in the development and implementation of goals, objectives, policies, procedures and work standards for the department.

EDUCATION and/or EXPERIENCE

Deputy City Clerk I: Equivalent to AA degree and three years of progressively responsible experience using state of the art technology in a local government agency, preferably in a City Clerk’s Office.

Deputy City Clerk II: in addition to the requirements for the Deputy City Clerk I, this level requires at least 4 years of experience as a Deputy City Clerk I or demonstrated ability to successfully complete the essential duties and responsibilities at the full journey level with a high degree of autonomy. Bachelor’s Degree preferred. Certified Municipal Clerk designation preferred. 

Both levels: Commission as a Notary Public in the State of California within six months of appointment

ABOUT THE POSITION: Office Assistant I will receive immediate direction from the Senior Administrative Assistant, with additional direction given by the Business Services Supervisor. They provide a variety of clerical support and perform a wide range of customer service-related tasks in a fast paced, high touch environment. Position Duties:

Salary Range

The Assistant Director salary range is currently $178, 713.34 - $288, 700.62. Placement within this range will be dependent upon the qualifications and experience of the individual selected. This salary includes an approximate five percent (5%) ongoing non-pensionable compensation. The salary is supplemented by an attractive benefits package. 

The Position

Reporting to the Director, the Assistant Director serves as the Chief Operating Officer of the Environmental Services Department (ESD), overseeing a budget of approximately $550 million and seven direct reports. This executive leader provides strategic and operational direction across a broad and complex portfolio, including Integrated Waste Management, Watershed Protection, Water Resources, Wastewater Management,  Regulatory Affairs and Purified Water, Utility Financial and Business Operations, and Communications. In partnership with Deputy Directors, department leaders, and citywide stakeholders, the Assistant Director drives alignment with City priorities while ensuring regulatory compliance, operational excellence, and organizational effectiveness. Key responsibilities include leading utility rate setting, guiding long-range capital and infrastructure planning, and supporting major initiatives such as homelessness response and environmental restoration. The Assistant Director also plays a critical role in supporting the Director by overseeing the preparation of City Council presentations and tracking high-impact departmental initiatives. This position requires a leader with strong emotional intelligence, sound judgment, and the ability to navigate both day-to-day operations and long-term strategic goals. Minimum Qualifications:

• Education: A bachelor’s degree from an accredited college or university in business administration, public administration, engineering, environmental sciences, or related field.

• Experience: Seven (7) years of increasingly responsible experience in business management and/or administration, operations, or maintenance is required.

• Experience managing a work unit equivalent to a major division within a public agency is preferred.

• Seven (7) years of exemplary supervisory experience is desired.

• Licenses: Possession and maintenance of a valid license authorizing operation of a motor vehicle in California.

The Department

The City’s Volunteer Fire Department is older than the City itself, founded as a volunteer corps in 1861 to replace a U.S. Army fire brigade. The largest volunteer urban Fire Department in California has undergone change to become a combination department, composed of both paid and volunteer staff. In addition, the department provides Advance Life Support (ALS) services and responds to over 3,000 calls for service annually. Staffing includes a Fire Chief, one Deputy Chief, one Fire Marshal, six Fire Captains, six Fire Engineers, an Administrative Assistant and 10 Reserve Volunteer Firefighters. Dispatch is staffed through the Public Safety Dispatch Center housed at the Police Department. Ambulance services are handled through a countywide contract. The Suisun City Department responds to fire, emergency and medical calls, as well as attaching units to wildland strike teams, when possible.

The Position

The ideal candidate will be a team-oriented problem-solver with a focus on public service. Recruits enter a training program to develop skills necessary to demonstrate abilities to respond to emergency fire and medical alarms, to protect life and property, to participate in fire suppression training and emergency medical training, to assist with station, apparatus and equipment maintenance, and to do related work as required. Volunteers are required to participate in a minimum of two 24 hour shifts or four 12 hour day shifts each month and complete assigned training.

Under the general direction of the Town Manager, plans, schedules, and directs the work of the Public Works Department, which includes providing supervision of street improvements, permits, traffic control, pavement markings, parks and public landscaping, storm drains, street sweeping, building maintenance, and general engineering functions; performs related work as required.

EXAMPLES  OF DUTIES

Prepares and presents public works related items and issues to the Town Council. Plans and supervises the capital improvement program, street maintenance program, storm drain and disaster related repairs and all aspects and equipment related thereto; periodically inspects streets and all public facilities for deficiencies and recommends corrective actions and priority of work; estimates labor, materials, and oversees initiation of projects including street openings, retaining walls, flood control and drainage facilities; manages the Town’s participation in the Marin County storm water pollution prevention program; manages the Town’s GIS program; prepares plans and specifications for bidding procedures; interacts with the Consulting Town Engineer and/or supervises engineering functions; provides complex and responsible administrative support to the Town Manager; prepares departmental budget and controls expenditures; personnel administration within the department; participates in code enforcement and in other activities, as required.

We are seeking a hands-on, mechanics and electronics savvy Instrumentation Technician to join our Public Works Sanitation division. This position maintains, repairs, inspects, plans, modifies, designs, installs and calibrates instrumentation, electrical, and SCADA control systems for wastewater treatment facilities; maintains a spare parts inventory; and trains operations staff in the understanding of instrumentation and control systems related to the process operation.
